AMRELI H.O. : BLACK SHADOW ON THE BACK OF ACHIEVEMENT AND AWARDS

Peaceful agitation program of ‘Dharna’ goes on at Amreli. Staff of Amreli HO hue and cry together and struggle to get rid of undue pressure, abusing language and monarchy of the local administration. It was very encouraging episode to observe that members of two unions set together, brought their Circle Secretaries and other leaders on one carpet and all were shouting slogans of Kamdar Ekta-Jindabad’ in in one voice in front of the Post Office.

All staff members were present and they directed the leaders in one voice to strongly represent their complaint against rude behaviour, abusing languate and undue pressure by the Postmaster.

When we personally talked with staff regarding details of their complaints, the real picture was unveiled. It was very much shocking to know following facts:

The PM forces postman staff to put signature of addressees to show 100% delivery and keep articles with themselves till the addressee meet them and take delivery. In other words, forged signatures are taken! Postman staff is not allowed to go home till articles are delivered by hook or kook. Postmaster herself also put her signature as recipient of articles and shows as delivered! In case of some EMO of Widows pension or old age pension, wrong remarks as ‘left’ are passed to show no EMO as pending!! Postman staff is called back even after 20.00 hrs and go for delivery if some addressee is available after that time!! PM speaks unparliamentarily and use abusing (unquotable here) language. When an inquiry was held against PM in the matter of complaint against her by staff, all staff has given written statements confirming above said facts. But unfortunately no action has been taken to put curb on such attitude and even a warning is not given for correction. This picture shows that everyone in the administration side is running for achieving such statistics that may satisfy their higher officer. For satisfactory statistics, The PM forces to put forged signature too!! She herself receives articles on behalf of several addressees!! She may be going to deliver at the doorstep of addressee!! Why??? Postmasters are invisibly compelled to show fictitious but glittering figures. Then awards are given!! This is a black shadow behind achievement and awards. Better counseling is the requirement of the day

We thank Shri.M.R.Trivedi who was out of head quarter and busy till 21.30 hrs in RPLI work in village but spared time for representatives of both unions and provided a space for healthy discussion. We presented some proposed solutions and we are hopeful that he will settle the issue. We requested him to refer to the written statements of staff of Amreli HO and ensure that a correct report is sent to the office of Postmaster General so that the pressure of doing forged signatures and objectionable behaviour can be put to notice of the higher officers which may surely justify resentment of agitating staff.

Copies of all such statements and inquiry report have been called for under RTI Act. On receipt of them it will be put to notice of regional office that under psychosis of showing fictitious but attractive figures, Postmasters go to any extent. Circle union also requests other divisions to inform it in their divisions anything is being done beyond rules and such harshness. A healthy and suggestive representation will be made to higher authorities for constructive and corrective action.

It is also expected that the SPO Amreli would make further report to the Regional office after referring to written statements and take action to the extent to which he is empowered as a head of the division.

It is interesting to know here that the Postal Staff College of India, Ghaziabad has organized an interaction programme with the 16 Senior Administrative Grade Officers likely to be promoted to HAG (Chief PMG) on 19.01.2011 from 1430 hours on the topic of “Staff issues in Transformation of India Post”. Com. K. V. Sridharan, General Secretary and Com. D. Theyagarajan, Secretary General FNPO was invited to have interaction on the topic for free and frank discussion to arrive at some agreed solution to the issues concerned. Com. K. V. Sridharan, General Secretary has taken 40 minutes on the following issues which were well received by the senior officers of the department. The gist of his presentation on the problems existing in Project Arrow offices and other modernization programme is furnished below for the notice of our members.

The following issues are not attended or not cared resulting failure in the object of the project arrow and this require immediate correction.

(1) Project Arrow is fine but not succeeded due to operational inefficiency in the absence of adequate staff.

(2) Staffs are compelled to furnish fictitious statistics that become a demoralizing factor.

(3) Project Arrow inspection team guided the offices to enter only the paid MOs relating to Family pension, Old Age pension etc. as MOs received for delivery just to show 100% delivery.

(4) In adequate supply of Computer peripherals, accessories and no power to the Postmaster to incur any expenditure for urgent natures. Inadequacy of printers and almost condemned servers with slow pace available in many Project Arrow offices.

(5) Inadequate personnel deployed for trouble shooting like Systems Administrators to attend the faults.

(6) Even antivirus soft wares are not provided in many circles like Orissa to the computers. There are no proper AMCs. For Generators also there is no AMC and many of them are out of order.

(7) Unscientific fixation of last receipt time. The last receipt should be before 1500 hours. No article should be kept under deposit or shown as delivered or redirected to other town SOs to ensure 100% delivery.

(8) Bar codes to Speed Post articles are sub standard. Duplication of scanning of Speed Post articles must be avoided. The power of RAM should be increased, Spare & Additional accessories must be provided to all offices.

(9) The present measurement of KPI uniform to all offices right from HSG-I to single handed offices is incorrect. This will demotivate the bigger offices where there are chances of return of articles.

(10) The provision of alternative mail route as provided in the blue book and vested with the divisional superintendents for effective conveyance of mails is not at all adhered anywhere. Only the DMSL is adhered. The provision of Citizen Charters D + 2 is not maintained.

(11) Citizen Charter’s meetings should be conducted as post office levels by divisional heads. So that the public can ventilate their pleasure and displeasure in the presence of concerned Postmasters.

(12) There are contrary in citizen’s Charter and norms fixed by the Department. For example for registration of Savings Certificate, it is 10 mts per registration as per the norms. Where as it is 7 minutes per certificate as per citizen charters. There should not be difference in norms.

(13) Now settlement of SB claims in finally vested with Postmasters. The time limit as per citizen charter & KPI disturbed the practicability in disposal of claims.

(14) PPF & Savings certificates involve more time. They should not be brought under multipurpose Savings Bank Counters. Separate counters must be there. No other work other than Savings Bank should be added in the Multi purpose Savings Bank Counters.

(15) Postmasters posted in the project arrow offices must be given with systems training so that they can trouble shoot the minor cases if it warrants avoiding dislocation.

(16) There is no security or no queue facilities in Project Arrow phase I & II offices. It resulted in unwarranted arguments to decide who the first customer is. There is no safety.

