A note by Rashmin Purohit Circle Secretary All India Postal Employees Union Group 'C' Gujarat Circle, regarding precautions and assurance of security of Postal employees working on counters and dealing with customers.


For Bhuj incident, where a customer assaulted on our PA and damaged furniture/broken counter glasses,  police complaint launched. I have talked to SP Bhuj for launching police complaint by head of the office because it is case of damage & distraction of govt properties. I also requested to arrange one "Security personal" in day time. He agreed for both things and also confirmed to Com. Dhaval Gusai our Divisional Secretary at Bhuj.

After quite unsatisfactory function of CBS and delay and difficulties in day to day work, all officers at all levels know everything. Annoyed customers are used to entertain hot, abusing and threatening conversations with our concerned staff. Anytime, violence like this Bhuj incident can occur at any office. I am sad but clear about painful experience of administrative functionaries that it thinks constantly about pleasing higher authorities but thinks a little about sufferings of staff. They are very fast in forcing any type of work on any day with threat of 'serious view' and 'disciplinary actions' but they are very slack in resolving even minor problems of staff. Our staff at lower level suffer various types of exploitation without making it an issue because of fear of revengeful transfer, disc action or other atrocities. This is reality, a distinct picture. As a Circle Secretary, I don't want to leave any problems unattended and settled but if the sufferers don't show courage of writing and representing their problems, it becomes very difficult to raise voice strongly. 

We are also taking up above said Bhuj issue with circle administration for review of this incident and ensure security of employees by taking two immediate actions:

1. Provision of CC TV camera with full recording of footages round the clock.

2. Provision of Security guard at all HOs through out day.

ONE MORE CLARIFICATION REGARDING NJCA's STAND ON NEW PENSION SCHEME (NPS)


QUERY --- Just like the issues of Salary hike, Fitment formula or parity of Pension, the issue of NPS is common to all Central Govt. Departments. In spite of that, this issue appears to be less highlighted. I represent a unit where 80% of the employees belong to NPS and all of us are aware of the pros & cons of the scheme and we are really concerned about our future

REPLY ----- Thanks for your concern. The problem of NPS employees are well taken care of by the NJCA.  Please see the Press Statement issued by NJCA on 6th July 2016 after taking the decision to defer the strike which is published in confederation website. The last paragraph reads as follows------- "The NJCA particularly notes that the Govt. has set up a separate committee for reviewing the New Pension Scheme, which has been a matter of concern to all employees and workers who are recruited to Govt. services after 01.01.2004." Please also see the para -12 of the Press Communique issued by the Govt. through Press Information Bureau immediately after the Cabinet decision on 29th June 2016 which reads as --------- "Para-12--- The Cabinet also decided to constitute a separate committee to suggest measures for streamlining the implementation of New Pension System (NPS)". Cabinet decision is taken as it is one of the important demand of the Charter of demands of NJCA submitted to Govt. NJCA shall take follow up action on this particular demand as all of us are very much concerned about this important demand. This demand is directly linked to the policy of the NDA Govt. as all of you are aware that it is the previous NDA Govt. which took a Cabinet decision in 2003 to implement New Contributory Pension Scheme to Central Govt. Employees from 01.01.2004.

Dear Comrades,

We are in receipt of messages and emails from our grass root leaders and workers conveying their concerns over the decision of NJCA to defer the indefinite strike. Comments are circulated in other social medias like whats app etc. also. As it is not practically possible to reply to all the queries and comments, to put the record straight, we are clarifying below the common points raised by most of our comrades and well-wishers. We sincerely thank all those leaders, comrades and well-wishers, who have conveyed (and still conveying) their views, opinions, criticisms and concerns to the confederation CHQ.

1.      CONVEYING THE DEFERMENT OF THE STRIKE EVEN BEFORE THE NJCA FORMALLY ANNOUNCED IT:

NJCA has taken serious note of this incident and shall take precautionary measures in future.

