आदरणीय महोदय सर,

नमस्कार. आज भावनगर के साथियो से जाना की डी .पी .एस . साहब राजकोट ने भावनगर के मार्केटिंग एग्जीक्यूटिव को नए अकाउंट क्यों नहीं खुल रहे हे ऐसा फोन पर पूछा. (बेशक पूछना और एडमिंस्ट्रेटिव दबाव डालना ही चाहिए). वह एम्.ई. ने कहा की उसके पास पैसे हे लेकिन महुवा, जहा वह कार्यरत है, अकाउंट  खोलने के लिए स्टाफ नहीं है. इस बात को लेकर डी .पी .एस . साहब राजकोट ने भावनगर के आसी.सुप्रि को कहा की पांच ऑफिस असिस्टेंट को लेकर अकाउंट खुलवाने के लिए अभी के अभी महुवा चले जाव और वहासे बात करो, उसके पहले कोई बात नहीं होगी. बस, क्या करे! पाँच ऑफिस असिस्टेंट को गाड़ी में बिठा कर  साहब चले गए. महुवा के एम्.ई. के पास साढेसात लाख रुपये है और स्प्लिटिंग करके अकाउंट खोलना है!


साहब, हम कुछ कहे तो नेगेटिव है ऐसा लगता होगा, लेकिन क्या इतने सारे  अकाउंट स्प्लिटिंग करके खोलना जाईश है? क्या डायरेक्टरेट की कोई सुचना का कोई मतलब नहीं है?


दूसरी बात यह हे की अगर फिनाक्ल सॉफ्टवेर में  महुवा के एकाउंट खोलना ही है तो उसके लिए महुवा जाना जरुरी है? आज भी भावनगर बैठके ही खोल शकते है.महुवा में तो पाँच लोग काम करे, उसके लिए इतने कोम्पुटर भी नहीं है फिर भी ऐसा हुकम फरमाना बराबर है की अभी के अभी चले जाओ महुवा और वहां जाकर  वहिसे ही बात करो. सर, एक लेडी ओ.ऐ. का तो एक साल से छोटा बच्चा हे और आफ्टरनून में 90 किलोमीटर दूर  बिनजरूरी ले जाना  सही नहीं हे. किसी को महुवा जाने की क्या जरूर हे?


और बात यह है की एक एस .बी. 7 की 3000 कॉपी ज़ेरोक्स कर के खोलना है.


मैंने माननीय PMG BD सर से बात की तो उन्होंने CPMG सर से बात करने को कहा. वहां मीटिंग चल

रही हे, और सर्कल मुखिया से रिजियन की सभी बातो को लेकर बात करना ठीक नहीं लग रहा हे, इसलिए इस इ मेल से अवगत करा रहा हु.


ऐसे ही, अमदावाद जी.पी .ओ. में दो लाख रूपये के एक चेक से दो हजार एकाउंट खुलवाए गए. सब जानते है लेकिन दबाव और डर इतना ज्यादा है की खुलमखुला  नियम विरुद्ध और अयोग्य कार्य , बिना जवाबदारी लिए, करवाये जा रहे है.


हम थक चुके है, ऐसे एप्रोच से. हम सब को मिलकर आत्मनिरीक्षण और सुधार करने की जरूर है. भावनगर वाली उपरोक्त घटना में भी आवश्यक  सुचना देने की कृपा करे.


हमारी रजुवात को गलत मत सोचे. हम पूर्णरूप से सकारात्मक और सहभागी ही है. पर, जो कुछ जिस तरीके से चल रहा है, बहोत ही चिंताजनक है. क्या ऐसा करने के लीये डायरेक्टरेट अथवा किसी का दबाव है ? ऐसा हो तो we will represent, through appropriate channel, to Hon. Minister/Hon. PM.

