Sir/Madam,
I am directed to refer to the Directorates letter No. 37-63/98-SPB-I (Pt) dated 20/26.8.1999 regarding increasing the number of chances to appear in the Limited Departmental Competitive Examination (LGO Examination) to fill up the posts of Postal Assistant/Sorting Assistant from 5 to 6. The matter has since been reviewed and it has been decided by the competent authority to increase the number of chances for OC candidates to appear in the Limited Departmental Competitive Examination (LGO Examination) to fill up the posts of Postal Assistant/Sorting Assistant from 6to 8. It has also been decided to increase the chances for SC/ST candidates to appear in the said examination to 10 provided there are vacancies reserved for candidates belonging to SC/ST and in case any SC/ST candidate is appointed on the basis of his/her 9th or 10th chance he/she shall be appointed against the vacancy reserved for SC/ST, as the case may be, irrespective of his/her merit in the examination.

CENTRE ISSUES DRAFT GUIDELINES FOR PROCUREMENT OF AYURVEDIC MEDICINES FOR CGHS

The Central government has issued a set of draft guidelines for procurement of ayurvedic medicines for the Central Government Health Scheme (CGHS). The procurement shall be done through rate contract (RC) and normal validity of RC will be for a period of two years, which may be extended for a period of six months in one instance and upto a period of one more year on the discretion of the ministry.

The procurement of medicines will be recommended by a provisioning committee and shall be approved by the ministry. A panel of medical inspection committee shall be constituted, comprising of three members each for two years with two months tenure will be prepared and approval for the same will be obtained from the director CGHS to compare the bulk supply of medicines in two phase.
According to the draft the ayurvedic medicines that are manufactured by Indian Medicines Pharmaceutical Corporation Limited (IMPCL) may be procured without inviting tender or rate enquiry at rates finalised by the cost and account branch of Department of Expenditure/Ministry of Finance. However this is applicable only if IMPCL provides barcode for their list of manufacturing medicines from next financial year.

Apart from getting ayurvedic medicines from IMPCL, CGHS will also procure medicines from open market through tendering process by following two bid procedure. These medicines would be generic medicines that are not in the list of medicines being produced by IMPCL or medicines which are certified by the IMPCL having not produced for the period and proprietary medicines as per approved CGHS formulary under disease category.

The draft mentions that the procurement of the medicines shall also be done through approved local chemists if a formulary medicine is not available in the store dispensaries, units or hospitals and even the medicines of equal therapeutic value is is not available in the existing formulary.
It has been notified that the medicines shall be procured only from the firm that has a manufacturing unit with an average annual turnover of rupees 50 lakh per year for three years. Interested firm should be able to pay Rs 25,000 and performance security of Rs 50,000 EMD for a period of four to five months and performance security for a period of three years. The firm should possess for the last three years the Good Manufacturing Practice (GMP) certificate issued under Schedule T of the Drugs and Cosmetics Act 1940 rules there under in force. The draft specifies that all the firms catering should be able to provide barcode system for the selected medicines on the label and packaging unit.
"Procurement of ayurvedic medicines for CGHS, Delhi will be made as per annual provisioning worked out on the pattern of daily patients attendance rate (DPAR) formula and annual demand submitted by the hospitals. The provisioning of classical and patent proprietary medicines of IMPCL and other firms will be made on the assumption of the last three years," the draft states.
It states that the first preference for the procurement of the medicines shall go to IMPCL. However the draft clarifies that CGHS may procure medicines which are not supplied by the IMPCL from state government or co-operative pharmacies provided they are willing to supply medicines on CGHS rate contract. It states that the ratio of 60:40 in terms of value in classical and propriety medicines will be maintained in the CGHS procurement.

Four monthly meeting will be held on 28th July, 2011 with the CPMG Gujarat Circle.
Details regarding items of Agenda and other matter informally discussed with the administration will be posted later on.

ABOUT BIMONTHLY MEETING WITH POSTMASTER GENERAL VADODARA REGION HELD ON 25.07.2011

Bimonthly meeting of Vadodara region was held on 25th July, 2011 in the Conference Hall at the Office of the Postmaster Gereral, Vadodare region.

Lt.Col. D.K.S.Chauhan PMG and Ms. Sucheta Joshi DPS were present from the official side. Our Divisional Secretaries in Vadodara Com.Subhash Patel and Com. Rathod also attended to assist C/S. All representatives from RMS wing were also present from the staff side.

