Sub: - Indefinite Postal Strike from 05th July-2011.

The Postal Services in India is the biggest in the world, with a tradition of serving the people of this country for the last 150 years. There are about 1,55,000 Post Offices , 392 Railway Mail Service Sorting Offices. Collection, Processing, Conveyance and delivery of Postal articles including Speed Post , Registered Post, Parcels, Periodicals, Ordinary letters etc. is the main function of the Postal Department. In addition to this the INDIA POST is running the largest Bank called Post offices Savings Bank and also Postal Life Insurance including Rural Postal Life Insurance, as the agency functions of the Finance Ministry, Govt. of India. There are about 5,50,000 employees working in the Postal Department out of which 3,00000 are Gramin Dak Sevaks mostly in the rural Post Offices.

The Postal Joint Council of Action comprising National Federation of Postal Employees (NFPE) , Federation of National Postal Organizations (FNPO), All India Postal Extra Departmental Employees Union (AIPEDEU) and National Union of Gramin Dak Sevaks(NUGDS)' representing 95% of the employees, has decided to go on Indefinite All India Strike from 5th July 2011. The Bhartiya Postal Employees Federation (BPEF) affiliated to BMS has also given separate notice for indefinite strike from 6th July, 2011. The memorandum regarding the decision for indefinite strike was given to the Secretary, Department of Posts, on 20th April, 2011 itself and the formal Strike Notice was served on 14.06.2011.Three rounds of discussions with Secretary, Department of Posts, took place on 06.06.2011, 07.06.2011 and 27.06.2011, but failed due to the adamant position taken by the Postal authorities.

The Postal Board has appointed the Chicago-based multi-national Consultancy called Mckinsey for optimizing the mail network of INDIA POST. The Department has now started implementing the Mail Network Optimization Project (MNOP) recommended by the Mckinsey. As a first step speed Post hubs are introduced. As per this scheme the existing 315 National Speed Post Centres (NSPC) has been reduced to 89 speed post hubs. Speed post articles booked for delivery in the same district or nearby districts are unnecessarily

Dispatched to hubs situated hundreds of miles away for processing. From there articles are again back-routed to the delivery post offices. This has resulted in heavy delay in transmission and delivery of speed post articles. Articles which are delivered on the next day earlier are now delayed for 2 to 5 days. Time bound and speedy delivery could not be ensured and this has resulted in erosion of the customer faith in the Postal services which in turn has resulted downfall in the number of speed post articles booked and also in the revenue realized through speed post.

In-spite of the failure of the Speed Post hub experiment, the department is not ready to revert back to the old system. Instead the Postal Board now proposes to introduce hub system for first class mails including registered articles and also for delivery. The existing 366 mail sorting offices are to be closed and 89 first class mail hubs are to be introduced, just like speed post articles first class mails including registered articles of 5 or 6 revenue districts are to be pooled in hubs situated hundreds of miles away and from there they are processed and back-routed for delivery. Similarly the delivery of letters in urban areas at present done from town sub post offices are to be withdrawn and it will be concentrated in delivery hubs. The department also issued instruction to all Chief Postmaster Generals for closure and merger of 9797 urban post offices in the name of optimization. The introduction of first class mail hubs, delivery hubs and closure of offices will further aggravate the delay in transmission and delivery of postal articles and curtailment of postal facilities to the public. Naturally public will loos their faith in the postal services and will be compelled to depend upon courier services.

The JCA has demanded the Postal Board to roll back the speed post hubs and also to reject the proposal to introduce first class mail hubs and delivery hubs and stop closure of offices. But the Postal Board has taken an adamant stand and is unilaterally going ahead with the implementation of Mckinsey recommendations.

The JCA has also demanded the Postal Board to concede the legitimate sectional demands of the Gramin Dak Sevaks, Casual Labourers and other cadres of the Postal department such as Postal Assistants, Sorting Assistants, Postmen, Mail guard, Multi-tasking Staff, System Administrators, PO & RMS Accountants, Postal Accounts Employees, Administrative Staff, SBCO Staff, MMS and Civil Wing employees. The 25 point Charter of demands submitted to the Secretary, Department of Posts, is enclosed herewith

As employees of all the Federations and Unions irrespective of their union affiliations are participating in the strike, the entire postal services will be paralyzed from 5thJuly, 2011.

