NEW YEAR, NEW HOPES.
                    WE ARE ON THE STRUGGLE PATH

                   By the time this issue of “Postal Crusader” reaches your hand, an eventful year 2013 will be over and a new year 2014 is born.  From our experience in the past, especially during the last year, we can definitely say that the year 2014 shall be an year of struggle for betterment of the living conditions of the common people of our country and the toiling masses including the Central Government Employees & Postal employees.
                   General election to the Parliament is scheduled to be held in the year 2014.  The ruling class and also the corporate media have started their campaign, well in advance, in support of those who are ready to carry forward the rigorous implementation of neo-liberal globalisation policies.  We have witnessed that when it comes to policy of liberalisation, privatisation and globalisation, both UPA and NDA Government are two sides of the same coin.  Concerted efforts are being made by the corporate media to relegate the issues raised by the working class in February 20,21 All India Joint Strike and 2013 December 12th massive Parliament March to the background.  We should identify our friends and foes from our own experience and shall frontload the working class issues and conduct intensive campaign against those who are in favour of neo-liberal policies and also in support of those who are opposing the anti-people, anti-labour policies of the ruling class.  Remember, in democracy ballot is more powerful than bullet.  Let us use this weapon prudently and discreetly and move forward in our struggle by further strengthening those forces who are continuously fighting against this neo-liberal policies and for the cause of working class.
                   Even though the Government has announced constitution of 7th Central Pay Commission (CPC), the terms of reference and appointment of chairperson etc. are yet to be finalised.  The unanimous proposal on terms of reference submitted by the staff side includes date of effect from 01-01-2014, DA merger, Interim relief, inclusion of GDS, statutory pension to those employed after 01-01-2004, minimum wage as per 15th ILC formula, settlement of anomalies and cashless, hassle free medical facilities.  Now the ball is in the court of Government.  In case the Government deliberately delay the appointment of CPC or reject the terms of reference submitted by the staff side, confrontation shall become inevitable.
                   Postal employees have put up stiffest resistance to the Government’s policy, to privatise the Postal services by amending Indian Post office Act 1898 for granting licence to private couriers, to close down 9797 departmental post offices, to merge about 300 RMS sorting offices and also to continue the ban on recruitment.  Postal department is the only department where mass-scale recruitment and promotion through departmental examinations has taken place.  The united struggle under the banner of JCA has prevented the Government to a great extent from implementing the neo-liberal policies in the Postal Sector.
                   Regarding 7th CPC, Postal employees have every right to get a better deal from Pay Commission and Government.  The pay scales of each category of Postal and RMS employees including Gramin Dak Sevaks should be upgraded taking into consideration the fact that the cadre of PA, SA, Postmen, Mail guard, MTS exchanging mails and clearing letter boxes, Gramin Dak Sevaks are all unique to the Postal Department.  Further IT modernisation project will be rolled out in full swing in 2014 and the skill of the postal employees including GDS in dealing with high technology will be further enhanced.  Due to non-creation of additional posts in commensurate with the increase in workload due to introduction of new schemes and procedures and also due to abnormal delay in filling up of vacant posts, the workload of the Postal and RMS employees have increased manifold and this factor of extra-productivity should be taken into account while deciding the pay scales of postal and RMS employees including GDS.

            Three lakhs Gramin Dak Sevaks and Casual, Part-time, Contingent employees are the worst sufferers of the Postal department.  NFPE & FNPO has already decided to go for indefinite strike, if the Government rejects our demand for inclusion of GDS in the ambit of 7th CPC and revision of wages and regularisation of casual labourers.
            NFPE & AIPEU-GDS (NFPE) had filed a writ petition in the Hon’ble Supreme Court of India praying for implementation of the 1977 Supreme Court judgement declaring GDS as civil servants and grant of all benefits of departmental employees to GDS.  The Hon’ble Supreme Court has ordered the Delhi High Court to consider and decide the case and the writ petition is accordingly transferred to Delhi High Court.  Thus the final legal battle for departmentalisation of GDS has begun and 2014 will be a turning point in the history of GDS
            In short, 2014 is going to be an year of struggle and advancement of the working class of India and also the Central Government employees including Postal, RMS & GDS employees.  Let us welcome the new year with a pledge to continue our fight for a better tomorrow.

