I herewith forward mail received from Amreli unit which is self explanatory. Divisional heads are used to take number of staff on deputation on one or other plea from operative offices. In operative offices direct public work and other time bound work has to be completed and that too facing comparatively more shortage of staff. If staff of operative offices bear extra and huge burden, staff of administrative offices should also similarly share extra burden of any additional work by appropriate management in the office itself. It is not justice to ignore sufferings of operative offices for work of administrative nature. Administrative offices are headed by decision making authorities and therefore such unjust practices prevail at the cost of operative staff where officials of Gr.C cadre are heads of office and they have so many fear and limitations.
It is observed that at Junagadh division also three PAs are attached. In other divisions also there may be similar situation prevailing.
Even in such exigent situation staff of divisions are sent on deputation to RO, CO, Civil wing etc. I request to make a review by listing staff of divisions deputed outside and shortage faced in their division.
I have also worked in divisional office for long period and I know that work of G branch, A branch, CR branch, Fraud & Building branch etc can be easily combined or deferred on priority basis. I want to mention that work of less important nature has to be kept pending in operative offices also. Hence, the similar adjustments and management has to be adhered to in the administrative offices too.
It is therefore requested to issue all SPOs in the region to terminate all deputations in excess to sanctioned staff strength.
It is requested to take cognizance of this letter (mail). Pl also acknowledge and send a line in reply regarding action taken.

Subject: Regarding over staffing in the Amreli D.O.
Respected Comrade,
       Amreli H.O. at present facing acute shortage of staff, SB branch as well as account branch is running with shortage of staff since long and the work of short hands is being ordered to be managed with the available staff who are already overburden and working under pressure of huge workload.Such position not only impacts on quality of work but also on the health of staff facing shortage and overburden. On the contrary, three extra hands in addition to sanctioned strength have been attached at Amreli D.O. The action of the divisional head is against the instructions issued by the Directorate. 
         It is therefore requested kindly to take up the matter at appropriate level to set right the issue of shortage of staff in Amreli H.O. and over staffing in Amreli D.O.

Subject: Request for early process for in-house training and posting of new recruits.
Hon.Sir,
Namaskar. It has been brought to our knowledge that there are so many new recruited candidates whose medical fitness, all verifications and even PVRs are received are waiting for further process since long. For PVRs divisional heads are not required to wait. Two character certificates of Gazetted officers can be obtained and PVRs may come later on. In few divisions like RMS Rajkot, Bharuch etc all procedures are satisfactorily completed in respect of most of the candidates but Divisional heads are telling that after complete verification of almost all candidates, in-house training will be given and then appointment can be given in one lot. I think if in case of one or two candidates some verification is pending, all should not be kept waiting. Also for PVR adhoc appointment should not be delayed.
It is requested to issue instructions to all Divisional heads so that uniform approach may be adopted and all may not act differently according to personal understanding.
