New year message by General Secretary:
 
NEW YEAR, NEW HOPES.
                    WE ARE ON THE STRUGGLE PATH

                   By the time this issue of “Postal Crusader” reaches your hand, an eventful year 2013 will be over and a new year 2014 is born.  From our experience in the past, especially during the last year, we can definitely say that the year 2014 shall be an year of struggle for betterment of the living conditions of the common people of our country and the toiling masses including the Central Government Employees & Postal employees.
                   General election to the Parliament is scheduled to be held in the year 2014.  The ruling class and also the corporate media have started their campaign, well in advance, in support of those who are ready to carry forward the rigorous implementation of neo-liberal globalisation policies.  We have witnessed that when it comes to policy of liberalisation, privatisation and globalisation, both UPA and NDA Government are two sides of the same coin.  Concerted efforts are being made by the corporate media to relegate the issues raised by the working class in February 20,21 All India Joint Strike and 2013 December 12th massive Parliament March to the background.  We should identify our friends and foes from our own experience and shall frontload the working class issues and conduct intensive campaign against those who are in favour of neo-liberal policies and also in support of those who are opposing the anti-people, anti-labour policies of the ruling class.  Remember, in democracy ballot is more powerful than bullet.  Let us use this weapon prudently and discreetly and move forward in our struggle by further strengthening those forces who are continuously fighting against this neo-liberal policies and for the cause of working class.
                   Even though the Government has announced constitution of 7th Central Pay Commission (CPC), the terms of reference and appointment of chairperson etc. are yet to be finalised.  The unanimous proposal on terms of reference submitted by the staff side includes date of effect from 01-01-2014, DA merger, Interim relief, inclusion of GDS, statutory pension to those employed after 01-01-2004, minimum wage as per 15th ILC formula, settlement of anomalies and cashless, hassle free medical facilities.  Now the ball is in the court of Government.  In case the Government deliberately delay the appointment of CPC or reject the terms of reference submitted by the staff side, confrontation shall become inevitable.
                   Postal employees have put up stiffest resistance to the Government’s policy, to privatise the Postal services by amending Indian Post office Act 1898 for granting licence to private couriers, to close down 9797 departmental post offices, to merge about 300 RMS sorting offices and also to continue the ban on recruitment.  Postal department is the only department where mass-scale recruitment and promotion through departmental examinations has taken place.  The united struggle under the banner of JCA has prevented the Government to a great extent from implementing the neo-liberal policies in the Postal Sector.
                   Regarding 7th CPC, Postal employees have every right to get a better deal from Pay Commission and Government.  The pay scales of each category of Postal and RMS employees including Gramin Dak Sevaks should be upgraded taking into consideration the fact that the cadre of PA, SA, Postmen, Mail guard, MTS exchanging mails and clearing letter boxes, Gramin Dak Sevaks are all unique to the Postal Department.  Further IT modernisation project will be rolled out in full swing in 2014 and the skill of the postal employees including GDS in dealing with high technology will be further enhanced.  Due to non-creation of additional posts in commensurate with the increase in workload due to introduction of new schemes and procedures and also due to abnormal delay in filling up of vacant posts, the workload of the Postal and RMS employees have increased manifold and this factor of extra-productivity should be taken into account while deciding the pay scales of postal and RMS employees including GDS.

            Three lakhs Gramin Dak Sevaks and Casual, Part-time, Contingent employees are the worst sufferers of the Postal department.  NFPE & FNPO has already decided to go for indefinite strike, if the Government rejects our demand for inclusion of GDS in the ambit of 7th CPC and revision of wages and regularisation of casual labourers.
            NFPE & AIPEU-GDS (NFPE) had filed a writ petition in the Hon’ble Supreme Court of India praying for implementation of the 1977 Supreme Court judgement declaring GDS as civil servants and grant of all benefits of departmental employees to GDS.  The Hon’ble Supreme Court has ordered the Delhi High Court to consider and decide the case and the writ petition is accordingly transferred to Delhi High Court.  Thus the final legal battle for departmentalisation of GDS has begun and 2014 will be a turning point in the history of GDS
            In short, 2014 is going to be an year of struggle and advancement of the working class of India and also the Central Government employees including Postal, RMS & GDS employees.  Let us welcome the new year with a pledge to continue our fight for a better tomorrow.

