WE ARE STRONGLY AGAINST UNDUE PRESSURE ON GDS EMPLOYEES IN MANY DIVISIONS OF GUJARAT CIRCLE AND PARTICULARLY IN GANDHINAGAR DIVISION

Recently we were informed that in Gandhinagar division in last month, the SSPO had withheld pay of 200 GDS and paid on 11th. This month pay of 117 GDS have been withheld and not paid till 12.10.11. This was on account of poor RPLI work!

The SSPOs issued Charge sheet to 60 GDS employees at a time for not attending RPLI mela and likely to take disciplinary action. He has put off duty three GDS in short time. He says in meeting at SOs that you go to your union leaders and they can not save you from action. Let them go any where. I will take action. Thus he pointlessly involves union. This shows his mindset.

He is not at all sanctioning GEB MIS Speed post etc incentive bills. The SSPO also issued a major charge sheet on 26.09.11 to one PA SBCO on trivial matters even when the official was due for retirement on superannuation in next four days. This is extreme level of harshness. We are thankful to Circle administration for intervention in such case and dropping of such Charge sheet.

The SSPO is used to address employees in singular and curt language.

The SSPO also do not permit any staff member to meet him and when all Circle Secretaries desired to meet him for discussion on problems and amicable solutions, he had no time! All C/S had to prepare a detailed Memorandum which was submitted to Circle Office, Ahmedabad on 13.10.11.

Our intention is to convey a clear message that there are many positive ways and means to encourage staff for better performance and gearing up achievement of targets fixed by higher officers but suppression, humiliation and threaten for disciplinary action on small matters will demoralize staff and reduce their efficiency and enthusiasm.

BUSINESS VENTURE: REQUIRES AN INTROSPECTION


DEVELOPMENT OF BUSINESS BY THE DEPARTMENT BY SALE OF PRODUCTS TO POSTAL EMPLOYEES!

Are the India Post is really doing Business? Will there be any profit and loss accounts to analyze the business activities? Whether so called marketing activities really reveal the skills of marketing? This is a Thousand Million Doller Question.

The trust of general public with post offices is now being used for sale of promotion of M/s RML Gold Coins. Without any efforts, the RML is having 75% of the profit of sale of Gold coin at PO. If the Department would have imported the same from World Gold Council and marketing it through post offices, it will be the real business.

DO YOU KNOW?

Some Superintendent of Post Offices in Gujarat Circle forced on the back door to all employees including GDS employees to give a declaration of willingness to purchase one gram gold coin and to deduct it’s cost from the amount of Bonus payable to them! One division could sale 800 coins of 1 gram. We have nothing to say if any employee desires to purchase gold coins from PO but it is obvious that SPOs are using their position to do the business within our employees. When they obtain willingness/declarations from employees, we can not say that there was any force! How claver are they!

Most of the Superintendents are forcing to open accounts by hook or crook and stops pay of the poor GDS employees. They force for opening accounts of even denomination of Rs.10/- in the name of family members of GDS. Then pay is released! Similarly for RPLI policies, so many BPMs have to take policy of their own family members to show the work.

We really believe that all SPMs / BPMs and every one employed in the department must work hard for procuring business and no deliberate negligence can be tolerated but it has become a practice to force business by sale of products to employees themselves. This is not a fair picture. This is not a real business. This is exploitation of employees who fears to raise voice because they are worried of bias action against them.

We request administration to come on earth and not fix unrealistic targets. In Maharashtra Circle, unrealistic targets have been fixed for sale of the books on yoga published by Baba Ram Dev at the cost of Rs.250/- per book. Is it our duty? One Calendar called as ‘ Mahalaxmi Dindarsika’ is being marketed across counter and targets fixed to staff for the cost of Rs.18 whereas the same is available for Rs.15/- in open market.

Mahalaxmi Lottary tickets are being marketed in Punjab Circle!

Railway department allotted 3000 sq ft portion to India Post for their activities in Munmad R.S. in Maharashtra Circle in which the department is utilizing for the Patanjali Herbal Products of Baba Ramdev! Herbal products and medicines are marketed in PO. Whether are we having any license to sale medicines in Pos? If any mishap happens who will be held responsible?

Chhotukul, the small refrigerator of Godrage Company is marketed by the Post Office for the Price of Rs.3490/- but it is available in the market for the MRP of Rs.3250/-. In Maharashtra Circle, all GDS aand Departmental employee are being compelled to purchase chhotukul due to unrealistic targets fixed for its sale. The SSPO Orangabad division provided pay recovery of GDS in case of loans obtained from Postal Co operative society for purchase of Chhotukul!

