IMPORTANT INSTRUCTIONS BY THE CHQ TO BE SERIOUSLY AND EXACTLY FOLLOWED BY ALL OF US WITHOUT ANY EXCUSE

Some precautions and guidelines to Circle Secretaries/Divisional Secretaries about strike

1.  Whether All circulars issued by CHQ, NFPE, Confederation in both languages English and Hindi are received or not? If not received copy from P3 CHQ website.
2.  Based on CHQ circulars whether circulars were issued by Circle Union/Divisional Union in local language? If so please send copy to CHQ. If not please issue immediately.
3.    Whether date for All India leaders meeting was fixed or not? If so whether the date was informed to all India Leaders or not? If not inform immediately.
4.     Whether posters were published or not? If not publish immediately.
5.    Whether Circle Union/Circle Office Bearers tour was planned or not? If not plan it now itself.
6.     What is strike position? Please inform Division wise. If there is any problem for cent percent strike in any Division, the Circle Secretary must visit the Division and set right the things.
7.     Please do not trust rumours. If any doubt please contact P3 CHQ, NFPE HQ.
8.     From 1st February 2014 hold demonstrations, gate meetings in front of work spot to educate about strike demands. Every member should be contacted.
9.     Please issue phampletes addressing the public to get their support.
10. If any declaration asked by the Department, you have to mention “NFPE has given a call for 2 days strike on February 12th & 13th, 2014. Being a member of NFPE I shall participate in the strike ”
11. Please do not bother about the threatenings by the Department.
12.From 5th February 2014 onwards every Divisional Secretary has to inform the position day to day to Circle Secretary and every Circle Secretary has to inform to CHQ and NFPE.
13.Please take advice and assistance from local Central Trade unions, Employees unions and middle class organisations during strike period.
14. Please hold press conferences, issue press statements.
15. Please hold a big procession on 11.02.2014.
16.Make the 2 days strike a victorious one.

In accordance with the provisions contained in article 32 (a) of the Constitution of All India Postal Employees Union Group ‘C’, notice is hereby given to all concerned that the meeting of the Circle Council of All India Postal Employees Union Group ‘C’ Gujarat Circle will be held on 02.02.2014 at Sorathiya Dhobi Gnati ni Jagya, Opp. Hotel Balvi, Main Chowk, Bhavnath Taleti, Junagadh.

BHAVNAGAR DIVISION: WELCOME NEWLY ELECTED EXECUTIVE COMMITTEE OF AIPEU GROUP 'C' BHAVNAGAR

Biennial Divisional conference and Prize distribution ceremony to bright students of postal families was organised very nicely at Bhavnagar on 19th February 2014. Com. S.K.Vaishnav Circle President and Circle Secretary attended the function.  

Circle President and Secretary conveyed their best wishes and blessings to all students for brighter educational career ahead.

Circle Secretary, in his speech, narrated all aspects of trade union movement in the background of present Socio-political scenario. It was explained to the audience that each one of us has to be watchful and support all agitation programs launched by our Confederation, Federation and Central Head Quarters.

AGENDA SUBMITTED FOR NEXT RJCM MEETING GUJARAT CIRCLE


Item No.1
REPLACEMENT OF OLD COMPUTERS/PRINTERS AND PROVISION OF ADEQUATE BATTERY BACK UP AT POST OFFICES
There are so many complaints received from various offices with regard to non working of Computers/Printers and battery backups. It also came to our notice that divisional units are not condemning PCs/Printers which are unserviceable, beyond repairs and completed life period minimum 8 eight years. The difficulty is mostly because of non availability of History sheets due to diversion of computer hardware and peripherals. It is requested to look into in the matter.

ADEQUATE SUPPLY OF COMPUTER PAPERS TO ALL POST OFFICES.

It is requested to ensure that adequate quantity of computer papers are supplied to all offices. At present there is hue and cry at every office against difficulty in getting computer papers. Duplicate paper is not supplied at all. Staff side also desires to know actual present position of availability of funds and stage of Tender process for procurement of Computer stationary.

TIMELY SUPPLY OF UNIFORMS TO ELIGIBLE EMPLOYEES
Uniforms have not been supplied since more then last four years. It is requested to ensure timely indent, procurement and supply of uniforms to eligible Postal and RMS employees.

HOLDING MEETINGS, MELAS AND TRAININGS ON SUNDAYS AND HOLIDAYS

Divisional Heads are issuing orders for meetings, melas and trainings on Sundays/Holidays as a routine ignoring instructions of the Directorate in the matter. Staff side requests to avoid placing burden and stress upon employees and let them enjoy Sundays/Holidays with their families.

FINALIZATION OF PROPOSALS FOR DEQUARTERISATION OF UNRESIDABLE QUARTERS AT VARIOUS POST OFFICES AT VALSAD, BARDOLI, KHEDA AND VADODARA DIVISIONS

It has been replied at R.O.Vadodara that proposals for dequarterisation of various Pos has been sent to C.O.  and action is pending. Staff side urges early action in the matter.

