CIRCLE PRESIDENT RESIGNED ON MORAL GROUNDS


RESIGNATION LETTER OF COM.PRAKASH RATHOD CIRCLE PRESIDENT

Com. Prakash Rathod Circle President is one of senior most comrades. On 13.11.2011 he was defeated in the election for the post of Divisional President at Bhavnagar Divisional Conference. He has submitted a letter of resignation dated 15.11.11 to Circle Secretary from the post of Circle President on moral grounds.

We certainly salute healthy approach and spirit of our President on the issue but undoubtedly he is our devoted leader and elected by the General Body of Junagadh Circle Conference on 30.08.10 and Circle Secretary expresses his clear opinion that Com. Prakash Rathod will continue to render his unparalleled service as Circle President to the organisation for full term.

We are also hopeful that new team of Bhavnagar division will also take benefit of able experience of Com.Prakash Rathod. Elections is a healthy process of democracy. We all are under one and mighty banner of NFPE.  

Resignation of Com. Rathod is not required to be accepted. He will continue as Circle President. However it will be presented before next Circle Working Committee Meeting which will be held  in the month of December itself immediately after return of C/S from Allahabad Study camp.  

Circle Secretary believes that this blog should be like an open book for Circle union activities. We will never hide anything. Members must know each and everything happening around them. So the resignation letter of Circle President has been displayed here for knowledge of all members.

Farewell to Com.K B Barot on relinquishing charge as Secretary (Staff side) RJCM

Com.K.B.Barot has been relinquished from responsibility as Secretary RCM (Staff side) today on 30.11.11. He has retired from service on 31.08.10. New Secretary Com. S.C.John who is also a retired and experienced senior comrade has taken over charge today on 30.11.11. 

At the close of 84th RJCM meeting today, a warm farewell was given to Com. Barot and his ingenious contribution was acknowledged by the staff side as well as administration side.  

A flower buckeye was presented to him by Ms. Humera Ahmed Hon. CPMG Gujarat Circle at the time of farewell.

We wish him healthy, wealthy and satisfactory retired life and also hope that he will continue to extend his positive approach and helpful guidance to new team.

MEETING OF STAFF SIDE OF RCM AT CIRCLE OFFICE ON 29.11.2011

A Meeting of staff side was held at C.O.Ahmedabad. The main purpose of the meeting was to elect and nominate new Secretary, Staff Side vice Com.K.B.Barot who has already retired from service on 31.08.2010. Com. Rashmin Purohit C/S have been nominated by the NFPE as Member RCM in place of Com.Barot. After  a discussion, name of Com.S.C.John (retired O.A. from Circle Office) C/S AIPAE Union was unanimously nominated as Secretary Staff side RCM. Services rendered by Com. K.B.Barot, outgoing Secretary were appreciated in one voice by all RCM Members.

Agenda for items to be taken up for 85th RCM Meeting to be held in February 2012 was also prepared. From  AIPEU Gr.C several items have been taken up for the next meeting. The same will be posted later on. Suggestions from any Dnl. Secretaries are always invited.

84th RCM MEETING HELD AT CIRCLE OFFICE AHMEDABAD ON 30.11.11

Hon.Humera Ahmed CPMG was the Chairperson in the meeting which was attended by Shri. B.B.Dave Hon.PMG (B.D.), Ms. Anjali Anand Hon. PMG Rajkot, Shri. Riju Ganguli Hon. DPS (HQ) and Shri. Kamal Kapoor DA (P). Shri. P.C.Bhatt AD (PMI) Secretary Administration side administered the meeting. The meeting was held in a very positive and cordial atmosphere. All items were discussed at length by staff side. Details are lengthy and will be posted later on.

BIMONTHLY MEETING OF VADODARA REGION ON 01.12.2011

Bimonthly meeting of Vadodara region will be held on 1.12.11. Several items will be taken up and discussed in the meeting. Shri.M.G.Shaikh D/S Bharuch and Com. Suman Patel D/S Valsad have also been asked to attend the meeting as there are so many problems prevailing in these divisions requiring immediate action. Report on this meeting will also be posted later on.

V ISITS:

Valsad division:
Circle Secretary accompnied by Com.S.K.Vaishnav Asst. C/S and Com. M.G.Dulera Finance Secretary visited Valsad division. After completing Bimonthly meeting of Rajkot region on 25th, we proceeded to Valsad. The main issue on surface of discussion in this division is regarding pending MACP cases. C/S have collected details, heard members and will make appropriate representation before Hon.PMG Vadodara. 

