A VERY IMPORTANT STAFF MEETING AT AHMEDABAD REGARDING UNJUSTIFIED DELAY AND REJECTION OF RULE 38 CASES

A very significient meeting was held on 24.02.2011 at Vatva IE PO in which many employees came with papers and documents besides details collected by them under RTI Act. Detailed discussions were held and cases were thouroughly studied. It was very painful to notice that in some of the cases, prima facia injustice and discrimination appeared to have been done. There appeared different standards applied to for similarly situated cases. Details are confidential and that will be furnished before appropriate authority after adequate study and compilation of facts and circumstances of each case. The meeting was attended by C/S and Com.S.K.Vaihnav Asst C.S., Com. R.S.Malek C/S P.IV, Com.N.B.Gol and Com.S.D. Cristian respectively D/S and Treasurer Gandhinagar Dn and about 50 members from different corners. Circle Secretaries of P.III and P.IV assured for appropriate representation before competent authority within next forthnight.

DECISIONS OF SPO MAHESANA REVERSED BASED ON REPRESENTATION BY DIVISIONAL UNION THROUTH CIRCLE UNION

Certain orders were issued by the SPO Mahesana beyond rules and provisions of the department and a representation was made by the Divisional Union to the Circle union as earlier discussed in this blog. When the SPO is under order of reversion, he should not have issued any order without approval of higher authority. Representation was forwarded to the DPS (HQ) Ahmedabad and then Com. K.B.Barot Ex. C/S and Com. P.S.Patel Divisional President personally met DPS (HQ) and made strong representation. Ultimately the all such orders issued by the then SPO Mahesana have been canceled.

Comrades, we have no personal bias to any individual who may have even been a member of other union but it is very important to see that the officers vested with powers must utilize it impartially, judiciously and must not ignore voice of AIPE Union in genuine cases. In this case, some of the officials might have got some trouble but friends, we are very sorry with a clarification that our intention was not for creating harassment to anyone. We aim to a system, where only judicious decisions are taken.

COUNTING OF PAST SERVICES RENDERED BY RTP FOR PROMOTION




CHQ of our union had submitted a memorandum to Hon.Minister of State for Communication & IT on 29.12.10 in which we sought settlement of RTP issue hanging over the decades with the new dimension. Based on our submission, the Department has now called for details from all Circles vide its letter No.44-1/2011-SPN dated 13.01.2011. Copy is published here for information of concerned members and Divisional Secretaries who should ensure that names of all RTPs are sent to the Circle Office by the Divisional Superintendents and we should not leave any stone unturned in the case of counting of past services to the ex RTPs

Divisional Conference of Gandhinagar division was held at Nagar palika Parishad, Sector 11, Gandhinagar on 06.02.2011. Com.R.N.Patel, Com. N.B.Gol and Com. S.D.Cristian were elected as President, Divisional Secretary and Treasurer. A list showing names of all executive committee members is published here. We all give a warm welcome to the newly elected body and assure full co operation by the Circle Union in resolving problems of members.

MINUTES OF FOUR MONTHLY MEETING DATED 04.02.2011 HELD AT CIRCLE OFFICE AHMEDABAD







Four Monthly meeting was held at Committee room of C.O.Ahmedabad on 04.02.2011. Minutes of the meeting is published here. It is requested to provide feed back on each item if any reply recorded by the administration side is found inadequate or incorrect. So far the item regarding problems on account of old systems, nonworking printers, want of AMC/Licensed version of anti virus, non condemnation of outdated hardware etc concerns, the administration side has assured that if any detail given for any particular office, the problem will be settled. If any office is having acute problem about functioning of computer systems and the same is not settled at Divisional level, it is requested to bring to the notice of the Circle union for representation at appropriate level. It is also noticeable that in reply to item regarding provision of fuel expense to System Administrators for local journey, it is replied that the concerned official has to obtain pre or post facto approval of their tour program or projected movement, for reimbursement of fuel expenses as demanded. All S.A.s are requested to get the reimbursement as per this reply by the Circle Administration and if any problem persists, C/S should be consulted. Many members may not be knowing that the number of items to be taken in Four Monthly meeting is restricted to three for each union and therefore we have to write letters on most of the items. However, it is in your hand to keep Circle union running and striving for settlement of various types of problems at divisional level which normally remain unsettled due to communication gap. Circle Administration is also quite affirmative on justified matters but if we expect settlement we have to put up our problems in proper manner i.e. accurate details and feedback before them. Suggestion/ Communication from any member will be appreciated.

