We welcome Shri. Manoj Kumar new DPS HQ Ahmedabad

Shri. Manoj Kumar has resumed on 16-07-15 as our DPS (HQ) Ahmedabad. We welcome him and convey our best wishes for a successful period ahead with full of love, coherence and progressive relationship with the staff side. 

Circle Secretaries of NFPE unions had a very inspiring and affectionate first courtesy meeting on 17th July with Shri. Manoj Kumar our new DPS HQ to welcome him on behalf of staff side and NFPE Gujarat Circle.

It appeared to us that this young and dynamic officer has a lot of ideas and blue prints to initiate various steps to ensure large scale business by using all possible resources and also by a pragmatic approach of inspiring field staff like postmen, GDS BPMs etc for systematic initiatives and informative data about each doorstep they are visiting. For example, he said, a postmen can procure business in "my stamp" very easily and he can also earn good sum of incentive. Similarly a Postman or a GDS can have informative data about families having girl child of below 10 years age group. He can pursue and get opened huge number of Sukanya Samruddhi Accounts. Similarly in rural area RPLI business can be procured. 

Staff side was impressed with innovative and effective suggestions and assured for full co operation.

It was more appeasing to us that Shri.Manojkumar is quite affirmative and kind officer and he is eager to know and resolve if there are any major issues.

We welcomed him with flowers and conveyed that name of Gujarat must blossom more and more and staff side will always stand with him to go ahead with fresher ideology and initiatives meant for progress of the department and improvement of services to public.

We sucededefor justice and equality in relief arrangements on transfers under rule 38

Sub: Irregular relief arrangement in Rule 38 transfers in Porbandar division by ignoring seniors and relieving freshers- request to hold in abeyance and ensure impartial action.



Respected sir,
namaskar. It has been brought to our notice that there is apparent injustice and partiality in making relief arrangement of the officials whose transfer under rule 38 has been approved. The case is clear, there are several officials whose transfer under rule 38 has been approved by the competent authorities since long back and they are awaiting their relief but they are not being relieved under plea of staff shortage of Porbandar division. 



Staff side makes it clear that we have no interest in any individual official to favour him or her but we insist upon a uniform policy and equality in giving justice. It is obvious that officials could be relieved as per seniority of their approval but in Porbandar division some extra ordinary criteria has been adopted.



As informed to us, Shri. D.N.Solanki, Vishal Singala and R.C.Solanki are three officials in PA cadre of Porbandar division  whose application for transfer under rule 38 has already been approved since more than two years and more and they are always replied that their relief will be made as per seniority of approvel, in phase manner.



To the surprise of all, it is learnt that order has been issued by SP Porbandar for relief of one Shri.B.L.Gurva PA Porbandar whose transfer under rule 38 has been approved only before three months or less.



This has created resentment amongst staff concerned and they urges our union to take up the case on priority basis to ensure justice and equality by relieving officials only according to seniority of approvel.



Concerned officials also informally informed that on verbal quarries they were informed verbally that there is pressure of higher authority. I do not want to extend any blames and claims but it is requested to immediately probe in to the matter and ask SP Porbandar to relieve officials only according to seniority or according to one and unique criteria.

Coaching to GDS employees for exams for promotion in Postman cadre:


Dear friends,
As a result of conciliation before Hon. Regional Labour Commissioner (Central), Ahmedabad,  between Shri. H.C.Joshi AD (R&E) on behalf of management and Com.Rashmin Purohit on behalf of unions, notification for holding examinations for promotion of GDS employees in Postman cadre against 303 vacancies uoto 31-3-2014 has been issued on 7-7-15. After gap of one month i.e. on 7-8-15 another notification for vacancies falling up to 31-3-16 will be issued. Resultantly, problems of shortage in postmen cadre will be settled and on other hand our 600+ GDS employees will get chance for promotion.

Friends, I am sure, there are 600+ vacancies are reserved for our GDS but 600 will not pass the examination unless they are property guided by coaching.

I appeal all Divisional Secretaries of NFPE P3 & P4 unions to immediately arrange coaching class for GDS employees, guide them as to how to fill up answers, how to succeed in exams and how to prepare for it.

You can seek help of previously successful candidates, experienced & volunteer OAs and IP/ASP/SP. This is a good work and I am sure nobody will say no to you. The only requirement is to take initiative.

