Proposal for 50% income of Seventh CPC will be invested in bank capitalisation bonds: ET News


Innovative approach: Government staff’s pay hikes may fund bank capitalisation
NEW DELHI: The government is considering an innovative proposal under which 50% of increased salary of higher-income government staff under the Seventh Pay Commission will be compulsorily invested in bank capitalisation bonds. The proceeds will be used to recapitalise banks without additional pressure on the fiscal.
While this will result in less cash in the hands of higher-income employees, as a sweetener they will get income tax rebate on the amount invested. Those wanting to invest more than 50% to save tax will be allowed to do so. The Bank Recapitalisation Scheme, as this proposal is being called, will be voluntary for employees with lower salaries (those in the Rs 5,200-20,200 bracket) and pensioners.

RBI has projected a direct impact of the latest pay commission recommendations


The implementation of the Seventh Central Pay Commission (CPC) awards can have a significant bearing on the inflation trajectory through both direct and indirect channels, with the housing and transportation sectors projected to see the biggest impact of the potential increase in the spending capacity of government employees.
The Reserve Bank of India has projected a direct impact of the latest pay commission recommendations on headline inflation to be around 150 basis points, while the indirect effects are estimated to be around 40 basis points. While the impact of the pay awards is likely to be seen over a period of two years, as was the experience the last time around, compared to the Sixth CPC awards, though, the central bank forecasts the increase in the housing index to be “more quick and continuous” and the indirect effects to be “smaller”.

7th Pay Commission: Reasons of delay in implementation


7th Pay Commission: Here are the reasons why govt delaying implementation of ‘increment’ process
New Delhi, April 9: Central Government employees must be wondering why Centre is taking so much time to implement Seventh Pay Commission recommendations.
It’s already four months since Pay Commission had submitted its report to Finance Ministry to give final touch to it.
Though, Modi Government recently dropped enough hint that it will implement increment process soon, but no particular time frame was given to the Central staff.
Here are the possible reasons why Government is taking time to implement the hike.
Government needs to arrange fund
As Rs 1.02 lakh crore is needed to implement whole increment process, Centre needs to have proper strategy for the same.
At a time when OROP’s expenditures is already taking toll on the exchequer, pay Commission will put extra burden on the government budget.
Grievances of various stakeholders
Government needs to address grievances of various stakeholders including government staff and Army men before taking final call on the same.

APPROVAL FOR DRAWAL OF HRA AT THE RATE OF AHMEDABAD CITY TO THE STAFF OF NANDEJ S.O. WITH EFFECT FROM 01.04.2010
Vide ADG (E) Directorate letter No. 4-89/95-PAP DTD 19-12-1995, the HRA at the rate of Ahmedabad was approved w.e.f. 01.04.1992 and the same was drawn up to 31.03.10 and subsequently owing to non furnishing of dependency certificate the same has been stopped from 01.04.10. As heard, dependency certificate has already been received and it is therefore required for issue of sanction for drawal of  HRA @20% and 30% as revised now.

REQUEST FOR DECIDING PROCEEDURE AND ISSUE OF INSTRUCTIONS REGARDING IMPOSSIBILITY OF CLOSURE OF BULK RD/TD ACCOUNTS ON COUNTERS IN A SINGLE DAY OR EVEN WEEK, WHICH WERE OF SINGLE DEPOSITORS WITH HIGH AMOUNTS BUT SPLITTED IN THOUSANDS OF SMALL DENOMINATIONS IN MARCH-APRIL 2015

Staff side receives emotional and heartfelt complaints about indescribable miseries of SPMs and PAs in front of counters because of inability of closing so many accounts in a day in CBS offices. As a routine, particularly in Rajkot region and off course throughout Gujarat circle,  thousands of RD accounts of Deno @ Rs.10 were opened and TD account of Rs, 1 lac of a single depositors were divided into 500 accounts @ Rs.200/-. Now the depositors come to take payment of 1TD accounts or RD accounts but we all are aware that it may be possible to close merely 50 accounts if a single PA sits whole day for that specific work only. Customers become annoyed and there is big chaos as a routine in front of counters. Staff side urges to find out some way out of this and take a decision as to how such customers can be dealt with!