We earnestly solicit your support for the justified demands of the Postal employees and intervention at Government level for settlement of the demands raised in the Charter of Demands.

GUJARAT CIRCLE FULLY PREPARED TO EMBARK UPON INDEFINATE STRIKE FROM 5TH JULY 2011

Com.Rashmin Purohit CS, Shri.RNParmar CS Gr C NAPE, Com.RSMalek CS AIPEU PIV, Shri.AKSolanki AGS NAPE P.IV and Com.MGDulera Finance Secetary AIPEU Gr.C are on tour of various divisions. Today we visited Valsad, Valsad IE, Vapi etc Post Offices, held staff meetings and received quite encouraging response from each and every corner. In the late evening we came to Bharuch and set with leaders of NFPE and FNPO. Tommorrow we will conduct a meeting in the morning at Bharuch and Bardoli and proceed to Godhra, Anand and Kheda. Divisional leaders in Rajkot, Bhuj, Porbandar are also visiting offices in their divisions. Mahesana division is also now on the right track and holding JCA meeting on the sunday. We can not reach at all spots. We wish all the best in divisions. We request staff of Circle Office and Regional Offices to kindly be prepared to proceed on strike wef 5th July. We are also holding a very big meeting of staff at Ahmedabad GPO Compound on 2nd July saturday at 6 pm. All members at Ahmedabad and nearby offices and staff of CO and other administrative offices are requested to attend the meeting.

Today's discussions with the government have failed and No settlement could be reached on the first item of the Charter of demands i.e; implemental of Speed Post hubs, 1st Class Mails hubs and delivery hubs. Today (30.06.2011) Secretary, Department of Posts, held another round of discussion with Central JCA Leaders. The Secretary level discussion was restricted to the Mail Network Optimization Project (MNOP) and lasted for one hour only. No settlement could be reached on the first item of the Charter of demands i.e; implemental of Speed Post hubs, 1st Class Mails hubs and delivery hubs. The staff side demanded the Secretary, Department of Posts, to have full fledged discussion on all items of the charter of demands including the first item.

Yesterday (29.06.2011) there was a discussion with Member (Operations) on the same subject. No consensus could be reached in that meeting also. The Central JCA decided unanimously to intensify the strike preparations and ensure 100% participation of the employees in the indefinite strike. The entire Postal and RMS offices shall remain closed from 5th July 2011.

The Central JCA call further calls upon on all Circle/Divisional/Branch Secretaries to organize protest demonstration in front of all offices on all days from 1st July 2011.

OPTIMIZATION OR LIQUIDATION?
The Mail Network Optimization Project (MNOP) has become Mail Network Liquidation Project (MNLP). Implementation of the "Speed Post hub" experiment has resulted in reducing 315 National Speed Post Centres to 89 speed post hubs
. Introduction of the "First Class Mail hubs" will result in gradual extinction of 366 RMS Mail Sorting Offices. Delivery hubs will further result in withdrawal of delivery from hundreds of Urban Post Offices. The proposed closure
or merger of 9797 urban Post offices will sound the death-knell of Post services. Is it optimization or liquidation?
Department of Posts is paying Consultancy fees to Mckinsey and Mckinsey is not paying any money to the INDIA POST. But the Mckinsey is behaving as if they have purchased the INDIA POST and are the real owner of it. They are passing orders to the employees above the head of departmental officers. Even Heads of Circles are bound to obey Mckinsey. Voice of the right-thinking employees and officers are suppressed and only those support Mckinsey are allowed to run the show.
Creation of hubs has resulted in abnormal delay in conveyance and delivery of speed post articles and everywhere back-routing is taking place. Even articles meant for local delivery are unnecessarily despatched to the hubs situated hundreds of miles away and from there again back-routed to the delivery Post offices causing avoidable delay. Speed post has lost its speed and the faith of public in this premium services has been shaken. Number of articles and revenue has come down. Still the authorities blindly go on repeating that it is a great success. It is just like "operation is successful, but the patient died". The introduction of the first class mails hubs and delivery hubs will be the "beginning of the demise of the Postal Services in India".

