Dear Comrades,

Federal Secretariat Meeting of NFPE was held at New Flat of P-IV Union, No. 306, Vindhyachal Apartment Kaushambi, Ghaziabad on 20.01.2011.

The flat was inaugurated by Com. M. Krishnan , Secretary General and ceremony of Grah Pravesh was also organized by Com.I.S.Dabas , General Secretary P-IV union with traditional customs .On this occasion Comrades K.V. Sridharan, G/S P-3, Giri Raj Singh, G/S R-3 , P.Suresh G/S R-4 , R.N. Parashar, ASG NFPE ,Virendra Tiwari Dy. G/S, SBCO Association, Balwinder Singh, Treasurer P-3 , Mahabir Singh Treasurer P-4 , Raj Kumar , Treasurer ,NFPE , K K Sharma , V/P NFPE and Circle President R-4 Delhi Circle, Harender Singh ,Circle Secretary , R-4 , Delhi Circle , Jagdish Prasad, Treasurer R-3(CHQ) and many other Comrades of NFPE Unions of Delhi Circle were present.

The Flat was named as "Com. K. Adinarayana Bhawan" in memory of our great lamented leader Com. Adi. Similarly R-3 Union has also agreed to name their Flat at Shivalik Appartment, Kaushambi, Ghaziabad also as "Com.N.J. Iyer Bhawan" .

Federal Secretariat meeting was presided by Com.K.K. Sharma, Vice President, NFPE. All General Secretaries and Office Bearers present at Delhi participated in the meeting .The following decisions were taken:

1(a) All India Study Camp at Thekkedy (Kerala) on 13th, 14th 15th February, 2011.It was decided that All India Office Bearers and Circle Secretaries of affiliated unions shall participate in the camp.

Hon`ble M.P .Shri P. Rajiv , Parliamentary Standing Committee ,Member ,Ministry of Communications & IT will inaugurate the Camp. Member (P) Postal Services Board Shri P.K. Gopinath and CPMG Kerala Ms. Shoba Koshi have given their consent to grace the occasion by attending the Seminar on the subject " Future of India Post- Challenges & opportunities " .

Subject wise classes will be taken by the senior leaders as follows:

(1) History of Postal Trade Union Movement and present day task.
Com. M. Krishnan , Secretary General NFPE.

(2) Service matters: Com. K.V. Sridharan, G/S P-3.
(3) Central Government Employees Issues : Com. K.K.N. Kutty , Secretary General , Confederation .
(4) Working Class Issues: Com.C.C. Pillai, Ex. S/G NFPE.
(5) Policy Offensives in Department of Posts: Com.K. Ragavendran, Ex. S/G/NFPE.
(6) Disciplinary matters: Shri M.C. Nair , Retired SSPOs ,Kerala.

On 15th February sight seeing trip has been arranged by the Reception Committee.

1(b) 23rd February, 2011 Parliament March: It was decided that the neighbouring Circles and Divisions of NFPE should be mobilized to take part in large number and quota of participants was fixed as under:

" UP Circle -1000, Delhi Circle -1000, Haryana Circle -200,Punjab-100, Rajasthan-200, MP-200, Chhattisgarh -100, Bihar-100, Jharkhand -100 and remaining Circle 2000"

Stay arrangements will be made at RMS Rest House , Ambala Co-operative Society Hall at Delhi GPO Complex, Tarapada Bhawan Shalimarbagh, R-3 Flat 17/4C,Kalibari , P-4 CHQ 17/3 D Kalibari , D-2 Telegraphs Place Gole Market (R-3 CHQ) , NFPE CHQ North Avenue Post Office Building, P-3 CHQ , Patel Nagar (Dada Ghosh Bhawan), Administrative Union CHQ at Kalibari.

1(c) Cadre Restructuring Committee Meeting : will be held at Postal Directorate on 22.01.2011. Large scale closure of Post Offices and RMS Offices will not be accepted in lieu of matching saving.

1(d) All India Women Convention at Kolkata : More than 40 Women delegates from NFPE will attend the convention (other than West Bengal) at Kolkata on 07th & 08th February, 2011 as per quota allotted by Confederation.

1(e) Casual Labourers Issues: The Federal Secretariat viewed with grave concern the inordinate delay in revising the wages of casual labourers w.e.f.1.1.2006 and also the indiscriminate outsouring of their work . It is deiced to organize the following programme of action to achieve the long pending demands of Casual Labourers.