ACTION AGAINST RESPONSIBLE OFFICERS WHO FORCEFULLY AND WRONGFULLY COMPELLED STAFF FOR OPENING OF APY ACCOUNTS OF POSTMEN STAFF OF 55-60 YEARS OF AGE BY SHOWING FAKE DATE OF BIRTH TO SHOW THEM AS AGE OF 18 ONLY TO SET MINIMUM PREMIUM OF RS.42   

The issue was already taken up with the C.O. Such an approach is quite harmful for image of the department as well as it is clear cut case of deceiving the department and violation of rules regarding opening of APY accounts as well as regarding obtaining KYC documents by placing sward on subordinate staff . Strong action requires to be taken in such cases to set examples.

REQUEST FOR ISSUE OF ORDERS FOR TREATING ALL THAT THOUSANDSS OF RD ACCOUNTS, OPENED DURING FEBRUARY/MARCH 2016 BY POSTAL STAFF THEMSELVES IN A SINGLE NAME @ Rs.10/- , AS IRREGULAR AND FOR CLOSING DOWN THEM GRADUALLY WITHIN NEXT THREE MONTHS

In several divisions like Jamnagar, Rajkot, Gandhinagar, Bhavnagar, Ahmedabad GPO and others the divisional heads had suppressed their own each staff to spare Rs. 5000 to 15000 and open 500 to 1500 RD accounts of denomination of Rs.10. If details are called for from all units of Circle, the picture would appear very shocking, ugly and untenable. For short cut, if details of number of accounts opened per day would be called for, the days of big volume of new accounts are the day on which such tactical work has been done in offices where migration to CBS were pending, by use of unauthorized software and by using a single passbook. Imagine, what will happen with our innocent staff when all these accounts will come for closure in March 2017? In Finacle, even with increased bandwidth, we cannot expect that a single PA can close more than 50 accounts in a day. If these fabricated accounts opened only to show illusive but fabulous target achievement will come for closure at a time, it will be wastage of huge manpower and hamper other important work of genuine customers. Such lacs of accounts has fed up our servers with unnecessary data and it has caused a lot of difficulties for all of us. Therefore it is requested to examine this matter and issue order for closing down all such accounts in gradual manner.

ISSUE OF ORDERS FOR UNIFORM IMPLIMENTATION OF POLICY GUIDELINES FOR ROTATIONAL TRANSFER AT DIVISIONAL LEVEL

There cases of representation comes from various divisions that certain officials are always managing to remain in Administrative/Divisional offices by deviating from policy guidelines and by deputations_transfer_deputation course without shifting even a table for number of years. Previously C.O. issued instructions for termination of all deputations and physical shifting of each incumbent by replacement of another one except for compelling reasons and that too with permission of the Regional administration.

REQUEST FOR MAKING ATTEMPTS FOR RECOVERIES OF MISAPPROPRIATED AMOUNTS FROM PRINCIPLE OFFENDER, DETENTION OF HIS ASSETS BY APPROACHING COMPETENT AUTHORITY, IMPOSING REASONABLE INSTALMENTS OF RECOVERY ON SUBSIDIARY OFFENDERS, AVOID TRANSFERS UNDER RULE 37 IN SELECTIVE CASES  AND AVOID DIRECT NOTICES TO CONCERNED EMPLOYEESS TO DEPOSIT HUGE AMOUNTS.

Staff side understands that it cannot interfere in administrative action dealing with any case of misappropriation of govt. money and resultant disciplinary proceedings. At the same time we need to convey our general feelings and suggestions in the matter. It is suggested to issue instructions to first make full efforts for recoveries from principle offender and detain his properties by approaching concerned revenue authorities. Recently it was seen in case of Valsad and Banaskantha division that the divisional heads resorted to a short cut by sending small letters without any details to several staff members for depositing thousands of rupees. In both divisions, ultimately as a disciplinary order, recovery in very huge installment @Rs.15000 to 25000/- per month were issued. There should be a consideration about what would be the “take home pay” owing to such recovery in very big installments. In a unique case of Ahmedabad GPO concerned employees were transferred under rule 37. It was promised earlier that after disciplinary cases are over, they would be taken back but innocent employees are undergoing huge recoveries and endless sufferings. It may be examined to take them back to Ahmedabad.

