successful Dharna of regional level at Rajkot on 27-2-15

Congratulations to All NFPE FNPO Team of Rajkot and leaders of all wings and all divisions of Rajkot region for organising Dharna program successfully as per decision of Postal JCA. We wish all success in further programs including Indefinite strike from 6-5-15.

Due to Swine Flue threat, Dist. Magistrates at Vadodara and Ahmedabad has issued notifications to apply Section.144 and put ban on any gathering, meetings, processions etc and as such  police authorities could not permit any program at Vadodara. It is obvious that at Ahmedabad also we may not perhaps get permission for any program on 2-3-15 at Circle office. However all CS of PJCA will attend at 11:00 am at C.O. and will handover a memorandum to the department through circle administration.

All are requested to attend March to Parliament by C.G. employees on 28-4-15 and book travel tickets well in advance.

EDITORIAL - DAK JAGRITI - MARCH 2015

CADRE RESTRUCTURING AGREEMENT OF GROUP ‘C’EMPLOYEES. DEPARTMENT’S DELAYING TACTICS SHOULD NOT BE ALLOWED.
POSTAL JCA SHOULD NOT FAIL IN ITS RESPONSIBILITY.

Cadre Restructuring agreement of the Group ‘C’ employees of the Department of Posts was signed by both the official side and staff side on 28.04.2014 after protracted discussions and hard-bargaining by the leadership of NFPE & FNPO. By 30.04.2015 first anniversary of the signing of the agreement will be over. Even after a lapse of nine months the proposal is still pending in the Postal Directorate. In all other departments like Railways, Income Tax, Central Secretariat etc. cadre restructuring is already approved by Government and implemented. Employees got the benefits months back. Postal JCA has included this demand in its charter of demands. The reply given by the Department is really shocking and shameful. After keeping the file in the cold-storage for ten months now the Postal Board says it want six months more time to process the proposal for submission to the DOP&T. Reply given by the Department in the minutes of the strike charter discussion is reproduced below:

“The examination of proposals regarding Cadre Restructuring will be expedited and will be sent to DOP&T within specified period as decided in the JCM meeting (i.e six month from 16.12.2014)”

So, as per the reply, for processing the proposal, the Directorate will take time upto 30.06.2015 i.e. fourteen months from the date of signing of the agreement. It is really shameful. After processing, the proposal is to be submitted to DOP&T for approval. If Postal Board can take 14 months for processing, DOP&T will definitely take minimum six months. After that approval of Finance and Law Ministry’s are to be obtained. Thus minimum it will take one more year from 30.06.2015. By that time 7th CPC report will be submitted and implemented by Government. Once 7th CPC recommendations are implemented the entire cadre Restructuring Agreement signed after 6th CPC report will become infructuous and Government will say fresh cadre Restructuring Committee is to be constituted after the 7th CPC. That means all the effort made by the Postal Federations will go in vain. This should not be allowed to happen under any circumstances. Postal JCA Leaders should rise upto the occasion.

All of us know that the cadre Restructuring agreement is a product of continuous struggle conducted by Postal JCA right from 2010 onwards. Postal Board adopted delaying tactics from the very beginning and everytime we countered it with serious agitations including serving of indefinite strike notice and mobilisation of the workers, which compelled the Postal Board to sign the agreement on 28.04.2014. If the agreement is implemented, the promotional chances of Group ‘C’ employees will increase three fold (three times). Further on completion of two years service in the third promotional scale they will get one more promotion i.e. fourth promotion. Every Group ‘C’ employee will be benefited and the long wait for getting more promotional opportunities will be over.