10.02.2011 Call attention day: Demonstration in front of all offices.
03.03.2011 Dharna : in front of all CPMG's Offices

All Circle Secretaries of NFPE Union are requested to help the Casual labourers for successful implementation of above programme.

Dharna should be organized under the Banner of NFPE and Casual Labourers Union if any formed in the Circle.

1(f) Formation of Circle Level Coordination Committee and holding of Circle Level Convention: As per decision of Federal Executive First Convention of UP Circle is being held at Lucknow on 16th &17th March , 2011 in which Circle Coordination Committee will be formed .Circle Secretaries of all NFPE Unions are requested to intimate possible date of Circle Level Convention in their respective Circles . Circle Conventions are to be completed before 30th April 2011.

Central Working Committee Meeting of R-III Union: CWC of R-III Union is going to be held at Hajipur (Vaishali, Bihar) on 13th and 14th March 2011. Secretary General NFPE will attend the meeting.

Central Working Committee Meeting of P-IV Union: CWC of P-IV Union is going to be held at Rourkela (Orissa) on 27th and 28th March, 2011. Secretary General will attend the meeting.
Revised Recruitment Rules for M.T.S (Group D) is expected to be released with in two days. Orders will be exhibited in the website.
Revised Recruitment Rules for Postmen will also be released shortly. Instructions will be issued to all circle heads to fill up all the vacancies of Postmen/Group 'D' up to 31.12.2010 within a time frame.
Meeting with Member (P):
Com. M. Krishnan, Secretary General NFPE, K. V. Sridharan, General Secretary and Com. Ishwar Singh Dabas General Secretary, P4 met Sri. P. K. Gopinath, Member (P), Postal Services Board on 21.01.2011 and discussed the following issues:
(a) Extension of time limit for submitting option for Postmasters cadre. We have requested that instructions may be issued to all Chief PMGs to fill up all norm based LSG, HSG II and HSG –I posts on regular basis holding DPCs and option may be finalized only after giving opportunity to all those promoted to LSG, HSG II & HSG –I
(b) MACP clarification as per West Bengal Chief PMG's letter.
c) Charge sheets, Break-in-service (FR 17-A) orders issued by Mumbai West Division, Satara Division and Pune RMS Division in connection with 2010 September 7th Strike.
d) Revision of wages of casual labourers and Part-time contingent employees and indiscriminate outsourcing of their work.
e) Removing the hurdles in commencing Local training classes for newly recruited PA/SAs with particular reference to Tamilnadu Circle.



Member (P) informed that police verification is a must before sending candidates for PA/SA training. No deviation from the Government instructions can be made by the Postal Board in this regard.
f) Discontinuing double delivery system in metros especially in Tamilnadu.
Member (P) assured necessary intervention on all the above items.
Postmen Committee : met on 21.01.2011 at Dak Bhawan under the Chairmanship of DDG (MB). Com. M. Krishanan, Secretary General NFPE, Com. Iswar Singh Dabas, General Secretary P-4, Com. K. V. Sridharan, General Secretary, P3 represented NFPE in the meeting. Issues relating to Data entry work, Fixing of norms for all items of work ,Incentive for Speed Post articles, fixing minimum and maximum distance to be traversed by Postmen, filling up of all vacant posts of Postmen upto 2010 (inclusive of residual vacancies) were discussed in detail. DDG agreed that the Department will examine all the points raised by the Staff side and will come up with a final proposal in the next meeting. Next sitting will be held in March 2011.
Cadre Review : A meeting related to cadre restructuring held on 22.01.2011 at 11.00 hours. Com. M. Krishnan, Secretary General, NFPE alongwith Com. K. V. Sridharan G/S P-III, Com. Giriraj Singh G/S R-III , Com.I.S. Dabas, G/S P-IV, Com.P. Suresh G/S R-IV represented NFPE in the meeting. The meeting was inconclusive . Next sitting will be held shortly.

We send herewith a copy of the letter we have received from the West Bengal State Committee of the Confederation indicating the arrangements they have made for the first national women convention to be held on 7th and 8th Feb. 2011. The Conference will have an open session at 3.00 which would be addressed by Com. Sudha Sundaraman, General Secretary, All India Democratic Women Association, New Delhi. Many other leaders of the Trade Union movement are expected to convey their fraternal greeting at the open session.