Let us safeguard our self-respect

પોસ્ટલ મશીનરી માં લઘુત્તમ  સંશાધનો , ઇવન ફેકનોટ  ડિટેક્ટિંગ  મશીન પણ નહિ,ખુબ ઓછો સ્ટાફ, મલ્ટીપલ અનવોઇડેબલ કામગીરી, કોઈ કરતા કોઈ જ વળતર નહિ, ચાપલુંશીયા  ઓ ની ખોખલી આદર્શવાદી વાતો ની વચ્ચે, કંઈપણ  બોલશું તો બદલી માં આંટી દેવાશે એવો ભય અને સ્વયં સારાપણા નો પરિચય આપવા આપણા તમામ પોસ્ટલ કર્મચારી ઓ એ બેનમૂન કામગીરી બજાવી , અપેક્ષા વગર..મૂંગે મોં એ. અવિરત.
અને હવે,
શ્વાસ પણ લેવા દેવા નો સમય દેતા નથી 'ઊપરવાળાઓ ' . કામ કોને નથી કરવું? પણ, ટાર્ગેટ નું એવું તો xxx સવાર થઇ ગયું છે. અનેકવાર ડાયરેક્ટરેટ ના પણ ખાતા ઓ નું spliting ન કરવા આદેશો છત્તા એજ કરવા માં આવે છે, બિચારા જીડીએસ ફરી પોતાના પૈસે ખાતા ખોલાવે છે, એટીએમ કાર્ડ આજ ને આજ આટલા આપીજ  દો , આજ ને આજ એટલા એકાઉન્ટ તો ખોલવાજ પડશે બાકી આમ કરીશુ, તેમ કરીશુ , સસ્પેન્ડ કરીશુ, બદલી કરીશુ જેવી અનેક ધમકીઓ આપવા માં આવે છે. છત્તા અમુક લોકો ને ચાપલૂશી કરવી હોય- વ્હાલાજ રહેવું હોય તેઓ હજુ આદર્શવાદી વાતો કરે છે પણ આવા શોષણ સામે અવાઝ ઉઠાવવા તૈયાર નથી અથવા ઉપરોક્ત અન્યાય ની નોંધ જ લેવી નથી એવા વલણ ને કારણે શોષક ને બળ મળે છે. કર્મચારી ઓ એ ડિમોનેટાઇસશન માં અવિરત કામગીરી કરી એનું વળતર આ છે? "નિકમ્મો કી ટોળી" કહી અપમાનિત કરવામાં આવે છે. ખુબ જ દર્દ થાય છે આવા એપ્રોચ થી. 

મૌખિક હુકમો અનુસાર નિયમવીરુદ્ધ કામ   કરવા  જ  પડે  છે .   બોલ્યો તે મર્યો !
મિત્રો, એકતા અને અડગ આત્મસન્માન 
નું પ્રદર્શન અત્યંત આવશ્યક બની ગયેલ છે. એકતા એટલે દરેક કેડર ની એકતા.

આ પીડા માત્ર કોઈ એક કેડર ની નથી. સહુ એક સરખી વેદના માં છે પણ ક્લાર્કો જ બોલે, એથી ઉપરના તો ગમે એટલું સહેવું પડે, ચેઇર ની વફાદારી મુકાય જ નહિ એવી માન્યતા અને પરંપરા થી ગ્રસિત છે.

હજુ પણ ૨૦૦ વાળા ૧૦૦૦ ટીડી ખાતા જ  ખોલ્યા કરવા છે? 

ચાલો ને સૌ સાથે મળી, ન્યાય-સ્વમાન-સૌજન્યતા  નું રક્ષણ કરીએ.

હાલ છેલ્લા મહિના માં ટારગેટો બાબત  રિજિયોનલ  અધિકારી ની નારાજગી ના કારણ થી  કોઈ પણ  ની બદલી જેવા પગલાં લેવાયા હોય કે દબાણ ના ખાસ કિસ્સા હોય તો જણાવો. વ્યક્તિગત 
કોઈ નું નામ જાહેર નહિ કરીએ. પણ માહિતી તો જોશેજ ..

સાથી ઓ, જાણે  કોઈ  ગુનો  કે અપકૃત્ય કર્યું હોય એ રીતે દબાઈ જવા ની કોઈ જ જરૂર નથી. અતિશય સ્ટાફ  શોર્ટેજ  છત્તા આપણે તો સખત કામ કરનારા છીએ. 

ડરવું નહિ. શક્ય એટલું નિયમાનુસાર કામ કરવું. 'જો ડરા- સો  મરા'   આપણે ત્યાં કહેવત છે: "ડોશી મરી  જાય, પણ જમ ઘર ભાળી જાય". જોજો એવું ન થાય.