REQUEST TO PREVENT DIVISIONAL HEADS FOR FORCING EMPLOYEES FOR PURCHASE OF PRODUCTS AND OPENING NUMBER OF ACCOUNTS OF SMALL AMOUNT
Staff side feels panic when the Divisional Heads force employees for purchase of various products. Under pressure of selling various products like Flat rate boxes, they purchase themselves and make a show of business. GDS employees are similarly forced to take RPLI policies and that too by making pieces of one policy. Employees are forced to open number of accounts of small amounts to show fake achievement of targets set by higher officers. Such a bewildering theory of achievement of targets is not advantageous to any side. It is requested to please see that feasible targets are set and there is an encouraging atmosphere in which employees work hard to achieve them.

PAYMENT OF INCENTIVE TO POSTAL STAFF OUT OF COMMISSION EARNED UNDER BUSINESS PACKAGE OF PASSPORT APPLICATION FORMS
No incentive has been paid to postal staff for the work attended by them for Passport Application Form under business package in which the department earned commission, staff performing additional work could be compensated upto 25% of the additional revenue earned from such business tie-ups as laid down in DG (P) No.16-16/2007-08/BD&MD/P.II dated 13-12-2007. Staff side urges for compensation to staff as admissible.

TIMELY HOLDING OF MEETINGS WITH UNIONS AT DIFFERENT LEVELS
No formal meetings at various levels are held within prescribed time limit. There is unconvincing delay in holding bimonthly meetings and issue of minutes at Rajkot region. Gap of so many months in holding bimonthly meeting at HQ region and Four monthly as well as RJCM meetings creates ill impression amongst staff side. It is requested to maintain calendar of union meetings to be held and ensure timely holding of all such meetings.

DISCONTINUANCE OF DELIVERY OF SPEEDPOST ON HOLIDAYS AT AHMEDABAD CITY DIVISION AND GPO
Only at Ahmedabad City division and GPO staff is called for work relating to delivery of Speed Post articles on Holidays. This is done only at this two units. It is requested to discontinue this practice.

DECLARATION OF NEW YEAR DAY FOLLOWING DIWALI AS CLOSED HOLIDAY IN GUJARAT CIRCLE.
Staff side urges for taking up matter in concerned co ordination committee for declaration of New year day as optional Holiday in Gujarat Circle. The new year day is always declared as a closed holiday by the state government.

IRREGULAR ALLOTMENT OF OFFICIALS PROMOTED IN HSG-II CADRE TO DIVISIONAL UNITS.
This time officials promoted in HSG-II cadre has been allotted directly to Divisional units in RMS, though it is a Circle level post and orders of posting are required to be issued by the concerned DPS. Please look in to the matter.

ATTENDING URGENT BUILDING PROBLEMS IN POSTAL AND RMS WINGS
Bhuj Sorting building collapsed in Earth Quake in 2001 and it is required to take up on priority basis for reconstruction.
Shihor rented PO building in Bhavnagar division is totally in worst condition and proposal for repairs/renovation submitted by the landlord are pending at regional level since long.

ALLOTMENT OF ADEQUATE FUND TO UNITS FOR SANCTION OF M.R.CLAIMS AND ADVANCES
Staff side requests to consider that huge number of MR Claims are pending at all units for want of funds. It is required to allot adequate funds for sanction of pending and regular claims.

REPOSTING OF OFFICIALS TRANSFERRED FROM AHMEDABAD GPO UNDER RULE 37 OF P&T MANUAL VOLUME-IV
Several Officials have been transferred at distant divisions from Ahmedabad GPO under Rule 37, off course, following a fraud case. Staff side does not intend to interfere any process in connection with investigation but urges to consider that all disciplinary proceedings are also over and employees are undergoing punishments of recoveries. Families of employees are under acute pressure due to transfers at distant places and recoveries of amounts. Such action of transfer under rule 37 is quite exceptionally severe. Staff side urges to take them back to parent office or other twin cities.

SPECIAL APPEAL FROM GENERAL SECRETARY (CHQ)

Dear Comrades,

Once again, NFPE and Confederation have taken the lead rising up to the occasion and have decided to go for 2 days Nationwide Strike on 2014 February 12th and 13th.

All of you know that the Government was compelled to declare 7th CPC only because of the struggles conducted by NFPE and Confederation including 2012 July 26th massive Parliament March and 12.12.2012 one day strike followed by 2 days National strike on February 20th & 21st, 2013 alongwith Central Trade Unions. Government has not constituted the 7th CPC till date and it is not ready to grant DA merger and interim relief. Further the Postal Board has made it clear that GDS will not be included under the purview of 7th CPC. Wage revision of casual labourers is long pending. Government is not ready to review its decision to impose contributory pension scheme on the employees joined service on or after 01.01.2004. Most of the anomalies of 6th CPC including MACP anomalies are still pending.

