We a Team of employees of India Post particularly from Juagadh Postal division had done relief work constantly for one month right frm 26-1-2000 in calamity of EQ in Kachchh- Gujarat. As such we are experienced and well conversant with such work. As a Central Govt Employees it is our first duty to offer our services in the any area/type of relief work in Nepal on behalf of Govt of India. Respected sir,
Namaskar. Kindly go through attached letter of Divisional Secretary AIPEU Group'C' Bhavnagar division dated 20-4-15 regarding inactive approach of SSP Bhavnagar in the matter of sanctioning various types of personal claims. Staff side was already worried about such type of pains creating administrative methods of this SSP since his transfer from the post of SSRM Ahmedabad to the post of SSP Bhavnagar before few months because of several folded and unfolded reasons which are very well known to circle and regional administration. 

We can't understand how one officer pro-actively handles power of his jurisdiction in quite different way from all other similar officers! That appears to be a case of negative psychosis.

It is requested to see to the background as discussed above and advise the officer concerned to change his approach. That will help in maintaining positive and productive platform which we need the most in the present era of upgrading various public services.

It is also requested to issue clear instructions for sanction of all pending personal claims immediately.

NEW DELHI: Prime Minister Narendra Modi today advised bureaucrats not live like robots and spend quality time with their families.
"You are very good at time management but do you spend quality time with your family. Please think about this," he said.
Modi asked bureaucrats to imagine whether or not their life has become "robotic". "If it has happened than this impacts the whole government and system. We can't be robotic. That can't be our life," the Prime Minister said during an hour-long interaction with civil servants at the 9th Civil Services Day function at Vigyan Bhawan.
Giving a pep talk to the officers, Modi said none of them should look withered.
"It is not that your life should become like a file. If a government is there, files will be there, there is no alternative. It (file) is your 2nd 'ardhang' (better half). If you do not care about life, it will get stuck in files," the Prime Minister said.
Modi said he needed bureaucrats who are full of energy.
"I have never been to Mussoorie (the location of Lal Bahadur Shastri Academy of Administration where all-India services officers are trained). But is it there that one should very serious, one should be carrying the world's burden?
"Why are you sitting like that? I am not going to ask you to do any new work," Modi said, taking a dig at taut-looking officers, evoking peals of laughter.
"You read a lot. You must have read books written by the best people in the world. You are basically of this nature and that's why you are here. He who does 'union baji' in college doesn't come here. He who is lost in books come here," he said, evoking a huge round of applause.
He said the government's work is not only to run departments. "We have to innovative, modernise within the department as well," the Prime Minister said.
Modi also asked bureaucrats to follow the principle of 'Sheelam Param Bhushanam' (character is the highest virtue)-motto of the Mussoorie-based training institute.

You all are aware about Indefinite strike from 6th May 2015 onwards. You all have to start preparations. All materials are already sent to all divisions by NFPE and CHQ well in advance. Circle union is also in touch with you all through all electronic mede, this blog, WhatsApp, face book, messages in mobile, magazines and personal contacts. It is only your turn to develop struggles attitude, prepare as per requirement of division, consult Circle secretaries and ensure 100% participation in Strike.

I hope, all DS and team will come forward with strong face and brighten name of their division and off course Gujarat Circle. Nobody will, I am sure, find excuses or hide face. We studied right from childhood - " United we stand, decided we fall." Now the right occasion has come for our united performance.

We addressed heads of Circle and Regional administration regarding strict observance of policy and principles of shifting of officials from administrative offices on completion of tenure. All DS may also address their Dnl Heads citing examples of transfers on paper and continuance of same officials in administrative offices for years together. Soft copy of the letter be endorsed to Circle union.