REQUEST FOR CLEARING OUTSTANDING QUOTA TO ALL HIGHER UPS VERY URGENTLY



PLEASE REFER TO REQUEST MADE ON 17.09.13 ON THIS BLOG. IT IS REPRODUCED HERE UNDER. IT IS VERY SAD STATE OF AFFAIRS THAT NO DIVISION HAS RESPONDED AND MOST OF THE DIVISIONS HAVE REMAINED TOTALLY SILENT. FEW DIVISIONAL SECRETARIES ASSURED ORALLY ON BEING CALLED THAT THEY WILL REMIT OUTSTANDING QUOTA IN SHORT PERIOD BUT NO DIVISION HAS ACTUALLY REMITTED QUOTA. ONE OR TWO DIVISIONS HAS SENT A VERY SMALL AMOUNT INSTEAD OF CLEARING ALL ARREARS. ALL ARE HEREBY GIVEN TO UNDERSTAND THAT BY MAKING DELAY, REMITTANCE OF ARREARS OF QUOTA CANNOT BE AVOIDED. CIRCLE UNION IS FACING ACUTE PAUCITY OF FINANCIAL SUPPORT. MORE OVER CHQ AND FEDERATION ARE TAKING VERY WEAK IMPRESSION ABOUT SUCH SLACKNESS IN REMITTING QUOTA BY DIVISIONS OF GUJARAT CIRCLE.

ALL ARE REQUESTED TO TREAT THIS AS LAST REQUEST. IF DIVISIONS ARE STILL NOT CLEARING QUOTA IN ONE WEEK, CIRCLE UNION OFFICE BEARERS WILL BE VISITING YOUR DIVISION FOR SPECIAL CHECK UP OF ACCOUNTS AND RECEIVING PAYMENT OF OUTSTANDING AMOUNT BESIDES ACTION AS PER CONSTITUTIONAL PROVISIONS AS PER DIRECTIVES OF CHQ.

Dear Comrades,
It is not fair to need to remind each division for all the time for clearance of Quota to higher ups.

I have received repeated request from Com.R.N.Parashar that Quota is not received regularly by NFPE from divisions of Gujarat Circle. This is not worthy to hear that we are slack in remittance of quota though we receive regular payment from DDOs. We should remit regular Quota to NFPE, CHQ and Circle.

Circle union is also facing financial crises. All DS are requested to take the matter of remittance of quota very seriously and ensure that all outstanding quota is cleared within this week itself.

Quota of Circle Union may directly deposited in bank account in consultation with Circle Secretary or Finance Secretary.

The allocation of Quota upto 30.6.13 will be on old rates and from July onward on on new rates as per revision of subscription @ Rs.50/-.

RECEIVE BY VPP "HANDBOOK 2014" COMPILED BY CHQ WITH MORE IMPORTANT ORDERS IN ABOUT 260 PAGES

In spite of reminders, appeals in websites of CHQ and letters, the Divisional Secretaries remained silent about indent for 'Hand Book 2014' compiled by the Central Head Quarters of our union. 

You all know it is a must for all office bearers to have on hand in daily routine for referring to brief rulings on various subjects and other important information.It costs only Rs.75/- per copy. 

There was no reply from Divisions, but the Circle Secretary was frequently reminded by the CHQ about requirement of Handbook 2014 by divisions of Gujarat Circle.

Last year also in absence of any specific demand by divisions, we had informed CHQ for supplying 20 copies to each divisions by VPP. This year, we have requested CHQ for sending 15 copies to each divisions by VP.

All Divisional Secretaries are requested to accept the VP as and when received from CHQ.

In fact, this Hand book is a very useful ready reference and it contains so many information and all new and young members should know about functioning of leaders of our union through such publications. It is requested to supply as many books as possible to many more members. This can be done even at the cost of members. News from Bhavnagar division

Biennial Divisional Conference of Bhavnagar division will be held on 19th January 2014. A unique program of Prize distribution to the students of postal families of Bhavnagar division will also be organised on the same day. Bhavnagar division is organizing such program each year very successfully to inspire postal children.

Circle Secretary and Com.S.K.Vaishnav Circle President accompanied by Com.K.B.Chudasama Asst. Circle Secretary will attend the function at Bhavnagar. 