In the above circumstances, we cannot accept the stand taken by the Postal Board in the JCM Departmental council meeting on 16.12.2014 and also in the strike Charter discussion meeting on 05.02.2015. 6th & 7th Central Pay  Commissions are given only 18 months time by the Government for examining the wages and service conditions and giving recommendations regarding 30 lakhs of Central Govt. employees and about 20 lakhs Defence personnel which includes more than 60 departments and hundreds of various cadres and Pay Commissions are completing their work within the specified time. Here in the Postal department for processing an agreement signed by the Department and staff side 14 months time is being taken, that too not for final orders, but for submitting the proposal to DOP&T!!!. It is an insult to the entire employees who are eagerly waiting for orders. Their hope and aspirations cannot be allowed to be shattered, because of the indifferent attitude of the Postal Board.

Postal JCA leaders should take a firm and uncompromising stand and should demand implementation of the cadre restructuring proposals (not merely processing for submission to DOP&T) before 30.04.2015. Orders are to be issued before 30.04.2015. Otherwise we should go for indefinite strike as already decided by Postal JCA.

It is an agreement signed by the Department and it should not be allowed to lapse automatically after 7th CPC finalizing its report. DOP&T will not allow any cadre restructuring Committee Report constituted after 6th CPC to be implemented after 7th CPC recommendations. Once 7th CPC recommendations are submitted to Government, DOP&T will simply reject the agreement and advise Postal Board to reconstitute another Cadre Restructuring committee after implementation of 7th CPC recommendations. So let us understand the seriousness of the situation and rise upto the occasion.

Biennial Divisional Conference of Ahmedabad City Division on 22-02-2015

Biennial Divisional conference of Ahmedabad City division will be held at Paldi PO on 22-2-14 at 10:00 am onwards.

Com. S.K.Vaishnav Circle President and Circle Secretary will attend the conference.

Ahmedabad city divisional union has suffered much of organizational crises on account of prolonged illness of previous Divisional Secretary and subsequently non deposits of any amount of fees, collected from pay of members, to any higher bodies or any divisional office bearer and filing numerous court cases etc. Union could not recover huge amounts or any accounts for the amounts of fees to the tune of Rs.4.18 lacs. Off course, we have also filed legal complaint for misappropriation of amount of union fees by the said predecessor. During this long period, our divisional branch did not satisfactorily function. Now we have come out from clouds. Cases will be decided by legal authority. Com. N.D.Patel took union on right path despite so many difficulties, controversial circumstances and limitations. 

We have so many agitation programs to launch in next 3 months. NFPE is a mighty organization and we are part of it. We represent all justified staff problems to appropriate authorities without any fear or bias. We know there are so many issues concerning staff of Ahmedabad city division require attention on top priority at Divisional level. We need young generation taking active interest and contribute their abilities for advancement of union activities. We have a strong front line seniors' guidance, leadership and treasure of experience. If we can combine our forces and streamline the divisional union, I have no doubt that our Ahmedabad city divisional branch will be again on the Top and the strongest branch in Gujarat circle.

With these comments and background, I wish the coming most important biennial Divisional conference a grand success.

COM. S.K. VYAS IS NO MORE

          Com. S.K. Vyasji, the legendary and  Veteran leader of Central Government Employees  and Pensioners  passed away on 13th Feb-2015 in a hospital at Jaipur  where he was  admitted  after massive heart attack. He was 85 years of age. His funeral took place at Jodhpur, his native place on 14th February, 2015.

            Com. Vyasji was the Secretary General of Confederation of Central Government Employees & Workers for 40 years from 1967 to 2006, He was Secretary General and President of All India Audit & Accounts Association for a long period. He was always on fore front of all movements. His contribution towards Pay Commissions related activities is unforgettable.

            NFPE and all affiliates extend heartfelt condolences to his bereaved family members and to all Central Government employees and pensioners.

NATIONAL JCA STRUGGLE PROGRAMME – 30 LAKHS CENTRAL GOVERNMENT EMPLOYEES ARE GOING AHEAD WITH THE INTENSIVE CAMPAIGN AND PREPERATIONS FOR AN INDEFINITE STRIKE

As already decided by the 11th December 2014 Delhi National Convention of the JCM National Council staff side organisations, intensive campaign and preparations are going on in full swing all over India to make the proposed Parliament March of April 28th and the indefinite strike a historic success. The meeting of the National Joint Council of Action (NJCA) held at New Delhi on 16.02.2015 reviewed the preparations and took the following decisions.