Resp.Sir,
The serious matter about non observance of policy of tenure and rotation was discussed at length in last four monthly meeting. Previously also it was replied in items of bimonthly meeting if HQ region that instructions have been issued to DHs. But no copy of any instructions was given to staff side despite clear instructions of Hon.CPMG in meetings. It was at all occasion agreed that physical shifting must be done in completion of tenure or on completion of extension of tenure which can be granted by regional PMGs. As agreed and confirmed it is requested to issue instructions to all DS in the natter. Below is copy of email to PMG Vadodara which may be looked in to. In all regions similar disregard to policy of tenure is being done. So many items and letters have been raised but administration side is delaying issue of instructions. Position in many divisions like Patan Jamnagar Vadodara East Vadodara west Bardoli Valsad etc is quite shocking.
Kind action for issue of instructions and care for its implementation is solicited.

Respected sir,
Namaskar. A letter for bimonthly meeting was sent to me on 7-4-15 but it was wrongly addressed as PA CSD Ahd 380003 instead of OA PSD at CBO, Under Asarwa bridge Ahd 380016 hence did not reach to me in time. 10-11 was Saturday Sunday off and 14th was Holiday. So I received on 15-4-15. Any way, please correct address for future.
Secondly I desire to meet Hon.PMG on any date between 21 to 24 April. Kindly confirm.
The main point of discussion is regarding non observance of principles and policies of rotation and tenure in the region. More over the policy of rotational transfers are tactically bypassed by several divisional heads. No one can be indispensable in this era. Officials completing tenure are transferred to offices in the same building and deputed to divisional offices on the same day. Such transfers only on paper is absolutely against policy of rotation. More over if any staff want extension of tenure, the SP is not empowered and the regional PMG grants permission for extension of tenure for 6 months only but the divisional heads are extending not only six months, they extends full tenure without consulting regional  head also by issuing orders of deputation of same officials in the divisional offices. It is required that all DH may be asked to review particulars of all officials working at present at Divisional offices and list out all those officials who are working since 8 or more years by only break of tenure on papers. All such officials should be shifted to operative offices. Willing and efficient officials should get chance to perform and become masters for future. All officials taken on deputations should be returned back to their parent offices. No official should be continued in the divisional offices beyond tenure and should not be taken back under plea of deputation. We have 75% membership in PA cadre. Most of staff are our own members, we have no personal bias but we have very bitter experiences from all Mr. Indispensables. There were items at circle level also and instructions were also issued but the divisional heads need repeatation of instruction at intervals. The officials working in Divisional offices at Vadodara Bardoli Valsad and all other divisions are senior officials. I have seen in Bardoli dn that so many senior officials having 20-25 years are working at DO since decade by availing tectics and transfer on papers only and in HO and big offices, quite junior officials are managing work. There are no seniors to work as supervisors in even small leave period. Officials with 6-8 months services are deputed as SPMs of heavy working offices with BOs like Kamrej, Subir etc and Senior officials enjoys at DO. It is requested to kindly issue instruction very early and clearly in this matter so that physical shifting of officials is done and all those who are working only by transfer on paper previously are also treated as officials due for transfer and shifted in present rotational transfer.

Ignore unnecessary confusions regarding verification of membership 2015.


C.O.Ahmedabad sent an Email to unions as well as all units regarding verification of membership 2015 and sent copy of Dte Memo of 2010 with earlier model letter of authorisation issued by the Dte in 2010. This has created confusion amongst unions and administrative heads of units also. Therefore I responded with Email to CO Ahd as produced under. This is for guidance and information of all. Reply received from CO will also be published 

Respected sir,
Namaskar. Thanks for mail. I could not grasp purpose of sending earlier memos pertaining to verification of memberships in 2010 along with signed letter of authorisation.

For present verification 2015, Central HQs of various unions have been asked to apply to govt for participation in the process of vfn of membership. The last date was 31-3-15 which has been revised to 30-4-15. This is a process, at this stage, at Directorate level and it has nothing to do at Circle or divisional level.
As such, the unions and also Heads of units are confused to see Dte circulars on the subject about previous process of 2010. It is requested to convey in simple language to Dnl Heads as to what is for them to do and for what crucial date of 26-4-15 is fixed.!
As we know, those employees who want to change union or a non member wants to be member of a union, can submit letter of authorisation to DDO through concerned union (Dnl secretary) but for this provision no circular of C.O. is necessary because it is a routine and and existing provision which remains unchanged.
Kindly clarify to me as well as all Dnl. Heads to rule out confusions created as narrated above.