IT IS VERY SAD STATE OF AFFAIRS THAT NO DIVISION HAS RESPONDED AND MOST OF THE DIVISIONS HAVE REMAINED TOTALLY SILENT. FEW DIVISIONAL SECRETARIES ASSURED ORALLY ON BEING CALLED THAT THEY WILL REMIT OUTSTANDING QUOTA IN SHORT PERIOD BUT NO DIVISION HAS ACTUALLY REMITTED QUOTA. Dear Comrades,
It is not fair to need to remind each division for all the time for clearance of Quota to higher ups.

I have received repeated request from Com.R.N.Parashar that Quota is not received regularly by NFPE from divisions of Gujarat Circle. This is not worthy to hear that we are slack in remittance of quota though we receive regular payment from DDOs. We should remit regular Quota to NFPE, CHQ and Circle.

Circle union is also facing financial crises. All DS are requested to take the matter of remittance of quota very seriously and ensure that all outstanding quota is cleared within this week itself.

Quota of Circle Union may directly deposited in bank account in consultation with Circle Secretary or Finance Secretary.

The allocation of Quota upto 30.6.13 will be on old rates and from July onward on on new rates as per revision of subscription @ Rs.50/-.

RECEIVE BY VPP "HANDBOOK 2014" COMPILED BY CHQ WITH MORE IMPORTANT ORDERS IN ABOUT 260 PAGES

In spite of reminders, appeals in websites of CHQ and letters, the Divisional Secretaries remained silent about indent for 'Hand Book 2014' compiled by the Central Head Quarters of our union. 

You all know it is a must for all office bearers to have on hand in daily routine for referring to brief rulings on various subjects and other important information.It costs only Rs.75/- per copy. 

There was no reply from Divisions, but the Circle Secretary was frequently reminded by the CHQ about requirement of Handbook 2014 by divisions of Gujarat Circle.

Last year also in absence of any specific demand by divisions, we had informed CHQ for supplying 20 copies to each divisions by VPP. This year, we have requested CHQ for sending 15 copies to each divisions by VP.

All Divisional Secretaries are requested to accept the VP as and when received from CHQ.

In fact, this Hand book is a very useful ready reference and it contains so many information and all new and young members should know about functioning of leaders of our union through such publications. It is requested to supply as many books as possible to many more members. This can be done even at the cost of members. News from Bhavnagar division

Biennial Divisional Conference of Bhavnagar division will be held on 19th January 2014. A unique program of Prize distribution to the students of postal families of Bhavnagar division will also be organised on the same day. Bhavnagar division is organizing such program each year very successfully to inspire postal children.

Circle Secretary and Com.S.K.Vaishnav Circle President accompanied by Com.K.B.Chudasama Asst. Circle Secretary will attend the function at Bhavnagar. 

Com.Y.K.Joshi a young and active office bearer of Bhavnagar has married on 6th December,'13. We could not attend the wedding ceremony due to tour to Guwahati for Central Working Committee Meeting. We convey our best wishes to Com. YK for a very happy married life.

GUWAHATI CWC – A REPORT

The first Central Working Committee meeting after the last All India Conference was held at Guwahati from 14.12.2013 to 15.12.2013. The National Flag has been hoisted by Dr. Sitanath Shankar, Chairman Reception Committee and NFPE and AIPEU Group ‘C’ flags were hoisted by Com. M. Krishnan Secretary General and Com. R. Sivannarayana CHQ President respectively. Out of 15 office bearers, one office bearer was absent. Out of 22 circles 18 circles have been represented. 5 Mahila Committee members attended. The CWC meeting was presided by Com. R. Sivannarayana, CHQ President. Com. L. P. Saikia, Org. General Secretary and Circle Secretary Assam delivered the welcome address.While observing the proceedings there was serious constructive and proactive discussions held in the CWC meeting.The discussion by the CWC members was lasted for more than 15 hours. The issues related to 7th CPC, Confederation and NFPE programmes, building strong relations between NFPE and AIPEU GDS (NFPE), Cadre Review, MACP related issues, Computer related issues were discussed in detail. The following are the important decisions arrived by consensus in the CWC meeting.