WE ARE FULLY IN FAVOUR OF DEVELOPING OUR OWN BUSINESS. Let us have more and more targets for expanding our PLI RPLI services. Let us tie up with business of marketing activities with State Govt. Public sector and Central Govt. Organisations. Let us do all the business pertaining to collection of Taxes, Electricity Bills, Water bills etc across the counter. There is no need for fixing any unrealistic targets other than out own products. Let us do the Census work, UDAI work, NREGIS and all other socially committed jobs with the existing staff. Let us strengthen our SB and proposed Post Bank. Above all, we shall concentrate our prime work of collection, transmission and delivery of mails in effective manner by taking the staff side into confidence and at the time of making changes and defeat the real challenge now posed before Postal Department.

Subject: Strengthening of Vigilance set-up in Ministries/Departments.

The Government had constituted a Group of Ministers (GoM), on 6th January, 2011 with the approval of the Prime Minister to consider measures that can be taken by the Government to tackle corruption. One of the terms of reference (ToR) of the GoM was to consider and advise on ‘Fast tracking of all cases of public servants accused of corruption “. The GoM, while considering this (ToR) also considered certain important recommendations of the Hota Committee (Committee of Experts to review the procedure of Disciplinary/Vigilance Inquiries and recommended measures for their expeditious disposal) has made a recommendation that vigilance administration of the Central Ministries/Departments may be strengthened.

This recommendation of the GoM has been accepted by the Government. Accordingly, and all Ministries/Departments are advised to strengthen their vigilance administration with requisite manpower with a view to ensuring expeditious disposal of disciplinary cases. The Ministries/Departments may, where appropriate, consider setting up of a monitoring cell to review and monitor the progress of all pending Disciplinary Inquiries on a day-to-day basis, with a view to ensuring their timely conclusion.

GRANT OF OFFICIATING PAY AND ALLOWANCES TO SELECTION GRADE OFFICIALS - REG.


D.G. Posts No. 137-64/2010-SPB.II Dated 28th July, 2011

I am directed to say that the matter regarding grant of officiating pay to Selection Grade officials who held the Selection Grade posts on officiating basis has been under consideration in consultation with Estt. Branch of the Department.

2. As regards filling up the posts of short term vacancies, it has been laid down in Department of Personnel & Training vide their OM No. 28036/8/87-Estt (D) dated 30.3.1988 and Om No. AB.14017/54/2003-Estt (RR) dated 4.12.2003 circulated vide this Department letter No. 137-2/2004-SPB.II dated 13/13th January, 2004 and No. 137-99/2009-SPB.II dated 32.12.2009 that hose employees in the feeder grade who fulfill the eligibility conditions prescribed in the Recruitment Rules should be considered for ad-hoc promotion.

3. Rule 27 of Postal Manual Volume IV provides that for officiating appointments once the list of approved officers are prepared by Department Promotion Committee and finally approved by Government or the appointing authority, no departur4e from the order in the list should ordinarily be made provided that when administrative exigencies require it, a person not in the list or not the first in order in the list , may be appointed for a period not exceeding three months.

4. Rule 50 of Postal Manual Vol. IV provides for officiating arrangement for filling up of vacancies of short duration i.e. not more than one month`s duration and more that four month`s duration in the cadres in which promotion is made from officials working in different stations, sub –divisions or divisions in a circle and in the cadres in which promotion is made from officials in the same office of station. In the case of vacancies of not more than one month`s duration in a Division , officiating arrangement may be confined to the officials at the station where the vacancy occurs even if this involves the supersession of a senior qualified official by a junior official who is actually appointed to act. In the case of a station where there are more offices than one each independent of the others, the officiating promotion may, at the discretion of the sanctioning authority , be confined to the office where the vacancy occurs. In the case of vacancies of more than one month but not exceeding four month`s duration , officiating arrangement may be confined to the officials in the office, sub-division or Division where the vacancy occurs on the same conditions as in the case of preceding clause.

5. Rule 50 also states that in special circumstances in which strict adherence to the above procedure may not be practicable or desirable from the administrative point of view, the sanctioning authority may at his discretion make acting arrangement as per administrative requirements.

6. In view of the above position, officiating arrangements may be made in accordance with Rule 27 or 50 0of Postal Manual Vol. IV or as per the instructions of DOP&T and Ministry of Finance, as the case may be. Such an official who fulfills the criteria laid down in the Recruitment Rules prescribed for such post and is thus eligible to be appointed to higher post is posted to officiate against the norm based supervisory post in LSG, HSG-II and HSG-I cadre on a whole time basis should be remunerated by allowing the pay and allowances in the pay scale/pay band + Grade pay attached to the higher posts, for the period the official continues to officiate in it, provided the provisions of FR-35 are not invoked by the appointing authority, which is normally done in case of ineligible officials appointed to the higher posts in exigency of service.