(a)   State level joint conventions, wherever, it is not yet held, should be completed without any further delay.

(b)   On 2nd March 2015 Dharnas and Demonstrations should be held in front of all District Collector offices and hand over memorandum to the collector. (Draft memorandum will be exhibited in website) District level Action Committees may also be formed to spear head the agitational programmes.

(c)  Massive rallies should be held between 23.03.2015 to 11.04.2015 at every state capital of India and memorandum will be submitted to Governor of every state.

3. In the Parliament March on 28.04.2015 each organisation should ensure maximum participation of their members.

4. Press conferences may be held at all levels and Posters, leaflets printed and circulated widely.

CONFEDERATION NATIONAL SECRETARIAT DECISIONS

          The extended National Secretariat of the Confederation was held at New Delhi on 17.02.2015 and took the following decisions.

                  In the Parliament March, minimum 30000 employees should participate representing the Confederation. They should participate with banners, flags and play cards of each affiliated orgnanisation of Confederation.

An Appeal by NFPE to clear outstanding quota on priority basis.

Dear Comrades,
It has been once again pointed out by Com.R.N.Parashar Secretary General NFPE that many division of Gujarat circle are lagging behind in remitteof quota to NFPE. This is something pinching to Circle union also. Why we can't remit quota regularly? 

Please check your accounts. If any receipts are pending from any higher ups, write/mail under intimation of Circle union. Calculate amounts received and due for remittances. Pl clear all quota up to 31-3-15 as early as possible.

Written notes were handed over to DS of some divisions at Rajkot CWC but no response..

Pl understand your responsibilities and take care of image of your division as well as Gujarat Circle.

DISCRIPTION OF IMPORTANT ISSUES
 IN RESPECT OF POSTAL DIVISIONS OF HQ REGION
REQUIRING URGENT AND SERIOUS CONSIDERATION BY THE ADMINISTRATION

HOLDING OF FORMAL MEETINGS WITH UNIONS AS PER PRESCRIBED PERIODICITY:

It is experienced since last one year and more that Bimonthly meetings are held at very long intervals. On so many occasions dates for meetings are fixed and deferred for uncertain periods and then skipping the meetings.  Similar is the situation for other formal meetings also. There had been item even in RJCM and instructions were given for timely holding of meetings but there is no change. Number of items may not be restricted to three when the meetings are delayed. Staff side has to write letters on various issues but after acknowledgements from R&E Section, no replies are received at all from concerned sections. It is requested to issue suitable instructions to all concerned sections.

ABNORMAL DELAY IN CIRCULATION OF LIST OF ELECTED OFFICE BEARERS OF AIPE UNION GROUP ‘C’ GUJARAT CIRCLE

The list was sent by Email as well as by Speed post to Circle Office on 1.12.14 for circulation but unfortunately it has not been circulated till this date. Staff side feels very unpleasant about such delay.

ENSURING SUPPLY OF ADEQUATE QUANTITY OF APPROPTIATE QUALITY COMPUTER STATIONARY TO DIVISIONS

It has come to our knowledge from our representatives of Sabarkantha and Mahesana divisions that the computer stationary (report papers) locally available were purchased by the divisional heads after observing   due formalities but it is insisted upon them to purchase paper available at Ahmedabad which is at the less cost of few rupees but quality of that paper is very poor comparing to that purchased by the divisions locally and on other hand due to poor quality approximately 20% quantity is wasted as it is dumped in printer and torned. Staff side has satisfied by examining both papers and it is our opinion that use of poor quality of papers should not be insisted upon them. It actually results in wastage and loss in addition to transportation.