1.      The Confederation decision including strike action for inclusion of GDS demands in 7th CPC, DA merger etc has been endorsed.
2.      The draft memorandum of P3 after its preparation inviting suggestions for the improvement of the same by all rank and file. An exclusive workshop will be conducted to discuss the draft memorandum and finalized thereafter.
3.      The upgradation of pay scale of PA/SA and supervisory posts will be given due importance while drafting the memorandum.
4.      The CWC endorses the decision of Confederation, demanding minimum wage as per 15thILC, 5 year wage revision, DA merger etc. and implement the Confederation programmeson 15 point Charter effectively.
5.      The CWC decided to insist the department to finalise the Cadre Review proposal within one month and in the event of non implementation of the same, programme of action will be finalized after consultation with NFPE and Postal JCA.
6.      The CWC directed all Divisional and Branches as well as the Circle Secretaries to celebrate the Diamond Jubilee of NFPE in a be fitting manner by holding conventions, meetings, recognize the services of old leaders etc.
7.      The CWC requested all the divisions and branches to observe the JCA call on 05.02.2013 by holding one day fast demanding the regularisation of Casual labour and wage revision as per the 6th CPC rate.
8.      The CWC further requested all the branches to assist the All India Postal and RMS Pensioners Association in forming branches at circle and divisional levels.
9.      The CWC further appeals all the Divisions/Branches and Circle Secretaries to form AIPEU GDS (NFPE) at their level and extend fullest cooperation to popularize their demands and programmes of action culminating to indefinite strike if their genuine demand of Departmentalisation and remittance of their case to 7th CPC are not considered.
10.  The CWC decided to issue notice to the defaulting branches to remit Quota dues and other dues like Bhartiya Post and Publications before 10.01.2014 and in the event of non remittance, the CHQ will initiate action either suspending the branch or directing the DDO to remit the amount directly to Circle/CHQ.
11.  Apart from the above to end the Election dispute of Delhi circle, it has been resolved to conduct fresh conference by CHQ itself on the basis of actual membership being existed in the divisions.

In the midst of the CWC meeting Com. K. V. Sridharan, Ex-General Secretary, Com. B. G. Tamhankar, Ex-President, CHQ, Com. I. S. Dabas, General Secretary, P4, Giri Raj Singh, General Secretary R-3 & President NFPE, Com. Garga Talukdar, Asst. General Secretary, R-3 Com. S. Raghupatty, Asst. Secretary General, NFPE and other Circle Secretaries of Assam Circle delivered their speeches and greetings.

In short, the CWC was very constructive in discussing all the issues and decisions taken by consensus. These decisions will be the guiding factor to the CHQ for an effective and efficient functioning. The views and suggestions deliberated by the CWC members have been taken proper note of and they are being taken up with the Directorate and other levels. Com. Zaman, Asst. Circle Secretary delivered vote of thanks.


Com. L.P. Saikia, Circle secretary, Com. Tikan Colida, Circle President and their team made elaborate arrangements for the comfortable stay and delicious food. They deserve all appreciations. The CWC Guwahati ended with a historic success.

JOINT MEMORANDUM ON
PROBLEMS, GROUND REALITIES AND FEELINGS OF STAFF OF JUNAGADH

1. The PMG Rajkot visiting Junagadh assembled an inspiring session with the staff on 6th Nov-2013 evening in which 1 hour long lecture was delivered on various expectations of Administration side from the staff.
As a matter of courtesy, counter points were not uttered publicly which are very crucial for serious hearing and remedial action by the administration side.
 Few vital points are mentioned below for positive response and taking care:
1. It is easy to place a target for opening 2000 net live accounts per day (!) but from no corner it is feasible considering present ratio and trend of public for choosing better option. It is very sad that local administration does not put real picture before higher administration. Under pressure, staff is opening their own accounts in the division in fraction amounts i.e. for opening of the account of Rs.5000 we are suppressed to open 500 accounts of 10 Rs. It is also against the policy of the ministry of finance Govt. of India. Similarly under pressure of the administration, we had to purchase the entire stock of the Flat rate boxes because it is not possible to sale even a single box to public. Similarl is the situation regarding MO videsh. It is therefore requested to consider ground realities and stop exploitation of the employees in this matter for the purpose of showing higher figures of business only. We may also mention here no SP/ASP/SDI is opening RD accounts or purchasing Flat rate boxes etc. even when other staff is pressurized for same. Such approach has developed psychological pressure and nervousness on the  mind of the employees.