7. Fundamental Rule (FR-) 49 provides for appointment of a Government servant already holding a post in a substantive or officiating capacity to officiate as temporary measure in one or more of their independent posts at one time and admissibility of pay for holding such post. Appointment under FR 49 normally does not arise in case of operative offices in the Department of Posts such as Post Offices and Mail Offices in respect of Gr. C posts. However, if there are any isolated case and /or exception is there, the provisions contained in FR-49 may be invoked. In such cases, when a Postal Assistant (not granted financial upgradation under TBOP) being eligible is appointed to officiate for whole time in a norms based LSG (SPM/.APM) etc. post which is in the line of promotion, in addition to his duties in PA/SA posts, he may be allowed the pay attached to the norm based LSG post without any additional pay/allowance for performing the duties of lower posts of PA/SA. If the government servant is directed to hold the dual charge of two posts in the same cadre carrying identical scales of pay, no additional pay is admissible except special pay, if any attached to the additional post.

8. No additional pay and /or special pay/allowance are admissible for holding current charge of the routine duties of another post.

9. Keeping in view the above , it has been decided with the approval of competent authority that in case a Postal Assistant (PA) or sorting Assistant (SA) as the case may be (who was not granted financial upgradation under TBOP or BCR Scheme) was appointed to officiate/hold full charge of a norm based supervisory Lower grade Selection Grade (LSG) post in accordance with the Rule 27 or 50, he /she maybe allowed the pay and allowances attached to the higher post subject to the satisfaction of all other relevant conditions. Similarly, in case of an official holding LSG or HSG-II norm based post on regular basis was appointed to officiate /hold full charge of a norm based higher/supervisory Higher Selection Grade –II (HSG-II) or Higher Selection Grade-I (HSG-I) post, respectively, in accordance with Rule 27 or 50 , he /she may also be allowed the pay and allowances attached to higher post.

10. Further as regards past cases of PA/SA granted financial upgradation under TBOP scheme appointed to officiate /hold full charge of a supervisory norm based LSG as per Rule 27 or 50, he/she was entitled to draw pay and allowances permissible under TBOP scheme which happened to be in the pay scale of LSG post. Similarly, if an regular LSG official granted financial upgradation under BCR scheme was appointed to officiate /hold full charge of supervisory norm based HSG-II post, as per Rule 27 or 50, he/she was entitled to draw pay and allowance permissible under BCR scheme which happened to be in the pay scale of HSG-II. In case, a regularly appointed HSG-II official was appointed to officiate /hold full charge of supervisory norm based HSG-I post, as per Rule 27 or 50, he/she was entitled to draw pay and allowances attached to the post of HSG-I.

11. The TBOP/BCR schemes have since been abolished w.e.f. 1.9.2008 on introduction of MACP scheme. The scheme envisaged merely placement in immediate next higher grade pay in the hierarchy of the recommended revised pay bands and grade pay as given in the CCS (Revised Pay) Rules, 2008, counted from the direct entry grade on completion of 10,20 and 30 years service respectively and is admissible wherever a person has spent 10 years continuously in the same grade pay. Thus, the grade pay at the time of financial upgradation under MACP scheme, in certain cases differ than what is available at the time of regular promotion. In such cases, the higher grade pay attached to the next promotion post in the hierarchy of the concerned cadre will be given only at the time of regular promotion.

12. In view of the position mentioned in the above paragraph, in case, a regular appointed PA/SA granted financial upgradation under MACP-I is appointed as per Rule 27 or 50 to officiate/hold full charge of norm based LSG post, he/she will be entitled to draw pay and allowances attached to the post of LSG as both MACP-1 and LSG carry the same grade pay of Rs.2800/-. However, if such PA/SA granted MACP-II or MACP-III is appointed to norm based LSG post, he/she will be entitled to draw pay and grade pay attached to MACP-II or MACP-III as the case may be subject to the satisfaction of all other/relevant terms and conditions.

13. Similarly, in case an officials holding the norm based LSG post on regular basis who is in receipt of MACP-II or MACP-III, as the case may be , is appointed to officiate/hold full charge of supervisory HSG-II post, in accordance with Rule 27 or 50 , he /she would be entitled to continue to draw the pay and grade pay etc. attached to MACP-II or MACP-III as the case may be subject to the satisfaction of all other/relevant terms and conditions.

14. In case, an official holding the norm based HSG-II post on regular basis was already in receipt of MACP-II is appointed to official/hold full charge of a norm based supervisory HSG-I post, in accordance with Rule 27 or 50, he /she would be entitled to continue to draw the pay and grade, etc. pay attached to HSG-I post subject to the satisfaction of all other/relevant terms and conditions. If such HSG-II official who in receipt of MACP-III is appointed to officiate/hold full charge of norm based HSG-I post in accordance with Rule 27 or 50, he or she would be entitled to continue to draw the pay and grade pay , etc. attached to HSG-I post subject to the satisfaction of all other/relevant terms and conditions.

15. The above illustration is given in cases of PA/SA who are appointed recruit as Direct Recruits. There could be cases where Multitasking Staff (MTS) or Postman/Mailguard who have reached the level of PA/SA by promotion are detailed to officiate on higher post as mentioned above. In such cases also, care may be taken to fix their officiating pay under rule 27 o9r 50 after taking into account the upgradation under MACP and / or promotion granted to them.