माननीय सी.पि.एम्.जी.महोदय श्री,

सर,

नमस्कार. हम सब विविध लक्ष्याक के पीछे दौड़ रहे है. सामान्यतः सभी कर्मचारी बिना कुछ कहे, जो भी कहा जाय, जितना भी कहा जाय, जैसे भी कहा जाय आप अधिकारीगण के आदेशो का मूक अनुसरण किये जा रहे हे. मौखिक आदेश हो, गलत - नियमविरुद्ध आदेश हो सभी आदेशो का यंत्रवत पालन करते हे. अगर कोई आवाज़ उठाएगा, कॉन्फ़्रोंट  करेगा, सवाल करेगा, रोकेगा, तो वह अकेला होगा. क्योंकि डर , खोफ, धमकी, अमुक प्रकार के असंभव कार्य, जैसे की एक ही दिन में सेकड़ो एटीएम इस्यु कर ही देने का हठाग्रह, इन सभी  प्रकार के , असाधारण दबाव में काम कराया जा रहा हे और कोई भी ऐसे दबाव का अस्वीकार करने का सोच भी नहीं शकते क्योंकि सत्ताधारी नाराज होगा तो किसी भी प्रकार की परेशानी, ट्रांसफर (जैसे की आसी.पोस्टमॉस्टर जामनगर को दूर धकेल दिया), इत्यादि झेलने पड़ शकते हे.


हम सही तरीके से कोई भी कार्य, टार्गेट्स, सेवाए , सेवाओ का व्याप और सुधार सब मुद्दे से सहमत है और हररेक डिवीजन में ज्यादा से ज्यादा आउटपुट देने को प्रोत्साहित करने के लिए अभियान/मीटिंग्स करने जा ही रहे हे. लेकिन, सर, गलत तरीके से और सेफ़गार्ड जोखिम में डालकर काम नहीं करवाये जाने चाहिए. एक दो दिन में ही सेकड़ो एटीएम इस्यु कर ही देने का हठाग्रह सही नहीं हे. ऑफिसिस  में जितने भी एकाउंट्स हे उन सभी में बिना एप्लिकेशन एटीएम भेज ही दिए जाते हे, यह गलत और अनसेफ हे. पिन का दुरुपयोग हो शकता हे. सही ढंगसे, सही तरीके से पूर्णतः सलामती के साथ ऐसे काम होने चाहिए क्योंकि इसीके साथ डायरेक्ट मोनेट्री ट्रांसक्शन जुड़े हुवे है.


जामनगर से आज ही सुना की एटीएम से वहां के डिपोसिटर्स विथड्रावल करते हे तो गोंडल के एकाउंट्स में रकम डेबिट होती है.ऐसे कई मामले ध्यान में आये. हड़बड़ी में उतावल से ऐसे मोनेट्री जवाबदारी वाले काम करवाने से कोई भी गलती हो शक्ति है. हमें डर हे की काम नियमविरुद्ध मौखिक ऑर्डर्स से करवाये जाये और ऐसे केसेस में कोई भी गलती पी ए कैडर पर थोप दी जाएगी.


उपरोक्त उदहारण ध्यान में लेते हुवे एटीएम इस्यु करने में नियमानुसार ही काम करवाने की सुचना दी जानी जरुरी हे. सुपरिन्टेन्डेन्ट और उनपर हावी अफसर नियम विरुद्ध काम करवाना हो तो लिखित हुकम दे यह जरुरी हे ताकि गलती की जवाबदेही में बेचारा मौन सेवक, हमारा पोस्टल असिस्टेंट ही फसाया न जाये.

Respected Sir,

Namaskar. Kindly see attached photographs of IPPB training at Bardoli which shows that staff is seating on floor on a dirty cloth-carpet. Staff side urges to consider that typically you will not have the opportunity to select a room. However, administration must consider the attributes that will create the best learning environment and respectful & comfortable seating arrangement for participants. 


It is requested to immediately call for reports and instruct all units to avoid any incident of such impolite approach.


