EXPERIMENTAL CHANGE IN MODE OF CWC MEETINGS OF P.3 IN GUJARAT CIRCLE

In CWC meetings a huge group of representatives comes from all over the circle and big halls are packed. No doubt such meetings as per constitutional requirement will be held as and when necessary but the Circle Secretary and some other senior leaders are of the opinion that it may provide better chance and more time to discuss items of each divisions if CWC of only regional level is held atleast once in an year. For implementing and testing this proposal, CWC meeting of Vadodara region is scheduled to be held at Dakor on 27.03.2011 in which only Divisional President and Secretary will attend with complete details of items they propose to be taken by Circle Union. More over there will be sufficient time for discussion on problems of each divisions of the region and an agenda for next bi monthly meetings will also be prepared on the spot. Agenda of Divisional union will also be prepared in the meeting and Circle union will keep close watch on progress of items. Further details about said CWC meeting at Dakor will be published shortly and notice will also be issued in due course. Comrades, you must write letters, take items in monthly meetings and be alert on them. Live contact of all staff, Review of proper functioning of Computer systems and printers, Visits of offices and colonies will provide sufficient inputs. Be more active. These things are insisted upon us in Study camps held by Federation.

CWC Meeting of P.4 will be held at Jamnagar wherein a grand felicitation will be given to senior com.Joshi who recently retired on superannuation.

Circle Secretary has been invited to attend and accordingly he will attend the said meeting.

==INNOCENT STAFF OF AHMEDABAD GPO IN FEAR ABOUT CONSEQUENCES OF FRAUD CASE ==

CIRCLE UNION EXTENDS AND ASSURES FULL FLEDGED HELP TO ALL OF THEM IRRESPECTIVE OF THEIR MEMBERSHIP IN ANY UNION

There is a big fraud case at Ahmedabad GPO in which investigation by the department is going on and we should not discuss here any issues in detail about the case itself but it was unfortunate and disheartening to know that six employees in PA cadre has been suspended on the miserable eve of 28.02.2011. Com.Shrimali Ex.D/S of AIPEU Gr.C telephonically informed C/S about the incident and requested to rush to Ahmedabad. Accordingly, C/S moved directly from Bhuj to Ahmedabad and through out the day heard all concerned employees and so many representatives of staff members of Ahmedabad GPO. There are 4 members of NAPE out of 6 placed under suspension but the C/S assured that “the time has changed now; even at divisional level we remain united for safeguard of our employees and struggle for common burning problems. We will extend full fledged help and guidance to all of them equally till end of their struggle. We see all of you as postal employee and not as a member of this or that union”. Shri.G.K.Waghela, D/S of NAPE and senior leader was also present for some time and joined discussions in the matter. Circle Union assured that sufficient help will be given to innocent employees.

There are so many depositors who launched a police complaint that they have not received the MIS accounts’ maturity amount and the agent has credited their cheques in SB accounts and then the amounts appears to have been withdrawn. Initially it appears that Supervisors are different, Counter PAs are different but agent and modus operandi is same in the fraud case.

There are also several RD Premature closure cases under investigation and much painful details would be coming out with hanging sword on the concerned employees.

FRIENDS, WHY WE PUT BLIND TRUST ON AGENTS? WHY WE DON’T LEARN LESSONS FROM PAST CASES? WHY WE ALLOW AGENT’S WITNESS THOUGH NOT PERMITTED BY RULES? WHY WE DON’T ISSUE CHEQUE FOR PAYMENT AND HAND OVER CASH TO AGENTS OUT OF RULE?

We commit certain mistakes and become sufferer though we don’t indulge in any fraudulent transaction. It becomes very difficult to prove our innocence even if everyone may know that we have not taken any unauthorized money. Deesa, Vadodara, Ahmedabad GPO…we need to awaken ourselves and adopt all precautionary measures by following important provisions of rules in that regard. We are under heavy pressure of work, certain wrong practices goes on in several offices for years together and no supervisor or SBCO objects such wrong practices and at last when any such event of fraud takes place, we become victim and marked as ‘subsidiary offender’. No head of the office face trouble for not ensuring that no such wrong practice goes on in his office. We will extend full co operation to employees in the matter but now time has ripened to understand our responsibility for avoiding any fraud in our office.