ISSUE OF ORDERS OF POSTINGS, BEFORE CALCULATION OF VACANCIES FOR NEW RECUITS, IN RESPECT OF THOSE OFFICIALS WHOSE TRANSFER UNDER RULE 38 TO AHMEDABAD CITY DIVISION HAS ALREADY BEEN APPROVED BY THE CIRCLE OFFICE

It has been represented by the concerned staff that approvals were granted for transfer under rule 38 to Ahmedabad City division long back but new recruits are coming in and old cases of rule 38 transfers are not settled. It is requested to make a review of the facts and circumstances and to ensure that officials waiting for their postings are considered first and vacancies are filled up after such consideration.

ENGAGEMENT OF OUTSIDER GDS ON THE VACANT POST OF GDS PACKER UNJHA UMIYA MATAJI POST OFFICE.

Since long time post of GDS packer Unjha umiya mataji PO is vacant. GDS of other PO is coming at this PO for work in addition to work of his own PO where he is posted. The poor GDS cannot be entrusted duty beyond 5 hours but he has to work throughout the day for 7-8 hours and even in that circumstances the SPM Unjha Umiyamataji PO has to face acute difficulties due to non availability of GDS at his office. It is obvious that Unjha Umiya mataji temple is very prominent pilgrimage place and so many officers and other visitors from all cadres and officers are visiting frequently there. It is required that Outsider GDS is engaged till appointment or redeployment of other GDS is feasible. It is requested to instruct concerned divisional head to resolve the problem at his level.

RELOCATION AND IMMEDIATE SHIFTING OF MAHESANA RAILWAY COLONY PO TO OTHER LOCATION OR AT ANY ROOM IN HPO BUILDING ON GROUNDS OF VERY RISKY BUILDING

Staff side has personally visited Mahesana RC Post office and seen that the 60% portion of slab of the building is broken and pieces of plaster has dropped down and it appears prima facia that there is a danger of life at this building. There is also no toilet facility available. The lobbies of the PO portion which is situated on first floor is covered by bags of grains and entire area is very dusty and dirty. It is proposed to shift and relocate this PO at Radhanpur chokdi area where business is also expected to increase double to present and till any such action is taken it is required to immediately shift this PO to any room of HPO building to avoid cost of life of employees working at this office.

SHIFTING OF PANCHOT PO BUILDING (MAHESANA DIVISION) TO ANOTHER LOCATION

The Panchot PO building in Mahesana division is in worst condition. The quarter is also un-residable. There is no toilet facility also. It is required to shift the PO to another suitable building. The quarter portion can be surrendered to the landlord and he would decrease rent of PO building. Concerned staff is put to unnecessary loss by keeping unresidable quarter and PO. Suitable action is require to be taken early.

CASES OF UNSUITABLE BUILDINGS IN MAHESANA DIVISION REQUIRES TO BE DECIDED EARLY

PO buildings at Kada PO, Mahesana RC PO, Kamli PO and Jhotana PO are in worst condition. Wherever repairs are possible, it should be done on priority bases. By forcing staff to occupy quarters which are not worthy to reside, injustice and loss is caused to them. Divisional head has also sent some proposals to C.O. It is requested to attend these cases early.

IRREGULAR FORCE ON POSTMASTER PALANPUR HO FOR ATTENDING COURT CASES.

PM Palanpur is asked as a routine to attend court cases always. Incumbent on the post of IP PG is also available at this division. It is quite improper to ask Postmaster of HO to attend court cases as a matter of routine. The PM has to attend other important work at his office and supervising/attending work with public. It is requested to ask concerned head of the division suitably to avoid such extra pressure on PM.

NON DRAWAL OF TRANSPORTATION ALLOWANCE (TRA) TO OFFICIALS OF SABARKANTHA DIVISION DEPUTED OUTSIDE THE DIVISION.