We have also been informed by some candidates regarding calling them at CO on Sundays and addressing them as "nikammo ki toli". We are veryfying real details and will take up separately later on.  Rajkot region calls GDS employees in RO and threatening for achievement of targets. Such type of strategies are resulting into resentment and negative psychosis amongst staff. No officer can treat staff disrespectfully or force to come at distant offices without any remuneration. This can be done at divisional Level. Staff side also going to call meetings in each divisions and inspire staff for considering achievement of targets as a joint venture and moral duty and try very hard to open as many accounts as possible. Last year there was splitting of thousands of accounts and this year without splitting, number of accounts cannot be sustained or increased. Administration must bear in mind this reality.


It is requested not to call staff on Sundays. That's day for families. Our staff worked very arduously during exchange of old notes. Please let them now take some relief to breath peacefully.


Kindly takeexpression of our feelings open hearted and affirmatively.

મિત્રો, વારંવાર ની સૂચના, સી.એચ.ક્યુ. તરફ થી આવતા પત્રો , સર્કલ યુનિયન ની વિનંતીઓ , આટઆટલો પ્રચાર છત્તા જે કોઈ ડિવિઝનો એ કોઈ જ નોંધ લીધી નહિ, ઇગ્નોર જ કર્યું, મગ નું નામ મરી પાળ્યુંજ નહિ, એકપણ સભ્ય ને મોકલ્યા નહિ અથવા મોકલી શક્યા નહિ, કોઈ ને કોઈ બહાના (એક્સક્યુઝ) શોધી રાખ્યા હશે, તે દરેકે સંગઠન ના પાયા ના સિદ્ધાંતો નું ખંડન કર્યું છે. કહીયે તો માઠું લાગી જશે એટલી ચિંતા કરી મૌન રહેવા કરતા સંસ્થા ના સુકાની તરીકે કરવા યોગ્ય ચિંતા કરવી જરૂરી છે..એવું હું માનું  છું.

યુનિયન ને સ્થાનિક રાજકારણ, વ્યક્તિગત પ્રશ્નો-લાભાલાભ, અહમ , નાના નાના પ્રશ્નો માં સંકોચી નાખીશું અને એક મહાન સંગઠન ના પાર્ટ એન્ડ પાર્શિઅલ તરીકે વીશાળ દ્રષ્ટિ નહિ રાખીએ, સંઘર્ષ થી દૂર ભાગીશુ , પોતાનું મન પડે તેમ યુનિયન ચલાવીશું તો આપણે જ આપણા ઉપર ભરોસો-વિશ્વાસ - શ્રદ્ધા રાખનાર કર્મચારી ઓ ને સરવાળે નુકશાન કરીશું.

જેમણે પણ કોઈ હોદ્દા પર રહેવું હોય તે
દરેકે સંસ્થા ના આદેશો નું પાલન કરવુંજ રહ્યું. સંસ્થા ની નીતિ-રીતિ અને બંધારણ ને અનુસરવુંજ રહ્યું.

કોઈ એ વ્યક્તિગત ન લેવું અને દરેકે ખુલ્લા મન થી આત્મનિરીક્ષણ કરવું.

Circle Council meeting and Circle Conference to be held very shortly

સાથીઓ,
આપણે પી-૩ યુનિયન ગુજરાત સર્કલ ની સર્કલ કાઉન્સિલ મિટિંગ ખુબ નજીક ના સમય માં બોલાવવી છે. જે માટે કોઈપણ ડીવીજન યજમાન બનવા માગતું હોય તો જણાવો. જે ડીવીજન ના સેક્રેટરી હજુ  સ્માર્ટફોન -ઇન્ટરનેટ વાપરતા નથી  અથવા તદ્દન સાઇલન્ટ  જ  રહે  છે  તેમના ડીવીજન ના આ ગ્રુપ ના સભ્યો  તેમને જાણ કરજો. મહેસાણા, ગોંડલ, સાબરકાંઠા, સુરેન્દ્રનગર, ભરૂચ, વડોદરા.જામનગર ..

સર્કલ કાઉન્સિલ માં દરેકે દરેક ડીવીજન
નો આગળ ના ચાર નાણાકીય વરસો નો  હિસાબ  લાવવો ફરજીયાત રહેશે. ૧-૪-
૧૨ થી ૩૧-૩-૧૬ નો હિસાબ જોવા માં આવશે. દરેકે ચેકબુક સાથે લાવવા ની રહેશે. અમુક ડિવિઝનો ની સંપૂર્ણ નિષ્કાળજી તથા સર્કલ યુનિયન ના કોઈપણ પ્રયત્નો સફળ ન થતા આ બાબત ગંભીર-નિર્ણાયક પગલાં લેવા જરૂરી છે.