You can hold coaching on Saturday/Sunday for all GDS and if few aspirants are in need of more help, you can spare more days at convenient timings. You may get last 5 years question papers from office.

Please, immediately start this campaign. It will bring progress, prosperity and pleasure in life of many families of GDS employees and also bring inner strength & satisfaction besides God's blessings in your life too.

Postman Strike Deferred. Successful outcome. Greetings to all

Conciliation proceedings at Hon. Regional Labour Commissioner (Central) Ahmedabad regarding Notice for Indefinite Strike by NFPE & FNPO P4 unions.

I am very happy to inform all that a very successful outcome has been reached and all possible steps are taken by the administration side for alternative arrangements to settle problems occurring from shortage of postman and MTS staff and also heavy vacancy in GDS cadre.

We had a special meeting yesterday with Hon.PMG (BD) but he had no ultimate powers to make any final decision, as he said, as such it was left upon Hon. CPMG. Today morning we went to Regional Labour Commissioner (Central) office as per their notice for conciliation proceedings but no representative from official side had come therefore proceedings were adjourned at 17-00 hours and an email was issued by RLC office to Circle office for attending. 

In the meantime we were called by Hon.CPMG for discussion. Com.Rashmin Purohit Convenor Co ordination committee NFPE & CS P.3, Com.J.U.Mahida CS AIPEU P4 & Shri.A.K.Solanki CS NAPE P4 three union representatives attended the meeting in which Hon.CPMG has shown quite positive and supporting approach and agreed with almost all issues raised by us. A written instruction was also prepared which was signed by Hon.CPMG. In the said written letter addressed to all SSP/SP/St.PM etc following main instructions, as per our demands, were clearly issued:

1. Notification for recruitment of Postmen by examination from GDS cadre for the year 2014 has already been issued. Accordingly 303 posts will be filled up. Same notification for filling up vacancies in Postmen cadre up to 31-3-15 will be issued on 6-8-15. It will also provide more then 300 Postmen from GDS cadre by examination. 

As such it is a very good welcome step by which not only shortage of Postmen staff will be filled up but more then 600 lucky our GDS will get promotion as Postmen. This will also be a life changing golden chance for 600 and more families of our GDS emoyees.

Similarly Posts of MTS will be filledup.

2. Process for recruitment from outsiders quota has been started but it may take some time. As all are aware, there are vigilance inquiries in connection with last recruitment in PA cadre and there are clear indications for some very serious & worry some irregularities. You might be knowing that out of 600 newly recruited PAs in Gujarat Circle, only 22 candidates from Gujarat could succeed in getting appointment! Looking to such facts the Circle administration would obviously look forward some amendments. In view of this, considerable delay will be caused in process of recruitment in Postman & MTS cadres through agency.

3. In the meantime, as per instructions, all Heads of units are instructed to manage shortage of Postmen staff by following actions:

@ engage GDS as outsider postman against vacancies.
@ ensure that no bills of GDS for wages as OS Oiatnan remain pending and clear all pending bills.
@engage Short duty postman as per rules from retired postmen staff 
@if till vacant post remains, engage manpower by outsourcing by calling nominations from employment exchange.
@to engage outsiders against all vacant posts of GDS Packer, Stamp vender and all other posts and utilise them for postman delivery work for 5 hours.(this is also a very important decision)

4. It is also instructed that:
@ no Short beat OTA bill should remain pending and all pending bills of Postmen for Short beat, speed post delivery etc should be sanctioned.
@ pay of postmen should not be withheld on account of any reason.

5. A very important instructions were also issued for completing process for recruitment in GDS cadre. There are 3077 posts vacant in GDS cadre in Gujarat circle as per information of 8-10 months back. As such there will be massive recruitment in GDS cadre.

After signature on the letter copies were also handed over but Hon.CPMG wanted to add one para and therefore the letters were taken back. It will be given at tomorrow forenoon. As and when it comes, I will put it on blog as well as blog and whatsApp.

At 17-30 hours we again visited RLC (central) office for conciliation proceedings. From official side Shri.Harshadbhai Joshi saheb AD (R&E) attended and from our side we three as cited above attended.

It was very important and concrete stage. Administration side was already affirmative and also issuing instructions as discussed above, and Hon RLC  also recorded submissions of Shri Joshi saheb on behalf of Hon.CPMG in minutes and in that situation we have unanimously decided to defer the indefinite Strike from 10-7-15.