From the tittle-tattle and general debate by the staff, it was very surprising to know several unfounded but amazing details concerning Ahmedabad GPO and suddenly we felt that the pot of Ahmedabad GPO is full of mysteries and several things may come out if some one break it!

There was some Audit Objection in Para 18 of AO/ICO in 2007-08 regarding credit of huge amount of default which was more than commission paid to an Agent!! About 40 written statements/replies were obtained from concerned staff but all of them were word to word same! It is expected that at that time serious action against defaulting agent would have not facilitated him to do further irregularity.

In 2008 Date stamp of SB branch and in 2009 Date stamp of Inquiry branch were lost! Is it correct that no appropriate action as per rule were taken? Figures of Philatelic stamp are also missing. If really no action taken, such stamps can be used by any one for any purpose.

Computer systems were stolen at GPO and old CPU were returned back in administrative office! Some CPU had burnt out by fire which were having SBCO data!!

So many further things which may flash at subsequent stage!!

These are glimpses of chitchat of staff but something must be incredible and in close proximity of reality.

CIRCLE SECRETARY IN MOVEMENT: VISITED BHUJ (KACHCHH DIVISION)

Circle Secretary is new to this vital position carrying so many responsibilities. After a long spell of 23 years there is change and I perceive that members are also testing my aptitude, exertion and sensitivity and Divisional Secretaries keep me constantly running and working. I feel grace of God beyond words because, after yearning for several years, I have got a great opportunity to contribute some portion of my life for humble service to the postal employees of Gujarat Circle.

There was a need to communicate with Executive Committee Members of Kachchh division and to have a meeting with Shri.N.R.Khoja SPO who is quite co operative to staff and being an officer belonging to Kachchh itself, he knows well how to take care of this division. Com. Mihir Gandhi a young and dynamic Divisional Secretary has now become sufficiently matured too! He had sweetly forced Circle Secretary to attend Monthly meeting of the division and accordingly C/S had to rush there. It was nice that we could also meet S/Shri.G.R.Bhanani ASP, N.D.Chavda PM and V.B.Maheshwari CI who all are our best friends and personally known since years togather.

New candidates for recruitment were also under training here and we could have ten minutes time for conversation with them also. We well come all of them.

CONGRATULATION TO COM.SHUBHASH PATEL ON TRANSFER BACK TO ALKAPURI P.O. VADODARA

Off course, transfer and postings are purely administrative function in which, normally, unions may not interfere but sometimes when there is prima facie feeling of distress and resentment, we have to effectively place our case before competent authority for re-evaluation.

Com.S.M.Patel, our Divisional Secretary at Vadodara is also Asst. Circle Secretary and he is always immeasurably co operative to the administration in various important matters but unfortunately he was unpredictably and shockingly transferred from Alkapauri P.O. where he had worked for few months only and not due for such a sudden transfer.

This incident had caused upset and displeasure amongst our members in Vadodara region because Com.S.M.Patel effectively attends all union matters at regional level and he is one amongst few most dedicated leaders in our organization.

In the previous bimonthly meeting of Vadodara Region, we made a representation before Lt.Col.D.K.S.Chauhan Hon.PMG Vadodara for review of the transfer case of Com.S.M.Patel. I don’t make any exaggeration if I say that we are always sure that Lt.Col.D.K.S.Chauhan Hon.PMG definitely does transparent justice in every matter and as such we also never feel uncomfortable even if his decision is in not in favour of our demand. Hon.PMG has reconsidered the case and issued instructions. Now, SSPOs has issued orders and Com.Subhash Patel will be back to his original office, Alkapuri PO.

We express our esteemed gratitude to Hon.PMG and also the SSPOs for imparting judicious decision. We assure co operation and constructive posture from our union in various aspects. We also congratulate Com. Shubash Patel at this juncture.

Good days are returned in Vadodara region. Benefits of MACP are also soon to come to you all. There is some delay or hurdles in some divisions like valsad but it is hoped that all cases would be cleared before end of this month.

i) Examination for promotion to Postman cadreii) Examination for promotion to PAs/SAs (LGO)iii) Examination for promotion to Inspector Posts
Candidates working in APS who wish to attend the above mentioned Examinations will have to appear at the nearest possible Postal Centres.

OFFICE MEMORANDUM

Subject: Overstay while on deputation.