We uttered our warm welcome to new DPS in Vadodara region and in Gujarat Circle and expressed our full support to each and every constructive step of administration aimed to boost up quality of Postal Services and augment multiple dimensions of business development in Gujarat Circle.

During the meeting following matters were discussed:

CONDEMNATION OF OLD COMPUTERS/PRINTERS AND SUPPLY OF NEW ONE. SUPPLY OF HIGH SPEED LINE PRINTERS TO ELIGIBLE OFFICES.

It was assured by the PMG to cause process of condemnation of old Computers and Printers so that it can be replaced by new one.

DIFFICULTIES OF FEMALE SUB POSTMASTERS IN THE EVENT OF COMPULSORY STAY UPTO LATE EVENING IN OFFICE FOR SUBMISSION OF REPORT DELAYED DUE TO POWER SUPPLY FAILURE.

There were some representations from Navsari division in the matter. We expressed that it is obvious that reports have to be submitted before offices are closed but if there is failure of power supply from evening and it is not restored even late, particularly female employees have to face unbearable difficulties. We suggested to ensure appropriate battery support or supply of Generator sets to the offices where problems of power supply failure are frequent. Hon.PMG also suggested that such SPMs can use pen drive and submit reports from other spots. In the end, this point was noted by the DPS and it is anticipated that some solution would come out.

CLEARANCE OF MACP IN VALSAD DIVISION

First of all, we expressed our gratefulness to Hon.PMG for settlement of MACP related problems in Vadodara region. It was conveyed that now only Valsad division is lacking behind. It was assured that the matter will be expedited. On the next day when C/S talked with SSPO Valsad, it was informed that due to retirement of one Sr.Postmaster, he has cannot manage for a member for committee for convening meeting for the purpose. C/S telephonically brought the matter to the notice of the Hon. PMG, he settled the problem on the spot and now the meeting will be held on 28.07.11 for clearance of MACP cases of Valsad division.

We also requested Hon.PMG to reconsider transfer case of Com.C.D.Thakor D/S who has been posted out of his division as SPM Race Course by modification of his earlier transfer order as Dy.PM Vadodara HO.

IN THE NEXT MEETING:

Divisional Secretaries should provide adequate feed back with names of offices etc complete details so far as items like poor working condition of Computers/printers, Problems due to poor condition of buildings, maintenance of colonies, requirement of Clean and Cold drinking water, need of furniture etc are concerned. C/S can not take items hypothetically on general information. Full details should be provided.

FRAME REGULARIZATION SCHEME, COURT TELLS CENTRE


The Madras High Court has directed the Union Government to frame a scheme like that of a one-time regularisation scheme of September 1993, to provide an opportunity of regular entry to 50 persons subject to their eligibility, qualification, if any and after relaxing the age bar and consider their case for regularization.

A Division Bench comprising Justices Elipe Dharma Rao and M. Venugopal passed the common order on petitions by the Centre challenging an order of the Central Administrative Tribunal (CAT) directing it to regularize the services of Rita Mary and 49 other casual labourers who were subsequently granted temporary status.
According to Ms. Mary, she was engaged as a casual labourer in December 1984 and posted to the Customs Preventive party, Thanjavur on monthly wages. In September 1993, the Centre by means of an official memo formulated a scheme for grant of temporary status to casual labourers. In February 1994, she was granted temporary status. However, at a later stage, the status was withdrawn and she was denied regularization. She moved the CAT which directed the government to grant regularization. Hence, the present writ petitions from the official authorities.

Disposing of the petitions, the Bench said the applicants had put in fairly a long spell of service. It had no hesitation to hold that denying them the temporary status and the consequent regularization was not a prudent and a fair practice (and that too when the Department of Personnel and Training in an office memorandum of September 10, 1993, framed a onetime regularization scheme.) Otherwise, it would amount to violating the tenor and spirit of Article 14 and 16 of the Constitution, besides discrimination, arbitrariness and unreasonableness. Viewed in that perspective and also taking note of the overall assessment of facts and circumstances of the present case and in the interest of equality, fair play, good conscience and on humane consideration, the Bench said it was giving the direction to the authorities.