Here, copy of Minutes of Bimonthly meeting of Rajkot region is published for information of members and to make them aware that we take each and every item requiring action at Regional/Circle administration. Some of the Divisional Secretaries are very much active for sending problems of their divisions and some are required to be more careful and active about it. For keeping Circle union working hard, divisional union representatives are always invited. As now we put all news of Circle/Divisional union activities on this blog open without hiding anything, each members may also contribute their knowledge, information and suggestions by communicating with the Circle Secretary under intimation of their Divisional union.

Date of meeting about rule 38 transfer changed

Circle secretary later on came to knew that he has to attend a disciplinary case in other department on 26th itself hence the date for meeting for discussing rule 38 case is revived as 24th. No change in time and place. All should come with copies of all relevant papers & representation to union.

A meeting organized by circle union to understand representations of employees complaining about injustice in rule 38 transfer applications.

A meeting called for hearing problems and representations of those employees who believe that there is injustice to them in pending Rule 38 transfer application, is organized on 26/02/2011 at Vatva I.E . Post office at 16:30 hrs. onwards. All contends are requested to attend with full detail, Zerox copies of all concern papers and detail representation to the union. After hearing them, a representation will be made to the administration only for justified cases.

M P John Circle Secretary R3 is on tour to Thekkadi ( kerala ) for attending seminar and work shop. A series of lecturers will be very useful for understanding height of trade union activity and contemporary a detail report in this regard will be published later on.

CASE FOR REPAIRS OF LIFTS OF JUNAGADH HPO BUILDING TAKEN BY CENTRAL HEAD QUARTERS WITH THE DIRECTORATE


Since the building of Junagadh HPO was constructed, two lifts never worked for more than two three months and during first 5 years too much expenditure was made for repairs but unfortunately none of these lifts are in working order for more then ten years and this is a big problem for the employees working on the 3rd and 4th floor also senior citizens has to avoid coming to the office of the SPO Junagadh for any purpose. The Divisional Secretary had requested the General Secretary CHQ New Delhi for taking up this issue with the directorate and accordingly the issue has now been taken. BIMONTHLY MEETING OF RAJKOT REGION HELD ON 07.02.2011












Bimonthly meeting of Rajkot region was held at the office of the PMG Rajkot on 07.02.11 at 15.00 hrs. Now we have started to take important items in writing for creating a record and seeking action and progress report from the administrative side. Off course, in light mood, the officers told to take few less items and we also, in the same mood, sought less pressure on employees by divisional heads in the name of regional office. The meeting was held in peaceful, cordial and encouraging atmosphere. In spite of over burden work and responsibilities of three posts of PMGs, Lt. Col. D.K.S.Chauhan Hon. PMG and also Shri. B.P.Sarangi Hon. D.P.S. contributed full time and opportunity for discussion on all items by representatives of all wings of NFPE. The meeting was attended by Com.S.T.Teraiya Circle President P.IV, Com.Rashmin Purohit C/S P.III, Com. R.S.Malek C/S P.IV, Com.S.K.Vaishnav Asst.C/S P.III, Com.Dave Office bearer of AIPEDE Union etc. Agenda of this meeting shows items taken for discussion. The scanned copy of the same is given here. FOUR MONTHLY MEETING WILL BE HELD ON 04.02.11

Four Monthly Meeting will be held at the Office of Hon.CPMG at Ahmedabad on 04.02.11. The agenda submitted earlier was published on this blog for information of members. Com.Rashmin Purohit will attend his first four monthly meeting as a Circle Secretary. Details of the meeting will be brought to the notice of members on 04.02.11 on this blog.

There are so many issues taken on agenda, several items taken in correspondence but awaiting response of C.O., problems and inequality in the matter of MACP in regions, delay in convening DPCs for LSG, HSG II and I cadre, inappropriate identification of offices in Postmaster's cadre etc. As many as possible items will be discussed with the administration for in the hunt for solutions.