The COC West Bengal has made arrangements for the stay of the delegates at the \venue itself and also at a hotel near the venue. The State Committees and affiliates are requested to kindly intimate the reception committee of the exact time and date of arrival of the respective delegates at Kolkata so that the volunteers would be able to receive them and take to the venue and lodging place. Kindly note that every delegate is expected to register themselves for attending the convention by paying a nominal fee of Rs. 50 per person. The arrangement for stay etc. will commence from 6th and shall end on 8th. All comrades are requested to carry their identity card issued by the concerned Department. This is necessary to enable them to attend the meeting and stay at the venue as the hall is owned by the Government of West Bengal. Any comrade delegate wishes to stay for further period of time at Kolkata they are requested to intimate the same to the reception committee. Kindly intimate the details to Com. As decided in National Council Meeting held in Mumbai on 1st December, 2010, 1st Women's Convention will be held in Kolkata on 7th & 8th February, 2011.

An auditorium at Moulali Yuba Kendra, Moulali, Kolkata-14 has been booked for the Convention from the evening of 6th February, 2011 to the morning of 9th February, 2011. Delegates will be accommodated in the dormitory located in the upstairs of the auditorium. Besides accommodation has been booked in Hotel Inox International, 113A, A.J.C. Bose Road, Kolkata-14 located across the road of the venue. The venue is only 2 minutes walk from Sealdah Railway Station. Delegates and Guests will have to carry identity Card for stay in Kolkata. This is in terms of recent circular of West Bengal Govt.


Meals etc. Will be provided from the night of 6th February, 2011 (Dinner) to the morning of 9th February, 2011 (Breakfast). Delegates may be suggested to carry light warm clothes.

Number of Women Delegates and their male escorts (if any) alongwith arrival information (Train name and Number, time, name of Station, etc.) may please be communicated to the Joint Convenors of the Reception Committee in the e-mail of the Co-ordination Committee (with SMS intimation) or in the address given below. EXTRACTS OF PROVISIONS IN FR. 56

F.R. 56(a) Except as otherwise provided in this rule, every Government servant shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years:

Provided that a Government servant whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years.

Provided further that a Government servant who has attained the age of fifty-eight years on or before the first day of May, 1998 and is on extension in service, shall retire from the service on expiry of his extended period of service.

Or on the expiry of any further extension in service granted by the Central Government in public interest, provided that no such extension in service shall be granted beyond the age of 60 years.

(b) A workman who is governed by these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years.

(bb) The age of superannuation in respect of specialists included in the Teaching, Non-Teaching and Public Health Sub-cadres of Central Health Service shall be 62 years.

"Provided that for the specialist included in the Teaching sub-cadres of the Central Health Service who are engaged only in teaching activities and not occupying administrative positions, the age of superannuation shall be sixty-five years:

Provided further that such specialist of the Teaching Sub-cadres of Central Health Service who are occupying administrative positions shall have the option of seeking appointment to the teaching positions in case they wish to continue in service up to sixty-five years."

(bbb) The age of superannuation in respect of nursing teaching faculty with M.Sc in Nursing in the Central Government Nursing Institutions shall be 65 years subject to the condition that they continue to function as faculty members after the age of 60 years.

(c) Deleted.

(d) No Government servant shall be granted extension in service beyond the age of retirement of sixty years:

Provided that a Government servant dealing with budget work or working as a full-time member of a Committee which is to be wound up within a short period of time may be granted extension of service for a period not exceeding three months in public interest;


Provided further that a specialist in medical or scientific fields may be granted extension of service up to the age of sixty-two years, if such extension is in public interest and the grounds for such extension are recorded in writing:

Provided also that an eminent scientist of international stature may be granted extension of service up to the age of 64 years, if such extension is in public interest and the grounds for such extension are recorded in writing.

Provided also that notwithstanding anything contained in any rule, the Central Government may, if considered necessary in public interest so to do, give extension in service to a Cabinet Secretary in the Central Government for such period or periods as it may deem proper subject to the condition that his total term as such Cabinet Secretary does not exceed four years.

Provided also that the Central Government may, if considers necessary in public interest so to do, give extension in service to the Defence Secretary, Foreign Secretary, Home Secretary, Director, Intelligence Bureau, Secretary, Research and Analysis Wing and Director, Central Bureau of Investigation in the Central Government for such period or periods as it may deem proper on a case-to-case basis, subject to the condition that the total term of such Secretaries or Directors, as the case may be, who are given such extension in service under this rule, does not exceed two years.