(17) The enhancement of counter working hours without realizing the difficulties to 7 hours in many places forced the PO to keep open the office beyond working hours. The physical strain of sitting continuously for 7 hours before counter in computer has not been taken note of. This inhuman decision frustrated the employees much.

(18) Entrusting the undelivered articles to PRI (P), directing the Postman to deliver even registered letter to neighbour or any one, compelling the postmen to obtain mobile number of addresses, collecting authorization letters etc, issuing chare sheets without studying the realities are resulted in setback. Mere policing will not yield desired results. Better counseling is the requirement of the day.

(19) Frequent statements, compelling the Postmaster to check e-mails 3 to 4 times, furnishing report once in a hour – All these adversely affected his supervisory’ duties and the time is being wasted only in collecting such information and forwarding them.

(20) Non updating the soft wares. The patches for Foreign Post revised rates not dispatched till today. In Delhi, no MPCM is having the facility of booking of VP articles under concessional rates for printed books.

(21) The e-mo software is now over leaded. Many paid e-mos are now shown as unpaid. The System Administrators are compelled to clear the mistakes. Before introducing the software, the capacity must be assessed properly.

(22) If LAN/WAN/Broad Band does not function, the PMs are compelled to go other offices to send reports, Accounts & MIS etc.

(23) No doubt, it is feel good outside. But inside, still old furniture etc to delivery staff and other staff. When the project is taken, it should be for all.

(24) Unnecessary calling of explanations from the Postmaster and take notice of their lapses for non extraction of Speed Post net data on account of operation errors.

(25) Practically there is no counting of unaccountable articles. Average and incorrect figures are furnished. This should be deleted from DET.

(26) Series of letters & e-mail received on SB transfer, claims & closures. Scores will be deducted in KPI. This demotivates the staff.

(27) Many local instructions are issued daily confusing the operative staff. Sequential day ending process has been changed twice in many circles.

(28) EMO software again proved as half baked with various bugs which required huge rectification. Soft wares are not able to deal such huge data. 2.5 lakhs e-mos were shown as unpaid which were booked 1 year before.

(29) Handling of plenty of soft wares and multi log in by single user causing tiresome and often failures resulting chain of distress to the PAs and supervisors.

(30) Virtually there is no help from the regional office except questioning; Remote assistance is the best way for trouble shooting.

hal-chal in Gujarat Circle : Brief details

Tour program of Circle Union:

Circle Secretary along with Com.S.K.Vaishnav Asst. C/S and Com. S.T.Taraiya Circle President P.IV visited Mahesana, Banaskantha Patan and Amreli divisions. The purpose of tour is for strengthening communication with members of all divisions and know their problems personally. Previously several divisions in south Gujarat were visited and yet more divisions will be covered as per mutual convenience.


MAHESANA:


Divisional President and Secretary Com.P.S.Patel and Com.D.R.Patel are quite senior and matured leaders in this division who could guide even Circle Secretary on various points. We met other executive committee members of this division. It was good to hear that the SPO is doing favourable transfers and postings of several officials even in the mid term and such officials are benefited. It is their good luck and let them enjoy. No matter, to which union they belong. It was not good to hear that the SPO himself is under order of reversion and enjoying powers of transfers with free hands and does not consider genuine cases awaiting his response since long. The policy of Circle Union is clear that it would always seek for transparency and impartiality and will raise voice in writing, without any prejudice and pressure, against cases of repeated injustice or exaggeration in use of powers. A representation has been sent to Circle Office in the matter.


BANASKANTHA:




At Palanpur, Com.Bhatol D/S Com. Desai and team are working quite positively in the division and doing so many constructive works by availing co operation of divisional administration, as noticed by all of us. There are no big problems in this division. Shri.H.C.Joshi ASPO is also very practical and playing a positive role to bridge union and administration which is utmost necessity in this era. We all want our department to progress, increase revenue, uplift public services, implement various projects and these all things can be done by positive and constructive relations with each other. There is also a nice cultural program on 26th, in which all employees shall enjoy food and fun with family. Here some alteration in placing computers, wiring, seating arrangement etc is required in Palanpur HO. I hope this would be done in some days. There is a big conference hall in HPO building. Staff should use it for small family functions.

PATAN:

This is a very small and peaceful division. The PM Shri. Desai gave warm welcome to us. He is Divisional President of NAPE. We started with a cup of tea offered by him. Shri.K.M.Desai ASP is also sweet and co operative to staff, as we noticed. We met Shri.D.P.Rajput SPO with Com.R.J.Patel D/S and Com.Akhani. In this division also there are no major problems requiring any intervention by the Circle union. Off course, we visited a TSO in which there is no toilet facility and female employees are working here. They do not seriously complain because on completion of tenure at HO they need to get local transfer here. The door of a space like bathroom is also broken. It requires urgent repairs. the D/S will immediately write a letter to SPO. He will surely do needful in few days. In this division, a survey of Computer systems is required to be made to know how many PCs/printers are really not working properly and require condemnation even if History sheets are not available for one or other reasons.

AMRELI:

In this division, the staff of Amreli HO works very hard to achieve maximum speed and accuracy in work but the Postmaster understands that this is done only because of her suppressive and rude attitude with staff. In last February also, the staff belonging to AIPEU as well as NAPE had complained about such approach of PM and we had already met the SPO and discussed the issue. The problems were increasing and therefore representation was also made to Hon.PMG and Hon.DPS in last bi monthly meeting of Rajkot region. Com.M.P.Mangrolia D/S, Com. Kanada and Com.Gondia (P.IV) were also present in that meeting. There was no improvement in the approach of PM and no action by the administration and therefore resentment was prevailing in whole staff which resulted in to a notice of joint agitation by AIPEU and NAPE. This is a welcome step taken by unionists of Amreli division to set example to all other divisions also that when a common problem is there, they should sit together, struggle together, strengthen the voice togather and when they all are working like "one" a real "Kamdar Ekta" is established and it is always successful. On 24th, representatives of both unions accompanied by C/S AIPEU Gr.C and Circle President AIPEU P.IV met Hon.DPS Rajkot who heard them and told that the matter will be decided by Hon. PMG. The C/S expressed that we are never in favour of any lack of productivity and hardship in public services but when nobody hears voice, democratic rights of agitation has to be availed. The divisional units of both unions were advised to restrict their "dharna" etc program in 'off duty hours'. It is hoped that some solution will be sorted out by active role of SPO Amreli who had told representatives of both unions that he is also recommending action against the PM. This is not a very big issue and it is expected to be resolved shortly. We request comrades of Amreli division not to loose passions and do nothing which may adversely effect work of office because they are number one and that is because of their hard work irrespective of mass differences with the PM. Be positive, results will be positive. We salute unity of staff of both unions in this division.