બીજું કે છેલ્લી સર્કલ કોન્ફરન્સ  ૨૩-૨૪ નવેમ્બર ૨૦૧૪ ના રોજ દ્વારકા ખાતે મળેલી. આપણે ૨૪-૨-૧૭ પહેલા સર્કલ કોન્ફરન્સ બોલાવવી જ પડશે. આ માટે સ્થળ-તારીખ-વ્યવસ્થા નક્કી કરવા ની રહેશે. સર્કલ કોન્ફરન્સ ના યજમાન બનવા ઇચ્છુક ડીવીજન પણ સ્થાનિક સભ્યો સાથે ચર્ચા વિચારણા કરી આવે.

Sub:    Demonetization Scheme of Government of India. Problems being faced         by the Staff in POs-Reg.

Sir,

            Under demonetization scheme, Post Offices have also been entrusted work of deposit and exchange of withdrawn old series currency notes of Denomination of Rs. 500/- and 1000/- on par with Banks. There is vast difference in the infrastructure and facilities between Banks and Post Officers.

2          The problems being faced by the staff are mentioned below:

            (i)         There is no note counting machines in most of the Sub Post Offices. As the cash is coming for deposit in huge quantity so the counting machines are required in each Sub Post Office. This process will continue upto 30th December, 2016 and there is possibility that the Government may extend the date, so the counting machines should be supplied as early as possible.

            (ii)        Fake currency detecting machines are  also  required to detect the fake currency notes  because  due to heavy rush it will be very difficult for staff  working on counters to identify the notes so the poor postal employees may be safe  guarded to become victim of loss.

            (iii)       The working hours of Post Offices have been fixed from 8 a.m. to 8 p.m. This is totally impractical and harassment of staff particularly for those who are working in SOs .As in SOs there is no cash remitting facilities. Cash to SOs is supplied from HOs. No where cash reaches at 8 A.M. For remittance of cash to and from SOs, no proper arrangement has been made by the local authorities. Remittance of cash by the staff working in SOs to HO in late hours is very risky as there are no safety arrangements. Necessary instructions in this regard may be issued to all concerned.

            (iv)       All single handed sub post offices should be provided one additional hand till the finalization of this demonetization scheme so that other works of Pos may also run smoothly.
            (v)        Orders should be issued to accept WOS notes for other Government deposits like PLI/RPLI and other SB Schemes etc because when one person in single handed  SO is giving WOS notes to deposit or exchange in one side and if it is refused to deposit in PLI/RPLI and other SB Schemes , it is accepted  this becomes cause of quarrel. So necessary orders may be issued in this regard.

            (vi)       Proper security arrangements should be made in all Pos and particularly, for lady employees working in SOs at far off places should be provided conveyance facility with security in late hours.

            (vii)      For extra working hours and for holidays and Sundays remuneration at par with Banks should be paid to the all postal employees deployed in this work. It has come to our notice that Banks are paying award @ Rs.3000/- per day to officers and @ Rs.2000/- per day to subordinate staff and lunch & dinner allowance @ Rs.500/- per day.  Same may be paid to Postal Employees.

            (viii)     The huge amount of WOS notes is being accumulated in the Treasuries of HPOs with whom remitting is made and the SBI is refusing to accept the same Therefore, it is requested that the higher authorities of RBI and SBI should be contacted to cause the orders for their branches  to accept the WOS Cash from HOs so that surplus cash may be cleared from the treasuries of HPOs.

            It is therefore, requested to kindly cause suitable action on all above mentioned problems so that the aggrieved Postal Staff may get some relief.

Let us make dedicated endeavors for diverting masses for opening new Post SB accounts.

Obviously, all Postal employees are working hard for exchanging of withdrawn currency notes and transactions. We are placing all points relating to problems or requirements and administration is quite positively responding to the essential issues. 