2. On one hand there are so many expectation from staff as narrated above but the administration could not repair water cooler/RO system since last 6 months and above. Such basic amenities are not provided which results into ill health of the employees. Cash counting machine is out of order and irreparable since 2 months at HO but nobody takes care ignoring repeated representation and union items. Duplicate printing papers are also not provided. There is pitiful picture regarding maintenance of technological equipments. For example, one computer of Mendarda is not working since long, quotation for repairing also submitted but it is not considered since long. Quotations are submitted but antivirus is not being provided to the offices like Junagadh Mangnath road. UPS is not working in most of the offices of entire division like Junagadh Udyognagar,Junagadh Mangnath road.( Quotation for purchasing battery submitter since last 6 months). Most of the printers are not working in entire division. It is also ridiculous that previously SP was not ready to approve to purchase mouse and asked to manage with arrow key. Even for purchase of Ribbon @Rs.30/-,  bill is not sanctioned. Department is being fully computerized, huge funds are allotted by the government but such a position in the era of total computerization is shocking.

3. The administration is pressing for second delivery at Junagadh azad chowk PO. This is absolutely excessive and unworkable pressure. For the first delivery itself, the postmen staff leaves the offices at about 11:30 a.m. against scheduled time of  delivery at 10:00 a.m.  because of very heavy receipt of EMOs, Speed posts, Registers etc. it takes a lots of time even in sorting work because of abolition of one post of sorting postman. Moreover it takes huge time for preparation of delivery slip etc. and handing over amounts to the postman staff. As a matter of fact the delivery staff returns back at office at about 16:30 to 17:00 PM because they are also under pressure 100% delivery. In such situation second delivery of the article received at 12:30 is not possible even by attaching 2 or 3 extra staff. Because Junagadh is very big city and  normally 400 and 500 article are received which cannot be delivered unless the concerned staff works till night hours. On other hand administration should also consider acute shortage of staff. It is very pertinent to consider very heavy shortage of staff in PA cadre. For example 25 PAs are working against sanctioned strength of 45 at Junagadh HO. We don’t need to narrate difficulties of operative staff because the administration is prudent to recognize problems but we are sorry because of closed eyes and deaf ears of the administration. It is asked to complete the transactions in five minutes. There were six counters of SB which were minimized only 2 counters by one ASP giving oral instruction. ASPos staff used to visit Junagadh HO every now and then ( 4 times in a day) giving oral instructions in several matters, making direct dialogues with subordinate staff and humiliating anyone at anytime to set the situation according to his own whims. When the staff is doing work till late hours, it cannot be expected that they can go to the market to achieve the targets. Moreover it should be understood that even an animal yearns respect and good behavior. Pressure and threatens will not serve any purpose.

4. The post of Head treasurer and ATR stamp is vacant since long, union item was also taken but it was closed by administration by giving the reason that such matter is purely administrative. Almost all three posts of APM.1 and Accountants.2 are vacant at HO and one qualified official is working at DO. We frequently urged to post qualified official at HO but it was not considered so far. It was requested to send qualified accountant from DO to HO as and when difficulty is there regarding Pay fixation, Audit Para or technological problems. The administration agreed orally but the ASP always personally came and took away qualified accountant to DO leaving work incomplete at HO. We urge posting of qualified hand to HO from DO.
Please do not misinterpret us. We are always working hard. We never generate unconstructive atmosphere amongst staff. We have to communicate realities because nobody is throwing light on ground realities due to frustration and fear of being insulted/ humiliated. We just intend to convey the real scenario of the problems and feeling of the staff very honestly, clearly and at the right time urging remedial action and realistic approach.