CONDEMNATION OF OLD COMPUTERS, PRINTERS AND PERIFERIALS AND REPLACEMENT OF NEW HD COMPUTERS AND PROVISION OF LASSER PRINTER IN ALL CBS OFFICES

This item has been frequently discussed at each level but there remains hue and cry for want of adequate and new Computers by replacement of old one. A survey is required to be undertaken for actual requirement.

REQUEST FOR IMMEDIATE SOLUTION OF WELL KNOWN AND REPEATEDLY HIGHLIGHTED PROBLEMS IN ALL POST OFFICES AFTER MIGRATION TO CBS AND ISSUE OF INSTRUCTIONS TO ALL UNITS FOR NOTING DOWN DETAILS OF STAFF REQUIRED TO SIT EXTRA HOURS AND DECIDING GRANT OF OTA OR C/OFF TO THEM

Inadequate bandwidth, Poor network connectivity, slow down of servers, slow and inconsistent working of Finacle, incompatible hardware etc are routine problems which are brought to the notice of administration side at each level as a daily routine. We would say in short, it is the responsibility of the department to provide appropriate infrastructure. The staff sits in offices till late nights but no record is kept and therefore it becomes unofficial. It is requested to instruct all units to keep a record showing details of each day when staff sits for extra hours and grant them OTA or C/off.

TAKING TERMINATED PA/SA AS OUT SOURCED FORCE TO MEET WITH HEAVY SHORTAGE OF STAFF

We are facing acute and unmanageable shortage of staff. Recently several officials in PA/SA cadre were terminated. There has been a verdict of Hon. CAT Ahmedabad quashing termination of these employees. It is suggested see possibility to engage such experienced staff at least as “ out sourced” to meet with the heavy shortage of staff.

SUGGESTION FOR FORMING A CIRCLE LEVEL TEAM CONSISTING OF INTERESTED AND EFFICIENT OFFICERS AND STAFF FOR POPULARISING VARIOUS PRODUCTS AND ITS EFFECTIVE MARKETING AT GROUND LEVEL

It is a suggestion. There are so many opportunities already available in the field but due to lack of co ordination and coherence we are not procuring to the optimum possible extent. There are so many specially expertise personalities in various cadre including GDS. Why not we identify, sit together, draw our plan and execute jointly throughout the Circle? Recently a pandal in Maha Shiva ratri fair shown to us that people are excited to know about various schemes in Post offices. We must register our presence as and when any such events of gathering huge number of people without looking to instant business. Let us discuss on this also.