WE ALL MUST OPEN MAXIMUM POSSIBLE NEW SB ACCOUNTS BY DIVERTING MASSES FROM QUEUES FOR EXCHANGE OF CURRENCY.   WE MUST DISPLAY BANNERS, DISTRIBUTE PAMPHLETS, EXPLAIN BENEFITS OF HAVING ACCOUNT AND ATM IN PO, PERSONALLY ADVISE PO VISITORS TO OPEN NEW ACCOUNTS AND TAKE THIS GOLDEN OPPORTUNITY OF OPENING REAL ACCOUNTS.

THERE IS HEAVY BURDEN BESIDES STAFF SHORTAGE IN OPERATIVE OFFICES BUT WE SHOULD PUT 100% BEST POSSIBLE EFFORTS WITHOUT MAKING SMALL POINTS A BIG ISSUE. I ALSO REQUEST DO AND OTHER ADMINISTRATIVE STAFF TO EXTEND THEIR MAXIMUM HELP BY SPARING SOME TIME FOR THIS JOINT VENTURE.

You are aware that the Government of India  has stopped transaction of Denomination of Rs.500 and Rs.1000 Currency Notes and ordered to deposit  these in the Banks and Post Offices .There is every possibility that fake currency may be deposited in Post Offices  and due to heavy rush it will not be possible to detect the same by employees.It is therefore, requested to kindly cause suitable action to provide Fake Currency detecting Machines to Post Offices so that the poor Postal Employees may be safeguarded from the loss.

This is cause of our sufferings

From a young member:
Thank you so much sir to raise and forward our voice to the authority.  When department or higher authority understand or agree with second last passage of this letter, surely problems will solve permanently.

My reply:
Until and unless our staff shows unity and readiness for not doing flattering or get afraid of rejecting illegal work like  splitting of accounts or opening fake APY accounts, there can be no improvement. We can give notice for agitation and strike against victimization & non supply of adequate manpower/ computer related equipments but how much of us would follow our call in one voice and one direction?

Many of divisional leaders of various unions need to introspect and access whether they are performing their real role by strong leaderships? Whether each and every act of irregularly, injustice and discrimination is opposed? Whether main leaders work in main office and be in touch with majority of staff? Whether all required items regarding staff problems are taken in writing on letters or agenda in monthly meetings? I am not criticising any individual but we all leaders and members also need a sincere introspection and take corrective measurers. None of us, belonging to any Union, should waste energy in confronting, competing or complaining only. We must build up rock like strong unity, Friends. We must be able to procure 'Trust' of our membership in us. 

 This is cause of our sufferings.

Respected sir,

Namaskar. I convey that staff from different corners are complaining that our Circle didn't declare Diwali as Holiday on 29th and on other hand it will be a matter of "families' resentment" because Diwali is the top:1 festival in Gujarat, waited by families for whole year. No customers are used to come to POs on Diwali. No banks are opened for same work of Gold bond. We will definitely work like volunteered team for real business but in any case, please withdraw instructions and convey to all DHs not to keep any PO open on Diwali.


Staff side also urges for direction to heads of units not to do illusive business and force only own staff under hidden threats for purchadiy gold bond or opening accounts in violation of Dte instructions dated 19-8-15 & 14-3-16 and CO Ahd dated 18-4-16. Huge number of accounts in Rajkot Division and whole region are opened @Rs.20 denominations by staff only. Huge number of passbooks with one entry with hundreds of staff including GDS gives safe passage to commit fraud. Recently one fraud came to light in Rajkot region in which, as heard, such number of passbooks for only one account holder on same date has facilitated fraud. Last year lacs of accounts were opened by splitting and this year such accounts will be closed. Please see how much loss of stationary, manpower and other cost our department will suffer on account of thrust for illusive achievement of targets and also fix responsibility. Last year also such pressure was created by local officers and in Ahmedabad GPO, APY accounts of ineligible postmen staff were forcefully opened by showing their wrong DOB as 18 years age, though they were above 55 years age. We had submitted complaints to Hon. Minister as well as PMO regarding mischievous achievement.No action has been taken against such officer so far. In Gondal dn there are 60 applications for Gold bond..!! But all applications are from staff! Even SSP Rajkot had to open 250 accounts @Rs.20 though he knows that splitting of accounts is not permissible. How sad and ridiculous that we are doing business to our own staff, who under emotional black mailing and fear of victimization by local administration, becomes volunteer to be victim. SP/SSP prays staff that they are forced by their higher officers, so help...help..help. This happens from top to bottom. We are also collecting figures of such splitted accounts and business in staff only and will send it to higher ups and our Hon. minister also for causing a ban on illegal opening of accounts and making our own staff as buyers instead of sellers.