JUNAGADH:

It was shocking that the SPO issued a circular that all offices should be kept open on the national holiday of 26th January, attendance and work will be checked by the ASPO and all should give replies to them and if any office is not kept open, departmental action will be taken against responsible SPMs !!!! When all offices/ units of Private and Public sectors are celebrating the National Holiday, how an officer gives order to keep office open and working on National Holidy and enforce attendance of staff including Group D officials, in writing with harshness and threaten of action? Immediately C/S contacted on phone and the officer was ready to exchange date from 26 to 30. We understand that we have to work hard, sit extra hours, come on sundays when needed and we all are co operating administration in all divisions by coming in office voluntarily on sundays also but this should not mean that we have no voice even in case of victimization or undue pressure. The matter will be orally discussed with the higher authorities. It is also circulated by the SPO that if all cases of minus balance are not settled by crucial date of 31.01.11, he will recover whole amount involved in such cases from pay of SPMs and charge the amount as Unclassified Payments and settle the cases in that way!!! It is easy to understand that if minus balance is on account of lacuna of some employee/s the amount can be recovered from them but if some one else has committed mistake so many year back, how the amount can be recovered from the pay of existing SPM. It is ridiculous and illogical to make such statement publicly. Such undue suppression creates depression and resentment in hard working and faithful employees. As a part of affirmative management, we expect better treatment.

CIRCLE SECRETARY WILL VISIT MEHSANA DIVISION ON 20.01.11

As proposed by Com.D.R.Patel D/S, the Circle Secretary will visit Mehsana division on 20.01.11. In this division, there are constantly prevailing certain problems which will be discussed with members and suitable representation shall be prepared. C/S will also try to visit neighbouring divisions if possible. Members of Mehsana division are free to call C/S on 9427208408 if they want to convey any problem/suggestion but can not remain present on the working day on 20.01.11.
Com.S.K.Vaishnav Asst C/S will also accompany C/S through out the tour.

FRUITFUL BIMONTHLY MEETING OF VADODARA REGION HELD ON 17.01.2011

Bimonthly Meeting of Vadodara region was held on 17.01.2011. Lt.Col.D.K.S.Chauhan Hon. PMG Vadodara, in the begining conveyed few words to welcome all representatives and inspite of his tight time schedule, heard all representatives very peacefully and gave positive response. C/S conveyed very briefly that his main concern is about clearance of MACP in the region. There are two types of cases, first the cases which are not problematic and clear, should be immediatly considered. Secondly, the cases of pending representations for upgradation of ACR from 'Average' to 'Good', for the purpose of opening doors for such employees for getting ACP, requires positive consideration. In the end of discussions Hon.PMG assured to positively consider all such pending cases. It is expected that within next 3 weeks, issue of MACP in the region will be settled. Com.S.M.Patel and Com. C.D.Thakor were also present in the meeting.

SPECIAL THANKS TO SENIOR COMRADE S.S.VAISHYA

Circle Secretary was attending AIC at Alandi (Pune) for the first time as a C/S and obviously requiring valuable guidance from senior experienced comrade in view of various aspects to be dealt with. Com.K.B.Barot Ex.C/S was unwell and could not attend. One month ago, C/S had requested Com.S.S.Vaishya to attend AIC. Accordingly he attended and remained continuously present through out days and did not even go for side seeing when other comrades moved out. He was not unhappy even when accommodation arrangements could not be made in time for him.He provided valuable help and assistance, using his long experience, for which Circle Union conveys special thanks to Com.S.S.Vaishya and wishes him long, healthy and peaceful life.

A HISTORICAL AIC AT ALANDI (PUNE)

A historical AIC was held at Alandi (Pune) during 9-12 January. The discussions by leaders on various contamporary issues including Cadre Restructuring, Postmaster's Cadre and so many important issues were very important and useful to all delegates attending from all over the country. It was also prestigious to note that the hall was house full through out the proceedings of the conference and a number of delegates were allowed to express their views and suggestions on various issues and resolutions.The details about the AIC will be published in the website of CHQ as well as NFPE.
The delegates from Gujarat had to avail private accommodation at different guest houses at Alandi and Pune and the Circle Secretary, inspite of his utmost desire, could not gather them all at one place for discussions. However those who met in the ground of AIC place were off course in contact but a meeting as earlier intended, could not be convened. Some of the delegates faced pains and trouble in getting accomodation but Circle Secretary was helpless in the matter because there was no availability of accomodation to the satisfaction of delegates.
However, all other arrangements were superb and we congratulate team of Maharashtra Circle under leadership of Senior Com. B.G.Tamhankar and Com.Mangesh Parab for hosting a grand successful AIC.
This time no representative from Gujarat Circle could be taken in the executive body of CHQ. Gujarat Circle congratulates newly elected body under leadership of Com.M.Krishnan as President, Com.K.V.Shridharan as General Secretary and Com. Balvindar singh as Financial Secretary.