Sub:- Revision of pension of pre-2006 pensioners — delinking of revised pension from qualifying service of 33 years.
The undersigned is directed to say that as per Para 4.2 of this Department’s OM of even number dated 1.9.2008 relating to revision of pension of pre-2006 pensioners w.e.f. 1.1.2006, the revised pension w.e.f. 1.1.2006, in no case, shall be lower than 50% of the sum of the minimum of pay in the pay band and the grade pay thereon corresponding to the pre-revised pay scale from which the pensioner had retired. A clarification was issued vide DoP&PW OM of even number dated 3.10.2008 that the pension calculated at 50% of the minimum of pay in the pay band plus grade pay would be calculated at the minimum of the pay in the pay band (irrespective of the pre-revised scale of pay) plus the grade pay corresponding to the pre-revised pay scale.
2. Several petitions were filed in the Central Administrative Tribunal, Principal Bench, New Delhi inter alia claiming that the revised pension of the pre-2006 pensioners should not be less than 50% of the minimum of the pay band + grade pay, corresponding to the pre-revised pay scale from which pensioner had retired, as arrived at with reference to the fitment tables annexed to Ministry of Finance, Department of Expenditure OM No. 1/1/2008-IC dated 30th August, 2008, Hon’ble CAT, Principal Bench, New Delhi vide its common order dated 1.11.2011 in OA No.655/2010 and three other connected DAs directed to re-fix the pension of all pre-2006 retirees w.e.f. 1.1.2006 based on the Resolution dated 29.8.2008 of the Department of Pension & Pensioners’ Welfare and in the light of the observations of Hon’ble CAT in that order.
3. Orders were issued vide this Department’s OM of even number dated 28.1.2013 for stepping up of pension of pre-2006 pensioners w.e.f. 24.9.2012 to 50% of the minimum of pay in the pay band and grade pay corresponding to pre-revised pay scale from which the pensioner retired. Para 5 of this OM provides that in case the consolidated pension/family pension calculated as per para 4.1 of O.M. No.38/37/08- P&PW (A) dated 1.9.2008 is higher than the pension/family pension calculated in the manner indicated in the O.M. dated 28.1.2013, the same (higher consolidated pension/family pension) will continue to be treated as basic pension/family pension.
4. Subsequently, in compliance of the order dated 1.11.2011 of the Hon’ble CAT, Principal Bench in OA No. 655/2010, order dated 29.4.2013 of Hon’ble High Court of Delhi in WP (C) No. 1535/2012 and order dated 17.3.2015 of Hon’ble Supreme Court in SLP (C) No. 36148/2013, order were issued vide this Department’s OM of even number dated 30.7.2015 that the pension/family pension of all pre — 2006 pensioners/family pensioners may be revised in accordance with this Department’s O.M. No.38/37/08-P&PW(A) dated 28.1.2013 with effect from 1.1.2006 instead of 24.9.2012.
5. In accordance with the order issued in implementation of the recommendation of the 6th CPC, the pension of Government servants retired/retiring on or after 1.1.2006 has been delinked from qualifying service of 33 years. In OA No. 715/2012 filed by Ski. M.O. Inasu, a pre-2006 pensioner, Hon’ble CAT, Ernakulam Bench, vide its order dated 16.8.2013 directed that the revised pension w.e.f. 1.1.2006 under para 4.2 of OM dated 1.9.2008 would not be reduced based on the qualifying service of less than 33 years. The appeals filed by Department of Revenue in the Hon’ble High Court of Kerala and in the Hon’ble Supreme Court have also been dismissed. Similar orders have been passed by Hon’ble CAT/High Court in several other cases also.
6. The matter has been examined in consultation with the Ministry of Finance (Department of Expenditure). It has-now been decided that the revised consolidated pension of pre-2006 pensioners shall not be lower than 50% of the minimum of the pay in the Pay Band and the grade pay (wherever applicable) corresponding to the pre-revised pay scale as per fitment table without pro-rata reduction of pension even if they had qualifying service of less than 33 years at the time of retirement. Accordingly, Para 5 of this Department’s OM of even number dated 28.1.2013 would stand deleted. The arrears of revised pension would be payable with effect from 1.1.2006.
7. Ministry of Agriculture, etc. are requested to bring the contents of these orders to the notice of Controller of Accounts/Pay and Accounts Officers and Attached and Subordinate Offices under them for revising the pension of all those pre -2006 pensioners who had rendered less than 33 years of qualifying service at the time of retirement in the manner as indicated above on top priority. Revised Pension Payment Orders in all these cases may also be issued immediately.
8. All pension disbursing offices/banks are also advised to prominently display these orders on their notice boards for the benefit of pensioners.
9. This issues with the approval of Ministry of Finance, Deptt. of Expenditure vide ID Note No. 2(9)/EV/2015, dated 15.3.2016.

Biggest news of 2016 for Central Government pensioners


Most readers would be aware that the orders regarding calculation of pension of pre-2006 retirees based on minimum of pay within the pay band for each separate grade/rank and not on minimum of the pay band itself, with arrears from 01-01-2006 rather than 24-09-2012, were issued for Central Government pensioners in July 2015 by the Government as per the decision of the Delhi High Court, which essentially followed a decision of the Punjab & Haryana High Court, and then upheld by the Supreme Court. The High Court had held that the anomaly (though later removed by the Government itself from 24-09-2012) had to be removed from the date of the inception of the anomaly, that is, 01-01-2006. Similar orders were later issued by the Ministry of Defence.
On a similar analogy, many decisions by various Benches of the Central Administrative Tribunal (and then upheld by the High Courts) were rendered de-linking the service requirement of 33 years for grant of full pension for pre-2006 retirees at par with post-2006 retirees for whom there is no such requirement. Some Special Leave Petitions preferred by the Government against such orders were also dismissed, though not by way of detailed decisions. The Punjab Haryana High Court had also passed a detailed verdict on the same subject for pensioners of the Central Armed Police Forces. Till date, the pensions of pre-2006 pensioners with less than 33 years of service (including weightage) were being calculated by way of proportionate reduction.
Through this earlier post dated 22-01-2016, in view of multiple queries in this regard, I had informed by way of general information that the matter of issuance of orders on this subject for similarly placed retirees was being examined by the Department of Pensions & Pensioners’ Welfare, Ministry of Law & Justice and Ministry of Finance.
The Department of Pensions and Pensioners’ Welfare has now issued universal orders giving effect to the judicial decisions of the High Courts and has removed the requirement of 33 years service for full pension. Now, irrespective of length of service, all pre-2006 pensioners shall be eligible for full pension as is admissible to those pre-2006 pensioners who had rendered 33 years or more service including weightage. Full arrears are also admissible with effect from 01-01-2006. The biggest gainers would be voluntary retirees and those released from service on medical grounds or before completing full service. Restoration of water supply to P&T colony which is withheld on account of outstanding payments of one or other taxes.