JOINT CONVENTION OF UNIONS ON PFRDA BILL

A Joint convention of unions consisting Confederation of Central Government Employees and Workers, All India State Government Employees Federation, All India Defence Employees Federation, BSNL Employees Union, School Teachers Federation of India, All India Federation of University and College Teachers Organizations and Organizations of Railways Workers was held at MPCU Shah Auditorium, Shri Delhi Gujarati Samaj., Raj Niwas Marg, Civil Lines, New Delhi on 22.07.2011. The convention was presided over by a joint presidium of Coms. S.K. Vyas(Confederation)R.G. Karnik (AISGEF), P.R.Memon (Railways), V.A.N. Namboodri (BSNL) Ashok Kumar Burman(AIFUCTO) and Sardar Singh (Defence). In the beginning Com. Sukomal Sen (AISGEF) put written detailed draft declaration to be adopted at National Convention and elaborately discussed all the issues which will adversely affect the interests of workers and employees after enactment of the PFRDA Bill by the parliament. If once authority is formed it will also interfere in the existing pension scheme.com. Basudev Acharya M.P., CPI(M) Parliamentary Party leader in Lok Sabha elaborated discussed about PFRDA Bill and told as to how the Left MPs resisted and prevented the move of UPA-I Government who wanted to introduce this Bill.But after withdrawal of support from the Government on nuclear bill issue , the Government accelerated the speed of neoliberal economic policies. After coming back in power the congress lead UPA-2 Government has introduced the PFRDA Bill again in Lok Sabha with the help of main opposition party B.J.P. When a Vote of division was demanded by us. Com. Tapan Sen General Secretary CITU stated the new pension scheme is totally Fraud as the assurance given by the Government will never be fulfilled.


Other main speakers on the subject were Coms. Ashok Kumar Burman S/G, AIFUCTO, Shiv Gopal Mishra S/G AIRF, Muthusundram G/S AISGEF, D. Biswas (BEA), Shyam Sunder (Pensioners Federation), Sardar Singh (AIDEF), P.Abhimanyu(BSNL), Elangobin (DREU), Rajenderan (School Teachers Association),Com. M.K.Pandhe , Senior Veteran Leader CITU also expressed his views on PFRDA Bill and appealed to all to launch extensive campaign to mobilize and unite the entire working class to oppose and defeat the bill.

`Com. M. Krishnan Secretary General NFPE stated that new pension scheme is nothing but gambling by the Government. He cited the examples how the amount of pension of U.S. employees became zero after recession and bankruptey of finance and insurance Companies there. He assured that NFPE will launch all agitational programmes to be decided by the unions and fight tooth and nail the PFRDA Bill.

Madam,
This is regarding the minutes of the meeting taken by CGM PLI with Postal Joint Council of Action comprising AIPAOEU, Gr-'C' & Gr-'D' (NFPE) and AIPAOA (FNPO) representing Circle Administrative Offices.
The meeting was held on 01/07/2011. There were two issues, (1) Stop decentralization of PLI & RPLI and ensure status quo (2) save DPLI office of Kolkata and ensure job security of staff of DPLI, Kolkata.
It is reported that Staff sides views for decentralization in respect of RPLI to the extent of acceptance of proposals, issuance of Premium Receipt Books & Policy documents and centralization of those items of work for PLI were misinterpreted in the minutes.
While, the minutes of the meeting held on 01/07/2011 was issued on 14/07/2011, a DO letter bearing no-25-1/2011-11 dated 06/07/2011 decentralizing the works of maturity claims upto Rs 5 Lakhs, sanctioning of Loans and Revival of policies to the divisions, have taken us all by surprise. Unfortunately, no information was given on that score in that meeting. Strangely enough no iota of information regarding the steps already taken through the gazette notification dated 28/04/2011 and corrigendum dated 25/05/2011 was given to the staff side. In the entire meeting the focal point of discussion of the staff side was for centralization of PLI proposal acceptance and issuance of policy documents works in COs/ROs. After sales Services were never declared as already decentralized in the said meeting, rather, it was reiterated by the CGM PLI that the after sales services for PLI/RPLI are being done by the COs/ROs.
With the strength of that order, we understand some Circle Heads are acting in a hectic manner and already ordered for closure of after sales services works in COs/ROs, and calculating the surplus number of staff in COs/ROs.
In view of the above, you are requested to arrange for holding a review meeting with both the unions and till such time the order circulated through DO letter bearing No-25-1/2011-11 dtd 06/07/2011 may be kept in abeyance.