Copy of conciliation proceedings is given below. Copy of above said letter of Hon.CPMG will be given to us at Circle office at 11am. It will be published here on the spot for information of all.

Friends, this is a golden event in Gujarat circle. Unity has once again worked .

We have to thank Brig.Shri.Thapar Saheb and Shri.H C Joshi Saheb for very cordial and helping approach. We have to thank Shri. Kamble Saheb Hon.Regional Labour Commissioner also for quick and helping approach.

Developments in proposed Strike by P4 unions from 10-7-15

Today CPMG called upon us. We met Hon.PMG BD Shri. Ambesh Upmanyu. For GDS to Postman & GDS to Gr.D/MTS exams for vacancy of 2014 the notification is already issued. A copy eas given to us also. For vacancies of 2015 it was promised that the notification will be issued on 7-8-15 I.e. after one month gap. We said that we don't have trust on any promise and there must be every promise in writing and on paper.

We also demanded that all Heads of units must be directed to immediately initiate process within specified time limit for recruitment in all vacant posts as on 30-6-15 of GDS BPM/DA/MC. This was agreed but we demanded written copy of such instructions. It was also agreed that all DH will be asked to engage outsiders from GDS as postman on all vacant posts until recruitment is not made. This instructions will be given. It was also agreed that all DHs will be directed to clear pending Short beat OTA , Cycle allowance bills etc in week. 

We also demanded that the head of circle may use powers for approving outsider postmen by calling nomination from employment exchange.

The Hon.PMG BD said that the matter will be discussed with Hon. CPMG and after his affirmations, all promises will be given in writing. We are asked to meet Hon CPMG tomorrow. 

We will not step back if required actions are not taken on paper and written agreement is arrived at.

ALL NFPE UNIONS EXTENDS FULL SUPPORT TO INDEFINITE STRIKE OF P4 UNIONS OF NFPE & FNPO

AS all are aware, P4 unions of both federations, in Gujarat Circle, have served Strike Notice with Charter of demands for embarking upon indefinite Strike from 10-07-15 onwards. The primary demand is for recruitment in the cadre from outsider's quota by issuing a notification. The Postmen & Gr.D staff is facing acute and unmanageable shortage of staff and the Circle administration is not taking any action in this regards despite promises in periodical formal meetings. As a last measure, they had to opt for Strike action. Circle Union fully supports P4 unions and will stand with them. All Divisional units should also be in support and help in making the agitation program a grand success.

Com.Rashmin Purohit being a Coordinator, NFPE Gujarat Circle has also addressed Hon.CPMG Gujarat Circle to reach at affirmative solution and issue notification for recruitment in the cadre from outsider's quota immediately and to call upon CS P4 unions of both federations and avoid agitation. It is also addressed that hardworking staff needs due care and it may also be considered that in the present era, it is not fair to publicly demonstrate any imbalance between management & employees.

We hope that administration side will take remedial action soon.

The draft Rotational Transfer Policy for the Central Secretariat Service

Framing a Transfer Policy in all cadres - Dopt Orders

Subject: Framing a Transfer Policy in all cadres – regarding

The undersigned is directed to refer to the OMs of even number dated 13thJune, 2014, and 3 July, 2015 wherein all the Ministries/Departments were requested to (i) prescribe Minimum Tenure, (ii) set up a mechanism akin to Civil Services Board for recommending transfer, and (iii) place in public domain the transfer policy.

2. The Rotational Transfer Policy should aim to harmonise objectives of institutional memory, avoid development of vested interests, and provide exposure to the employees of working in different organisations, inter alia ensuring overall growth of an officer. The Transfer Policy should provide for both a minimum as well as maximum tenure. Any transfer before completing the minimum prescribed tenure or stay beyond the maximum tenure should be with the approval of the Committee constituted for the purpose, for reasons to be recorded in writing.

3. The draft Rotational Transfer Policy for the Central Secretariat ServiceNavailable on the website of Department of Personnel and Training at www.persmin.nic.in (Annexure). It lays down guidelines on tenures, postings on promotion, posting on return from leave/deputation, outstation postings, mutual transfers etc. Appropriate provisions on these aspects may be made in the Rotational Transfer Policy in each cadre that will best serve public interest.