SPECIAL MEETING WITH HON.PMG ON AMRELI ISSUE

Amreli issue discussed earlier in this corner is not mere struggle against any individual Postmaster or other incumbent. It is a case of real scenario emerging as a result of undue pressure for showing glittering performance in Arrow Project offices in particular. Com.K.B.Barot Ex. C/S also remained present with Com.Rashmin Purohit C/S in the Special meeting. on 01.02.11 at the office of Hon.P.M.G Vadodara. Shri.S.T.Teraiya Circle President P.IV and Org.G/S (CHQ), Shri.M.P.Mangrolia D/S AIPEU P.III, K.A.Kanada President PIII, Shri. Gondia D/S P.IV, B.K.Trivedi D/S NUPE, A.J.Pandya President NUPE were also present.

It was discussed with Hon.PMG that it is quite irregular to suppress subordinate staff to pass wrong remarks on undelivered articles or unpaid EMOs just with an intention to show good performance. It was also explained that forcing to make fictitious signature of addressees is also a serious irregularity.

It was very much stimulating to hear words from Hon PMG who said that in any case, we must insist that we reach at the destination of the addressee but it is not at all practicable to expect all of them to be present or receiving their articles. There is nothing wrong if, after all efforts, any article remains undelivered because of genuine reasons.

It is expected that Amreli issue will be settled soon.

We would like to see a circular from R.O. containing instructions to Postmasters and off course, Divisional heads to ensure harmony and exchange of sweet dialogues in the office for any instructions to subordinate staff and to avoid vicious approach.

MACP IN VADODARA REGION : JUST FEW DAYS AHEAD

It was known at the time of visiting R.O. Vadodara on 01.02.11 that cases for most of divisions has already been settled and remaining will also be settled in next few days.

At the time of informal meeting on other issue, C/S expressed thanks to Lt. Col. Shri. D.K.S.Chauhan, Hon.P.M.G. for his affirmative response in the matter.

Let us wait for some time.

BIMONTHLY MEETING OF RAJKOT REGION ON 07.02.11

Bimonthly meeting of Rajkot region will be held at 15.00 hrs on 07.02.11 at the office of the Postmaster General, Rajkot. Agenda for items from staff side has been given earlier and discussions will be made on them besides several other informal discussions based on information received from divisional secretaries. Any Divisional Secretary suggesting any genuine point for informal discussion with administration may convey to Com. S.K.Vaishnav Asst C/S and if any D/S desires to meet C/S may come to Rajkot on the day if convenient.

PRIZE DISTRIBUTION CEREMONY ORGANISED BY AIPEU GROUP-C AT BHAVNAGAR

Bhavnagar division : sets examples for other divisions


A grand ceremony was organized by AIPEU Gr.C Bhavnagar division for prize distribution to the children of Postal Employees of Group.C cadre on 30.01.11. The occasion was graded by presence of Shri.Sureshbhai Buch – a senior and prominent leader in Bank union, Shri. Subhashbhai Bhatt and Shri. Pareshbhai Trivedi – prominent educationalists, Shri.B.A.Dave- Bhishma Pitamaha of trade union movement in postal department in Bhavnagar division, Shri.K.B.Barot- Ex. Working President (CHQ) and Ex.C/S P.III, Sharadbhai Teraiya- Org. G/S (CHQ) P.IV, Shri.S.P.Hariyani SPO Bhavnagar, S/Shri.Rashmin Purohit C/S P.III, K.B.Chudasama Asst C/S P.III and so many retired officers.

The function was mainly for prize awards to students with merit No. 1 to 3 in all standards. It was noticeable that all children present in the hall were given some prize. Such function is very well organized every year in this division and mainly the staff contributes for expenditure for the same.Felicitation of retired employees was also done in the function.

The function was outstanding as the big hall was packed with presence of family members of Group.C staff of the division who enjoyed very delicious lunch in the end of the program.

It is suggested that in the night every year when such function is organized, a cultural program like musical night can be arranged with little cost or free.

Bhavnagar is always having its great traditions and power of unity. We salute comrades of this division for doing well in the leadership of Com. Prakash Rathod Circle President. The program was memorable.