Sub: - Children Education Allowance Scheme – Clarification
Subsequent of issue of this Department OM No. 12011/3/2008-Estt (Allowance) dated 02.09.2008 and clarificatory OMs dated 11.11.2008, 23.11.2009 and OM No. 12011/16/2009-(Allowance) dated 13/11/2009 on the Children Education Allowance (CEA) Scheme, this Department has been receiving references from various Departments, seeking further clarifications. The doubts raised are clarified as under: -
Whether CEA is admissible to a Government Servant who ceases to be in service due to retirement, discharge, dismissal or removal from service in the course of an academic year?
CEA/hostel subsidy shall be admissible till the end of the academic year in which the Government Servant ceases to be in service due to retirement, discharge, dismissal or removal from service in the course of an academic year.
The payment shall be made by the office in which the Govt. servant worked prior to these events and will be regulated by the other conditions laid down under CEA scheme
Whether Children of a Government servant who dies while in service are still eligible for reimbursement under the new CEA scheme?
If a Govt. servant dies while in service, the Children Education Allowance or hostel subsidy shall be admissible in respect of his/her children subject to observance of other conditions for its grant provided the wife/husband of the deceased is not employed in service of the Central Govt., State Government, Autonomous Body PSU, Semi-Government Organization such as Municipality. Port Trust Authority or any other organization partly or fully funded by the Central Govt./State Governments. In such cases the CEA/Hostel Subsidy shall be payable to the children till such time the employee would have actually received the same, subject to the condition that other terms and other conditions are fulfilled. The payment shall be made by the office in which the Govt. servant was working prior to this death and will be regulated by the other conditions laid down under CEA scheme.
Whether any upper age limit of the children has been prescribed for claiming CEA? Whether CEA can be allowed in case of children studying through “Correspondence or Distance Learning”? If so the age limit prescribed for the same.
The upper age limit for disabled children has been set at the age of 22 years. In the case of other children the age limit will now be 20 years or till the time of passing 12th class whichever is earlier. Cases where reimbursement have been already made, in respect of children above this age may not be reopened. It has also been decided that CEA may henceforth be allowed in case of children studying through “Correspondence or Distance Learning’ subject to other condition prescribed.
What is the definition of the terms two sets of uniform’ which occur in para 1(e) of our O.M. dated 02.09.08. What is the definition of ‘one set of shoes”?
It is clarified that “one set of shoes’ would mean one pair of shoes and ‘two sets of uniform’ would mean two sets of uniform prescribed by the school in which the child is studying. A set of uniform will include all items of clothing prescribed for a day, as uniform by the school Reimbursement may be allowed for two sets of such uniform irrespective of the colours/winter/summer/PT uniform.
What is the definition of ‘station’ for the purpose of hostel subsidy?
It is clarified that for the purpose of hostel subsidy. Station would be demarcated by the first three digits of the PIN Code of the area where the Government Servant is posted and/or residing’. The first three digits of the PIN Code indicate a Revenue District.
Whether fee paid to organization / institutions other than the school or fee paid to the private tutors for purposes mentioned in para 1(e) of the OM dated 2.9.2008 is reimbursable
No. it is clarified that the term ‘fee’ contained in the para 1 (e) of the OM dated 2.9.2008 would mean the fee charged by the school directly from the student

The Model RRs for the post of Upper Division Clerk issued in this Department OM No. AB 140 17173107-Estt.(RR) dated 18" December, have been reviewed in the light of 6" CPC recommendations on revision of pay scales, instructions issued by this Department, etc. Accordingly, the revised Model Recruitment Rules for the same are enclosed as Annexure to this Office Memorandum.

2. Ministries / Departments may review the existing rules and notify the revised rules conforming to the Model Recruitment Rules. These may also be forwarded to all autonomous statutory bodies for adoption. The Ministry of Home Affairs are also requested to forward these Model RRs to the UT Administrations for appropriate action.

DoP SEEKING TO COMPUTERISE ALL POST OFFICES BY 2012-END

Vadodara, Jan 8 (PTI) Department of Post is seeking to computerise all the 1.55 lakh post offices in the country by the end of 2012, said Union Minister of State for Communications and Information Technology Sachin Pilot today.

Pilot was talking to reporters after launching 3G services in seven cities of Gujarat through video conferencing here.

He said that of 1,55,015 post offices in the country, only 12,604 have been computerised so far, and Department of Posts aims to computerise the rest by the end of 2012.

Talking about telecom network, he said that only the government-owned companies such as BSNL were putting up infrastructure and providing connectivity in the remote areas, or Naxalism affected areas such as Jharkhand.

For facilitating e-governance in Gujarat, the Department of Information Technology, Government of India is contributing Rs 91.

Sub: Modified Assured Career. Progression Scheme (MACPS) for the Central Government Civilian Employees - Extension of the benefits to Officers ofHAG Scale of Rs.67,000-79,000

Reference is invited to the Department of Personnel & Training's O.M. of even number dated the 19th May, 2009, wherein the financial upgradation under the Modified Assured Career Progression Scheme (MACPS) has been allowed upto the highest grade pay of Rs.12000 in the Pay Band 4. Consequent upon introduction of the new HAG scale of Rs. 67,000-79,000 in replacement of Rs. 37,400-67000 with grade pay of Rs. 12000 in PB-4, it is clarified that the benefits of financial upgradation under the MACPS shall be available to aforementioned HAG scale also.

2. All Ministries/Departments may give wide circulation to the contents of this O.M. for general guidance and appropriate action in the matter.

Sub: Revision of guidelines for framing I amendment I relaxation of Recruitment
Rules.

The undersigned is directed to state that instructions on framing I amendment of Recruitment Rules were issued in a consolidated form in this Department's OM No. AB. 14017112187-Estt. (RR) dated 18.3.1988. Subsequently, a number of orders and clarifications have been issued on the subject.

2. The existing instructions have been reviewed in consultation with UPSC and consolidated in the form of "Guide lines on framing/amendment/relaxation of recruitment rules", a copy of which is enclosed. The number and the date of original OM has been referred in the relevant instructions for easy reference to the context. The Guidelines on framing/amendment/relaxation of recruitment rules along with the relevant instructions and existing model RRs are available on the DoPT website
www.persmin.nin.in in the dynamic form of Handbook on Recruitment Rules, 2010. This Department would continue to update these instructions from time to time.

Subject: - Stepping up of pay of the promotee senior with direct recruited junior appointed on or after 01.01.2006

This is regarding stepping of pay of promote senior with reference to direct recruit junior appointed after 01.01.2006.