POSTING OF SUB POSTMASTERS IN SINGLE HANDED AND DOUBLE HANDED SUB POST OFFICE –REG.

I am directed to refer to yours suggestion that instructions similar to those already issued by the Circler may be issued at the level of the Directorate to the effect that the officials who are about to retire should not be given full fledged independent charge at least six months before their retirement in any single or double handed post office in order to frauds.
2. The proposal of the Circle has been examined by the Competent Authority. Reports were called for from the Postal Circles and examined. It has been observed from the reports of the Circles that number of frauds committed by officials who are due to retire in six months is very minimal.
3 In view of the above , it has been decided not to put the condition that the officials due to retire should not be given full fledged independent charge of Sub Postmaster (SPM) of single handed and double handed Post Offices at least six months before their retirement . However, the Divisional Superintendent should satisfy himself that the official has a clear service record with no past involvement of any kind in fraud cases etc. and that he is a person of probity and has the required competence to provide quality service. The integrity of the system should not be compromised under any condition.

IMPLEMENTATION OF MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACP) –CLARIFICATIONS ON CONSTITUTION OF DIVISIONAL SERUTINY COMMITTEE

This has the reference to the Directorate letter of even No. dated 01.09.2010 vide which constitution of the Scrutiny Committee was prescribed at Divisional levels for scrutinizing the confidential reports of Postmen, PA/SAs & other Group `C` staff for the proceeding 5 years and grade the ACRs on basis of entries made by the reporting officer in it. The Committee so constituted were required to complete the exercise of grading the performance of the officials within a period of one month from the date of issue of the said order. It was clearly provided that the findings of the Committee shall require acceptance of the DPS/Regional PMG concerned and that the exercise was a one time exercise only.
2. Service Unions have represented to the Department that the Committee has not been met and contended that the officials are not benefitted at all by its constitution. In the light of the representation made by service unions, it has accordingly been decided to make the purpose of constitution of Scrutiny Committee clear to all concerned.
3. Hence, it is clarified that the process of communication of APAR`s (earlier ACR's) for regular promotion is equally applicable for consideration of financial ugradation under MACPS. As per existing provisions, complete APAR is required to be communicated to the official concerned from reporting year 2008-09 onward. Where an employee is to be considered for promotion in a future DPC and his ACRs prior to the period 2008-09 reckonable for assessment of his fitness in such future DPC contain final grading which are below the benchmark for next promotion, the concerned employee is to be given an opportunity to represent within 15 days of its communication before such ACRs are placed before DPC. Keeping in view the practice of writing ACRs in the Department to constitute Scrutiny Committee to scrutinize the grading based on the entries in the ACRs where there was no adverse entry exclusively for the purpose of grant of financial upgradation under MACPS. In other cases, where there was an adverse entry in the ACRs prior to reporting year 2008-09, the process of communication of the same was to be applied & representation decided in accordance with the existing provisions.

CLARIFICATION



Scrutiny Committee ordered to constitute was required to re-assess the grading of each year based ion all the entries made in the confidential reports of the preceeding 5 years prior to reporting period 2008-09 & grade the performance as `Average`, `Good`, `Very Good` etc. as a onetime exercise. Fitness for the purpose of conferment of financial upgradation under MACP based on reassessed grading of the Scrutiny Committee was to be adjudged by the Screening Committee only after acceptance of such finding by the authority mentioned in Para 7 of order dated 01-09.2010 on constitution of the Scrutiny Committee issued by this Directorate

Whether the Divisional Scrutiny Committee can change the grading given by the reporting officer without receiving representation from the official/without disposal of representation /without intimating the initiated officer and whether such revision can be taken as authenticated for further reference. This office is of the view that the benchmark assigned by the reporting officer cannot be changed by the Committee




CLARIFICATION



Grading given by the Scrutiny Committee after reassessing the ACR was required to be recorded separately without making a change in the grading given by the reporting officer/reviewing officer available on the original confidential reports. The finding of the Committee one being accepted by the authority in Para 7 was to be taken as authenticated for the only purpose of financial upgradation under MACPS


3. ISSUE



Whether the Scrutiny Committee has to carry out the scrutiny/grading of all the officials or has to carry out the grading of only those officials who are due for MACP during the year?




