One man committee for GDS

The government has formed a committee to review pay structure and social security benefits provided to 'gramin dak sevaks'.

The one-man committee will review and suggest changes in existing wage structures, facilities and other social security benefits provided to 'gramin dak sevaks' (GDS), according to a notification by the Communications and IT Ministry.

Gramin dak sevaks are extra-departmental agents recruited by the postal department to serve in rural areas. They have been demanding pay and facilities at par with regular postal department employees.

"The question of examining the conditions of service and emoluments and other facilities available to the Gramin Dak Sevaks (GDS) has been under the consideration of the Government of India for some time. The Government has now decided to set up a one-man committee for the purpose," the notification dated November 19 said.

The Committee headed by Retired Member of the Postal Services Board Kamlesh Chandra will go into the service conditions of Gramin Dak Sevaks and suggest changes as considered necessary, it said.

All India GDS Union last week had demanded that the panel should be formed under retired Supreme Court or High Court judge and not under chairmanship of a retired officer.

In the letter to Secretary, Department of Posts, the union said that it will go on one-day hunger strike on November 27 at divisional offices, at circle offices on December 4 and in New Delhi on December 10 if the demand is not met.

The committee will examine the system of branch post offices, employment conditions and the existing structure of wage and emoluments paid to GDS and recommend necessary changes.

It will also "examine and suggest any changes in the method of recruitment, minimum qualification for appointment as Gramin Dak Sevaks and their conduct and disciplinary rules, particularly keeping in view the proposed induction of technology inthe Rural Post Offices", the notification said.

The Committee will function for a period of one year.

HOW LONG GENUINE CANDIDATES SHOULD WAIT FOR JOINING SERVICE? THEY MUST NOT SUFFER

Last recruitment was held in abeyance in many circles during investigation into fraudulence in examinations. Subsequently abeyance was lifted for many Circles except three of them including Gujarat.

A very long time has passed in either process of investigation or making decision. We stand to a very clear opinion that anyone who has done wrong must be identified and punished very harshly to set strong example. Simultaneously we support genuine candidates who are suffering uncertainty, fear of loosing job and too much lingering of the case. They are worried that their recruitment might be cancelled. These candidates are psychologically upset and yearns for joining service as early as possible. To express their voice and demands they have decided to be together at the postal directorate and meet responsible officers and submit their memorandum. Some of them sought for advise and we have advised that they cannot agitate without a notice and proper course of required formalities.

Our basic concept of Jurisprudence that let the 100 culprits may go free but no innocent should be punished.

We are with these candidates and register our support to them and urge postal directorate to consider on grounds of natural justice that green wood may not be burnt in fire of dry wood. Decision for identification of frauds must be finally taken on top priority. Innocent candidates may be given sympathetic hearing and accurate informatiin & guidance when they come and meet on 23-11-15.

NJCA CALL FOR PROTEST DAY ON 27 NOV IN ALL OFFICES, WITH BLACK BADGES

The NJCA met today. The unanimous conclusion is that the 7 CPC recommendations are totally disapointing. The CPC has recommended Rs 18,000/- as minimum wage by mutilating the 15 ILC norms which is totally unacceptable. NJCA demands correction in the calculation of minimum wage. (This will naturally make the fitment formula move upwards).

The claim of CPC that increase of 14.5% is granted is totally wrong as the actual increase is only 14.29%.

Reduction in HRA is, proposal to restrict pay to 80 percent in the 2nd year of CCL are quite retrograde.

Dept of Posts has constituted Gramina Dak Sewak Committee to go through the issues relating to Gramina Dak Sewaks and submit a report to Department. NOTICE FOR AGITATION

AT KHEDA W.E.F. 09.11.2015 TO PROTEST AGAINST AUTOCRATIC APPROACH OF SR.PM NADIAD H.O.

All India Postal Employees Union Group ‘C’ Gujarat Circle hereby conveys notice for agitation in front of office of the SSP Kheda dn. at Nadiad from 09.11.2015 by organising “Dharna for Indefinite period” against autocratic, phobic and highly objectionable approach of Shri.B.P.Modi Sr.PM Nadiad HO, demanding immediate shifting of the totally absurd officer from the post of Sr.PM Nadiad HO.

Brief points which compel us for agitation are as under:

Excessive behavior with female employees and purposelessly calling them frequently in his chamber.

Mental absurdity and whimsical approach.

Revengeful issue of Charge sheets to employees on flimsy grounds.

Frequent change of branches of officials intentionally for harrassement and exploitation.

Victimization of physically disabled female employee.

DEMANDS:

The officer should be immediately sent for medical checkups as his mental health looks quite upset and unfit to carry responsibilities as a Sr.PM. Inquiry about his current medical treatments would reveal that he is a psychosis patient.

Immediate shifting of the officer at any isolated post considering his entire episodes at Fateganj HO, Vadodara and agitation against him which caused his suspension & shifting to present office. Consideration of language used by him with higher authorities in his correspondence and his habit of physically assaulting subordinate officials.

Dropping all Charge sheets issued by him under his poor mental state and revengeful approach.

We will commence our agitation as narrated above w.e.f. 09-11-15 and continue till visible action is taken in the matter. We had frequently represented against similar behavior of the officer and demanded his medical check ups but unfortunately he is becoming uncontrollable force now. Hence there is no other way and looking to urgency of the action we urge for very immediate action in the matter following his shifting from present post atonce.

It has come to our notice that, @ 0.01% of the AUM on daily accrual basis is proposed to be imposed on the NPS Subscribers.

In this connection, it is worth-mentioning that, in the past, it was assured to the Central Government Employees that, no Administrative Charge/Fee would be imposed on any of the Government employees.

Orders to this effect, if so issued, should immediately be withdrawn.