16. The past cases, if any may also be regulated accordingly.

Subject: Consideration of persons with disabilities for promotion against unreserved vacancies-reg.

The undersigned is directed to say that representations have been received stating that some Ministries/Departments etc. do not consider the persons with disabilities for promotion to Group 'A' and Group 'B' posts, even if such posts are identified suitable for them, on the ground that there is no reservation for persons with disabilities in the matter of promotion to such posts. In this regard, attention is invited to para 6 of this Department's OM No. 36035/3/2004-Estt.(Res) dated 29th December, 2005, which provides that a person with disability cannot be denied the right to compete for appointment against an unreserved vacancy in a post identified suitable for persons with disability of the relevant category. It is hereby clarified that if promotions are made to a Group 'A' or Group 'B' post, which is identified suitable for persons with disability of a specific category, the persons with disability of relevant category in feeder grade, if any, shall be considered for promotion to the post by applying the same criterion as applicable to other persons.

Sir/Madam,

l am directed to refer to this Department's letter of even number dated 14th January 2011 on the above mentioned subject and to say that it has been decided with the approval of Department of Personnel & Training to further continue the ad-hoc arrangements for a period of six more months i.e. upto 19th November, 2011 or till the Recruitment Rules are finalized and regular arrangements are made in accordance with that, whichever is earlier. It has also been decided to continue the ad-hoc arrangement made as per Sub-para 3(ii) of this Directorate letter dated 01st May, 2009 for a period of six months or till the Recruitment Rules are finalized and regular arrangements are made in accordance with that, whichever is earlier.
7. It is, therefore, requested that the ad-hoc promotion initially made in HSG-I as per instructions contained in this Department's letter even number dated 20th November, 2006 and as per Sub para 3(ii) of the letter dated 01 May 2009, may be further continued accordingly.

GRANT OF LEAVE TO THE STAFF WORKING UNDER HSG-I POSTMASTER

It is observed that HSG-I Postmaster is competent to grant only casual leave to the staff working under him/her. The applicants for grant of other kind of leave to staff are forwarded by him/her to the Division Office for approval. It has been brought to the notice of the Directorate that at times the said procedure takes time and if such officials who do not have casual leave left in their accounts want to proceed on earned leave immediately due to some unforeseen circumstances, they face problems in proceeding on leave at short notice.

2. The matter has been looked into. It has been decided by the competent authority in the Directorate that in such pressing circumstances HSG-I Postmasters while recommending earned leave may relieve the official of his duties in anticipation of grant of leave by the competent authority provided:

i. The earned leave applied for by the individual is not for more than the period of three days.

ii. No substitute is required in case the official proceeds on leave.

iii. The leave may be recommended by the HSG-I Postmaster by recording that it is being recommended subject to the availability of leave in the credit of the applicant.

iv. The official may be relieved after duly following the procedure of handing/taking over the charge.

v. If later on the sanctioning authority finds that the official does not have the leave applied for to his credit he should obtain the revised application from the individual for the kind of leave he/she is entitled to at the earliest.

vi. If the official needs earned leave for more than three days or wants to extend the earned leave beyond three days he should apply for same well in advance so that it is sanctioned as per the existing procedure.

Attention of all concerned is invited to Annexure-III of this Directorate order No. 6-1/2009-PE.II dated 08.10.2009 containing details of existing and revised benefits under nature of benefit named 'Severance Amount'.

2. In this context, it is to clarify that the present benefit shown against Severance Amount also includes Severance Amount on absorption on regular posts payable @ Rs. 20000/- (Rs. Twenty thousand only) to an EDA (now called GDS) absorbed on regular basis against a departmental post after 15 years of continuous service as ED Agent (now called GDS) in the light of the common recommendation made by the GDS Committee in Para 14.14.1. Therefore, the revised benefit indicated against nature of benefit 'Severance Amount' is applicable not only on retirement/death but also on absorption against departmental posts @ Rs. 1500 for every completed year of service subject to maximum of Rs. 60000 with reduction in minimum eligibility to 10 years.

3. Therefore, the words "Severance Amount on retirement/death" may be taken as inserted on the top as headline above the existing para under present benefits against 'Severance Amount' starting with "A lump sum severance amount and ending with amount paid is Rs. 20000." Below this para, a new headline as "Severance Amount on absorption on regular posts" & a para beneath it starting as "Severance amount of Rs. 20000 (Rs. Twenty thousand only) is paid on absorption on regular basis against a departmental post after 15 years of continuous service" may also be taken as inserted & accordingly the Annexure III to this Directorate Order No. 6-1/2009-PE II dated 09 Oct 2009 may be taken as amended. Punishment for Corrupt Officials

The Government is considering a set of proposals to cut the time taken to penalise delinquent Government officials including sacking of officials found to be involved in corruption.