It is needless to say that unless and until we mobilize employees and go for Strike action Government will not be ready to concede any of our demands. General Election is going to be declared in the last week of February or first week of March 2014. Parliament will be in session only upto 14th February 2014, it is reported. Once the election is announced, we cannot expect any favourable decision from the Government. Even after election, no decision can be expected within 6 months of assumption of office by the new Government i.e till the end of December 2014.

Hence it is the right time to strike. If we miss the bus now we cannot catch it again and we will be blamed by the employees for our inaction. It is in this back ground NFPE & Confederation has taken the decision to organize 2 days strike when the Parliament is in session.

AIPEU Group ‘C’ is the biggest affiliate of NFPE and it is our duty to ensure that 100% strike is organised in each and every Circle/Division. We should take the lead to organize other sections of the employees also especially Grameen Dak Sevaks. It is not known whether the so called recognised GDS union will follow the decision of NFPE. It has not given strike notice to secretary, Department of Posts during the 12th December 2012 strike organised by NFPE and Confederation.

AIPEU GDS (NFPE), the newly formed GDS Union of NFPE, has already decided to join in the strike and we are sure that even if the so called recognised union is not ready to follow NFPE and join the strike, GDS employees will definitely participate enmasse in this strike under the banner of NFPE and AIPEU GDS (NFPE). GDS demands are also the most important demands of the strike charter.

All of you are aware that NFPE and AIPEU GDS (NFPE) has filed a writ petition in the Supreme Court for implementation 1977 Supreme Court Judgment and grant of Civil Servant status plus other benefits of regular employees to the GDS. The supreme court has directed the Delhi High Court to consider the case and deliver judgment. The case came up for hearing in the Delhi High court on 15.01.2014 and it posted for next hearing on 07.05.2014.

Thus NFPE and AIPEU GDS (NFPE) are sincerely fighting for the cause of GDS both organizationally and legally.

The circular issued by NFPE and confederation are already sent to Circles/Divisions. I, on behalf of AIPEU Group ‘C’ CHQ, make this special appeal to you to act swiftly and without wasting a single minute. Please conduct intensive campaign in your Circle/Division and make the strike 100% success. Issue circulars with 15 point charter of demands in local language and circulate among all employees without fail. FNPO has also decided to go for strike on the same dates and on same demands and they will conduct their campaign separately.

This is the time to prove your ability as the leader of NFPE. This is the time to prove your capacity to organize a successful Strike. Let us take it as a challenge and make this strike a thundering success. History will remember only those who fight for the cause of our fellow comrades.

“Take it from me, comrades, that petitions and memorandums and supplications will count for nothing so long as we do not organize ourselves in a manner to convince the Government ………… The ground is ready, only some daring spirits are wanted to sow the seed and reap abundant harvest”.

Expected DA from January 2014

The rate of Dearness Allowance payable to central Government Employees is arrived from a prescribed formula. In which the main component is the Average AICPIN for Industrial Workers for twelve months prior to every January and July of every year. So it is quite obvious that everyone wants to know the Consumer Price Index Numbers for Industrial Workers of every month. So they can calculate the rate of Dearness Allowance approximately after every six months.Expected DA from January 2014
The AICPIN for Industrial workers for the month of July has been released by Labour Bureau to day. As this is the seventh month’s AICPIN , we need still five months AICPIN to calculate the rate of Dearness Allowance to be paid to central Government Employees from January 2014. But with these 7 months CPI points, the expected DA from January 2014 can be arrived approximately.
If we look at the increase rate of the AICPIN for the 12 months starting from January 2012 to December 2012, the AICPIN for the month of January 2012 was 198 and for the month of December 2012 was 219. The total increase for the year was 21 points.
For the next twelve months starting from July 2012 to June 2013, the AICPIN for July 2012 was 212 and June 2013 was 231 and the total increase was 19 points.
So we can expect that for these twelve months from January 2013 to December 2013 the increase will be more than 20 points. It should be noticed that the AICPIN is increased by 4 points for the month of July 2013. This trend is expected to be continued as the Rupee is falling against Dollar consistently. It will have a considerable impact on the prices of basket of essential commodities and Consumer Price Index too. The month of January has been started with 221 points, and this July 2013 touched 235 points level. Up to this month the total increase is 14 points. As this is the seventh month of these twelve months, the remaining 5 months will have a increase of 10 to 15 points level. So the total increase for this year will be of 24 to 29 points. According to this summary the Average AICPIN for these twelve months will be from 233 points to 234 points.
Taking all the above factors into consideration, if we apply this in the formula prescribed for calculating the rate of Dearness Allowance, the answer is as follows:


The Expected DA from January 2014 will be at 100% to 102% level