Photographs of Divisional Working Committee meeting of Mahesana Division held on 12-04-15


Mahesana division is one of the most strong and united force of postal employees in Gujarat circle. It works as power station when critical situation arises. Senior Comrades S/Shri. Mahendrabhai Patel (Dnl President), Kanubhai Patel (Circle Vice President), Dineshbhai Patel (DS) and whole team functions very effectively and maturely. Mahesana division stands in front line when any agitation programs or Strike has to be launched. It is obviously expected that Divisional Working Committee meeting held on 12-04-15 decided to make the Indefinite Strike from 6-5-15 a grand success in Mahesana Dn. Presence of this Dn in March to Parliament on 28-4-15 and Lucknow AIC will be significant.

Reiteration and depiction of same and similar problems & hitches exactly on Anniversary of last bimonthly meeting at R.O.Rajkot (dated 31.-3.2014)

Respected sir,
Namaskar. First of all, staff side conveys heartiest welcome new DPS Rajkot in the region.  After a very long spell of time there will be a meeting in presence of a regional Director at Rajkot. At this juncture we also express our reassurance for extending co operation which we had been extending so far in various area of upgrading quality of services and revenue generation.

Staff side is very clear and guileless about expressing absolute disappointment and objection against total inattention and casual approach by regional administration towards recognized unions and inaction on various memorandums, representations and items of meetings. It can be a reasonable cause for launching agitation when the administration does not grant prescribed bimonthly meeting in a spell of 12 months despite so many letters and even instructions by Head of the Circle.  Please see that how much time (in months) is taken in issuing minutes of the meeting granted annually instead of bimonthly!

 Moreover, a memorandum was given on 31.03.14 at the time of previous bimonthly meeting. Staff side had often by letters, emails and by oral discussion with concerned ADs  urged for follow up action and informing progress to staff side. The administration is totally silent, inactive and insensitive as no reply, response or action has been taken.

A memorandum was also given on 6.11.13 at Junagadh at the time of visit of PMG there but similar cool approach and no action has been taken.

A memorandum was also given 4.3.13 at Rajkot but it was also of no importance for the administration.

A memorandum was submitted, about very crucial issues at Porbandar, on 30.7.14 and a letter dated 19.9.14 was also given by visiting personally at Rajkot but there is no progress report, no action and cool silence!

Sir, I respectfully say and submit that staff of all cadres of entire Rajkot region works very sincerely and arduously and dedicates their extra time, energy and everything for a good show of the region comparing to other regions also. They suffer insults and inconveniences too. The staff side is very much upset because of non response to union items and memorandums and also due to sloppiness of the administration side in resolving their minor issues also.

As such we just reiterate our demand for convening union meetings as per time schedule, sending acknowledgement of letters, apprising of progress on items and feasible remedial action without avoidable delay.

We enclose copies of all above stated memorandums for ready reference because we truly afraid of fact whether they may be not even be traceable on records or R.O.
We have few more issues to convey but if the similar approach is given to unions and their items, then there is no meaning of listing out items. As such if the administration is interested in knowing troubles and representations of staff side and in working out remedial action, then only we may submit such list. Otherwise the entire process will become a futile exercise and mockery of consultative mechanism between employees and administration.
We understand it is hard to enter in conversation on biting facts and realities but if we don’t express our feelings at right platform and before a right authority it will be disloyalty on our part to our members who look ahead and nominate us to represent their various concerns.
Kindly stand with us, we will stand with you sir. This is first time we have to convey under feelings of stress and hope for sensible approach to unions and their representations.