Com.Y.K.Joshi a young and active office bearer of Bhavnagar has married on 6th December,'13. We could not attend the wedding ceremony due to tour to Guwahati for Central Working Committee Meeting. We convey our best wishes to Com. YK for a very happy married life.

GUWAHATI CWC – A REPORT

The first Central Working Committee meeting after the last All India Conference was held at Guwahati from 14.12.2013 to 15.12.2013. The National Flag has been hoisted by Dr. Sitanath Shankar, Chairman Reception Committee and NFPE and AIPEU Group ‘C’ flags were hoisted by Com. M. Krishnan Secretary General and Com. R. Sivannarayana CHQ President respectively. Out of 15 office bearers, one office bearer was absent. Out of 22 circles 18 circles have been represented. 5 Mahila Committee members attended. The CWC meeting was presided by Com. R. Sivannarayana, CHQ President. Com. L. P. Saikia, Org. General Secretary and Circle Secretary Assam delivered the welcome address.While observing the proceedings there was serious constructive and proactive discussions held in the CWC meeting.The discussion by the CWC members was lasted for more than 15 hours. The issues related to 7th CPC, Confederation and NFPE programmes, building strong relations between NFPE and AIPEU GDS (NFPE), Cadre Review, MACP related issues, Computer related issues were discussed in detail. The following are the important decisions arrived by consensus in the CWC meeting.

1.      The Confederation decision including strike action for inclusion of GDS demands in 7th CPC, DA merger etc has been endorsed.
2.      The draft memorandum of P3 after its preparation inviting suggestions for the improvement of the same by all rank and file. An exclusive workshop will be conducted to discuss the draft memorandum and finalized thereafter.
3.      The upgradation of pay scale of PA/SA and supervisory posts will be given due importance while drafting the memorandum.
4.      The CWC endorses the decision of Confederation, demanding minimum wage as per 15thILC, 5 year wage revision, DA merger etc. and implement the Confederation programmeson 15 point Charter effectively.
5.      The CWC decided to insist the department to finalise the Cadre Review proposal within one month and in the event of non implementation of the same, programme of action will be finalized after consultation with NFPE and Postal JCA.
6.      The CWC directed all Divisional and Branches as well as the Circle Secretaries to celebrate the Diamond Jubilee of NFPE in a be fitting manner by holding conventions, meetings, recognize the services of old leaders etc.
7.      The CWC requested all the divisions and branches to observe the JCA call on 05.02.2013 by holding one day fast demanding the regularisation of Casual labour and wage revision as per the 6th CPC rate.
8.      The CWC further requested all the branches to assist the All India Postal and RMS Pensioners Association in forming branches at circle and divisional levels.
9.      The CWC further appeals all the Divisions/Branches and Circle Secretaries to form AIPEU GDS (NFPE) at their level and extend fullest cooperation to popularize their demands and programmes of action culminating to indefinite strike if their genuine demand of Departmentalisation and remittance of their case to 7th CPC are not considered.
10.  The CWC decided to issue notice to the defaulting branches to remit Quota dues and other dues like Bhartiya Post and Publications before 10.01.2014 and in the event of non remittance, the CHQ will initiate action either suspending the branch or directing the DDO to remit the amount directly to Circle/CHQ.
11.  Apart from the above to end the Election dispute of Delhi circle, it has been resolved to conduct fresh conference by CHQ itself on the basis of actual membership being existed in the divisions.

In the midst of the CWC meeting Com. K. V. Sridharan, Ex-General Secretary, Com. B. G. Tamhankar, Ex-President, CHQ, Com. I. S. Dabas, General Secretary, P4, Giri Raj Singh, General Secretary R-3 & President NFPE, Com. Garga Talukdar, Asst. General Secretary, R-3 Com. S. Raghupatty, Asst. Secretary General, NFPE and other Circle Secretaries of Assam Circle delivered their speeches and greetings.

In short, the CWC was very constructive in discussing all the issues and decisions taken by consensus. These decisions will be the guiding factor to the CHQ for an effective and efficient functioning. The views and suggestions deliberated by the CWC members have been taken proper note of and they are being taken up with the Directorate and other levels. Com. Zaman, Asst. Circle Secretary delivered vote of thanks.


Com. L.P. Saikia, Circle secretary, Com. Tikan Colida, Circle President and their team made elaborate arrangements for the comfortable stay and delicious food. They deserve all appreciations. The CWC Guwahati ended with a historic success.