The Government had appointed a three member Committee of Experts to examine and suggest measures to expedite the process involved in Disciplinary/Vigilance Proceedings. The Committee has made a number of recommendations aimed at reducing time taken in conducting and concluding disciplinary proceedings against government servants. In its Report, the Committee has recommended :


· Creation of panels of Inquiry Officers from amongst both serving and retired government servants and enhancement of remuneration for conducting inquiries;


Prescribing a time limit of two months for completion of minor penalty disciplinary inquiries and 12 months for major penalty disciplinary inquiries;


Dispensing with second stage consultation with CVC;


Dispensing with consultation with UPSC in minor penalty disciplinary cases;


Setting up of Vigilance Commissions with statutory status in the States;


Introduction of Plea-Bargaining in major penalty disciplinary inquiries;


Major penalty of compulsory retirement to include cut in pension/gratuity;


Amendment of Article 311 of the Constitution to provide for dismissal from service on charges of corrupt practices after beginning of trial in a competent court;


The Report of Committee is under examination.


This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions Shri V. Narayanasamy in written reply to a question in the Lok Sabha today.

AFTER SMALL VACATION: IMPORTANT NOTES FOR MEMBERS




After a small vacation, in the festive periods of Rakshabandhan & Janmashtami, I resume on my desk. There were also few problems in connecting internate. Now sound arrangements are being made for regular online connectivity and exchange of view and news with our members.



During the period, the Circle Union was not resting. A Four Monthly Meeting was held at Circle Office, Ahmedabad and also a Bimonthly meeting was held at the office of PMG Vadodara . Besides formal discussions on union items on record, various problems were informally discussed with the administration in a cordial atmosphere. The issues which are informally discussed and would be taken as formal items were pertaining to proper maintenance of computer systems, disposal/condemnation of old equipments, supply of high speed line printers at the Speed Post Nodal Offices at Ahmedabad, posting/deputation of OAs at PSD Ahmedabad, separating technology branch at every Divisional Office, problems of female staff in compulsory overstay in office particularly when power supply fails till late evening, Non grant of monthly meetings at Navsari division by the Divisional Head, delay in clearance of MACP at Valsad division, bias and revengeful approach of Ex.SPO Mahesana in writing ACRs and several other issues were taken up. We always try hard to properly communicate our problems and find out amicable solutions by discussions.



The Circle Union is also bothered about so many innocent officials remaining under suspension and facing disciplinary cases at Vadodara and Ahmedabad GPO. We do not support any culprit who is blameworthy for his deliberately unfair venture but we are always with innocent employees stressed by the department on account of procedural lacuna or trivial unintentional errors of work and when contributory responsibilities are forced for no valid reasons.



Circle Union is also concerned about several employees of Gandhinagar division whose transfers to Ahmedabad City division or GPO are pending though a number of their juniors/successors have been transferred. The matter is under correspondence with the concerned authorities including Circle Office. The details cannot be posted here.



Com.R.J.Patel DS Patan Dn, one of our senior and loyal comrade, resigned from the responsibility as a Divisional Secreary on account of personal circumstances. He will continue his active contribution towards our union in the division as well as circle union effectively. Circle secretary, accompanied by Com.S.K.Vaishnav Asst CS, Com. M.G.Dulera Circle Finance Secretary and also Com. Mahesh K. Chauhan Ex. DS Ahd GPO, visited Patan division and held a staff meeting which was presided over by Com.Akhani, Divisional President. There were 35 new members yearning to join/rejoin as member of our union. The charge of Divisional Secretary has been recently handed over to Com.Raval OA DO Patan. Circle union conveys best wishes to him with an advice to concentrate on understanding problems of employees and compose his best efforts for solutions.



Circle Union congratulates all young officials who have cleared examination and entered in Postmaster Cadre Grade I.



Bimonthly meeting of Head Quarter region will be held at C.O. Ahmedabad on 29.08.2011. Bimonthly meeting of Rajkot region will be held on 09.09.2011. Details of items will be made available later on. Circle Secretary will also attend a Monthly meeting of Kheda division on 01.09.2011.



All Divisional Secretaries and Members are invited to kindly give proper feedback/details of their problems with their suggestions for best possible remedial action. Please keep watch, visit Post Offices, meet members and collect details of their problems. Ensure that Clean and cold drinking water is available, drainage in POs and colonies are in order, proper lavatory blocks are available, years old problematic computers are not placed on, History sheets are available and condemnation of old computers are done, Printers are available and working, required furniture is available, personal claims are not long pending, there is no undue suppression on staff from any corner, staff is not facing frequent disciplinary action on small matters, maintenance of P&T Colonies is done regularly, there is no cases corruption etc. So many areas await for your visualization. Please recognize this feature and heroically & courageously carry on your responsibility.