CLARIFICATION



Scrutiny Committee was required to reassess the entries of the preceeding 5 years ACRTs prior to the reporting period 2008-09 in respect of all the officials covered by the orders in the light of the new system of communicating the entries in the APAR effective from reporting period 2008-09 initiated after 01 Apr 2009.


4. ISSUE



As the formation of the Scrutiny Committee is one time measure, whether Committee has to meet every year in the beginning and carry out the grading work in advance to facilitate the Scrutiny Committee to award financial upgradation under MACP




CLARIFICATION



Since entries in APAR for reporting year 2008-09 onwards are prescribed to be communicated to the officials reported upon and representation made against the adverse entries/grading made, if any is to be decided by the competent authority & final grading is to be arrived at, no further scrutiny of the APAR would be involved. Hence the answer to this part is negative.

In the light of the foregoing , it may please be ensured that where Screening Committee`s have not already met and completed the exercise the same may be got completed within one month and a division wise compliance on the completion of this exercise be sent to this office by 31st Jul 2011. In cases where the exercise has completed and the officials have not been benefitted by the above despite the fact that there was no adverse entry in the ACRs scrutinized, the process of communication ACR`s may at once be initiated and representations called for within 15 days of such communication and such representations be decided by the officer superior to the reporting officer/reviewing officer. Thereafter, Screening Committee may be constituted for consideration of grant of financial upgradation under MACPS, wherever justified and status thereof may also be reflected separately for each Division in the report to be submitted by 31.07.2011.

SSPO AHMEDABAD CITY DIVISION YEARNS FOR A BETTER PICTURE OF POST OFFICES AT AHMEDABAD


Shri. Pawankumar Dalmiya SSPO called upon Circle Secretaries of AIPEU Gr.C and NAPE Gr.C today and discussed various matters with an intention to improve overall image of Post Offices at Ahmedabad.

As he said, staff working in Post Offices must take some fundamental care to ensure decent appearance of Post Office. He saw some pictures of few Post Offices on his laptop which were very much unpleasant and inexcusable. We may not name such offices here but at some offices calendars were pasted on wall above another poster by affixing several cello taps. In some offices notice board was very dirty and papers were laying since years on them. In some office, cobwebs were hanging on the roof and walls where APM was daily seating. In some offices, a sign board showing “ Post & Telegraph Office” was laying. We know, since 1984 these both departments are bifurcated but no Officer or Staff took a notice of such board. In many offices old departmental logo is painted on sign board. In some offices broken furniture is kept in public appearance. There are so many little but eye catching matters which hampers image of our department. This could be avoided at the level of concerned SPMs.

The SSPO requested us to convey such matters in staff meetings and cast a message to staff to be little careful. At least we may take such care which we would surely take at our own homes. We may not hang or paste calendars indecently. We can remove old meaningless letters from notice boards. We may utilize service of sweeper to remove dust and cobwebs from walls. If some chairs are broken, we may write to SSPO for disposal and supply of new. The SSPO also informed that at any office where chairs in public portion are not available, SPMs may immediately purchase three Nilkamal plastic chairs in anticipation approval. The SSPO is also sending two officials from his office to make a survey and supply required items like chairs etc on the spot. All staff at Ahmedabad are requested to co operate with the officials coming to their office for the purpose and take this matter quite positively.

It was also informed to us that now a day several complainants are directly sending their complaints to the head of the Circle. To minimize complaints we should tackle customers politely and we may not start oral arguments to them even if they may not be right in the subject matter of complaint. He has also issued a circular in the matter.

In a very affirmative atmosphere, the SSPO requested us to discuss such matters in our staff meetings. It was suggested by us to organize a seminar on the subject on any Sunday or holiday inviting all SPMs, PRIs, Union Secretaries of Division and Circle and make a free discussion. He agreed to organize such seminar in the coming days.

In our previous meeting, C/S had talked about one office working on a day up to 09.00 pm for heavy speed post work. Today the SSPO told, that office needs not to work too much late except for exceptional days. All offices normally get closed at about 08.00 pm. It was also reiterated by us that our employees in every office seats up to 08.00 pm in the office to complete daily routine work. They are working under stress of heavy work. Their good work should also be considered.