2. The issue was examined in this office and referred to Ministry of Finance for clarification. Ministry of Finance Department of Expenditure Legal Cell vide U.O. No. 18/28/2010-Legal dated 29.12.2010 has clarified that the stepping up of pay of the promote senior with direct recruited junior appointed on or after 01.01.2006 may be agreed to subject to fulfillment of the following conditions: -

(a) Stepping up of the basic pay of seniors can be claimed only in the case of those cadres which have an element of direct recruitment and in cases where a directly recruited junior is actually drawing more basic pay than the seniors. In such cases, the basic pay of the seniors will be stepped up with reference to the basic pay of the directly recruited junior provided they belong to the same seniority list for all purposes.

(b) Further, government servants cannot claim stepping up of their revised basic pay with reference to entry pay in the revised pay structure for direct recruits appointed on or after 01.01.2006 as laid down in Section II of part A of First Schedule to the CCS (RP) Rules, 2008, if their cadre does not have an element of direct recruitment or in cases where no junior is drawing basic pay higher than them.

(c) Stepping up of pay of the seniors in accordance with the present advice of this Department shall not be applicable in cases where direct recruits have been granted advance increment at the time of recruitment.

3. The issues prevailing in the Circle may be decided as per above clarifications.

LET US MEET IN AIC AT ALANDI (PUNE)

Dear Comrades,
Circle Secretary is leaving tonight (06.01.11) for attending Central Working Committee and AIC at Alandi (Pune). All deligates and visitors of Gujarat Circle are requested to quietly obtain their accomodation and other arrangements made for us at the place. All D/S will fill up form provided by CHQ and hand over on the first day. All are requested to immediately credit Delegation fee and there should be no escaping from this responsibility. We are sure, this AIC will be very important for all of us particularly when the department is introducing various projects and restructuring of Cadres and when we are having so many question marks against Postmaster's Cadre. The representatives who attend AIC will be able to convey brief of proceedings to all members in their divisions. I personally request all delegates to please fully attend debates taking place in the AIC. It will be very useful for you. No delegate should run away for visiting touring spots during business of Conference. You may have seperate time for that purpose and in any case, all of us must remain present through out the day.
Circle Secretary will be available for any help required in connection with any problem. All delegates must report to C/S as soon as they reach the place.
we will also have a small meeting of all representatives of Gujarat at convenient time.
The Bi monthly meeting of Vadodara region is scheduled to be held on 17.01.11. There are so many problems of this region pertaining to MACP, Delay in DPC and Identification of posts in Postmaster's Cadre besides unjustified transfer of union leaders at Vadodara. We hope that this meeting will bring some positive results as the most kind Lt. Col. D.K.S.Chauhan, Hon.PMG has taken over at Vadodara and we have always experienced that he has patiently heard our problems and given justice to the employees.

Subject: Interest bearing advances/Sixth Central Pay Commission recommendation on House Building Advance-enhancement in past cases-regarding.
The undersigned is directed to invite attention to this Ministry's O.M. No.I-17011/2(1)/2009-H.III dated 27th November, 2008 on the above subject and to say that it has been decided in consultations with Ministry of Finance to make the afore-said orders applicable with effect from 1st January, 2006. Accordingly, an enhancement of House Building Advance, if applied for, may be granted for an amount equivalent to the difference between the previously sanctioned amount and the new amount determined on the basis of pay in the pay band, in past cases, where HBA was sanctioned on or after 1-1-2006 but before 27-11-2008 subject to complying following conditions:-
(a) The Government servant should not have drawn the entire amount of HBA sanctioned under earlier orders and /or where construction is not completed/full cost towards acquisition of house/flat is yet to be paid.
(b) There will be no deviation from the approved plan of construction on the basis of which the original sanction of House Building Advance was accorded. The revised cost of the original plan can, however, be considered for determining the additional amount, subject to the prescribed maximum limits.
(c) Supplementary Mortgage Deed, Personal Bond and Sureties will be drawn and executed at the expense of the loanee.
(d) The actual entitlement will be restricted to the repaying capacity computed on the basis of the formula laid down in this Ministry's O.M. No.I-17015/16/92-H.III dated 17.10.2000. It should be ensured that the entire amount of advance with interest is recovered before retirement of the Government servant.
(e) Rate of Interest: The rate of interest chargeable in such cases would be as per the slab applicable to the total sanctioned amount i.e. amount already sanctioned on or after 1-1-2006 but before 27.11.2008 plus the enhanced sanction. However, the new rate of interest would be chargeable only on collective amount that would remain outstanding on grant of enhancement so granted. Thus, the amount of HBA that has already been re-paid on old rates will not attract the fresh interest charges.
2. However, the existing limit of maximum admissible amount of Rs.7.50 lakh for the purpose of construction/purchase of new house/flat and Rs.1.80 lakh would remain unchanged. In other words, the sum total of previously sanctioned HBA and the enhancement granted under these orders cannot exceed the aforesaid limits. In any case, not more than one enhancement is admissible to a Govt. employee.
3. The applications for enhanced HBA should be submitted within six months from the date of issue of this order.
4. Ministries/Departments whose branch offices are situated in the far flung areas like in case of Ministry of Defence, etc., are advised to give wider publicity to these orders through modern communication mean like facsimile e-mail, web-sites etc. so that there is no occasion for any representation for extending the time limits of six months on the grounds of receiving these orders late.

Please ensure to clear quota for the current year while attending AIC. Further all dues in respect of Bhartiya Post, Venture & Hand Book must be cleared while attending the AIC. We seek all your cooperation to clear all pending amount.
Apart from above, all branches shall clear – quota to Confederation at the rate of Re. 1/- per year per member in the conference itself as per the decision of the Federation & Confederation in this regard.
In respect of issues like Postmater’s Cadre, Cadre review, Systems Administers etc. we are going to discus all the items in detail in the AIC and I have restricted this Desk only with the message for All India Conference.

Sub: Child Care Leave to Central Government employees - regarding

The undersigned is directed to say that subsequent to issue of this Department OM of even number dated 07/09/2010, this Department has been receiving references from various Departments, seeking clarifications. The doubts raised are clarified as under:-

1. Whether Earned Leave availed for any purpose can be converted into Child Care Leave? How should applications where the purpose of availing leave has been indicated as 'Urgent Work' but the applicant claims to have utilized the leave for taking care of the needs of the child, be treated?
Child Care Leave is sanctioned to women employees having minor children, for rearing or for looking after their needs like examination, sickness etc. Hence Earned Leave availed specifically for this purpose only should be converted.