SUCCESSFUL CIRCLE COUNCIL OF GDS EMPLOYEES IN GUJARAT CIRCLE

Circle Council Meeting of All India Postal ED Employees Union was held at Palitana on 26th July, 2011. All Divisional Secretaries from all over Gujarat and all Circle Office Bearers attended the meeting which was presided over by Com. Bhagirathsinhji Jadeja Circle President and Vice President (CHQ). Com. S.K.Vaishnav Asst C/S P.III conducted all over arrangements of the meeting. Circle Secretary fell sick after long journey from Chennai but on emotional call by Com. Ashaben Joshi C/S AIPEDE Union, he attended the meeting and addressed the house describing present situation in which Strike action has become absolute necessity. It was explained before all delegates that the department will not remain as a "Government Service" if we will not register our strong protest against implementation of proposals of Mckensi.


It was also agreed by every one present that we all must put aside all grievences and disputes at local and every levels. In a family there may be disputes between family members but if some one comes and put fire on their house, each and every member would forget their disputes and join seriously togather to save the house from fire. In the same way, Privatisation, Contractorisation and Cut in Postal Network would end out department itself as 'Govt. Service' and we must save out department and therefore NFPE, FNPO and GDS Unions have joined their hand to embark upon indefinate strike from 5.7.11 if the department does not consider out justified demands in the next meetings.


All Divisional Secretaries expressed their firm determination to make the strike action a grand success in their divisions.

WE HAVE NO DOUBT AT ALL THAT WE SHALL COME OUT OF THE BATTLE WITH FLYING COLOURS.


Dear Comrades,
Historic National Joint Convention was held at Chennai on 19th July,2011. All leaders from both federations and GDS unions sounded in one voice to make this historic united struggle a grand success. Detailed report on this Convention can be seen on website of CHQ. All Circle Secretaries of NFPE/GDS Unions/FNPO attended this joint convention. We have assured that there will be 100% successful strike in Gujarat Circle.

You all members are real stars of this mighty movement of Postal Workers. We have full trust upon your strength, discipline and uprightness for making Indefinite Strike commencing from 5th July, 2011 a grand success.

Please make it sure that all Divisional leadership is fully alert. Circulars are issued to all members and sent upto Branch Post Offices. If till no circulars are issued in your division, refer to circulars of JCA and prepare your divisional JCA's Circular very urgently. Finalize tour program in your divisions. In case of any difficulty, Circle Union may be contacted.

Most of divisions are in active movement for preparation of strike. Circle Council Meeting of AIPEDEU is being held at Palitana on 26th July. Divisional Executive Committee meetings and JCA meetings are being held in Bhavnagar, Bhuj, Junagadh etc divisions. Circle Secretaries of all Unions are also planning their tour program of various divisions.

In case if the department asks in advance whether you are going on strike, it should be replied that I will act according to the decision of Joint Council of Action. If any official is having any keies, it should be handed over under clear receipt to responsible officer if so asked.

Remember, there in case of any pressure or atrocities by the government on leaders of unions we must have second line of leadership at every level and ultimately all members are leaders in themselves for this historic struggle.

News given by responsible office bearer of union or in websites of unions should only be believed and no cognizance should be taken of any roamers.

RE-CLASSIFICATION OF SAHARANPUR AS "Y" CLASS CITY FOR THE PURPOSE OF HRA

Subject:- Re-classification of Saharanpur as "Y" class city for the purpose of House Rent Allowance – regarding.


The undersigned is directed to invite attention to this Ministry's O.M. No.2(21)/E.II(B)/2004 dated 18.11.2004 & O.M. No.2(13)/2008-E.II(B) dated 29.08.2008 regarding re-classification of cities on the basis of the population figures of 2001 census for the purpose of HRA to the Central Government employees and to say that the Government of Uttar Pradesh vide their Notification No.2176/9-7-09-53J/1998 dated 01.10.2009 reconstituted the area of Saharanpur (M.B.) by adding certain areas within its Municipal limits and renamed it as Saharanpur Municipal Corporation, which resulted in an increase in population of 'Saharanpur Municipal Corporation' to qualify it for classification as 'Y' class city for the purpose of House Rent Allowance to the Central Government employees.