The SSPO is very much cordial and he has a distinct vision about image of Post Offices of Ahmedabad City division and we assured full co operation in every step taken for improvement of service, upgrading image and infrastructure.

THIS CAN HAPPEN IN DEPARTMENT OF POSTS ALONE

It is surprising that System Assistants in the Department of Posts are working beyond their capacity to keep 57 Applications [ currently being used by the Department of Posts] running. Our Postmasters and Sub Postmasters deserve appreciation as there are 10 to 25 application softwares being run in each office.

The list is being updated and the above number may increase.

One can imagine the plight of Postmasters, Sub Postmasters and middle level officers Asstt. Supdts. Group 'B'/Supdts. who are not well conversant with ever expanding computer terminology but are executing the policies and programmes of the Department including computerization.


In all probability there is no other Department in India having more than above number of application softwares being operated by its employees.

CHANGE IN DESIGNATION OF SORTING POSTMAN-CLARIFICATION.

Please refer to this Directorate's letter of even number dated 04.05.2011 vide which the post of Sorting Postman has been re-designated as Postman and both Postman and Sorting Postman have been given a common generic designation Postman

2. During the meetings of the Staff Federations with the Secretary (Posts), the Federations have raised following issues in connection with the implementation of the ibid order in the fields:
(i) Circles are either abolishing or redeploying the posts of Sorting Postman. Such posts may be restored.
(ii) All the Postman are being put on the job of Beat Sorting at a time.

3. This is wrong interpretation and implementation of the said order of the Directorate. Nowhere in the order is it mentioned that posts of Sorting Postman are either to be abolished or redeployed and all the Postmen are to be put on the Beat Sorting work at a time. In fact, the order is very lucid that post of Sorting Postman is re-designated as Postman. Therefore, such abolished or redeployed posts of Sorting Postman may be restored immediately. The designation of the existing Sorting Postman may not be changed.

4. Further, in the third para of the aforesaid order, it is indicated that concerned Divisional Head or Sr. Postmaster has to work out the exact requirement of Postmen required for Beat Sorting on the basis of the total number un-registered mail received for delivery as per the existing norms. Hence, concerned authorities in the Division to decide the number of Postmen to be put on the Beat Sorting job on the basis of existing norms. Thus, all the postmen are not to be put on the Beat Sorting work at a time. Rather, each one of them should be assigned the said job on turn-by-turn basis while observing the existing norms.

5. Further, the number of postmen deployed for Beat Sorting should be to ensure that Beat Sorting, is completed one hour before the postmen leave for delivery so that necessary documentations and procedural requirement could be completed, which are necessary for carrying out the delivery effectively.

6. It, is therefore, requested to please look into the issue personally and ensure correct and effective implementation of the Directorate's order dated 04.05.2011.

7. It may please be accorded Top Priority.

POST OFFICE SAVINGS ACCOUNTS TO BE TAXED FROM CURRENT FISCAL.


NEW DELHI: The government has decided to levy tax on the interest obtained on Post Office savings schemes from the current financial year.

The Central Board of Direct Taxes ( CBDT) has brought out a notification in this regard recently, which stipulates that any interest earned beyond Rs 3,500 (in case of individual accounts) and Rs 7,000 (in case of joint accounts) will be taxable from the running fiscal.

The CBDT-- which is the administrative authority of the Income Tax Department-- has issued the notification to all the tax collection ranges across the country for implementation.

Taxpayers will have to reflect this investment on their income tax returns.

"Taxpayers who now invest in the post office saving accounts schemes will now have to show the interest earned on this scheme while filing their income tax returns. Interest upto Rs 3,500, in case of single accounts and Rs 7,000 in case of joint accounts, is exempted," a senior I-T official said.

The Assessing Officer (AO) will compute the tax on the interest earned, beyond the exemption limit, accordingly, he said.

The current interest rates for Post Office savings deposits is 3.5 per cent per annum.

The minimum investment limit in this scheme is Rs 50 while the maximum limit is Rs one lakh for an individual account and Rs 2 lakh in case of a joint account.

POST OFFICES TO OFFER CORE BANKING SOLUTION BY NEXT YEAR:

In a major exercise to boost its profitability, the Department of Posts (DoP) plans to introduce core banking solution besides setting up India Post ATMs and debit cards for its customers.