2. Whether all Earned Leave availed irrespective of number of days i.e. less than 15 days, and number of spells can be converted? In cases where the CCL spills over to the next year (for example 30 days CCL from 27th December), whether the Leave should be treated as one spell or two spells'?
No. As the instructions contained in the OM dated 7.9.2010 has been given retrospective effect, all the conditions specified in the OM would have to be fulfilled for conversion of the Earned Leave into Child Care Leave. In cases where the leave spills over to the next year, it may be treated as one spell against the year in which the leave commences.

3. Whether those who have availed Child Care Leave for more than 3 spells with less than 15 days can avail further Child Care Leave for the remaining period of the current year'?
No. As per the OM of even number dated 7.9.2010, Child Care Leave may not be granted in more than 3 spells. Hence CCL may not be allowed more than 3 times irrespective of the number of days or times Child Care Leave has been availed earlier. Past cases may not be reopened.

4. Whether LTC can be availed during Child Care Leave?

LTC cannot be availed during Child Care Leave as Child Care Leave is granted for the specific purpose of taking care of a minor child for rearing or for looking after any other needs of the child during examination, sickness etc.

Reference in invited to this Directorate letter No. even dated 14th Jul 2009 on the subject cited above which provided for the manner of filling up of GDS vacant posts in single handed branch offices and branch post offices having two or more hands.
2. Provisional appointment for a brief may be resorted to only on account of sudden death, dismissal, removal, put off duty, absorption against the departmental post of Gramin Dak Sevaks and unauthorized absence for long period in case regular arrangements cannot be made immediately.
3. In the case of posts falling vacant due to discharge form service of the GDS BPM or absorption of the GDS BPM on the regular departmental posts, efforts should first be made to fill up the posts by adjusting identified surplus GDS fulfilling the prescribed qualification & other prescribed conditions failing which action should be taken in advance to fill the vacant post of GDS BPM on a regular basis by following the prescribed procedure and following other conditions prescribed under letter No. 17-103/2007-GDS dated 14 Jul 2009. The list of all the GDS, category wise, due to be discharged from service in calendar year may also be displayed on the Department's website in the month January of each calendar year.

Details of package of Concession/Facilities to Central Government employees working in Kashmir Valley in Attached/Subordinate Offices or PSUs falling under the control of
Central Government:-

I. Additional H.R.A. and other concessions:

(A) Employees posted to Kashmir Valley

(i) These employees have an option to move their families to a selected place of their choice in India at Government expense. T.A. for the families allowed as admissible in permanent transfer inclusive of transportation of personal effects, lump-sum payment
for packing etc.

(ii) Departmental arrangements for stay, security and transportation to place of work for employees.


(iii) HRA as for Class 'A' city applicable for employees exercising option at (i). Such
employees will be eligible for drawing the normal HRA as well at their place of
posting provided Departmental arrangement is not made for his/her stay.

(iv) The period of temporary duty extended to six months. For period of temporary duty daily allowance at full rate is admissible, apart from departmental arrangements for stay, security and transportation.

(B) Employees posted to Kashmir Valley who do not wish to move their families to a selected place of residence;

A per diem allowance of Rs. 10/- is paid for each day of attendance to compensate for any additional expense in transportation to and from office etc. This will be in addition to the transport allowance, which the employee is otherwise eligible for under Ministry of Finance order No. 21(2)/2008-E.II(B) dated 29.8.1008.

II. MESSING FACILITIES:

Messing Allowance to be paid to the employees at a uniform rate of Rs. 15/- per day by all Departments, or in lieu messing arrangements to be made by the Departments themselves. This rate of allowance will have to be adhered to uniformly by all the Ministries/Departments with effect from 01.07.1999. The slightly higher rate of Rs. 25.50 adopted by the Department of Telecom and Posts and allowed to be continued as a special case by the Department of Personnel in consultation with the Ministry of Finance, would, however, continue to be paid at the said rate.

III. ADJUSTRMENT OF MIGRANT EMPLOYEES:

As a purely temporary measure, the employees migrated from the Kashmir Valley are accommodated to the extent possible in the available vacancies under the respective Ministries/Departments in offices located outside but adjacent to the union Territory of Delhi.

IV. PAYMENT OF LEAVE SALARYIAD HOC FINANCIAL ASSISTANCE:

Arrangements were made for payment of leave salary for the period upto 30' April, 1990 in respect of employees who may not have received their emoluments after migration. Such employees were allowed to be given either leave salary at the minimum of the scale or some adhoc financial assistance as an advance to be adjusted from their dues after they join duty. Further the migrant employees who were unable to join their respective places of posting in the Valley due to the prevailing circumstances, were extended this facility till they were adjusted in accordance with (iii) above.

V. REGULARISATION OF THE PERIOD OF ABSENCE OF J&K MIGRANT
EMPLOYEES:

In August, 1992, it was decided that the period of migration of a Central Government employee, who migrated from Kashmir Valley in view of the disturbed conditions would be treated as Earned leave to the extent which may have been due to him on the date of proceeding for migration. However, the position was reviewed by the Ministry of Personnel in April, 1997 and if was decided that the Earned Leave which was at the credit of the Central Government migrant employee at the time of migration will not be adjusted against the migration period, but will remain available for the purpose of leave encashment on the date of their retirement in respect of the employees who had already retired or would retire in future. The period of absence would however count in the service for the purpose of pension, but shall not count for earning any kind of leave. During the period of absence, a migrant employee is entitled to his pay (excluding special pay and local allowances) dearness allowance, which he would have been otherwise paid from time to time including benefit of increment had he reported for duty immediately after expiry of his Earned leave.

VI. PAYMENT OF MONTHLY PENSION TO PENSIONERS OF KASHMIR VALLEY

Pensioners of Kashmir Valley who are unable to draw their monthly pensions through either Public Sector Banks or PA0 treasuries from which they were receiving their pensions, would be given pensions outside the Valley where they have settled, in relaxation of relevant provisions.

NOTE:- I. The package of concession/facilities shall be admissible in Kashmir Valley comprising of six districts, namely Ananhag, Baramulla, Budgam, Kupwara, Pulwama and Srinagar.