4. In addition, instructions of Central Vigilance Commission in the Circular No. 03/09/13 (No.004/VGL/090/225553 dated 11.9.2013) reiterate that sensitive posts should be identified and staff working in these posts strictly rotated after every two/three years to avoid developing vested interests. The OMs of this Department also lay down guidelines on postings of spouse at the same station, and postings of disabled Government servants/ parents of disabled children.

4. The Ministries/Departments/Cadre Authorities may communicate action taken report on the following latest by 10.7.2015, (i) framing of Rotational Transfer Policy and putting up in public domain(ii) Identification of sensitive posts (iii) rotation of officers from sensitive posts in true spirit of the provision.

VICTORY OF UNITY & PROPER REPRESENTATION BY CIRCLE SECRETARY AIPE UNION GROUP 'C' GUJARAT CIRCLE.

THANKS TO HON.CPMG GUJARAT FOR DIRECTIONS, FOR NOT DEMANDING ANY RECOVERY BY LETTERS ISSUED BY SP BK DN, BY GENEROUS & JUDICIOUS CONSIDERATION

You all know, we had represented to Hon.CPMG in the matter of fraud case of Shihori SO of Banaskantha division wherein the SP Bk Dn had addressed letters to several officials asking to credit big amounts (in thousands & lacs) within given time limit. Copy of our Email & Memorandum to Hon.CPMG was posted on fb as well as blog :

Hon.CPMG has considered our request and sent copy of email of Rashmin Purohit to SP Bk Dn with direction that no recovery be demanded on the basis of letter. 

We thank Hon.CPMG for considering our representation. We are not against any action as per rules if any official is actually at fault, but in this case several officials who had no concern with the fraud case/fraudulent transactions were also waxed by SP and direction was given to credit huge amounts.

We also demanded for action against concerned Divisional Head also for serious administrative lacunas and negligence which facilitated commission of the fraud. As heard, the C.O. has also initiated disciplinary action and delivered charge sheet by hand as the SP concerned who retires by end of this month.

Friends, this is unique and noticeable victory of unity, timely action and strong representation by Circle Secretary.

I am sad that in Punchmahal division also similarly lacs of rupees were demanded by issuing letters and innocent staff credited very huge amounts under fear of dismissal or loss of retirement benefits. Divisional unions did not take timely action but we had personally visited Godhra and asked for certain details regarding recoveries by writing letters, punishments and by any other ways from staff and amounts of claims settled/pending etc. Till this date we did not receive information. We want to help them also. Hope, they will provide details early.

Hon'ble sirs,
namaskar, a memorandum is attached expressing pains and details showing how innocent employees are forced to deposit huge amounts which are defrauded by SPM Shihori SO of Banaskantha division.

Staff side has no intention to interfere in any administrative process so far as a fraud case is concerned but in this case quite illogical approach and skipping the main accused justifies a memorandum from staff side with an urge for reassessment of contributory responsibilities. Off course, individual representations are sent to SP Banaskantha division by the concerned staff but there are common factors which requires care and consideration by the higher authorities.

staff side has no personal grievance or prejudice against any one but it is not understood as to why administrative lapses has not been considered and dealt with and why the principle offender is freed from responsibility and his assets are not taken in to consideration and why he is not forced to credit amounts though he is happily serving as PA Palanpur HO.

in our opinion, a fresh consideration of entire case is required. A detailed letter should be given to all concerned staff to inform them as to what are reasons and details justifying their responsibilities and an opportunity of representation should be offered.

Role of Rural Post Offices in Digital India initiatives, - said Hon.Minister Shri. Ravishankar Prasad

KOLKATA: Union Minister for Information and Technology and Communications Ravi Shankar Prasad said rural post offices across the country will also function as common service centres (CSCs) providing e-services.

He said this while asserting that the postal department had a crucial role to play in bringing in digital revolution in the country.

"Our vision of digital India is to ensure that from a mason to barber to a tyre puncture repairer, all can access newer avenues of growth using communications equipment like a smart phone," said Prasad while inaugurating the revamped building of Bhowanipore post office here.

"We are also committed to developing e-commerce, e-education and e-health. This is the larger vision of digital India. And in this digital India initiative, rural post offices have a very crucial role to play.

"We have decided that all the 1.30 lakh rural post offices should also become common service centres (CSCs) to further provide services," the minister added.

Implemented under the National e-Governance Plan and formulated by the Department of Electronics and Information Technology, the CSCs are ICT-enabled front end service delivery points at the village-level for delivery of government, financial, social and private sector services in the areas of agriculture, health, education, entertainment, FMCG products, banking, insurance, pension, utility payments etc.