2. The President is, accordingly, pleased to decide that Saharanpur city (within its Municipal limits) shall stand re-classified as "Y" class city for the purpose of grant of House Rent Allowance to the Central Government employees posted there.


3. These orders shall be effective from 1st June, 2011.

4. The orders will apply to all civilian employees of the Central Government. The orders will also be applicable to the civilian employees paid from the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and the Ministry of Railways, respectively.


5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

GOVT IS ADAMANT, NOT BOTHERING ABOUT MAIL DETERIORATION AND UNWARRANTED DELAY IN DELIVERY BY OPTING OPTIMIZATION PROCESS

Govt. is adamant, not bothering about mail deterioration and unwarranted delay in delivery by opting optimization process

We have no other alternative except to strengthen struggles to save postal service.

MAIL OPERATIONS BEING REVAMPED AND TRANSFORMED IN PHASED MANNER

The meeting of the Consultative Committee attached to the Ministry of Communications and Information Technology was held here today to discuss the Mail Network Optimization Project of Department of Posts. In his opening remarks Shri Kapil Sibal, Minister for Communications and Information Technology said that Department of Posts decided to revamp mail operations in line with the international best practices and include a project in the 11th Five Year Plan for consolidation and optimization of the existing mail network. The completion of project would result in improved mail related services to the public.

The need for optimization of the mail network was felt to address the problems of fragmented mail network, functional duplicity, change in mail profile, development in air and road transport, customer demands and induction of technology.

The project seeks to improve the quality of mail operations by Optimization and consolidation of mail operation network across the country.

Greater standardization of processes followed in mail operations.

Identification, evaluation and implementation of appropriate technology in mail processes.

Optimization of mail delivery processes.

Effective performance management mechanism through Key Performance Indicators (KPIs).

In the first phase Speed post and International mail have been covered but project would cover all kind of mail in phased manner. Under the redesigned Speed Post Operational network, 89 Sorting hubs and 68 Intra- Circle hubs across the country have been created taking into account factors such as volume of mail, distance between Post Office and proposed hub, transmission options etc.

Members of the committee who attended the meeting emphasized the need and importance of post offices in the life of rural population and young generation and urged to open new post offices in view of greater need and public demand.*****

INFOSYS PIPS TCS TO CLINCH POSTAL CONTRACT

Infosys Technologies, India's second-largest information technology (IT) services company, is understood to have bagged the first of the Department of Post's IT modernisation contracts.

The Bangalore-based company pipped its bigger domestic rival, Tata Consultancy Services (TCS), to clinch India Post's 'rural information and communications technology (ICT) system integrator (SI)' contract, worth about Rs 100 crore.

Infosys declined to comment, while the India Post official concerned could not be reached despite repeated attempts. India Post is embarking on a massive IT modernization programme under the 'India Post 2011' plan. As part of this, the department has split the programme into eight projects.

According to highly-placed sources, the department has already issued requests for proposals for six contracts. The 'rural ICT SI' contract is said to be the first of the eight contracts. According to the terms of the contract, Infosys will be responsible for enabling the Gramin Dak Sewak post office to perform e-transactions.

The department has the largest postal network in the world, with 155,669 post offices. About 89 per cent of these are in rural areas, according to its website. So far, only 12,604 head post offices and sub-post offices have been computerised.

Ever since Infosys established a separate business to focus on the domestic IT outsourcing market, it has been aggressively participating and winning government contracts. It is working with the income tax department in managing the centralised processing centre that processes all electronically-filed returns and a part of the paper filings. The project recently bagged the Gold award in "excellence in government process re-engineering" at the 14th National e-Governance Conference. India contributes about two per cent to Infosys' total revenue.

Meanwhile, the bidding process for India Post's Rs 1,000-crore 'core system integrator' contract is on.

This is touted as the largest of the eight contracts. Capgemini, Accenture, IBM, HP, TCS, Infosys, HCL and Wipro are some companies believed to be participating in the contract, expected to be finalised in two months.

India Posts' IT modernisation initiative is expected to create over Rs 5,000-crore opportunities for IT services and hardware companies.