2. The package of concession/facilities shall be admissible to Temporary Status Casual labourers working in Kashmir Valley in terms of para 5(i) of the Casual Labourers (Grant of Temporary Status and Regularization) Scheme of Government of India. 1993.

3. The benefit of additional HRA admissible under the Kashmir Valley package shall be admissible to all Central Government employees posted to Kashmir Valley irrespective of whether they are natives of Kashmir Valley, if they choose to move their families anywhere in India subject to the conditions governing the grant of these allowances.
4. The facilities of Messing Allowance and Per Diem allowance shall also be allowed to natives of Kashmir Valley in terms of the Kashmir Valley package.-- M.KrishnanSecretary General NFPE

Subject: SCHEME FOR ENGAGEMENT OF GDS ON COMPASSIONATE GROUNDS-MERIT POINTS AND PROCEDURE FOR SELECTION.

Sir/Madam,

To objective of the Scheme for engagement of Gramin Dak Sevaks on compassionate grounds is to engage dependent family member of a Gramin Dak Sevak dying in harness, thereby leaving his family in penury and without adequate means of livelihood.

2. Keeping in view the objective of the Scheme, the existing instructions relating to compassionate engagement have time and again been reviewed/modified/simplified so that the system finally derived at shall be more transparent, efficient and uniform in nature.

3. Currently, there is no laid down transparent criteria for adjudging degree of indigence of the GDS family while considering their cases for compassionate engagement. Therefore, a need is felt to lay down transparent criteria for considering a request for engagement on compassionate grounds by a Committee. A balanced and objective assessment of the financial condition of the family has to be made taking into consideration of his/her assets and liabilities, and all other relevant factors such as presence of an earning member, size of the family and the essential needs of the family including social obligations, etc. in order to assess the degree of indigence of all the
applicants to be considered for compassionate engagement. The Department of Personnel &Training has provided for limiting compassionate appointment of wards of departmental employees to 5% of the total vacancies and no such stipulation has been made for this purpose in respect of GDS. This, however, does not mean that all applicants are to be engaged as GDS on compassionate grounds in relaxation of normal and only the exceptional and deserving cases are to be considered for compassionate engagement as the scheme stipulates that compassionate engagement is to be given only in indigent and deserving cases.

4. The existing procedure has been reviewed in this Directorate and it has been decided by the competent authority that to achieve the objective of the scheme of the compassionate engagement and to ensure complete transparency, merits of the cases can be conveniently indicated by allocating points to the applicants based on various attributes. Accordingly, the Department has worked out a system of allocation of points to various attributes based on a hundred point scale as indicated in the tables below:-

5. The above system of weightage not only brings more objectivity to the method but also ensures complete transparency and uniformity in the selection process. The above method is being introduced for considering cases of compassionate engagement to the dependents of the GDS in the event of death of the bread winner. The cases which are more than five years old or having an earning members (s) in the family shall continue to be referred to this Directorate as hitherto before.

6. Shri RS Nataraja Murti Committee had recommended in Para 17.20.2 as under:- "Keeping the spirit of compassionate appointments as enunciated by the Nodal Ministry and also the ruling of the Hon'ble Supreme Court, there is need to provide compassionate appointment to the dependents of GDS in hard and deserving cases. The purpose would be served if the engagement of GDS on the division in a year. The vacancies may be computed separately for GDS BPM and other categories.
The period of consideration of deserving cases may be kept as three years. While considering the cases there need not be any relaxation in educational qualification for the post of BPM. In hard and deserving cases requiring relaxations of educational qualification, the engagement may be offered in other categories of GDS subject to the condition that the incumbent can satisfactorily discharge the duties assigned". While the intention behind the scheme of engagement of GDS on compassionate grounds is to allow engagement of GDS on compassionate ground in hard and deserving cases only and not in all cases, the recommended percentage is twice the percentage prescribed for regular Government employees. The above recommendations have been examined
in this Directorate and it has been decided to accept the same. However, in view of the
Department's plan to computerize the Branch Offices and to use hand held devices etc. besides the requirement of combination of duties in various circumstance, it all categories of Gramin Dak Sevaks including GDS BPM.

7. The number of vacancies and ceiling of 10% now being proposed may be calculated in the following manner:-

(a) The vacancies occurring in a calendar year age to be computed separately for the GDS BPM and other categories of GDS by their appointing authorities for each division well in advance. The appointing authorities while calculating the same shall take into account the vacancies that are likely to occur due to discharge of Gramin Dak Sevaks on attaining the age of 65 years for this purpose during the ensuing calendar year. However, the vacancies arisen due to absorption of Gramin Dak Sevaks in regular departmental posts and due to death occurring during the currency of the calendar year will be added to the vacancies occurring in the next calendar year for computation. The requisite information therefore needs to be compiled at all levels and finally sent to the Head of the Circle concerned by 30th Nov in advance along with cases complete in all
respect.

(b) Circle Relaxation Committee shall consider all cases and approve the same subject to guidelines on the subject and ceiling of 10% of the vacancies calculated separately for GDS BPM and other categories of GDS strictly on application of the Point System for determining the indigence. Cases prescribed to be sent to the Directorate more than 5 years old and cases in which one or more member is earning shall continue to be recommended as per existing provisions subject to this overall 10% limit to be applied on divisional basis.

(c) In units where on application of the ceiling percentage, the number of vacancies for consideration of cases for compassionate engagement works out less than 1 (not zero), one vacancy may be earmarked in that division/unit for compassionate engagement.

(d) This percentage of 10% shall only apply to cover cases of wards of deceased GDS and not to GDS acquiring disability during service defined in the persons with Disabilities Act, 1995. Section 47 of the Persons with Disabilities Act, 1995 provides that no establishment shall dispense with or reduce in rank an employee who acquires a disability during his service as also no promotion shall be denied to a person merely on the ground of his disability. In case a GDS acquires a disability during his service and is considered to be unsuitable for the GDS post he was holding, could be shifted to some other post with the same TRCA.

(e) Period of consideration of deserving cases is prescribed as three years i.e. in case where it is not possible to offer engagement of GDS on compassionate grounds due to the application of prescribed ceiling, the case may be considered by the CRC in the subsequent CRC meetings of the next two years to the maximum.