Some mischievous elements had hawked Email ID of CHQ and sent messages for sending some amounts. The old Email ID of CHQ has been discontinued. New Email ID will be as : aipeugrc@gmail.com. This is for information of all members.



Central Working Committee of our union will be held on 2-3 October, 2011 at Jabalpur but Circle Secretary will be unable to attend the same. During Navratri period, commencing from 28.09.11 to 07.10.11, C/S will remain only at Junagadh for handling of Navratri related popular public Garba/events constantly for ten days, which he does since last 25 years.



Again all Divisional Secretaries are requested to clear their quota for the previous year and by end of September 2011 remit 6 months quota for the current year. Please don’t send small lump sum amount. Rs.8/- per member per Month has to be remitted.

The undersigned is directed to say that representations have been received stating that some Ministries/Departments etc. do not consider the persons with disabilities for promotion to Group 'A' and Group 'B' posts, even if such posts are identified suitable for them, on the ground that there is no reservation for persons with disabilities in the matter of promotion to such posts. In this regard, attention is invited to para 6 of this Department's OM No. 36035/3/2004-Estt.(Res) dated 29th December, 2005, which provides that a person with disability cannot be denied the right to compete for appointment against an unreserved vacancy in a post identified suitable for persons with disability of the relevant category. It is hereby clarified that if promotions are made to a Group 'A' or Group 'B' post, which is identified suitable for persons with disability of a specific category, the persons with disability of relevant category in feeder grade, if any, shall be considered for promotion to the post by applying the same criterion as applicable to other persons.

CLASSES OF PENSION

SUPERANNUATION
A superannuation pension shall be granted to a Government servant who is retired on his attaining the age of 60 years.
RETIRING PENSION:
A retiring pension shall be granted to a Government servant who retires, or is retired before attaining the age of Superannuation or to a Government servant who, on being declared surplus opts, for voluntary retirement.

VOLUNTARY RETIREMENT:
Any Government servant can apply for voluntary retirement, three months in advance, only after the completion of twenty years of his qualifying service, provided there is no vigilance or Departmental Enquiry pending /initiated against him/her.
INVALID PENSION:
Invalid Pension may be granted if a Government servant applies for retirement from the service on account of any bodily or mental infirmity which permanently incapacitates him/her for the service. The request for invalid pension has to be supported by medical report from the competent medical board.
COMPENSATION PENSION:
If a Government servant is selected for discharge owing to the abolition of a permanent post, he shall, unless he is appointed to another post the conditions of which are deemed by the authority competent to discharge him/her to be at least equal to those of his own, have the option –
(a) of taking compensation pension to which he may be entitled for the service he had rendered, or
(b) of accepting another appointment on such pay as may be offered and continuing to count his previous service for pension.
COMPULSORY RETIREMENT PENSION:
A Government servant compulsorily retired from service as a penalty may be granted, by the authority competent to impose such penalty, pension or gratuity, or both at a rate not less than two-thirds and not more than full compensation pension or gratuity, or both admissible to him on the date of his compulsory retirement. The pension granted or allowed shall not be less than Rs. 3500/- p.m.
OMPASSIONATE ALLOWANCE:
(i) A Government servant who is dismissed or removed from service shall orfeit his pension and gratuity:
Provided that the authority competent to dismiss or remove him from service may, if the case is deserving of special consideration, sanction a compassionate allowance not exceeding two-thirds of pension or gratuity or both which would have been admissible to him if he had retired on compensation pension.

(ii) A compassionate allowance sanctioned under the proviso to sub-rule (i) shall not be less than the amount of Rupees one thousand nine hundred and thirteen per mensem.
EXTRAORDINARY PENSION:
Extraordinary Pension in the form of Disability pension/extraordinary family pension may be paid to the Government servant/his family if disablement/death (or the aggravation of disablement/death)of the Government servant, during his service, are attributed to the Government service. For the award of extraordinary pension, there should thus be a casual connection between disablement and Government service; and death and Government service, for attributability or aggravation to be conceded. The quantum of the pension, however, depends upon the category of the disablement/death.
Government servants appointed on or after 1.1.2004 are not covered by the CCS(Extraordinary Pension) Rules.

FAMILY PENSION:
Family pension is granted to the widow / widower and where there is no widow / widower to the children of a Government servant who entered in service in a pensionable establishment on or after 01/01/1964 but on or before 31.12.2003 or having entered service prior to that date came to be governed by the provisions of the Family Pension Scheme for Central Government Employees, 1964 if such a Government servant-
(i) dies while in service on or after 01/01/1964 or

(ii) retired/died before 31.12.1963 or
(iii) retires on or after 01/01/1964
and at the time of his death was in receipt of pension.

Family pension is payable to the children up to 25 years of their age, or marriage or till they start earning a monthly income exceeding Rs.3,500/- + DA admissible from time to time p.m. whichever is earlier.