2.      WHETHER IMPLEMENTATION OF THE CABINET DECISION ON 7TH CPC RECOMMENDATIONS WILL BE DELAYED FURTHER FOR FOUR MONTHS

The question of keeping in abeyance the implementation of the Cabinet decision on 29th June 2016 regarding 7thCPC recommendations, till the High Level Committee submits its report to Govt, was discussed in the NJCA meeting. It is decided that NJCA should not demand it, as the employees may be put to hardship, especially those who are in the verge of retirement. Com Shiv Gopal Misra, Convenor, NJCA has confirmed from the Finance Ministry that Govt notification on 7th CPC recommendations is under process and it will be issued shortly, payment may be made from August salary.

3.      WHAT IS THE DIFFERENCE BETWEEN EMPOWERED COMMITTEE CONSTITUTED EARLIER AND THE NEW HIGH LEVEL COMMITTEE?

The new High Level Committee is the product of the discussion held by Group of Ministers including Home Minister, Finance Minister and Railway Minister with NJCA leaders after announcement of the Cabinet decision, in the wake of an impending indefinite strike. Govt is compelled to appoint the new Committee, as the decision taken by the Govt on the proposals submitted by the Empowered Committee headed by Cabinet Secretary (details of proposals of ECoS is not known to staff side) is not acceptable to the NJCA. Hence the new Committee shall be to reconsider the decision of the Govt. especially regarding minimum wage and fitment formula. Inspite of the assurance of the Groups of Ministers that the Committee is being constituted to reconsider the Govt. decision, if the Govt. again reject our demand, the NJCA have to reconsider its stand and deferred strike shall be revived.

4.      POSITION REGARDING ALLOWANCES

All allowances including HRA, transport allowance, fixed medical allowance to pensioners etc. are referred to a committee headed by Finance Secretary. Committee shall submit its report within four months. Pending final decision based on the report of the Committee, all existing allowances to be paid as per the existing rates in existing pay structure. Govt. may try to deny arrears of revised rate of allowances by implementing it from prospective date as in the past. This issue will be further discussed by the NJCA with the proposed Committee.

5.      WE WOULD HAVE GOT A BETTER SETTLEMENT IF NJCA HAS GONE AHEAD WITH THE INDEFINITE STRIKE

All of us are aware that NJCA is not a monolithic, composite organization. It is a united forum of independent organisation. Each Federation has its own identity and individuality and take decision as per the direction of the managing bodies of each organization. Hence different views may emerge in the NJCA, but final decision is taken by consensus. If each organization stick on to its own stand and others to follow it, there is no question of consensus and NJCA will not exist.

With all its inherent weakness and limitations, the NJCA has successfully challenged the NDA Govt’s stand that there is no negotiation with the staff side on the 7th CPC recommendations. Govt. thought that once the Cabinet decision is announced unilaterally, followed by unleashing of well-orchestrated media propaganda that big bonanza is given for Central Govt. Employees, the NJCA will be forced to withdraw its indefinite strike decision. But the calculation of the Govt went wrong. NJCA took a firm stand that unless and until the retrograde recommendations especially minimum wage and fitment formula is modified, there is no question of withdrawing the strike. All the Federations are firm on this demand which ultimately compelled the Hon’ble Prime Minister to intervene. (NJCA has written to Hon’ble Prime Minister for intervention even before the Cabinet decision, but the Govt. ignored the NJCA’s appeal at that time). As per the direction of the Hon’ble Prime Minister, Hon’ble Home Minister Sri Rajnath Singh, Finance Minister Sri Arun Jaitly and Railway Minister Sri Suresh Prabhu discussed the main issues raised in the Charter of demands with NJCA leaders, and assured that Govt. will appoint a High Level Committee to reconsider the decision of the Govt., especially on minimum pay and fitment formula. This assurance was given with the approval of Hon’ble Prime Minster.

WE ARE GAINERS, NOT LOOSERS

FriendZ, don't get irritated.

We are gainers, not loosers.

Our demands are not rejected. Even after rigid approach, Modi govt came out for negotiations.

Negotiations were strong only because strike preparations were strong in every corner of country.

Our united, strong, well arranged, decisive readiness of strike has made our leaders voice stronger and govt had to come to us, calm down and propose a way out.