(f) No relaxation in educational qualification for the post of GDS BPM or any other category of GDS would be permissible.

The above instructions will be applicable for all the compassionate engagement case to be considered on or after 01.01.2011. These issues with the approval of Secretary Posts.

CADRE REVIEW

A formal meeting for discussion of the cadre review proposal was held on 27.12.2010. There was no concrete decision arrived in the meeting but there was more progress. The following are only the gist of proposals.
1. Postman: - The present establishment inexistence in this cadre is as follows

At present, there is no supervisory cadre in existence for Postman. Earlier Mail overseers, Sorting Postmen etc were called as LSG and there after it lost significance after introducing TBOP/BCR promotions.
It is proposed by the staff side to provide three promotional layers to this cadre by keeping 70% in basic, 15% in the first, 10% in the second and 5% in the third promotions. It is suggested that out of four postmen, one of the post may be identified to supervise the other three postmen in ensuring 100% articles taking for delivery and remarks in the return apart from his delivery work. Similarly the postman entrusted with Data work for preparing delivery slip, taking returns etc may be provided to the status of next promotion layer and similarly the existing Mail overseers etc may be brought to the third promotional layer.
Since the cadre review pertains only to improve the promotional posts and not to review the pay scales, the pay band may be decided like 2000, 2400, 2800 & 4200 for basic, I, II & III Grades retrospectively.
2. Multi Skilled Staff (Group D)
There is 37757 Multi skilled staff in existence in the Department out of which 17700 in Postal and 14000 in RMS and the remaining are working in administrative offices.
Since the MTS are not getting any II & III MACP promotions and even some are not getting MACP I also, special attention is required. It is suggested to form three layers of Promotion like basis 70, 1st 15, 2nd 10 & third 5% of posts. It is suggested that the MTS assisting Treasury & Sub Accounts may be identified as higher posts. Similarly van attendant, Jamedar in RM and Record Keeper, Chowkidar etc may be identified as higher posts for providing promotions. Since MTS (Group ‘D’) is a common cadre for all Central Government employees, the identification of area and responsibility becomes a must for consideration of care review proposals.

As on date, the total number of supervisory posts works out only 12.35% it is suggested that all the single handed & double handed post offices may be identified as LSG Posts (Single handed offices 11395 & Double handed offices 6719). Since the elevation of pay band with Grade pay Rs. 4200/- is not immediately possible to LSG since it has long process and left the decision with nodal ministries, the present LSG posts 6989 posts may be merged with HSG II cadre. (For example 2899 LSG offices plus 3732 Triple handed post offices & plus other LSG Posts). Similarly the present HSG II & HSG I posts shall be amalgamated. There will be no change of Grade pay in any cadre since it will not come under the jurisdiction of cadre review.
It is suggested that the nomenclature of existing LSG, HSG-II & HSG-I shall be revised as Supervisor/Manager, Senior Manager/ Supervisor, Chief Manager/Supervisor respectively. It is further suggested to convert the HSG-I as Gazetted as if equal to the present status of Asst. Supdt. of POs.
Whatever be the increase in the number of Supervisory post, it will have simultaneous reflection in the Post master’s cadre also.
PO & RMS Accountant, System Administrators Marketing Executive & others
After identifying the number of Grade I, I & III posts from the Postal Assistants, separate cadre for PO & RMS Accountants, Systems Assistants, Marketing Executive will be carved out from the promotional posts and declare the posts as promotional posts to Postal Assistants.
(i) The PO & RMS Accounts qualified officials will be placed in Rs. 2800/- grade pay and on qualifying they may be engaged in accounts branch. A separate promotional avenue can be carved out for APM Accounts from the existing LSG, HSG II & HSG I Posts.
(ii) Marketing Executive will be placed in Rs.2800/- Grade pay and a separate cadre will be explored in higher promotional posts.
(iii) System Administrators will also be carved out similarly to this. However, it is suggested that in respect of System Administrators, they may be placed in the Grade pay of Rs. 4200/- as if available in other Governmental organization. PMAs will be brought under the category of System Assistant.
(iv) Similarly there are 300 DOPLI and they may be placed in the Grade Pay of Rs. 4200/-
In respect of RMS, What is the proportion maintained in Postal Assistant cadre in higher posts in the postal, that will be maintained.
Circle office staff
In respect of circle office there are 2400 officials working and at present there is only one promotion of section supervisor with Grade Pay of Rs. 2800/- available.
It is proposed to form II layer of promotion as deputy office superintendent with Grade Pay of Rs.4200/- and elevate the office superintendent with Grade Pay of Rs.4600/- Similarly another layer of Director with grade pay of Rs,4800 may be formed. The Percentage proposed is 50 + 20 + 15+ 10 + 5. There are 59 regional offices in which, it is suggested to upgrade the office supervisors. Similarly all PLI section officers may be elevated to the status of office superintendent.
SBCO staff
Total staff is 4100. There is no HSG II at present. It is suggested to provide four layers of promotions with the ratio of 50:20:20; 5: 5. The SBCO in charge of All Gazetted HPOs (116) may be converted to HSG I. There are 442 divisions and all the in charge of such divisional head quarters may be considered for HSG II. It is further suggested that the in charge of SBCO having up to 50,000 entries may be converted to LSG, above 50,000 up to 100000 may be to HSG II and above 1 lakh, it will be HSG I, Similarly all working in (PWCs/ICOs shall be placed in promotional posts.
Matching Savings
Official side proposed to accept closure/ merger of 3000 single handed post offices/ RMS offices as matching savings in urban areas which will be decided on the following grounds:
i. Offices having less than five hours work load (excluding sub accounts work)
ii. Post offices situated within 2.5 kilometers.
iii. The personnel relieved due to the closure/merger will be accommodated in the single/ double handed offices where work load justify for further augmentation.
The staff side seeks time to discuss on matching savings among them and to form a joint proposal on all the above discussed items.

Please note that the above proposals are not accepted totally and it were in the discussion stages only. A broad consensus and discussions are required to improve many of the items mentioned above. Staff side will sit shortly and discuss the above and submit its proposal shortly. The next formal meeting will be held on 22.1.2011 at 11 hours to finalize the proposal.
