I furnish hereunder items of Agenda to be discussed in the next bimonthly meeting:

Item No.1
SHIFTING OF RENTED P.O. BUILDINGS AJWAROAD PO, CHHANI ROAD PO, N.I.ESTATE PO AND BHAILY PO TO ANOTHER BUILDING

All above stated rented P.O. Buildings are in worst condition and needs shifting to another safe and specious rented buildings. For all these Post offices items were taken at Divisional level and there has been correspondence between one to other administrative authorities. It is requested to take early action in the matter. For Ajwa road, previously tender process was already completed but there was delay in taking decision and therefore it was disagreed by the land lord. It is requested to take prompt decision in the matter after completion of tender process.

Item No.2
SETTLEMENT OF LONG PENDING ITEM OF ADMISSIBILITY OF HRA AT THE RATE AT PAR WITH VADODARA CITY TO JAWAHARNAGAR, FERTILIZERNAGAR PO, N.I.ESTATE PO AND PETROCHEMICAL POST OFFICE .

This item has been frequently processed and case needs be processed early. If the proposal has been sent to higher authorities, a reminder may be given. My union desires to   know present status of the item.

TERMINATION OF DEPUTATION ARRANGEMENTS IN BETWEEN DIVISIONS AND UNITS AT VADODARA.

12 PAs were deputed from Vadodara East division to Vadodara West division since more than last two years (i.e. after fraud case at Chemical PO). It is requested to terminate these deputation as early as possible. There are 2 PAs  deputed to P&T Dispensary No.2 from Vadodara West division and two PAs have been deputed to R.O. from Vadodara East division. One PA is also on deputation to PTC from Vadodara East division. Considering shortage of staff and huge work load faced by operative offices, it is requested to terminate all deputation arrangements at the earliest.

REPLACEMENT OF SLOW WORKING OLD COMPUTER SYSTEMS IN POST OFFICES OF VADODARA EAST AND WEST DIVISION.

Very old (8-10 years old) Computer systems are put to work at several offices of Vadodara East division and West division. In 31 offices, computers were supplied in the year 2006. The computer works very slow and put our staff as well as customers waiting in front of counters in to mental irritation. If the mother board of the PC is not compatible with 4 GB RAM it will obviously work slow because our software can work with 4 GB RAM. It is requested to look into the matter as early as possible on top priority basis. Printers are also not properly working in most of the offices. A survey is required to be made to justify actual requirement.

PROVISION OF TUBE WELL AT FATEGANJ HO.

This is basic requirement at Fateganj HO. Huge staff nearing to 150 incumbents are working at this office at HO and DO. More over RMS Rest house is also situated here. There is very much difficulty of procuring water at this office. Normally lavatories remain very much dirty due to paucity of water. It is requested to provide one tube well at this office.

CONDEMNATION OF OLD UNSERVICABLE AND RISKY MMS VEHICLES.

There are very old and condemnable vehicles at MMS. Reports are already sent to higher authorities. It is requested to condemn such vehicles and take up its case for replacement.

SUCCESSFUL VISIT OF CIRCLE UNION AT SEVERAL OFFICES OF BARDOLI DIVISION AND ATTENDANCE IN VARIOUS MEETINGS AT OTHER DIVISIONS

During 4.7.13 to 6.7.13 Circle Secretary, headed by Com.SKVaishnav Circle President, visited various offices of Bardoli division.

It was informed to us that 7-8 senior members had submitted application for voluntary retirement and the actual reason was to save themselves from undue pressure and humiliating treatment by the administration side. It was also informed that few young comrades were dissatisfied due to heavy shortage of staff, threats and pressure by administration and they had shown displeasure in writing to the divisional secretary.

We visited so many offices of Bardoli division despite heavy rainfall, met senior comrades, discussed on various aspects, assessed the situation, had staff meetings at various offices including at Bardoli HO, heard our members and finally prepared a memorandum on various problems of Bardoli division.

There were few cases of unjustified recovery of big amounts ( in lacs) from staff. 

We met SP Bardoli division and discussed various items of general interest at length in friendly atmosphere and with positive approach.