Respected Sir,
Namaskar. It has brought to our notice that Municipal Corporation of Rajkot has stopped water supply to P&T colony on account of outstanding payments of one or other taxes. It is a basic amenity and requires immediate solution of problem for restoration of water supply.

It was told to us that RMC officers said, water supply can be restored only after depositing minimum 33% of total outstanding tax.

It is requested not to throw the serious matter upon PRI and depute an officer not below Gr. B cadre to urgently contact higher officers of RMC.

Urging immediate action and response by email apprising of details of action initiated in the matter.

Adequate training for working on new & completed software like Finacle must be imparted to employees

FriendZ,
Postal employees are now absolutely tired by CBS related problems. Some steps are being taken by the department but we don't know whether our sufferings will end or not! Whether aggrieved customers standing in queues will now get some relief or not! 

You all are aware that AIPE Union Group 'C' Gujarat Circle has already served notice to the administration and  conveyed that staff will wait till 15-4-16. Right from 15-4-16 itself, we will leave office as soon as our duty hours ate over. It will be the responsibility of the administration to set right all software, hardware and network connectivity/bandwidth problems by given date.

The other important point is that: It is the prime duty of the department to thoroughly train staff for working on new & complicated software. Particularly, senior employees are facing acute problems due to very short and brief training of 3-4 days. Instead of mechanically obtaining signatures of trainees for heaving learnt, It should be practically ensured, at the end of any training that the trainee has learnt the subject. It should also be considered that learning & grasping  capacity differs in each individual. This will also be taken up  with the Directorate.

Respected Sir,
Namaskar. There will be no possibility of crediting salaries in SB accounts of employees on 1-4-16 because of year ending process in Finacle besides very poor access during last 3 weeks. There may not be any transactions in CBS offices on 1-4-16.

As per  statutory rules & as per Controller General Accounts Manual Part III, Rule 64 payments of pay & allowances are to be made on last working day and in case of March, on 1st April to the employees. 

It is requested to issue instructions to all DDOs to effect payment of pay & allowances on 1-4-16 by cash on acquittance rolls and payment of pension manually on 1-4-16.

    1. Two to three levels of EOD will be done centrally from CEPT,     Mysuru from 1st April, 2016.

    2. Two additional servers are being provided at the Data Centre     today so that additional load can be absorbed.

    3. The Business Continuity Plan (BCP) has been permitted by the     FS Division from 23.03.2016. This will enable operations to be     done across the counter.

    4. An Emergency Response Team (ERT) has been constituted at  CEPT, Mysuru to deal with outages.

    5. A top to bottom review of the Application is being undertaken     to ensure smooth operations.

        Your co-operation is sought for effective implementation of CBS.

Cabinet approved 6% DA and DR for Central Govt Employees and Pensioners from Jan 2016


Release of additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners due from 1.1.2016
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved release of an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.01.2016. This represents an increase of 6 percent over the existing rate of 119 percent of the Basic Pay/Pension, to compensate for price rise.
This will benefit about 50 lakh Government employees and 58 lakh pensioners.
The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission (CPC). The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of Rs. 6796.50 crore per annum and Rs.7929.24 crore respectively, in the financial year 2016-17 (for a period of 14 months from January, 2016 to February, 2017).

NOTICE ISSUED. LET US SHOW ROCK LIKE UNITY FROM 15-4-16. WE WILL LEAVE OFFICES AT THE END OF DUTY HOURS. UNITED WE STAND. DEVIDED WE FALL.