"We have set target of bringing in core banking solution by 2012. It will ensure smooth online transactions. We are giving some e-payment services, but they are fragmented," a top official from Department of Post said.

He added that the work for setting up 1,000 India Post ATMs was in advanced stage and DoP had already held parleys with vendors on this front. "We will also issue debit cards to our existing savings account-holders," the source added.


The DoP is tying up with banks so that customers can use their India Post debit card at any ATM machine pan-India. With a network reach of over 1.44 lakh post offices, DoP hopes to transform itself into a post bank.

"Yes, this is very much possible. We are offering three-fourth of a bank's services and have the widest reach. The infrastructure is almost ready. In fact, we have given this proposal to the Ministry of Finance and are waiting for its comments," he added.

The lack of modern banking facilities in rural areas and dependence of villagers on informal sector for their credit requirements prompted government to establish a post bank. "The aim of establishing a post bank is to provide banking services to the rural poor who still do not have modern banking facilities and still have to depend on informal sector for their credit requirements," he said.

The Planning Commission had allocated Rs 5 crore during the 11th Plan period towards this purpose under the head of 'studies and miscellaneous expenditure relating to setting up of Post Bank of India'. The DoP with its huge network already provides various financial services, including a post office savings bank, postal life insurance, pension payments and money transfer services.

SIBAL HOLDS ROUND TABLE CONSULTATIONS ON PARTNERING INDIA POST: 2012 AND BEYOND:

Sh. Kapil Sibal, the Union Minister of Communications and Information Technology held a Round Table Conference here today with the stakeholders to deliberate upon "Partnering India Post: 2012 and Beyond". Opening the deliberations Shri Sibal said that this conference has been organized to enable this national asset to play a bigger and effective role in the socio and economic development of the nation. The deliberations will help understand the areas, methods and challenges for developing a symbiotic and long term relationship between India post and key stakeholders. This will also help department of posts to develop the future business model and its integration with the technological architecture of India post 2012 project - an ambitious programme of computerizing and digitally connecting the entire postal network which is likely to further strengthen our potentials and the capabilities.

Key Stakeholders from Banking/ Insurance/ Telecom/ FMCG/ IT/ e-Commerce/ Logistics/ Publications/ Financial Institutions/ Government Ministries & Departments/ Industry Associations/ Academic sector participated in the Round Table conference and engaged into discussions to give shape to the India Post 2012 Project and explore strategic tie-ups with India Post as follows:-

- Public sector banks for retailing of loan products, mutual funds and other new age financial products including micro-insurance, micro-lending, livelihood linkages, pensions, and remittances etc.

- E-commerce portals.

- Logistics for semi-urban and rural areas for consumer or FMCG goods.


- Logistics for print media companies or distance education universities / institutions.

- Central Government Ministries and State Governments for data collection services, delivery of social security schemes like MGNREGS, NRHM etc through Post Office system.
India Post 2012 Project aims at transforming Department of Posts into a "Technology Enabled, Self Reliant Market Leader." This translates into 5 initiatives covering increased market share and revenues, new products and services, improved services delivery, motivated workforce and rural development.

India Post with its vast network of 1.5 lakh Post-Offices and the huge bouquet of services including mails, logistics, finance, deposits, insurance, savings and retailing, have the potential to play an extremely vital role in accelerating economic growth.

The participants from across the industry sectors put forth a number of ideas for symbiotic strategic tie-ups, beneficial for both India Post and business partners which were duly appreciated by Shri Kapil Sibal, Hon'ble Minister of Communications and Information Technology, Government of India making the Round Table conference a success. Shri Sachin Pilot, Hon'ble Minister of State for Communications & IT, Government of India summarized the deliberations of the round table conference at the end of the conference.

Concluding the deliberations the Minister of State for Communications and IT, Shri Sachin Pilot said that today's consultations show that Department of Posts belongs to all. This should be a beginning for new endeavours, financial inclusion and opportunities for rural masses.
About seventy representatives of various Departments, PSUs, Banks and corporate world participated. Secretary, Department of Posts and senior officers of the Department were also present.