There are so many officials of Sk division working on deputation outside the division. The accounts section is not drawing TRA to them. There is no support of rule. Official works at Himatnagar or at Ahmedabad on deputation, he is entitled for drawl of TRA. No representation to local officers are taken any cognizance. It is requested to issue instruction to concerned Divisional Head to cause settlement of the issue within provision of rules early.

EARLY CONDEMNATION OF OLD COMPUTERS/PRINTERS AND SUPPLY OF NEW ONE AND SUPPLY OF BATTERIES TO ALL NEEDY OFFICES IN HQ REGION.

There is uproar on the issue in almost all divisions. Ahmedabad city division is facing acute shortage of printers and proposals have been sent by the SSPOs to CO in the matter. Complaints from Mahesana and Patan division are also a routine where there are expired batteries at most of the offices and due to nonworking UPS there may be loss of data or any other consequences . It is requested to complete condemnation process as fixed schedule and take up cases for replacement.

CIRCULATION OF LIST OF POSTS/OFFICES WHERE OFFICIALS ARE COMPLETING TENURE IN AHMEDABAD CITY DIVISION TO ENABLE OFFICIALS TO KNOW WHERE VACANCIES ARE AVAILABLE AND TO SUBMIT APPLICATION FOR THE CHOICE OFFICES.

Most of other divisions are circulating list of posts due for falling vacant on account of rotational transfers. It enables all officials to know where there will be vacancy, so that they can apply for only those post/offices where vacancy is sure to arise. SSP Ahmedabad city division is not ready to do so. It creates such a situation that officials are contacting various offices/mediators and offices to know whether any vacancy is there or anybody is completing tenure there. Only few officials having relations with staff at Divisional office can procure correct information. Staff side feels that there should be no harm in circulating list of officials completing tenure and posts falling vacant. It is requested to instruct SSP Ahmedabad city division to be kind and broad hearted on the issue.

REQUIREMENT OF IMMEDIATE REPAIR OF LORRY FOR CARRYING MAILS AT SIDDHPUR PO.

The Lorry is broken and the mail guard has to face trouble at Siddhpur PO. It is requested to ask concerned SP to take remedial action early. The matter was frequently brought to the notice of divisional administration but no action was taken therefore it is required to issue suitable instructions to the divisional head concerned.

APPROVAL OF AMA AT HIMATNAGAR IN SABARKANTHA DIVISION AND AT PATAN.

Proposal for approval of Dr.Bharat Shah as AMA at Himatnagar has been sent to the circle office. It is requested to take affirmative action for approval considering difficulties of staff in consulting doctor. Similarly proposal for approving Janta Hospital at Patan also needs process and approval. It is requested to decide cases early.

NEED FOR MODERNISATION OF MODASA MDG UNDER PROJECT ARROW.

There is a very spacious departmental building at Modasa MDG and worth for modernization under project arrow. It is requested to examine the case.

PROVISION OF HYGINIC DRINKING WATER AND SUPPLY OF RO SYSTEM AT AMBAJI PO.

The water is very salty and not worthy for drinking at Ambaji PO building which has also IQ. Many officers are also visiting Ambaji being a very reputed pilgrimage place. It is requested to cause supply of R.O.System here to protect health and maintain hygiene of the staff.

 RECOVERY OF UNION SUBSCTIPTION AT THE PRESCRIBED RATE AT GANDHINAGAR DIVISION.

Union subscription was revised as Rs.50/- w.e.f. 01.07.2013 and the Directorate had also circulated the memo but the same was not implemented at Gandhinagar division. It is requested to ensure recovery of arrears of difference.

ACTUAL SHIFTING OF STAFF FROM DIVISIONAL OFFICES ON COMPLETION OF TENURE.

Previously also union item was taken and suitable instructions were issued. Case of Patan division was described as example. There, the same staff in divisional office are being continued by ordering transfer on paper only on completion of tenure. No one should be indispensable for any office. It is not acceptable that officials are continued by taking on deputation to avoid process of approval of extension from the DPS. Rules of rotation must be adhered to and any deputation arrangements should be terminated. More over details of officials working at present at Patan division in the divisional office may be obtained with details of offices where they worked in last 20 years. It will be seen that they are not shifted at all. For other divisions also there may be similar situation. It is requested to take concrete action in the matter to avoid situation of monopoly of particular officials only in the administrative offices.