Or, I am just satisfied because my name is enrolled ?
Do I know my constitution with goals and objectives,
Or just careless because known to my leaderships ?
Am I aware of the activities undertaken by my union,
Or just I have kept a watch on the problems of my own ?
Do I attend the meetings regularly and try to realize,
Or just stay at home and intend to criticize?
Do I keep any interest for welfare of the mass,
Or just satisfy my own, saying "Yes Boss"?
Do I like to come together with the flock?
Or just stay alone to find fault and knock?
Have I ever visited a member who is sick?
Or shift the responsibility to a few and talk about the clique?
The existence of my Organization is at stake – Am I aware,
Or my status and pension are intact! – Am I quite sure?
Post Offices will be closed and A Company will rule,
If I don't react to save, won't I be a fool?
Things will be outsourced and there will be a blow,
What shall I do and where shall I go?
Helter-skelter everywhere, false assurances perplexing,
Can't I do something to see my people smiling?
India is mine, so also India Post and its employees,
Right time has come for me to know and realize.
July 5th Indefinite Strike is the right occasion to answer,
Active participation for a total success irrespective of cadre.
If not this time, everything will be wrong,
Let me think, if I am an active member, or just belong?

ASSAM CONVENTION:

JCA convention of Assam Circle was held at Guwahati on 12.06.2011. Com. L.P. Saikia, President P-III, union presided the meeting. Com. Pranab Bhattacharjee , Genl. Secretary. Admn Union was the main speaker. Coms B.D. Boro C/S P-III, S. Rahman C/S,R-III, G. Talukdar AGS R-III ,M. Haque C/S P-IV , I.Rahman C.S R-IV and B.Dey also addressed the meeting about 150 Divisional & Branch Secretaries attended the convention.

STATE LEVEL CONVENTIONS – GRAND SUCCESS
1. MAHARASHTRA CIRCLE:
JCA Convention was held at Central Railway Men's Union Office at Dadar Railway Station, Mumbai on 5.6.11. All CHQ Office Bearers, Circle Presidents and Circle Secretaries and Circle Union Office Bearers attended the convention.Com. I.S. Dabas G/S P-IV & Com. D. Kasid from FNPO were the main speaker. The Convention was successful.
2. RAJASTHAN CIRCLE:
JCA Convention of Rajasthan Circle was held at Jaipur GPO on 5.6.11. More than one hundred CHQ/Circle Office Bearers and Divisional Secretaries of NFPE unions and GDS Union attended the convention. Com.R.N.Parashar Astt. Secretary General, NFPE was the main speaker .Com. Rajendra Diwakar, Treasurer CHQ, ED Union, Com. H.P Diwakar Circle Secretary P-III, Com. B.M. Sunda Circle Secretary R-III and Chandmal Saini Circle Secretary R-IV also addressed the convention. The convention was successful.
3. CONVENTION OF DELHI CIRCLE:
Convention of Delhi Circle NFPE, FNPO Unions including GDS was held on 12-06-2011 under the Presidentship of Com. Harinder Singh Leader Staff Side & Circle Secretary R-IV in Recreation Club of MMS Depot Naraina. Coms. Giri Raj Singh General Secretary R-III, K.K.Sharma Treasurer CHQ & Vice President NFPE, Mahavir Singh Circle Secretary P-IV & Treasurer CHQ P-IV, Amar Pal Circle Secretary R-III & Secretary Staff Side, Kamal Singh AGS R-IV from NFPE, Ashok Dy. General Secretary NUP-IV, Davender Kumar Circle Secretary NUR-III, Daryao Singh Circle Secretary NUR-IV from FNPO and other leaders addressed the Convention and appealed to mobilize, unite the entire rank and file to participate and make the Indefinite Strike from 5th July, 2011 grand success. Com. Harinder Singh Circle Secretary R-IV addressed and gave vote of thanks.
4. JOINT CONVENTION OF U.P. CIRCLE:
Joint convention of U.P. Circle Unions NFPE & FNPO including GDS Union was held at Lucknow under the Presidentship of Com. A.H.Siddique General Secretary NUR-IV on 5-6-2011. Com. Giri Raj Singh General Secretary R-III, R.K.Gupta AGs & Circle Secretary R-III, V.K.Saha AGS & Circle Secretary P-IV, S.B.Yadav Circle Secretary Postal Accounts, R.K. Tripathy, Circle Secretary NUR-III, Pramod Kumar Circle Secretary GDS Union, A.H.Siddique General Secretary NUR-IV and other leaders addressed this joint convention.