Provided also that notwithstanding anything contained in the fifth proviso, the Central Government may, if considers it necessary, in public interest, so to do, give an extension in service for a further period not exceeding three months beyond the said period of two years to the Home Secretary and the Defence Secretary.

Provided also that, the Central Government may, if considered necessary in public interest so to do, give extension of service to the Secretary, Department of Space and the Secretary, Department of Atomic Energy, for such period or periods as it may deem proper subject to a maximum age of 66 years.

Provided also that the Appropriate Authority shall have the right to terminate the extension of service before the expiry of such extension by giving a notice in writing of not less than three months in the case of a permanent or a quasi-permanent Government servant, or, of one month in the case of a temporary Government servant, or pay and allowances in lieu of such notice.

28th ALL INDIA CONFERENCE OF AIPEU GROUP ‘C’ – AN HISTORIC SUCCESS

Friday 14 January 2011
The 28th All India conference of AIPEU Group C was held from 09.01.2011 to 12.01.2011 at Alandi, Pune (Maharashtra) under president ship of Com. M. Krishnan CHQ President. It is first time in the history of the AIPEU Group C movement, more than 2500 comrades participated as delegates and visitors. The hall having seating arrangements for 1600 was always full and flooded during the entire session of the conference. The open session had a huge participation of more than 3500 comrades and even the Minister of State for Communication & IT and the other chief guest Com. Sitaram Yechuri were very much pleased to see such a mass gathering.
The AIC commenced its proceedings with the flag hoisting at 10.45 hours on 09.01.2011. The National flag was hoisted by B. G. Tamhankar, Ex- President, NFPE and also the General Secretary of the Reception Committee. The NFPE and AIPEU Group ‘C’ Flags were hoisted. The inaugural as well as open session was commenced at 11.00 hours on 09.01.2011. This is the first time that the Minister of communication & IT participated in our conference after many decades and graced the conference with his oration.Com B.G.Tamhankar, General Secretary, Reception Committee welcomed all the participants, guests and guests of honour.
The Hon’ble Minister of Communication & IT Shri Gurdas Kamat while delivering his speech has affirmed that the memorandum presented by the CHQ on eight demands is receiving attention and assured his unstinted and abundant cooperation in the settlement of staff grievances. He further asserted that he will use all his good offices to sort out the issues of postal employees. The Minister remained in the conference for more than one hour.
It is our opportunity that in our midst, Com. Sitaram Yechury, Member of Parliament and also the veteran left front leader was present and inaugurated the open session with his precious oration for about an hour. He narrated the role and importance of the working class in protecting the interest of all the downtrodden people at lower level. The need to curb corruption and scams at all levels has been elaborated in his speech. Had the huge amount swindled in 2G spectrum have been utilized through Public Distribution Systems for the welfare of state and the people and also for the education, it would have made India prosperous in which the present Govt. has failed, he mentioned. This is the first conference that two outstanding and distinguished public personalities having different ideologies and practice attended and orated in the All India Conference. We are very much proud for bringing both the leaders in one platform of our All India conference.
The another mile stone of the AIC is that the compilation of various orders relating to Gramin Dak Sewak titled as ‘Crusader to Gramin Dak Sewak’ published as a joint venture by the National Federation of Postal Employees and All India Postal Employees Union Group C has been launched in the open session and the first copy was presented to Com. M. Krishnan, CHQ President and also the Secretary General, NFPE by Com. Sitaram Yechury. The book was compiled by the CHQ for the benefit of GDS comrades for whom the NFPE and CHQ is always committed and launched in the AIC to mark the occasion.
Shri Vilasrao Gopalrao Kurhade Patil, Mayor Nagar Paraishad and also the Chairman Reception committee, Shri Shivaji Adhalrao Patil MP, Shri Nagesh Nalawde, Chairman Pune P&T Cooperative Society greeted the conference with their valuable oration.
Com K. K. N. Kutty, Secretary General, Confederation of Central Govt. employees and workers has dealt all the issues confronting the central government employees and the need for formation of wage review body to get justice and also to remove the anomalies. His speech was rather an inspiring to all the comrades assembled in the conference .Com C. C. Com K. Ragavendran, Ex Secretary General and also the Working President of our union delivered his speech on 10.1.2011 forenoon covering all the issues confronting the working class, CG employees and postal in particular and stressed the need for organizing all the workers for a united struggle to arrest the onslaughts and protect the working class.Com K. Ragavendran has been honoured by the AIC remembering his precious dedicated service to the federation and the CHQ.
In the AIC, all the circle secretaries and a record number of 72 delegates representing from all circles participated in the lively discussions on the agenda of organizational issues and others. There was on all round appreciations about the functioning of the CHQ which exhibited their confidence and faith on the leadership of CHQ. This is the first conference that there was discussion only on issues confronting the employees and there was no unwarranted criticism or comments on any one. It is our pride to record that this is the first conference that during the entire subject committee, the hall was fully packed and there was total concentration while the delegates delivered their views. General Secretary summed up all the issues for about 90 minutes.
The resolution on policy and programme was unanimously adopted in the conference. The resolutions presented by the delegates to the Resolution committee were read out by Com R.N.Parasha, Convener, Resolution committee and also the Assistant Secretary General, NFPE and they were adopted. The full details of the resolutions will be published in the Bhartiya post. Amendments to the Constitutions were unanimously adopted and the details will be published in the Bhartiya Post.
The biennial report and audited accounts were unanimously approved and adopted by the delegates and thereafter the election of office bearers were held unanimously. The following office bearers were elected unanimously for the ensuring term.