Please cause immediate ban on this type of business.


At this juncture, we suggest to hold meeting with staff side and form unique strategic plan for realistic business in our circle. we promise to extend complete support to administration for climbing new hights in upgradation of public services and generating revenue for department


Please consider, like Assam, for declaration of Diwali as Closed holiday in Gujarat on 29th October as already requedted earlier by us.

7th CPC HRA – Allowance Committee Meeting Proposal for House Rent Allowance



Sources said that the Allowance Committee Meeting has finalized a proposal on HRA. It will be finalized in the Meeting held on 25th October 2016. It is said that the proposed Meeting under the Chairmanship of DOPT Secretary (P) with the Secretary Staff Side, NC (JCM) is to firm up the view on various allowances pertaining to Department of Personnel & Training.
This Meeting is conducted as per the decision of Allowance Committee Meeting held on 1-9-2016. The meeting to finalize the allowances pertaining to DOPT has been scheduled to be held on 25th October 2016.
The Reliable Sources said that the Official Side are in the view of increasing HRA by 1 Stage to reach 30% , 20% and 10% .

The pay Commission recommended HRA at the rates initially from 24%, 16%, and 8 % and whenever DA reaches 50% it will be increased to 27%, 18% and 9% and Finally after DA reaches 100% the HRA will be revised to 30% , 20% and 10% for X,Y and Z cities respectively.
The NCJCM has demanded in its Memorandum submitted to the 7th Pay Commission that 60%, 40% and 20% HRA to be recommended for X,Y and Z cities.
The Pay Commission totally ignored this demand and recommended reduction of rates from Sixth CPC. Since it is Co related with DA , it will be increased after two stages to 30%, 20% and 10% after DA reaches 50% and 100%.
The sources said that now it is proposed to start the HRA rates initially from 27%, 18% and 9% and after DA reaches 50% the House Rent Allowance will be revised to 30%, 20% and 10% for X,Y and Z cities respectively.

As you are aware, the National Secretariat of the Confederation has decided to organize three-phase agitational programmes protesting against the totally negative attitude of the Government against the Central Government employees and pensioners and also demanding immediate settlement of their legitimate demands, including increase in minimum pay and fitment formula as assured by three Cabinet Ministers including Home Minster, Finance Minister and Railway Minister.



1st Phase – 20.10.2016 – Protest demonstration and gate meetings. Adopting and sending resolution to Government.

2nd Phase – 07.11.2016 – Mass Dharna

3rd Phase – 15.12.2016 – Massive Parliament March


It is also decided that the agitational programmes shall culminate in strike, jointly with all like minded organisations.



SERIOUS PREPARATIONS FOR PARLIAMENT MARCH SHOULD BEGIN NOW ITSELF

The National Secretariat has decided to ensure participation of not less than 20000 central Govt. Employees in the Parliament March on 15.12.2016. The following quota has been fixed to each affiliated organization and C-O-Cs. Only two months are left now. It is needless to say that the participation of 20000 employees can be ensured only if each affiliated organization and COC make sincere and conscious effort to ensure the participation of maximum employees from their organization/C-O-C as per quota fixed. Employees are ready, only thing is that leaders should take the initiative to mobilise them.



Each affiliated organisation should fix quota to their state/District/Divisional units. Similarly each C-O-C should fix quota to each affiliated organization at state/District level. This work should be done in a serious and systematic manner on top priority basis. Continuous follow up action on day-to day basis is also required. Travel tickets, special vehicles etc. should be booked well in advance. Waiting upto the last minute and then stating non-availability of tickets as reason for non-participation or less participation should be avoided. Maximum flags and banners are also to be brought by each unit of organization/COCs.



All affiliated organisations and C-O-Cs are requested to give wide publicity to the Parliament March through all means of Communications including print and electronic media, websites and social media. Let us all join together to make the Parliament March a historic event and grand success.



Copy of the circulars fixing quota to each Unit/organization issued by all Affiliated of Confederation and C-O-Cs may be emailed to Confederation CHQ for publishing in the website.