Undersigned is directed to refer to this Departments OM of even number dated the 17" June, 2010 and to say that as per existing instructions no extension in deputation beyond the fifth year is allowed. Further, as per the OM No. 1401713012006-Estt (RR) dated the 29lh November, 2006, the deputationist officer is deemed to have been relieved on the date of expiry of the deputation period unless the competent authority has with requisite approvals, extended the period of deputation, in writing, prior to the date of its expiry. It is observed that despite these clear instructions, proposals for regularization of overstay of officers on deputation beyond the five year period continue to be received in the Department. It is reiterated that it will be the responsibility of the immediate superior officer to ensure that the deputationist does not overstay. In the event of the officer overstaying for any reason whatsoever, he/she is liable to disciplinary action and other adverse Civil/Service consequences which would include the period of unauthorised overstay not being counted for service for the purpose of pension and that any increment due during the period of unauthorized overstay being deferred with cumulative effect, till the date on which the officer rejoins his parent cadre.

2. All Ministries/Departments may please note that henceforth no ex-post facto approval for regularization of overstay on deputation would be allowed.

Vision

India Post 2012 aims at transforming Department of Posts into a "Technology Enabled, Self Reliant Market Leader". This translates into 5 initiatives covering increased market share and revenues, new products and services, improved service delivery, motivated workforce and rural development

Project Over View

In August 2010 Cabinet Committee on Economic Affairs approved the 'INDIA POST 2012' IT Modernization project with a total outlay of 1877.2 crores. As part of 11th five year plan, this ITmodernization project has been undertaken in two phases. In Phase-I, post offices up to double handed levels were supplied with IT hardware and in Phase-II, the program has been built on 3 cornerstones as follows

Infrastructure – The project aims to establish Data Centre / disaster recovery centres to house all transactions and data, nationwide networking of all post offices including rural post offices, supply of computer hardware to noncomputerized post offices, mail offices and rural post offices with a vision to create a fully managed, secure and centrally governed IT

Project Implementation Structure

The IT Modernization project has been designed to be implemented in 8 contracts

Rural ICT – Hardware: This vendor will supply and install Rural ICT Hardware devices and provide for network connectivity to approximately 1.30 lakh GDS Post Offices which will enable post offices to perform all transactions electronically.

 Rural ICT – System Integrator: This vendor will develop the platform for all applications that will reside in the Rural Hand held devices.

 Data Centre Facility: This vendor will provide centralized Data Centre Facility for hosting all applications and Disaster Recovery Center.

 Core System Integrator: This vendor will be the core integrator for all the applications that will run in the post and mail offices. The vendor will deploy mail applications such as track & trace and point ofsale and develop applications for all accounting modules and personnel management. The CSI will also create and manage India post website, a customer service call center and introduce eCommerce solution for Department of Posts.

 Financial Services System Integrator: This specialized vendor will cater to deployment of Postal Banking & Insurance solutions; enabling the department to perform anytime anywhere banking. The vendor will also install 1000 ATMs and create mobile and web based access for all the users.

 Network Integrator: This vendor will ensure networking of DoP's departmental offices across India and design DoP networks including network security.

 Mail Operations Hardware: This vendor will be responsible for procurement of hardware for Postal and Mail Processing offices such as desktop computers, printers, scanning devices/hardware and around 15,000 departmental postmen device hardware.

 Change Management Vendor: This vendor will be responsible to manage change and prepare thestaff for this massive IT modernization project of Department of Posts by conducting surveys and understanding concerns of postal employees.

Project Over View

Software Solutions – Creation of integrated, modular software solution covering Postal operations, Banking, Insurance, logistics, help desk and call centre. The IT project also envisages accrual based accounting and centralized payroll processing. The project will also bring in ecommerce solution enabling India Post to make all web and mobile based transactions
Change/Project Management – The IT Project mandated changes in operational procedures and processes. The Department has done a detailed business process reengineering exercise and prepared the 'To-Be' document for future applications. Therefore, during the implementation of the project, there would be an immense requirement of employee participation and change management activities to ensure readiness of employees to adopt the solution. The IT Project will carry out this important activity by conducting workshops, training, re-skilling for enabling change and addressing concerns and issues of employees. It will also cater to communication and awareness at regular intervals to drive change.

Solution Development Approach: The vendor once onboard will design/develop the solution across all India Post locations as per the implementation plan and will follow the approach outlined Design Integration &