Sub: Revision of guidelines for framing I amendment I relaxation of Recruitment
Rules.

The undersigned is directed to state that instructions on framing I amendment of Recruitment Rules were issued in a consolidated form in this Department's OM No. AB. 14017112187-Estt. (RR) dated 18.3.1988. Subsequently, a number of orders and clarifications have been issued on the subject.

2. The existing instructions have been reviewed in consultation with UPSC and consolidated in the form of "Guide lines on framing/amendment/relaxation of recruitment rules", a copy of which is enclosed. The number and the date of original OM has been referred in the relevant instructions for easy reference to the context. The Guidelines on framing/amendment/relaxation of recruitment rules along with the relevant instructions and existing model RRs are available on the DoPT website www.persmin.nin.in in the dynamic form of Handbook on Recruitment Rules, 2010. This Department would continue to update these instructions from time to time.

A VERY IMPORTANT STAFF MEETING AT AHMEDABAD REGARDING UNJUSTIFIED DELAY AND REJECTION OF RULE 38 CASES

A very significient meeting was held on 24.02.2011 at Vatva IE PO in which many employees came with papers and documents besides details collected by them under RTI Act. Detailed discussions were held and cases were thouroughly studied. It was very painful to notice that in some of the cases, prima facia injustice and discrimination appeared to have been done. There appeared different standards applied to for similarly situated cases. Details are confidential and that will be furnished before appropriate authority after adequate study and compilation of facts and circumstances of each case. The meeting was attended by C/S and Com.S.K.Vaihnav Asst C.S., Com. R.S.Malek C/S P.IV, Com.N.B.Gol and Com.S.D. Cristian respectively D/S and Treasurer Gandhinagar Dn and about 50 members from different corners. Circle Secretaries of P.III and P.IV assured for appropriate representation before competent authority within next forthnight.

DECISIONS OF SPO MAHESANA REVERSED BASED ON REPRESENTATION BY DIVISIONAL UNION THROUTH CIRCLE UNION

Certain orders were issued by the SPO Mahesana beyond rules and provisions of the department and a representation was made by the Divisional Union to the Circle union as earlier discussed in this blog. When the SPO is under order of reversion, he should not have issued any order without approval of higher authority. Representation was forwarded to the DPS (HQ) Ahmedabad and then Com. K.B.Barot Ex. C/S and Com. P.S.Patel Divisional President personally met DPS (HQ) and made strong representation. Ultimately the all such orders issued by the then SPO Mahesana have been canceled.

Comrades, we have no personal bias to any individual who may have even been a member of other union but it is very important to see that the officers vested with powers must utilize it impartially, judiciously and must not ignore voice of AIPE Union in genuine cases. In this case, some of the officials might have got some trouble but friends, we are very sorry with a clarification that our intention was not for creating harassment to anyone. We aim to a system, where only judicious decisions are taken.