STRIKE NOTICE SERVED AT EVERY LEVEL IN GUJARAT CIRCLE ON 14.06.11

As directed by the Central Joint Council of Action, the Strike Notice has been served at every level in Gujarat Circle. All Circle Secretaries gathered at C.O. and served the notice to CPMG Ahmedabad. In most of the divisions, the Strike Notice was served by Divisional JCA. At Rajkot and Vadodara region also the Strike Notice has been served. Com.Rashmin Purohit C/S remained present at Rajkot and joined JCA to serve the notice to SSPO.

Circle Union greets all members and office bearers to make the program a grand success.

Comrades, service of same strike notice upto divisional level may not appear to be a big task if we perceive on surface but today we have successfully conveyed a message from every points that yesss, we are very well prepared, united and firm to commence indefinite strike from 5.7.11 if the Government does not accept out demands appropriately. Voice of our leaders has been strengthened today which may bring up a favorable negotiation.

OK. Thanks to all of you for such a firm response. You know, all Circle Secretaries from both federations and GDS Unions are meeting at Chennai in the Joint Convention on 19th July.

We hope that the Government will understand that at this juncture we are very much clear and strong to go on indefinite strike if Demands are not settled.

REPORT ON JOINT CONVENTION-GUJARAT CIRCLE HELD AT AHMEDABAD ON 12.06. 11

A very successful Joint Convention of Gujarat Circle was held at Ahmedabad on 12th June, 2011 Sunday at Jilla Panchayat Bhavan, Lal Darwaja, Ahmedabad. The function was presided over by Com.Bhagirathsinhji Jadeja Vice President AIPEDE Union(CHQ) and graced by valuable presence of leaders of Central Head Quarters namely Com. K.V.Shridharan G/S AIPE Union Group ‘C’ and Shri. D.Kishan rao G/S NAPE Group-C. All Circle Secretaries as well as Circle Union office bearers from NFPE/FNPO/GDS Unions were present and delivered their esteemed speeches and conveyed a clear message to the Divisional Secretaries to form JCA at Divisional levels throughout Gujarat Circle and prepare hard for proceeding on Indefinite Strike from 5th July. Nearly 150 representatives including most of Dnl Secretaries attended the meeting.

Com.Shridharan and Shri.D.Kishanrao, in their speeches, conveyed in one voice that now it is the time to be united under banner of JCA and make our struggle successful. The Department has issued orders for closure of 9797 Post Offices on advice of Mackenzie & Co. There are total 27360 departmental Post Offices and closure of 9797 Post Offices means reduction of about 36% of existing Postal Network. Leaders very firmly addressed the house that we will make long lasting struggle to save the Department of Post as a Government Service. This is a question of our existence. When all other Private Couriers and Companies are competing to canvass our customer by opening more and more outlets in the urban areas for extending their services to the doorstep of the customer why our department is resorting to such mass-scale closures? Department is giving more space for private companies to occupy more share in the mail market segment in the name of rationalization and optimization. Large Scale closure of PO and RMS will lead to inconvenience to the public leading to discontentment and also cause adversely affect to the interest of the employees. The Department had agreed as per strike agreement dated 12.07.11 that there will be no closure/merger of any Post offices but now in violation of the agreement the department is proceeding to close Post Offices and we will not be a silent spectator to such unilateral decisions. We will strongly oppose it.

The leaders discussed at length on each item covered in the Charter of Demands. All Divisional Secretaries assured that they will instantly form JCA in their divisions, jointly deliver Strike Notices at Divisional/regional/Circle level on 14.6.11 and make every effort to make the indefinite strike a splendid success.

Com.KVS had assured to stay two days at Gujarat but in connection with arrangement of Joint Convention of all Circle Secretaries at Chennai on 19th June, he has to rush to Chennai. He assured to come to Gujarat in the next Circle Council meeting which will be held tentatively in the last week of July. General Secretary also went to the residence of Com.R.C.Waghela D/S Ahd City Dn who has recently come out from decease of Cancer and wished him early revival of health.