Subject:- Productivity Linked Bonus for the Accounting year 2012-2013.
Sir/Madam,
                   I am directed to convey the sanction of the President of India for payment of Productivity Linked Bonus for the accounting year 2012-2013 equivalent of emoluments of 60 (Sixty) days to the employees of Department of Posts in Group `D`/ MTS, Group `C` and non Gazetted Group `B`. Ex-gratia payment of Bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities and adhoc payment of Bonus to Casual labourers who have been conferred Temporary Status are also to be paid equivalent to allowances/wages respectively for 60 (sixty) Days for the same period/year.
            1.1        The calculation for the purpose of payment of Bonus under each category will be done as indicated in the paras below.
                  2.          REGULAR EMPLOYEES:
2.1       Bonus will be calculated on the basis of the following formula:-
                                                Average emoluments X Number of days of Bonus
                                                                  30.4(Average no. of days in a month)
2.2 The term “Emoluments” for regular Departmental Employees includes basic Pay in the pay Band plus Grade Pay, Dearness Pay, Personal Pay, Special Pay (Allowances), S.B. Allowance, Deputation (Duty ) Allowance, Dearness Allowance and Training Allowance given to Faculty Members in Training Institutes. In case of drawl of salary  exceeding Rs.3500/- (Rs. Three Thousand Five hundred only) in any month during the accounting year 2012-13 the Emoluments shall be restricted to Rs.3500/- (Rs. Three Thousand Five hundred only) per month only.
2.3 “ Average Emoluments” for regular Employees is arrived at by dividing by twelve ,the total salary drawn during the year 2012-13 for the period from 1.4.2012 to 31.3.2013, by restricting each month’s salary to Rs.3500/- (Rs. Three Thousand Five hundred only) per month. However, for the periods  of EOL and dies-non in a given month ,proportionate deduction is required to be made from the ceiling limit of  Rs.3500/- (Rs. Three Thousand Five hundred only).
2.4 In case of those  employees who were under suspension, or on whom dies-non was imposed ,or both, during the accounting year, the clarificatory order issued vide Paras 1 & 3 respectively of this office order No. 26-8/80-PAP (Pt-I) dated 11.6.81 and No. 26-4/87-PAP (Pt.II) dated 8.2.88 will apply.
2.5              Those employees who have  resigned, retired, left service or proceeded on deputation within the Department of Posts or those who have proceeded on deputation outside the Department of Posts on or after 1.4.2012 will also be entitled to Bonus. In case of all such employees, the Bonus admissible will be as per provisions of Para 2.1 to 2.3 above.

3.1  In respect of Gramin Dak Sevaks who were on duty through out the year during 2012-2013, Average monthly Time Related Continuity Allowance will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2012 to 31.3.2013 divided by 12 (Twelve). However, where the Time Related Continuity Allowance exceeds Rs 3500/- (Rs.Three Thousand Five hundred only) in any month during this period. the allowances will be restricted to  Rs 3500/- (Rs. Three Thousand Five hundred only) per month. Ex-gratia payment of Bonus may be calculated by applying the Bonus formula as mentioned below:-
                                          Average TRCA  X  Number of days of Bonus
                                                     30.4 (Average no. of days in a month)
        3.2      The allowances drawn by a substitute will not be counted towards Bonus calculation for either the substitute or the incumbent Gramin  Dak Sevaks. In respect of those Gramin Dak Sevaks who were appointed in short term vacancies in Postman/Group `D` Cadre, the clarificatory orders issued vide Directorate letter No. 26-6/89-PAP dated 6.2.1990 and No.  26-7/90-PAP dated 4.7.91 will apply.
        3.3      If a Gramin Dak Sevak has been on duty for a part of the year by way of a fresh appointment, or for having been put off duty, or for having left service, he will be paid proportionate ex-gratia Bonus calculated by applying the procedure prescribed in Para 3.
        3.4        Those Gramin Dak Sevaks who have resigned, discharged or left service on or after 1.4.2012 will also be entitled to proportionate ex-gratia Bonus. In case of all such Gramin Dak Sevaks, the Ex-gratia Bonus admissible will be as per provisions of Para 3.1 above.
        3.5      In case of those Gramin Dak Sevaks who were under put off, or on whom dies non was imposed, or both, during the accounting year ,the clarificatory orders issued vide Para 1 & 3 respectively of this office order No. 26-8/80-PAP (Pt I) dated 11.6.81 and No. 26-4/87-PAP (Pt II) dated 8.2.1988 will apply.
            4.         FULL TIME CASUAL LABOURERS INCLUDING TEMPORARY STATUS CASUAL LABOURERS)
4.1       Full Time Casual Labourers (including Temporary Status Casual Labourers ) who worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31.3.2013 will be paid ad-hoc Bonus on notional monthly wages of Rs.1200/- (Rupees Twelve Hundred only)
 
