7th CPC...Terms of reference approved by cabinet

TERMS OF REFERENCE OF 7th CPC- Approved by Cabinet Today (28/2/2014)
               7th Central Pay Commission

            The Union Cabinet today gave its approval to the Terms of Reference of 7th Central Pay Commission (CPC) as follows:-

a)      To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure including pay, allowances and other facilities/benefits, in cash or kind, having regard to rationalization and simplification therein as well as the specialized needs of various Departments, agencies and services, in respect of the following categories of employees:-

                         i.                   Central Government employees-industrial and non-industrial;
                       ii.                    Personnel belonging to the All India Services;
                     iii.                    Personnel of the Union Territories;
                     iv.                   Officers  and   employees   of  the   Indian  Audit  and   Accounts Department;
                       v.                   Members of regulatory bodies (excluding the Reserve Bank of India) set up under Acts of Parliament; and
                     vi.                    Officers and employees of the Supreme Court.

b)      To examine, review, evolve and recommend changes that are desirable and feasible regarding principles that should govern the emoluments structure, concessions and facilities/benefits, in cash or kind, as well as retirement benefits of personnel belonging to the Defence Forces, having regard to historical and traditional parities, with due emphasis on aspects unique to these personnel.

c)      To work out the framework for an emoluments structure linked with the need to attract the most suitable talent to Government service, promote efficiency, accountability and responsibility in the work culture, and foster excellence in the public governance system to respond to complex challenges of modern administration and rapid political, social, economic and technological changes, with due regard to expectations of stakeholders, and to recommend appropriate training and capacity building through a competency based framework.

d)     To examine the existing schemes of payment of bonus, keeping in view, among other things, its bearing upon performance and productivity and make recommendations on the general principles, financial parameters and conditions for an appropriate incentive scheme to reward excellence in productivity, performance and integrity.

e)      To review the variety of existing    allowances presently available to employees in addition to pay and suggest their rationalization and simplification, with a view to ensuring that the pay structure is so designed as to take these into account.

f)       To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS).

g)      To make recommendations on the above, keeping in view:

i.                     the economic conditions in the country  and need for fiscal prudence;
ii.                    the need to ensure that adequate resources are available for developmental expenditures and welfare measures;
iii.                  the likely impact of the recommendations on the finances of the State Governments, which usually adopt the recommendations with some modifications;
iv.                  the prevailing emolument structure and retirement benefits available to employees of Central Public Sector Undertakings; and
v.                    the best global practices and their adaptability and relevance in Indian conditions.

h)      To recommend the date of effect of its recommendations on all the above.
The Commission will make its recommendations within 18 months of the date of its constitution.  It may consider, if necessary, sending interim reports on any of the matters as and when the recommendations are finalised.

The decision will result in the benefit of improved pay and allowances as well as rationalization of the pay structure in case of Central Government employees and other employees included in the scope of the 7th Central Pay Commission.

Background

            Central Pay Commissions are periodically constituted to go into various issues of emoluments’ structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required.

COM. UMRAOMAL PUROHIT PASSED AWAY




           Com. Umraomal Purohit a legendry leader of trade union movement , Secretary  Staff Side JCM  National Council and the President of All India Railwaymen’s  Federation expired at Mumbai in hospital at 4.15 AM on 27th February, 2014 . He was a great statesman and visionary leader of working class.

           NFPE conveys it’s heartfelt condolences to the bereaved family and Comrades of AIRF and entire working class. NFPE pays respectful homage to the departed leader and dips it’s banner in respect of him.

Concluding Convention of celebration of Dimond Jubilee Year of NFPE at Jamnagar

Dear Comrades,
You are aware, final mighty celebration of Diamond Jubilee Year of our Federation- National Federation of Postal Employees will be held at Jamnagar in November 2014.

Central Working Committee Meeting of all affiliated unions will also be held there.

We will have to make joint effort for a successful program. Volunteers may register their names latest by 15th March.

All Circle Secretaries will meet very soon to discuss on this planning.

Com. M krishnan SG NFPE & GS P.3 will specially come at Jamnagar on 11.4.13. All GS will also come.

latest position 50% DA merger

50% DA Merger in Terms of Referance of 7thCPC- Latest Position
Almost all the News Media are telling that Central Government is considering the demand of Merging 50% dearness allowance with basic pay. It was expected that the decision of the Cabinet committee on economic affairs would be announced after its meeting held yesterday. But  there is no any decision in this regard has been taken in that meeting.

Confederation of central government employees and workers has informed through its blog www. [http://confederationhq.blogspot.in/ ]that DOP&T has finalized the terms of reference of Seventh Central Pay Commission and submitted to Cabinet for approval. Details of the terms of reference finalized by DOP&T are not disclosed to the staff side. Details will be known only after the Cabinet meeting which is likely to be held today evening or tomorrow. (Date of Cabinet Meeting not confirmed).

In the meeting held with Secretary, DOPT on 24.10.2013 to discuss the possible Terms of Reference, the Standing Committee Members of National Council JCM told the Government that before finalizing Terms of Reference of 7th Pay commission, it should be circulated to the Members of the JCM Members. But It is informed that so far it has not been circulated to them.

The demands which have been triggered more expectation among central government employees are 50% DA Merger, Interim relief and raising retirement age to 62 . So far Central government is not telling anything against about this recently. The report published by news websites and TV Media have suggested that decision on this issue will be announced today positively.

Terms of reference for 7th pay commission
Terms of reference for 7th pay commission:
In order to benefit over 50 lakh employees and over 30 lakh pensioners. The Cabinet also approved terms of reference for seventh pay commission. This includes merging dearness allowance above 50 per cent with basic pay. Currently DA is around 90 per cent of basic pay and another hike of 10 per cent is expected soon. DA is calculated on the basis of change in retail inflation.

A historical movement....It is not the end.

The second historical day comes to the end. Gujarat circle performed very effectively. Most of the divisions observed 100% Strike.

Circle union congratulates all members.

This is not the end. It is a sign of revolutionary change. We have to preserve unity intact. Yet we need to go much ahead.

Flash News...GPO Ahd repeats history

Yesterday only few comrades of Gr.C cadre at Ahmedabad were on strike.Today almost all Gr.C have come out and joined strike. This is the most inspiring news at Ahmedabad. Bravo..

Gujarat Circle strengthen today

Today Gujarat Circle improves further. Few divisions were having fractured performance on the first day but today Circle Union is very happy to inform all that Banadkantha Anand Navsari Patan Panchmahal divisions took the strike to 100% in their divisions. This is great sign of brighter future of trade union movement in the circle.

Now Bharuch and Valsad...these two divisions are silent. There is depression at Ahmedabad city dn. There are so many reasons but we will seat together to calculate aftermath of strike for taking concrete action for future. Moon has always few spots.