Widow daughter / divorced daughter/ unmarried daughter of deceased Government servant is also entitled for the family pension till her remarriage or up to life time or starts earning a monthly income exceeding Rs.3,500/- + DA admissible from time to time p.m. whichever is earlier.

Family pension is also payable to the dependent parents of deceased Government servants w.e.f. 01/01/98, where there is no claimant i.e. spouse or child for family pension, alive.

If the son or daughter, of a Government servant is suffering from any disorder or disability of mind or is physically crippled or disabled so as to render him or her unable to earn a living even after attaining the age of 25 years, the family pension can continue to be paid for life time subject to conditions.

Sub: ADMISSIBILITY OF SEVERANCE AMOUNT TO GRAMIN DAK SEVAKS ON RETIREMENT/DEATH AND ON ABSORPTION ON REGULAR POSTS-CLARIFICATION REGARDING.

Attention of all concerned is invited to Annexure-III of this Directorate order No. 6-1/2009-PE.II dated 08.10.2009 containing details of existing and revised benefits under nature of benefit named 'Severance Amount'.

2. In this context, it is to clarify that the present benefit shown against Severance Amount also includes Severance Amount on absorption on regular posts payable @ Rs. 20000/- (Rs. Twenty thousand only) to an EDA (now called GDS) absorbed on regular basis against a departmental post after 15 years of continuous service as ED Agent (now called GDS) in the light of the common recommendation made by the GDS Committee in Para 14.14.1. Therefore, the revised benefit indicated against nature of benefit 'Severance Amount' is applicable not only on retirement/death but also on absorption against departmental posts @ Rs. 1500 for every completed year of service subject to maximum of Rs. 60000 with reduction in minimum eligibility to 10 years.
3. Therefore, the words "Severance Amount on retirement/death" may be taken as inserted on the top as headline above the existing para under present benefits against 'Severance Amount' starting with "A lump sum severance amount and ending with amount paid is Rs. 20000." Below this para, a new headline as "Severance Amount on absorption on regular posts" & a para beneath it starting as "Severance amount of Rs. 20000 (Rs. Twenty thousand only) is paid on absorption on regular basis against a departmental post after 15 years of continuous service" may also be taken as inserted & accordingly the Annexure III to this Directorate Order No. 6-1/2009-PE II dated 09 Oct 2009 may be taken as amended. Confederation's National Secretariat Meeting was held in Chennai City [Tamilnadu] on 29th July, 2011. Tamilnadu State Committee of Confederation had made excellent arrangements for the conduct of the Secretariat Meeting. Along with the Secretariat, the National Women Sub Committee of Confederation also had its session. The Circular containing the details of the Secretariat Meeting and the Women Committee meeting is placed hereunder for the information of all Affiliates - SG Confederation.

Dear Comrades,
NATIONAL SECRETARIAT MEETING AND ITS DECISIONS.
The meeting of the National Secretariat of Confederation was held at Chennai on 30th July, 2011. Comrade S.K.Vyas President was in Chair. The following decisions were taken.

1. The campaign for popularising the charter of demands adopted at the National Council meeting held at Mumbai on 1st December, 2010 could not be undertaken in an effective manner as the major affiliate NFPE had to be busy with the preparation of the indefinite strike action.

2. The meeting decided that prior to any action programme; an intensive campaign is a pre requisite. Accordingly the following programmes were chalked out.
(a) Every affiliate will circulate the charter of demands along with the explanatory note amongst the employees. Meetings will be organised in front of all offices to explain the demands to the members. Report of such meetings will be sent to the Confederation CHQ directly. These meetings are to be organised between 5th and 10th September, 2011.
(b) Between 10th and 20th September, 2011 the State Committees of the Confederation will ensure that district level conventions are held and one of the State Committee member deployed to attend such convention in each district. The Sate Committees will send the report of these conventions to the CHQ.
(c) On 28th September, 2011 a massive Dharna programme will be organised in all State Capitals, district and divisional offices. At the State Capitals, a minimum number of 100 comrades will sit in Dharna. Lunch recess demonstrations will also be organised on the same date at the Dharna venue. One of the National Secretariat Members will attend the Dharna programme in each State Capital.
(d) All affiliates will organise a department level convention eliciting participation of the State level Executive on a date convenient to them but before 10th October, 2011. One of the National Secretariat members will make it convenient to attend such conventions.
(e) Rally and demonstration will be held in front of the office of the Chairman, Welfare Co-ordination Committee or any other central located place jointly by all the CGEs in all state capitals on 20th October, 2011.
(f) Immediate steps will be taken by all affiliate to circulate the petition to the Prime Minister on PFRDA bill. Copy of the petition will be handed over to each member to obtain his signature as also his family members and friends. The State Committee will hold a review meeting on 10th October, 2011 to monitor the progress and take necessary steps to expedite the campaign.
(g) The National Secretariat will meet at Bangalore on 22nd October, 2011 to review the implementation of the programme of action including the signature campaign and take necessary action to remove deficiencies if any noticed.
(h) The Confederation will mobilise 10000 employees to participate in the ensuing march to Parliament (date will be finalised by the Steering Committee by end of August, 2011).
(i) To organise a day's strike jointly by all the organisations which participated in the 22nd July convention. The date for the strike will be finalised by the steering committee.
The declaration adopted at the convention, the draft letter to the Prime Minister demanding withdrawal of the PFRDA Bill, campaign leaflet on PFRDA Bill are sent herewith. (Copies of the same are also placed on our website).
NATIONAL WOMEN COMMITTEE OF CONFEDERATION MET AT CHENNAI.
The Women committee constituted by the National Women Convention held at Kolkata met at Chennai on 30th July, 2011. The Committee took the following decision. The meeting was presided over by the Chairperson, Com. Geeta Ghoshal and the proceedings were initiated for discussion by Com. C.P. Shobhana, Convenor.