A committee, as a result of negotiations with all leaders of all CG depts (NJCA) , is not a loly-pup committee. If they do anything which create cheating or breach of promise, ARE WE NOT STRONG ENOUGH TO PRESERVE/SUSTAIN OUR UNITY AND TEMPERAMENT FOR FOUR MONTHS??

I know, we all have done much to create and uphold general mood of masses in our circle Gujarat..we will continue this group and exchange views and news. All unions all leaders of all wings are in this group and 'Youth Power' is active : proactive in the group.

After 4 months we will be similarly strong, united and YรถรนรฑG too...

Dear  Com.,

Hope decision would be taken favourably  to go ahead for the announced Indefinite Strike 
from 11th July 2016 in total, with all the Central Govt. Employees’ organizations including Railways and Defence.

All the demands we have placed are equally important like GDS demands and Postal charter of demands, like the Minimum pay and Fitment formula. Withholding of Annual Increments in the name of non performers and introducing Efficiency Bar for MACP/ promotions and introduction of compulsory retirement, will definitely curb the trade union activities and will pose a question on the existence of Unions.

Hence, it is of my personal opinion, as well as opinion of the major chunk of the employees that the announced strike should not be withdrawn, unless there is an agreement with the Govt/Empowered Committee on all the charter of demands with  recorded minutes. If consensus could not be arrived with the Main Players of the NJCA, our mighty organization should make a record of protest, by means of atleast two days strike, pressing for our  demands.

If we rise up, They will come down

Bhavnagar, Junagadh, Valsad divisions organized 
staff meetings on 1/7. Ahmedabad city dn will hold executive committee mtg on 2/7.

What plan other divisions are yet thinking?

In only few hours right from govt's declaration on pay commission as it is in recommendations, there was total resentment and revolutionary anger amongst all cadres of central govt depts  against unacceptable minimum pay @18000 (which was already @17500) and illogical & deceiving fitment formula which has spread over in entire country like a storm.. 5th & 6th pay commission gave us pay hike of 42% & 52%. This 7th CPC gave only 14% hike in basic pay.

All CG employees started expression of their anger very strongly on all types of social media. This has put govt in 'rethinking mode'

If govt refuses change on main points of minimum pay and rational pay hike, if there is no consideration of charter of demands, nobody can prevent us from embarking upon a historical and strong indefinite strike.

HOW MANY COMMITTEES?

WE RESPECTFULLY CONVEY TO OUR TOP LEADERS ALSO THAT WE CANNOT TOLERATE ONLY DRAMA AND DELAY TACTICS. 

NOW COMMITMENTS MUST PRECEDE ANY COMMITTEE.

They formed, after our strong protest against unjust recommendations of pay commission, an "Empowerment Committee" which now appeared as without powers (!).

Nothing was corrected & enhanced after long process and futile hearings by this committee and the Govt declared implementation of original unjustifiable recommendations of pay commission as it is. With this they announced one more committee to consider recommendations regarding various allowances. 52 types of allowances were recommended for discontinuance. On 30-6-16 itself leaders of NJCA were called to meet a group of Ministers and offered one more committee to examine our main demand of increasing Minimum Pay from 18000 to 26000 and change in Fitment formula besides other demands as per COD.


Remember,
Now, or Never.

Stronger we prepare, weaker the govt become...

Latest information

Govt called Leaders of NJCA for talk at 8.00pm yesterday and Shri. Shiva Gopal Mishra Convenor along with S/Shri. M. Raghaiyah,  K.K.N.Kutty and C. Shrikumar Members NJCA met a Group of Ministers in which S/Shri. Rajnath Singh Hon. Home Minister, Shri. Arun Jetli Hon. Finance Minister, Siresh Prabhakar Prabhu Hon. Railway Minister and  Manoj Sinha Hon. MoDT were present on behalf of Govt of India.

It has been very clearly conveyed by our leaders that without changing the Minimum wage and Figment Formula, there cannot be any agreement and our movement for strike will continue.

The govt proposed to refer the issue of Minimum wage and Fitment formula to a committee for reconsideration. 

We don't want to come down without a concrete result. 

Friends, make strike efforts stronger and stronger. That will definitely compel the government to come down   and accept our demands.

The NJCA will again meet on 6th July at 11 am for taking appropriate decision.