NEW LAW FOR THE RIGHTS OF PERSONS WITH DISABILITIES

New Law for the Rights of Persons with Disabilities

The Committee appointed by the Ministry of Social Justice and Empowerment, Government of India, to draft a New Legislation replacing the existing Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, presented the final draft of the new law, "The Rights of Persons with Disabilities Bill, 2011", to Shri Mukul Wasnik, Minister for Social Justice and Empowerment. The proposed law seeks to repeal the Persons with Disabilities Act of 1995 and to replace it with a comprehensive rights based law in accordance with the provisions of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).

The Persons with Disabilities Act, 1995 was proposed to be replaced by a new legislation by the Ministry in the light of the experience gained in the implementation of the Act, developments that have taken place in the disability sector over the years, and also the commitments under the UNCRPD.

A Committee under the Chairpersonship of Dr.(Mrs) Sudha Kaul, Vice Chairperson, Indian Institute for Cerebral Palsy, Kolkata, and consisting of experts and representatives of stakeholders including Central Ministries, State Governments, Civil Society Organisations and experts, including persons with disabilities, was therefore, set up by the Ministry of Social Justice and Empowerment on 30.4.2010 to consider various suggestions and views and to draft a comprehensive law.

INDEFINITE STRIKE FROM 5TH JULY DEFERRED

Consequent on the settlement reached between Secretary, Department of Posts and the Staff Side the Central JCA unanimously decided to defer the indefinite strike from 5th July 2011. Positive settlement is reached on major items of the Charter of demands. Gist of the settlement reached on all items of the Charter of demands will be published soon. We have made it clear to the Postal Board that if any violation of the assurances take place, or if orders on the agreed items are not issued without any delay, the Central JCA will commence indefinite strike without any further notice. We have not called off the strike. STRIKE STANDS DEFERRED. WE SHALL ALWAYS BE VIGILANT. Hectic and elaborate discussions took place with the Postal Board on 6th, 7th, 27th, 28th, 29th, 30th June 2011 and on 1st July 2011. Secretary Generals and All General Secretaries participated in the discussion.



Central JCA salutes and congratulates all the Circle/Divisional/Branch Secretaries and the entirety of Postal and RMS employees including Gramin Dak Sevaks for the mobilization made by them for the successful implementation of the strike. It is only because of the determination and courage of the grass root level workers the Postal Board is compelled to come for a settlement.

Action Taken Report circulated by DoP before talks on 30.06.2011

The Action Taken Report on all the 25 Demands in our Charter was circulated to us before the talks on 30th June, 2011. The Official Minutes is yet to be received by us. DENIAL OF MACP BY APPLYING BENCH MARKS PRIOR TO 2008

NON CONSIDERATION OF MACP EVEN AFTER FORMATION OF SCREENING COMMITTEE

The issue was discussed threadbare and resultantly the Directorate has issued detailed clarifications on this issue vide it's letter No. 4 7/(MACPs)/2009-PCC Dt. 30.06.2011 which is as follows.

(i) Where screening Committee's have not already met, it should be completed within one month. (before 30.07.2011)


(ii) If screening Committee's already met and not considered cases, the revised ACR should be communicated to concerned officials and called for his representation within 15 days. That may be decided by the next higher officer.

(iii) The Screening Committee may be constituted thereafter, and consider those cases of left out early.

Secretary (P) assured that she will detail the Director (Head Quarters) during video conference about the impact and the spirit of the formation of screening Committee & orders.

Circle JCA representatives had tour till late night on 1.7.11. On loving and forceful invitation of Comrades of Bardoli division we had to go back from Bharuch, after holding a very nice staff meeting there, to Bardoli and hold a staff meeting. Subsequently we visited Anand and Kheda division and held staff meetings at Anand and Nadiad. Inspite of our desire to visit Navsari division, this time we could not go there due to tight time schedule. We decided to visit Navsari immediately after strike commences. We specifically thank comrades of both federation of Nadiad division for waiting for us till 09.00 pm. We had fixed time of staff meeting at Vadodara at 18.00 pm but we were late by 2 hours there also but the staff was waiting there also.

Overall picture of Gujarat Circle was very much encouraging. Please keep our unity tightened. If the orders on agreed items are not issued without delay, the Central JCA will commence indefinite strike without any further notice.

Circle JCA of Gujarat Circle congratulates all Postal and RMS/MMS employees including Dak Sevaks for the mobilization made by them for the successful implementation of the strike. It is only because of the determination and courage of the grass root level workers the Postal Board is compelled to come for a settlement.