हम डाक कर्मचारी अब थक चुके है. जवाबदार और मुख्या (बड़ा) यूनियन होने की वजह से हम अपने स्टाफ को डाक विभाग की प्रगति, आधुनिकीकरण और तकनीकीकरण में निरंतर सहयोग देने के लिए आजतक प्रोत्साहित कर रहे है. लेकिन सर्वर डाउन ही हो जाता है, फिनॅकल सॉफ्टवेयर चल नहीं रहा, नेटवर्क भी ठीक नहीं, महत्तम डाकखानों में हार्डवेयर भी पुराने कंडेम्न करने लायक चला रहे है. कब तक हमारा स्टाफ देर रात तक घर परिवार की कोई भी जवाबदारी निभाए बिना ऑफिस में बैठा रहेगा?

व्याज दरो में १-४-१६ से कटौती हो रही है. इस कारन एजेंट्स और कस्टमर्स नए एकाउंट्स ले कर आ रहे है. इस सभी कार्य को पूरा करने के लिए सर्वर, सॉफ्टवेयर और नेटवर्क चलेगा ऐसी किसको गैरंटी है! कौन जवाबदारी लेगा? क्या ३१ मार्च तक जो भी और जितना भी काम आये, उसे स्वीकारा जाये? उसे कैसे पूरा करना है और किसको कब यह सब करना है? इन सभी सवाल हरेक डिविजनल सेक्रेटरी को अपने यूनिट के मुख्या (एसपी /एसएसपी) को पत्र लिख कर उठाने चाहिए.

यूनियन भी मौन रहेगा, अधिकारी भी मौन रहेंगे तो दूर दूर तक काउंटर पर बैठे हमारे स्टाफ की हालत कैसे सुधरेगी? इस लिंक में प्रस्तावित पत्र सभी डिविजनल सेक्रेटरी अपने एसपी/एसएसपी को लिखे ऐसा गुजरात के सभी यूनिट को आदेश दिया जाता है. और लोग भी ऐसे ही अपने क्षेत्र में नेतागण को विश्वास में ले कर कर सकते है.

न कोई अधिकारी कुछ पूछ रहा है, न ओवरटाइम अथवा कम्पेन्सेटरी ऑफ देने की सोच रहा है, न टी किस किस दिन किस ऑफिस में कौन कौन देर रात  तक बैठा था उसकी नोट्स रखने का कहा जाता है. स्टाफ स्थानांतर अथवा शोषण होने के भय से इस पीड़ा को सह रहा है और अधिकारी तो टारगेट के पीछे पड़ा हुवा है. जानता हे की गलत है, फिर भी स्माल देनोमिनेशन के खाते स्प्लिटिंग करके खुलवाते रहता है. ऐसे  अनपेक्षित  लाखो नए एकाउंट्स के कारन सर्वर में डेटा जाम हो जाता है. फाइनेंस मिनिस्ट्री के साथ भी छल किया जाता है. हमारे बार बार लिखने पर भी ऐसे अति उत्साहित पीएमजी और सुप्रींटेंडेंट्स को किसी ने रोका नहीं. अगले साल ऐसे एकाउंट्स क्लोज करने में कितना टाइम और मानवशक्ति का व्यय होगा? ऐसे एकाउंट्स को इर्रेगुलर्ली ओपेन्ड एकाउंट्स करार दे कर तुरंत बंध करवा ने चाहिए और ऐसा कराने वाले अधिकारी ओ पर डायरेक्टरेट एवं फाइनेंस मंत्रालयों के साथ छल करने के आरोप लगाकर शिस्तभंग की शिक्षात्मक कार्यवाही करनी चाहिए. हमारे पत्रो और इमेल्स सर्कल ऑफिस में किस अधिकारी तक पहोचाया गया और उसमे क्या कोई सुचना दी गई थी इसकी भी जाँच होनी चाहिए.

हम सभी ने तय कर लया है की गुजरात सर्कल में सभी सर्वर,नेटवर्क,सॉफ्टवेयर,हार्डवेयर के जो भी प्रोब्लेम्स है उसे सुलज़ाना एडमिनिस्ट्रेशन का काम हैं . हम  सब  15 अप्रैल  से  अपने  कार्य  समय  की  समाप्ति  पर  दफ्तर  छोड  देंगे .