Bharuch division:

C/S with Asst.C/S and Finance Secretary attended Divisional Conference of Bharuch division on 27.11.11. In this division also issue of huge number of Charge sheets, non sanction of any MR Claims and several other are burning issues. C/S assured members for taking up problems at appropriate level. It was very nice to see that so many young members were present till late hours for hearing C/S as it was late in traffic jam. We congratulate all newly elected office bearers and wish that they will represent problems of their division very effectively and resolve local problems amicably by effective communication with divisional superintendent. 

Study camp at Allahabad:

A study camp has been organised by NFPE at Allahabad during 4-6 December, 2011. C/S will also attend the camp. A detailed report will be posted about the study camp later on.



In accordance with the decisions taken by the Government on the basis of the recommendations of the Committee for Comprehensive Review of National Small Savings Fund (NSSF), headed by Smt Shyamala Gopinath, the then Deputy Governor, Reserve Bank of India, Notifications on changes made in various small saving schemes except 10-Year National Savings Certificate, have already been issued on 25th November 2011. 

                The Notification for launch of new savings instrument, namely 10-Year National Savings Certificate (IX-Issue), 2011, has been issued today, the 29th November, 2011. 

                The major highlights of this scheme are as follows:

·         Investments in Certificate will earn Interest at the rate of 8.7% p.a. compounded semi-annually.
·         On investment of Rs. 100, the depositor will get Rs. 234.35 on maturity of the Certificate.
·          This Certificate will be available in the denominations of Rs. 100, Rs. 500, Rs. 1000, Rs. 5000 and Rs. 10,000. 
·         There is no upper limit for investment in the Certificate. 
·         This Certificate can be transferred from a post office where it is registered to any other post office and it can be pledged as a security.

                The scheme will come into effect from 1st December 2011. Details of the notification are attached herewith and can also be seen on the website of the Ministry of Finance i.e. http://www.finmin.nic.in.

Revision of Pension under PF Scheme


The pension on fixed rates is provided to the employees retiring under the Provident Fund (PF) scheme.

The Central Government had constituted an Expert Committee for reviewing the Employees Pension Scheme, 1995 entirely including revision of Pension. The Expert Committee submitted its report to the Central Government on 5th August, 2010 and the recommendations of the Committee were placed before the Central Board of Trustees, Employees’ Provident Fund [CBT (EPF)] for consideration on 15th September, 2010. The CBT (EPF) directed that the report be first considered by the Pension Implementation Committee (PIC). The PIC has since finalized its report and sent it to Employees’ Provident Fund Organisation for placing it before the CBT (EPF) for taking a final decision in the matter.

This information was given by the Minister of Labour and Employment Shri Mallikarjun Kharge in reply in reply to a written question in the Lok Sabha today.

Compassionate employment: HC relief for destitute



The Madurai bench of the Madras high court has come to the rescue of a destitute girl who has sought employment on compassionate grounds with the state transport corporation.

One S Mareeswari's father was working as conductor in the Tamil Nadu State Transport Corporation, Virudhunagar region, and after serving as permanent conductor for about 20 years, he died on 1995 due to an illness, leaving behind her, her mother and sister with 80% disability. Unfortunately, her mother also passed away the next year.

When her father died, Mareeswari was aged seven and studying in school. Under these circumstances, she and her sister were left in the lurch.

On seeing their plight, a friend of their family voluntarily came forward to take care of them.

As she was a minor then, she applied for compassionate appointment only in 2008. The transport corporation insisted that she produce proof such as community certificate and ration card in support of her candidature. But in view of the fact that the petitioner was not able to obtain ration card, community certificate and residential proof, she submitted affidavits issued by a notary public. However, she was not given compassionate appointment on the ground that she had failed to produce relevant documents. Hence, she petitioned the court.

In view of these difficulties faced by Mareeswari, her counsel R Ramasamy prayed to the court to issue a direction to the transport corporation to provide compassionate appointment to his client without insisting upon submission of ration card, community certificate or employment and property certificates.

He further said this was a special case where the petitioner, after the death of her parents, was being taken care of by a well-wisher as there was no other family friend to help her.

Allowing her petition, Justice T Raja directed the transport corporation to consider her case sympathetically without insisting upon other documents. Pointing out that since the legal heir certificate issued by the tahsildar in1997 certified that Mareeswari was the daughter of deceased Sundaram, and with her sister also giving a certificate relinquishing her right to claim compassionate appointment, the judge said, "There may not be any impediment for the transport corporation in considering her case."