It is pleasant to note that there were petty points of misunderstanding each other's feelings and lack of appropriate communication. Almost all the problems were positively dealt with by the SP Bardoli and staff side was also satisfied with the affirmative response. It is more pleasant to note that all senior comrades agreed to withdraw their notices for voluntary retirement.

We also advised divisional office bearers not to make personal/individual cases as prestige issue and fill up gap of communication with the administration.

Before proceeding to Bardoli division, we also met PMG Vadodara and had informal discussion on problems of Valsad as well as Bardoli division. I am glad to put here that the PMG had a cordial hearing in the informal meeting and resolved few problems of Valsad division on the spot. 

In the informal meeting with PMG Vadodara Com.SKVaishnav Circle President, Com.SMPatel Asst.CS and DS , Com.CDThakor Supreme Councillor  and Com.JARathod Asst Circle FS accompanied Circle Secretary and joined discussion.

Agenda for the next bimonthly meeting of Vadodara region was also prepared and handed over to the office.

A letter authorizing Com.Shubhash M.Patel Asst. CS for making correspondence with R.O. Vadodara was also written up and given at R.O. Divisional Secretaries of Vadodara region may consult Com.S.M.Patel  (Mob.No.94280 68090) for minor items to be taken with regional administration.

The Circle Secretary fell ill with acute fever for constant 21 days following this tour program in rainy season. Therefore this information could be posted late. Now health is OK to run more and more with your blessings and good wishes.

After returning from this tour program, we attended Divisional Conference of P-4 union of Ahmedabad city division on 7.7.13 at Bapunagar IE Post Office. Com.Natubhai Parmar was re elected as Divisional Secretary. 

CS also visited Rajkot to attend Dharna program. A special visit of Jamnagar division was also arranged with an intention to meet our comrades to rejuvenate trade union movement in Jamnagar division. Jamnagar is one of the strongest branch of our union but since few months our office bearers are resting. We had a very purposeful meeting of executive members and worked out a program to have staff meetings at this division.

CS also visited Circle Conference of AIPAE Union at Circle office Ahmedabad on 28.7.13. A young comrade Apurva Kadia has been unanimously elected as Circle Secretary of All India Postal Administrative Employees Union. We greet him and convey best wishes for striking performance. Circle Secretary in his speech, requested members of AIPAEU to join various agitational programs without fail.

The items to be taken on agenda for discussion in the next bimonthly meeting are as under:

Item No.1.
REQUEST FOR REPLACEMENT OF OLD COMPUTERS/PRINTERS IN POST OFFICES

It has been a common complaint that computers are not functioning properly and particularly there is big uproar about printers. The software of department does not befit old systems with 256 or 512 RAM and up gradation of RAM is not compatible with motherboard of these systems. For example, I had to stand as a customer in front of SB Counter of Girdharnagar for 30 minutes on account of very slow process in computer. At Paldi PO the line printer is not working and it causes too much delay in preparation of register delivery slips etc and postman staff has to stay idle for long time. Similar situation prevails in most of offices. On discussion with SSP Ahd city dn., it was responded that he takes up matters with the C.O. but it demands details/History sheet and in most of the offices, History sheets of these equipments has not been prepared. In our opinion, customers have no concern with our history sheets etc. Instructions may   be issued to prepare history sheet citing at least year of supply. Inspecting officers can also make a survey of history sheets of computers/printers in the offices under their jurisdiction. In any case, it is urged to find out some way out of this situation to condemn old computers/printers and initiate action for its replacement by new one.

Item No.2
REQUEST FOR NOT EXTENDING TRADE UNION FECILITIES OR ENTERTAINING ANY CORRESPONDENCE WITH UNRECOGNISED UNIONS

As per Directorate instructions, the Government is not supposed to enter into correspondence with unrecognized Unions/Associations nor copies of their correspondence should be forwarded to any subordinate units for action etc. We observed violation of such instructions while dealing with correspondence by BPEU Ahmedabad city division. Their list of office bearers was also circulated. On our objection it was informed that it has been done as per directives of the Circle Office. It has also been noticed that office bearers of unrecognized union/associations are included as member in Sports Board, Walfare board etc functionaries at par with recognized unions. Corrective steps may be taken in this regards.