List of items and issues:

Bhavnagar:
I wish you to represent some problems of Bhavnagar division at bimonthly meeting with Pmg. There is too much staff shortage in Bhavnagar Dn, newly recruited employees should be posted as early as possible.
Buildings of some post offices are in very bad conditions. Employees are working under the threat of death. Offices like SIHOR, ANANDNAGAR, KUMBHARWADA, CHITRA, RATANPURBHAL.
Departmental softwares are being upgraded but hardwares are not. Kindly provide highly efficient peripherals like computer and passbook printers. And also condemn old peripherals which are being used above its life limits.
Willingness for DCTC/WCTC trainer in Rajkot region were called from eligible candidates but no further action in this regards have been taken.
Rajkot:
There was dammer road and street lights in Postal colony, Gondal road, Rajkot but at present there is only rough road and no street lights. Remedial action is necessary.
Junagadh:
Two lifts in HPO building are not working since years. It is required to take up the issue at higher levels.
General:
Divisional office has got their sanctioned strength. On one or other plea staff from operative offices are deputed to divisional offices in addition to sanctioned strength. There are several branches in DO which can be combined for a small spell of times. When the operative offices faces acute and unmanageable shortage of staff, Head of the divisions may be asked strictly not to attach additional staff. More over the policy of rotational transfers are tactically bypassed by several divisional heads. No one can be indispensable in this era. No official should be continued in the divisional offices beyond tenure and should not be taken back under plea of deputation. We have 75% membership in PA cadre. Most of staff are our own members, we have no personal bias but we have very bitter experiences from all Mr. Indespensibles. There were items at circle level also and instructions were also issued but the divisional heads need repeatation of instruction at intervals. Kindly issue instruction very clearly in this matter. Similarly there is no justification of attaching staff of operative offices in other administrative offices like R.O. also. All officials should be returned to their parent offices. Similarly officers of other cadres are also kept for decades in the same divisions and posted in the own divisions. They creates problems by exploiting personal relations and bias. There are very painful experiences in several divisions and represented by us. Discussion on this point will be made separately.

Glimpses of Biennial Divisional Conference of Gondal Division and grand farewell to Com. I. D. joshi Ex.Dnl President and PM (HSG-I) Gondal HO, held on 2-4-15

A massive audience from not only Gondal division but from all divisions of Rajkot region and guests from various sectors of society and from officer's cadre of the department witnessed a memorable occasion of biennial Divisional conference of Gondal division and farewell function of Com. Indravadan D.Joshi Ex.Dnl.President and PM ( HSG.I) Gondal H.O. on 2nd April, 2015.

The function was inaugurated by auspicious hands of Pujya Acharya Shri. Ghanshyamji Maharaj of Bhuvnashri Mataji Shaktipith. Shri. Jagatsinhji Jadeja, a great personality of Gujarat who holds two exclusive and unique blood donation camps in an year in which 60,000 persons donates blood in each camp, also joined the inaugural session. Shri. M.R.Trivedi SSP Rajkot, Shri. N.B.Kundara SP Surendranagar, Shri. M.R.Zala SP Junagadh, Shri. N.C.Bhatt ASP Rajkot and several officers from IP cadre graced the function by their presence and inspiring speeches. Com. Rashmin Purohit CS P3, Com. J.U.Mahida CS P4, Com. Ashaben Joshi CS GDS NFPE, Com.Narendra Barot Secretary Admin Union RO Rajkot and many senior comrades attended the function which includes Com P.J.Rana, Com.Kanada, Com. L.K.Chavda, Com. Chandubhai Maheta Ex.DS RO Rajkot, and also a fatherly Senior Com. Atulbhai Sheth from Rajkot.

All Divisional Secretaries from Rajkot region were witnessing the function. Com. A big hall was hous-full and over whelmed in a memorable and magnificent occasion.

All in one voice appreciated long spell of unblemished services of 40 years and dedicated contributions to trade union movement by Com.I.D.Joshi. At this juncture, it was recalled that Greate Writer "Dhumketu" was grand father of Com.Joshi who wrote historical short story- Post Office in which emotional story of Alidosa and Mariyam was described. It was translated in many languages with name- "the Letter" which won prize of the best Top Ten stories of the world at rank No.7. This is the story about a man in the era waiting for a letter through post office.