Prasad said he expected the Reserve Bank of India to grant payment license to the proposed Post Bank of India by July.

"We expect to get the RBI nod by July. With 1,54,000 post offices the new initiative will usher in a financial revolution across the country," he said.

Hailing the services by the postal department, Prasad said it has done a business of Rs.500 crore in the year in e-commerce besides opening over 52 lakh accounts under the Sukanya Samriddhi Yojna receiving over Rs.1,000 in deposits.

"Whatever, be the decline in services, people still respect the Indian Railways and the postal services. I urge you all to build upon that respect and contribute towards the growth of the country," said Prasad, urging the employees to contribute towards the government's initiative to modernise the postal department.

Prasad also said state-run BSNL was also on the road to recovery.

"Now BSNL is running into losses in excess of Rs 8,000 crore. But in 2004, it earned a profit of Rs 10,000 crore. So we decided to revive it ... BSNL already has added 47 lakh new customers and its revenue has risen by 2%," he said.

The minister also said there would be 100 crore mobile connections in the country in next few years.

"In a country with a population of 125 crore, we now nearly 101 crore phone connections of which 98 crore are mobile phones. In the coming few years, we will have over 100 crore mobile phone connectivity across the country," Prasad said.

"Studies show that a country with more broadband connections has greater impact on the GDP growth.

"So we are bringing national optical fibre network connecting over 2.5 lakh gram panchayats across the country, we are bringing in broadband revolution," he added

Let's Complete membership enrollment campaign immediately.

Dear Comrades

The fresh verification of membership is going on. We are confident that our Divisional & Branch Secretaries would have a lead start in collecting the forms signed by the members. 

Take up the challenge and complete the process very soon by utilizing your time & teamwork in a most productive manner. Conducting intensive and extensive membership campaign and close connection with young gays/new entrants will enhance our chances of increasing the percentage of membership. Our senior comrades are aware about glory and history of our Union and they know that there is no other considerable force against anti worker policies, atrocities & exploitation of postal employees. They should inform young & junior employees about it.  

Strictly avoid denial of membership to any one as per the decision of Federal Secretariat as it would be viewed seriously by the respective CHQ.

            NFPE was bifurcated from the NFPTE and it has got richest heritage of Trade Union Movement. We inherit the glory and tradition of Babu Tarapada  Mukherjee, the Father of P&T  trade union movement who thundered that “Workers are not baggers”. We inherit the militancy of UPTW that shook the morale of  foreign rulers and autocratic administration.

This is the NFPE/NFPTE who conducted so many glorious struggles and strikes.

Indefinite  strike of 1960, 

One day strike  of 19th September, 1968,

other  historic Indefinite  strikes of 1993, 1997, 1998 and 2000. 

About 15 One Day strikes from 1992 to 2014 and achieved so many demands.

No organization can stake such type of claim. NFPE is the only organization which is consistently fighting against the Neo Liberal Economic Policies of Government of India. 

It is because of NFPE that we could stop the closure of 9797 Post Offices and RMS Offices. 

Now the danger in form of Recommendations of Task Force Committee headed by Shri TSR Subrianmaian is before us who has recommended division of Postal Department in 6 Companies. Out of which only one Company of Mail & Delivery will be Govt. Company and others will work as Corporations. 

Besides this, so many issues are pending before Government to settle. If we have to achieve all the pending demands and have to resist the attacks and dangers, we have to strengthen NFPE by increasing the membership. 

Tell the employees that NFPE is only non-affiliated Federation. All other Federations are affiliated to Political Trade Union Centres. Some people are merely publishing their photographs with this or that political leaders. Do you consider them as real unionist? Where the movements for fighting against anti worker  policies will reach by catching fingers of political parties and particularly ruling parties!  We know such unions never got support of postal employees. They had 3% to 16% memberships only. We are natural choice of rest of the employees. We understand our responsibilities very well.

The situation  cannot be changed without the NFPE emerging  not only as the first  union in all  cadres  and categories but  also emerging  as the strongest organization of  each and  every  cadre in the ongoing  fresh verification.

We are a very big organisation. So, there may be some local adversities at some exceptional corners or with some individuals but all staff members should consider above facts and in view of the larger interest for welfare of postal employees, strengthen NFPE unions in all wings.