PROVIDING SEPARATE COMPUTER SYSTEMS TO OFFICIALS WORKIING IN POSTMASTER CADRE, SUPERVISORS AND HEAD OF THE OFFICES IN AHMEDABAD CITY DIVISION IN SPECIAL AND IN ALL POST OFFICES OF HEAD QUARTER REGION IN GENERAL.

It has been resentfully represented by the officials working in Postmaster cadre, as heads of offices, in Ahmedabad city division that separate computer systems are not provided to them. Staff side requests to work out number of supervisors working in post offices without separate PC and requirement for supply even from administrative point of view. The supervisors has to undergo various precautions, keep their ID password safe and separate, authorize transactions and do other responsibilities for which it is absolutely required that they have separate computer systems. It is requested to examine.

HOLDING OF DPCS AS PER SCHEDULE AND WITHOUT DELAY .

It is requested to convene DPCs without delay. If DPCs are convened late, it is required to take officials in zone of consideration on the basis of eligibility on the delayed dates. For example, APM Accounts Bhuj HO has completed three years of service and eligible for promotion in HSG II cadre. The DPC was not held throughout the year 2014. Now when the DPC met in 2015 he was eligible for consideration but it was not done. Eligibility criteria for DPC due in 2014 should be revised if the DPC meets in 2015. The official concerned will make representation as an individual but this is just an example here.

Repairs of lavatory at CBO Ahmedabad.
The lavatory bloc is in totally worst condition at CBO Ahmedabad. Fresh flooring and western type latrine facility needs be restored on priority basis to ensure hygiene of staff working there. Previously also items taken in bimonthly meetings has not been settled regarding flooring, dust resistance and clean drinking water. Staff side urges to look into.

REQUEST FOR EFFORTS FOR DECLARATION OF NEW YEAR DAY AS CLOSED HOLIDAY IN GUJARAT CIRCLE.

Diwali period is the most festive period and the New year day following Diwali is considered and celebrated as most auspicious day in Gujarat. It is requested to take up in concerned committee to declare   New Year day as closed Holiday in Gujarat circle.


DECIDING CASES OF REPRESENTATIONS AND APPEALS AFFIRMATIVELY AND SPEEDILY AT CO LEVEL.

Postal staff is working under stress now a days and they have to sit late in Post offices to cope up with the work. On migration to CBS we know, staff has to face so many teething problems. We know, we have to take our department to hights in giving better public services and stand strongly in the market. It is also seen that Divisional heads are issuing charge sheets and orders of Dies non even in trivial matters. Our intention is not to discuss any individual cases. Strong action in trivial matters demoralize staff. We are working hard as a hard working force without extra remuneration in general. In deciding dies non cases and disciplinary cases there is so much delay and harshness. Staff side urges to soften approach, except in severe cases of indiscipline or fraud cases, in dealing with staff representation and boost enthusiasm in staff.


REQUEST FOR ISSUE OF INSTRUCTION FOR KEEPING ONLY JUSTIFIED AND SANCTIONED STAFF IN DIVISIONAL OFFICES CONSIDERING ACUTE SHORTAGE OF STAFF IN OPERATIVE OFFICES.


Under one or other plea, extra staff is engaged by deputing officials from operative offices, ignoring acute shortage and live public work at operative offices. This happens only because DO is headed by officers and operative offices are headed by officials of PA cadre! If work in operative offices can be combined and single official can manage more then 2-3 branches, work in DOs can also be managed similarly in case of extra work. It is requested to issue a general instruction in the matter so that deputations to administrative offices without extreme need can be avoided and operative offices may not have to suffer avoidable shortage of staff.