Respected Sir,
Namaskar. You are aware of following two facts:

1. There is huge work of attending transactions of customers and opening of various types of accounts etc up to 31st March 2016. Most of the offices are kept working by our staff till late nights and administration has not offered O.T.A. or even compensatory off also. The flow of work will be increased and become unmanageable for the staff.

2. The Server remains down at pick hours and due to very poor and broken Net Connectivity our staff is not able to run the work in Finacle. Similar is the position of Mc Camish. How is it possible to complete work in POs?

Staff side requests to immediately review the situation and instruct all post offices, in quite clear language, whether they should accept all type of work being received on counters or through Agents? Secondly it is big question to decide who will be responsible if transactions accepted are not materialised on last day of March?

There is no surity of worth working of Server/Software/Network. In this situation whether you are agree to grant compensatory Off to concerned staff if they have to sit till late hours?

Please review, decide and issue instructions to all staff as deemed fit.

Implementation of 7th CPC : Minutes of the 2nd meeting of Empowered Committee of Secretaries (E-CoS)


Implementation of the recommendations of the 7th Central Pay Commission — 2nd meeting of the E-CoS
A meeting of the Empowered Committee of Secretaries (E-CoS) was held on 1 st March, 2016 in the Cabinet Secretariat under the chairmanship of the Cabinet Secretary to discuss issues raised by Staff„side of JCM
2. Welcoming the members of E-CoS and JCM Staffside, Cabinet Secretary observed that the meeting had been called to take a note of concerns of Staff-side of JCM regarding recommendations of the 7th CPC and invited the members Of Staff-side of JCM to share their views on the recommendations.
3. Opening the discussion, representative of Staff-side of JCM expressed gratitude to Cabinet Secretary for inviting them for interaction regarding the recommendations of the 7th CPC and requested that more frequent interactions of JCM may be held to resolve outstanding issues across the table. It was expressed that 7th CPC has recommended a meager increase of 14% in the minimum pay as against increase ranging up to 54% during previous Pay Commissions. It was further stated that the recommendations on minimum pay, allowances, advances etc. will cause difficulty to employees. Representative of Staff-side informed that they have already submitted a charter of demands to the Cabinet Secretary bringing out the issues. These have also been discussed in the meeting of JS (IC) with Staff-side of JCM held on 19.02.2016.
4. Major concerns expressed by JCM Staff-side were as under:
The minimum pay of Rs. 18000/- p.m. recommended by the Commission is on lower side and needs to be revised upward by taking into account the prices of commodities as on 01.07.2015 and appropriately factoring in for social obligations & housing.
(ii) New Pension Scheme should be done away with. Persons governed by the NPS are deprived of Family Pension and do not have provision of provident fund. As a result they are at a disadvantageous position as compared to the persons governed by the old system.
(iii) Recommendations on allowances need to be properly examined before taking a decision.
(iv) Fixed Medical Allowance should be increased from existing Rs. 500 p.m. to Rs. 2000 p.m. as majority of cities are not covered under CGI-IS and people residing outside the CGHS covered area are unable to meet their medical needs with meager amount of Rs. 500 p.m.
(v) Recommendation regarding withdrawal of non•interest bearing advances may not be accepted.
(vi) Outsourcing of services should be discouraged as the contract workers are being exploited by contractors and at the game time the service delivery is being compromised due to inefficiency and lack of accountability of low aid contractual staff.
(vii) Enhancement in contribution towards Group Insurance Scheme, is not justified as this would reduce the actual increase in take home salary considerably. If the rates are to be raised, the Government should bear the insurance premium
(viii) The recommendation regarding grant of only 80% of salary for the second year of Child Care Leave need not be accepted as this would deter women from availing of CCL, which was introduced as a welfare measure.
(ix) Annual increments be granted @ 5% instead of existing 3% and increments may be granted on two dates viz., 1 st of January and 1 st of July of every year as in the present system of grant of increment on 1 st July of every year, employees joining/promoted after 1 st January, who do not complete 6 months services as on 1 st July, have to wait for up to 18 months for grant of increment.
(x) The Commission’s recommendation of downgrading the Assistants of Central Secretariat for bringing in parity with their counterparts in the field offices is not appropriate.
(xi) Recommendation regarding PRIS need not be accepted as no scientific mechanism has been devised to assess the performance of employees and the same could e courage favoritism.
5. Issues regarding financ al upgradation under MACPS in promotional hierarchy without grading stipulation. grant of two increments on promotion introduction of Productivity Linked Bonus, treating Grameen Dak Sevak as Government employees, removal of pap of 5% on compassionate appointment 8i full pay and allowances In case of Work Related Illness and Injury Leave improving promotional avenues for technical and supervisory staff etc. were also raised by members of JCM.
6. During the discussion, representatives of JCM also suggested that the Nodal Officers nominated by various Ministries/Departments may hold interactions with recognized Staff Associations and other stakeholders under their purview so as to identify issues specific to those Ministries/Departments for redressal.
7. After hearing the participants, Cabinet Secretary observed that the deliberations have helped E-CoS in understanding the major concerns of the Staff-side and said that all issues have been taken note of. He assured that fair consideration will be given to all points brought out by JCM before taking a final view. He further stated that the E-CoS needs to examine the Report of the Commission in entirety as well as the issues raised by JCM in consultation with all other stakeholders. As such, it may take some time to take a final call on the recommendations of the Commission.
8. Cabinet Secretary also advised the members of E-CoS to hold interactions with their Staff Associations and other stakeholders under their purview preferably within a week.
9. Meeting ended with vote of thanks to the chair.