                                          The maximum ad-hoc Bonus will be calculated as below:-
                                    (Notional monthly wages of Rs.1200) X (Number of days of Bonus)
                                                            30.4 (average no. of days in a month)
                        Accordingly, the rate of Bonus per day will work out as indicated below:_
                                                            Maximum ad-hoc Bonus for the year
                                                                                       365
            The above rate of Bonus per day may be applied to the number of days for which the services of such casual labourers had been utilized during the period from 1.4.2012 to 31.3.2013. In case where the actual wages in any month fall below Rs. 1200/-  during the period 1.4.2012 to 31.3.2013 the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc Bonus due in such cases.
5.         The amount of Bonus /Ex gratia payment /Adhoc Bonus payable under this order will be rounded to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the Head `Salaries` under the relevant Sub –Head of account to which the pay and allowances of the staff are debited. The payment will be met from the sanctioned grant for the year 2013-2014.
6.         After payment, the total expenditure incurred and the number of employees paid  may be ascertained from all units by Circles  and consolidated figures be intimated to the Budget Section of the Department of Posts. The Budget Section will furnish consolidated information to PAP Section about the total amount of Bonus paid and the total number of employees (category-wise) to whom it was disbursedS for the Department as a whole.

GDS BONUS SEELING WILL BE RAISED TO 3500....SURE

Today morning Secretary Posts informed Com. M Krishnan, Secretary General NFPE over phone that Cabinet has approved the GDS Bonus ceiling enhancement to Rs 3500/-.  Order will be issued soon.

Government may approve 10% DA hike on Friday, to benefit 80 lakh people


Dear Comrades,
It is not fair to need to remind each division for all the time for clearance of Quota to higher ups.

I have received repeated request from Com.R.N.Parashar that Quota is not received regularly by NFPE from divisions of Gujarat Circle. This is not worthy to hear that we are slack in remittance of quota though we receive regular payment from DDOs. We should remit regular Quota to NFPE, CHQ and Circle.

Circle union is also facing financial crises. All DS are requested to take the matter of remittance of quota very seriously and ensure that all outstanding quota is cleared within this week itself.

Quota of Circle Union may directly deposited in bank account in consultation with Circle Secretary or Finance Secretary.

The allocation of Quota upto 30.6.13 will be on old rates and from July onward on on new rates as per revision of subscription @ Rs.50/-.

STRIKE BALLOT - ENSURE IMPLEMENTATION
OF THE PROGRAMME AMONG THE
EMPLOYEES OF ALL AFFILIATED
ORGANISATIONS.
CONFEDERATION , AIRF, NFIR, AIDEF  AND OTHER  UNIONS HAVE  CALLED FOR STRIKE BALLOT  DEMANDING 7TH CPC, DA MERGER & 
OTHER 15 CHARTER OF DEMANDS. 
               As a final step before embarking upon a nation wide indefinite strike, Confederation of Central Govt. Employees & Workers has decided to conduct strike ballot on 2013 September 25,26 & 27th.  All affiliated organizations of the C.O.Cs should take initiative to make the programme cent percent success.  Sample Bllot paper and Appeal along with 15 point charter of demands are published in the Confederation website.

          On 25th, 26th and 27th September POLLING BOOTHS may be opened in the premises of offices at all centres and ballot boxes may be placed in the booth.  Each and every employee may be requested to cast their vote in the ballot paper by marking “YES” or “NO”.  It is secret ballot and hence name of the employee shall not be written in the ballot paper.  On completion of the voting, the boxes may be opened and votes counted by the office bearers of the affiliated organisations and C.O.Cs.  Total number of employees voted, number of votes in favour of indefinite strike (YES), Number of votes against indefinite strike (NO), Invalid votes etc. should be intimated to the Confederation CHQ through C.O.Cs on or before 28th September 2013 by email: (Email ID: mkrishnan6854@gmail.com and cockarnataka@hotmail.com).
               Intensive campaign among the employees should be conducted before the strike ballot by organising squad work, distributing pamplets, sample ballot papers, appeals, posters etc. and also by arranging meeting at all centres and offices.