Justice Raja further directed the transport corporation to provide compassionate appointment on the basis of the documents submitted by the petitioner earlier, within a period of eight weeks with an undertaking from the petitioner to produce all relevant documents within one year from the date of joining duty.

Recruitment Rules Postal Assistant/Sorting Assistants, 2011 

Department of Posts has notified Department of Posts ( Postal Assistants and Sorting Assistants) (Group-C Non-gazetted) Recruitment Rules, 2011. These have been published in Official Gazette on 3.11.2011.

They come into force from the date of publication in Official Gazette.


For direct recruitment 10+2 or 12 Standard candidates with atleast 60% marks with English as compulsory subject [ excluding vocational stream], 55% for OBC and 45% for SC/ST will be eligible.

GDS should have obtained 50% marks in +2 or 12th standard and should have put in minimum 5 years service.

Decisions on the recommendations of the committee for comprehensive review of national small savings fund  (NSSF) by finance ministry in respect of commission to be paid to post office agents.

Commission to Post Office Agents
Payment of commission on PPF schemes (1%) and Senior Citizens Savings Scheme (0.5%) will be discontinued.

 Agency commission under all other schemes (except MPKBY agents) will be reduced from existing 1% to 0.5%

Commission at existing rate of 4% will continue for Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) agents.

 Incentives, if any, paid by the State/UT Governments will be reduced from the commission paid by the Central Government

The interest rate on POSA stands increased to 4 per cent from 3.5 per cent for the current fiscal, deposits in schemes such as MIS and PPF will fetch attractive returns of 8.2 per cent and 8.6 per cent respectively, as compared to the existing interest rates of 8 per cent.

The government has decided to discontinue the Kisan Vikas Patra (KVP) scheme. It has also reduced the maturity period for MIS and National Savings Certificate (NSC) schemes to five years from the existing six years and has introduced a new 10-year NSC instrument with its interest rate pegged at 8.7%.

PPF savings accounts has been raised to Rs. 1 lakh from the current limit of Rs. 70,000.

The government has also scrapped the 5 per cent bonus on maturity of MIS schemes and abolished the commission for agents on PPF and Senior Citizens Savings Schemes.


 The new rates are to be made applicable from the date of notification to be announced soon.

COMMUTATION
At the time of retirement of the employee, a portion of pension can be withdrawn by the employee.

A maximum of 40% of pension amount can be withdrawn at the time of retirement. However, depending on the amount withdrawn proportionate amount will be deducted from the Pension amount till 15 years and employee will get reduced Pension till 15 years

In a relief to senior citizens, who retired from government service before 2006, the Central Administrative Tribunal (CAT) has directed the Centre to re-fix their pension on the basis of recommendations of the Sixth Central Pay Commission (VI CPC)
A three-judge bench of CAT headed by its Chairman Justice V K Bali quashed the August 29, 2008 government resolution which amended the recommendations of the sixth pay commission due to which the pre-2006 retirees were getting lower pension than the post 2006 retirees.


The bench passed the orders on a bunch of petitions filed by individuals, their association -- Central Government Pensioners Association -- claiming pension at par with post-2006 retirees on the recommendations of the VI CPC, which took effect from January 1, 2006
Respondents (Government) are directed to re-fix the pension of all pre-2006 retirees with effect from January 1, 2006... Let the respondents re-fix the pension and pay the arrears thereof within a period of 3 months from the date of receipt of a copy of this order

Circle Processing Centres (CPCs) which would act as centralized processing units for a circle and handle some of the non customer interfacing tasks centrally. Each circle will have a Circle Processing Centre

Yes, CBS will have double entry accounting system. A double-entry bookkeeping system is a set of rules for recording financial information in a financial accounting system in which every transaction or event changes at least two different nominal ledger accounts. The above said accounting logic will be inbuilt in the CBS software.
What are the linkages between CBS and other projects?

The entire scope of India Post 2012 project is organized under 8 RFPs, in a multi-tower model with vertically integrated towers, in order to expedite the rollout of priority solutions and allow specialized and full service providers to participate in the procurement process. The vendors selected would need to work together to ensure smoothness in building and rolling out the solutions. The key linkages between CBS vendor and other vendors in the India Post 2012 project are network, data centre facility, helpdesk, call centre etc.

Yes, all existing schemes will be migrated to CBS. This is needed due to the fact that firstly Sanchay Post will be phased out and secondly due to interface with the new POS ( which will replace Meghdoot software) integrating all the applications of the post office.