Marvelous Biennial Divisional Conference of Rajkot division on Sunday 20th March

Marvelous Joint Biennial Divisional Conference of P3, P4 and GDS (NFPE) wings of Rajkot division was held on Sunday 20th March at a very well decorated and nicely arranged banquet hall at a reputed luxurious hotel. The real declaration of the program was more in presence of many retired and senior leaders of our federation. Com. K.B.Barot Ex.CS P3, Com. R. S. Malek Ex. CS P4, Com. Manubhai Parmar, Com. L. K. Chavda, Com. V. K. and several divisional leaders graced the occasion by their valuable presence and inspirational lectures. The conference was presided over by Com. S. T. Teraiya Vice President P4 (CHQ)

Com. Rahimbhai Makwana, Com. K. B. Chudasama & Com. Rajen Desani were unanimously elected as Divisional President, Secretary & Finance Secretary respectively. Com. Anil Joshi and Com. Damjibhai Chavda were elected as Divisional President and Secretary of P4 union. Com. Jayantibhai Sorathiya was elected as Divisional Secretary of GDS union. Circle union greets all office bearers for their unanimous election. Details of all newly elected office bearers of all wings will be posted on receipt of a list from division.

B.M.Dave Circle President GDS (NFPE) delivered speeches apprising the house about most crucial period going on for all CG employees, need for rock like unity and preparations for Indefinite Strike from 11th July.

Two important resolutions were adopted by divisional Union:

1.  Hours of business be restricted in all offices of division as per Directorate instructions.

2. No employee will now open RD accounts of small denominations from own pocket or by dividing a higher denomination account into many small denomination account. If any officer will force, circle Union will be immediately informed for trade union action.

DG set is not in working order. Previously process of quotations etc were undertaken but since long it is unserviceable and in creates hardship to employees in case of power supply failure. This was taken up by our divisional & circle unions with DO RO CO but not fruitful. Please look into now.

A: Most of the POs in Surat dn having huge cash handling work requires Cash counting machines and also Fake C/notes detecting machines. Its supply will increase speed, efficiency and security. Please look into.
B: It was requested by few staff members that there is no drinking water arrangement at so many offices in Surat dn. Off course, staff side is collecting specific details but it is requested to ensure that Clean, hygienic and cool drinking water arrangement is provided at all POs in Surat dn.

SURVEY OF CONDITIONS OF RENTED PO BUILDINGS AND UN-RESIDABLE POST ATTACHED QUARTERS IN VADODARA REGION.

Staff side has frequently taken up items in formal meetings regarding worst condition of rented PO buildings like of Ajwa road PO Vadodara. Staff side had supplied live reports and photographs also of many quarters in Bardoli & Valsad dn. which are not at all in any condition where any human being can reside. There has been a little response in this matter. It is suggested to conduct a survey of such PO buildings/Quarters for once and then initiate suitable action.