1. To organise the International women's day on 8th March, 2012 at all State Capitals by organising a seminar on the subject "impact of the neo-liberal economic policies on women and women workers in particular"
2. To organise a State level Convention of women employees of the Central Government during September/October, 2011. The State Committees of the Confederation will take necessary steps to hold the convention.
3. To hold a demonstration in a prominent Central Government office by women workers in all State Capitals against the unabated price rise of essential commodities. The date will be finalised and intimated later. Steps will be taken to have massive participation of all women employees of Central Government in this programme by the State Committees.

RESOLUTIONS ADOPTED IN FEDERAL EXECUTIVE OF NFPE HELD AT LUCKNOW ON 26 & 27 JULY, 2011
THIS FEDERAL EXECUTIVE MEETING OF NFPE HELD AT LUCKNOW FROM 26-07.2011 TO 27.07.2011 AFTER DETAILED DELIBERATIONS ON ALL ISSUES RELATED TO THE PROPOSED INDEFINITE STRIKE FROM 2011 JULY 5TH HAS RESOLVED THE FOLLOWING:

1. This Federal Executive has come to the unanimous conclusion that, under the given circumstances the settlement reached with the Administration on the 25 points Charter of Demands is the best possible and fully ratify the decision of the JCA to defer the strike.

2. This Federal Executive further direct the NFPE & JCA leadership to take follow up action to get orders released on all the agreed items in a time bound manner.

3. This Federal Executive demand the Secretary, Department of Posts, to arrange another review meeting on the PLI related issues as the decentralization of certain important PLI/RPLI functions to Divisions has been done contrary to the sprit of the discussions held on 01.07.2011. Review meetings may also be arranged with the unions of Civil Wing and Postal Accounts as assured during the final round of discussion.

4. Regarding the formation of the Committee to review the Speed Post hubs and first class hubs (L 1,L 2) the Federal Executive is of the unanimous view that the induction of new technology and consequent changes in the mail processing should not lead to indiscriminate closure/merger of existing RMS Offices and interest of employees should be protected. The delay in public mail should be avoided and speedy delivery of articles should be ensured.

5. The Federal Executive further resolve that if any unilateral violation of the assurances given to the Staff Side take place then NFPE and JCA shall organize agitational programmes.

Subject: - Organizing frequent meetings/melas on holidays and Sundays – denial of legitimate rights to the employees to avail Sundays etc.
Sir/Madam,
I am directed to state that the issue of organizing frequent meetings/melas on holidays and Sundays, thus depriving the employees of their legitimate right to avail the break was considered in a meeting taken by Secretary to discuss charter of Demands served with the notice of indefinite strike w.e.f. 05.07.2011 by Postal Joint Council of Action.
2. While in certain circumstances it may be unavoidable strategically beneficial for the Department to hold meetings/melas etc on holidays and Sundays, it may not be done so in a routine manner. Needless to say, the weekly break and holidays etc. have their own significance and it may be kept in view while calling the officials for duty during the break.
3. This may be brought to the notice of all concerned.

Sir/Madam,
I am directed to refer to the Directorates letter No. 37-63/98-SPB-I (Pt) dated 20/26.8.1999 regarding increasing the number of chances to appear in the Limited Departmental Competitive Examination (LGO Examination) to fill up the posts of Postal Assistant/Sorting Assistant from 5 to 6. The matter has since been reviewed and it has been decided by the competent authority to increase the number of chances for OC candidates to appear in the Limited Departmental Competitive Examination (LGO Examination) to fill up the posts of Postal Assistant/Sorting Assistant from 6to 8. It has also been decided to increase the chances for SC/ST candidates to appear in the said examination to 10 provided there are vacancies reserved for candidates belonging to SC/ST and in case any SC/ST candidate is appointed on the basis of his/her 9th or 10th chance he/she shall be appointed against the vacancy reserved for SC/ST, as the case may be, irrespective of his/her merit in the examination.