Item No.3
REQUEST FOR CAUSING DECISION OF LONG PENDING LEAVE CASES OF CIRCLE SECRETARY BY SP PSD AND CSD.

There are several periods of official tour, attendance in inquiry proceedings, attending union meetings with administration which has been undecided. This was done on account of bias of Manager PSD. Several letters have been written to C.O. also but no action has been taken. It came to our notice that service book has not been filled up. Surprisingly, arrear on account of one increment in pre revised scale w.e.f. 1.1.06 has not been drawn till this date due to undecided periods. Huge amount is delayed. Long period of 246 days has been shown as DIES NON in last audit Para though there is already a leave memo of the same period granting EOL on MC is pasted on service book itself. Letter written to SP PSD is enclosed. It is requested to instruct SP PSD and SP CSD to complete service book and decide all cases as per their privilege and authority. There is no purpose of lingering it. Copy of my letter is enclosed.

Item No.4
REQUEST FOR POSTING BACK STAFF OF AHMEDABAD GPO WHO WERE TRANSFERRED TO OTHER DIVISIONS UNDER RULE 37 CONSEQUENT UPON INITIATION OF DISCIPLINARY PROCEEDING IN CONNECTION WITH FRAUD CASE.

So many staff members were shifted to other divisions pending disciplinary proceedings consequent upon a fraud case. It was assured that the staff will be taken back after completion of inquiry. It is urged to take them back to Ahmedabad GPO.

POSTING OF WILLING OFFICIALA FROM NEIGHBOURING DIVISIONS AND NOT ONLY FROM AHMEDABAD CITY DIVISION

As per Directorate No.12-5/89-UPE dated 19.6.89 the operative staff of the PSD has to be drawn from the willing officials of the neighboring divisions and rotated periodically. Presently willingness from only Ahmedabad City division is being called for. It is requested to include Ahmedabad GPO and Gandhinagar (Being twin city) at par with City division.

PROVISION OF SAFE DRINKING WATER AND OTHER FACILITIES AT CIRCLE BAG OFFICE AHMEDABAD

There is no clean water facility at CBO Ahmedabad. Water container at @ Rs.40/- is being purchased from pocket of staff per day. SP PSD may be advised to approve the expenditure or make arrangement of safe and cold drinking water. The cement floor of the building remains boisterous and staff has to sit besides muddy and dusty bags which may have so many bacteria and virus. It is required to separate seating portion by a partisan. Floor is required to be maintained and tiles of good quality is required to be placed on hygienic point of view as well as for proper preservation of bags etc.

ACTUAL SHIFTING OF  STAFF ON COMPLETION OF TENURE AT ADMINISTRATIVE OFFICES

Previously letters were written regarding continuance of particular staff at divisional office at Patan. No action has been taken. It is requested to issue a general instruction to physically shift the staff from administrative offices on completion of tenure. In several cases transfers are done only on paper and same persons work for years together. In many cases same staff is taken on deputation. It is requested to instruct all heads of unit to avoid such practice and terminate deputation arrangements.

It is understood that we can take only three items for one meeting but if the meeting is delayed, few more items may also be allowed. Remaining items may be kept in queue for next meetings.

UOI SLP AGAINST PRE-2006 PENSIONERS DISMISSED BY SUPREME COURT.

The Supreme Court has dismissed the SLP (Civil) 23055/2013 filed by Union of India against Delhi High Court judgement in pre-2006 pensioners case in WP 1535/2012 upholding the CAT PB judgement and Delhi High Court judgement. The above SLP came up for hearing on 29/7/2013 and the apex court dismissed the SLP on the same day.

Pensioners will now get arrears w.e.f. 1/1/2006 if their revised pension was fixed at less than 50 percent of the minimum of the pay in the pay band including grade pay thereon in the revised scale corresponding  to the pre-revised pay scale from which the pensioner has retired.

JUDGEMENT :
UPON hearing counsel the Court made the following order:

“We are not inclined to interfere with the order passed by the High Court. Consequently, the special leave petitions are dismissed. However, the petitioners are at liberty to raise all points before the Tribunal as and when the appeal”.

THIS  MATTER MAY BE INFORMED TO ALL OUR ELDERS..........