CIRCLE SECRETARY GETS TEMPORARY TRANSFER AT AHMEDABAD

COUNTING OF PAST SERVICES RENDERED BY RTP FOR PROMOTION

CHQ of our union had submitted a memorandum to Hon.Minister of State for Communication & IT on 29.12.10 in which we sought settlement of RTP issue hanging over the decades with the new dimension. Based on our submission, the Department has now called for details from all Circles vide its letter No.44-1/2011-SPN dated 13.01.2011. Copy is published here for information of concerned members and Divisional Secretaries who should ensure that names of all RTPs are sent to the Circle Office by the Divisional Superintendents and we should not leave any stone unturned in the case of counting of past services to the ex RTPs

MINUTES OF FOUR MONTHLY MEETING DATED 04.02.2011 HELD AT CIRCLE OFFICE AHMEDABAD

Four Monthly meeting was held at Committee room of C.O.Ahmedabad on 04.02.2011. Minutes of the meeting is published here. It is requested to provide feed back on each item if any reply recorded by the administration side is found inadequate or incorrect. So far the item regarding problems on account of old systems, nonworking printers, want of AMC/Licensed version of anti virus, non condemnation of outdated hardware etc concerns, the administration side has assured that if any detail given for any particular office, the problem will be settled. If any office is having acute problem about functioning of computer systems and the same is not settled at Divisional level, it is requested to bring to the notice of the Circle union for representation at appropriate level. It is also noticeable that in reply to item regarding provision of fuel expense to System Administrators for local journey, it is replied that the concerned official has to obtain pre or post facto approval of their tour program or projected movement, for reimbursement of fuel expenses as demanded. All S.A.s are requested to get the reimbursement as per this reply by the Circle Administration and if any problem persists, C/S should be consulted. Many members may not be knowing that the number of items to be taken in Four Monthly meeting is restricted to three for each union and therefore we have to write letters on most of the items. However, it is in your hand to keep Circle union running and striving for settlement of various types of problems at divisional level which normally remain unsettled due to communication gap. Circle Administration is also quite affirmative on justified matters but if we expect settlement we have to put up our problems in proper manner i.e. accurate details and feedback before them. Suggestion/ Communication from any member will be appreciated.

MINUTES OF BIMONTHLY MEETING OF RAJKOT REGION HELD ON 07.02.2011

Here, copy of Minutes of Bimonthly meeting of Rajkot region is published for information of members and to make them aware that we take each and every item requiring action at Regional/Circle administration. Some of the Divisional Secretaries are very much active for sending problems of their divisions and some are required to be more careful and active about it. For keeping Circle union working hard, divisional union representatives are always invited. Date of meeting about rule 38 transfer changed

Circle secretary later on came to knew that he has to attend a disciplinary case in other department on 26th itself hence the date for meeting for discussing rule 38 case is revived as 24th. No change in time and place. All should come with copies of all relevant papers & representation to union.

A meeting organized by circle union to understand representations of employees complaining about injustice in rule 38 transfer applications.

A meeting called for hearing problems and representations of those employees who believe that there is injustice to them in pending Rule 38 transfer application, is organized on 26/02/2011 at Vatva I.E . Post office at 16:30 hrs. onwards. All contends are requested to attend with full detail, Zerox copies of all concern papers and detail representation to the union. After hearing them, a representation will be made to the administration only for justified cases.

A series of lecturers will be very useful for understanding height of trade union activity and contemporary a detail report in this regard will be published later on.

CASE FOR REPAIRS OF LIFTS OF JUNAGADH HPO BUILDING TAKEN BY CENTRAL HEAD QUARTERS WITH THE DIRECTORATE

Since the building of Junagadh HPO was constructed, two lifts never worked for more than two three months and during first 5 years too much expenditure was made for repairs but unfortunately none of these lifts are in working order for more then ten years and this is a big problem for the employees working on the 3rd and 4th floor also senior citizens has to avoid coming to the office of the SPO Junagadh for any purpose. The Divisional Secretary had requested the General Secretary CHQ New Delhi for taking up this issue with the directorate and accordingly the issue has now been taken. BIMONTHLY MEETING OF RAJKOT REGION HELD ON 07.02.2011

Bimonthly meeting of Rajkot region was held at the office of the PMG Rajkot on 07.02.11 at 15.00 hrs. Now we have started to take important items in writing for creating a record and seeking action and progress report from the administrative side. Off course, in light mood, the officers told to take few less items and we also, in the same mood, sought less pressure on employees by divisional heads in the name of regional office. The meeting was held in peaceful, cordial and encouraging atmosphere. In spite of over burden work and responsibilities of three posts of PMGs, Lt. Col. D.K.S.Chauhan Hon. PMG and also Shri. B.P.Sarangi Hon. D.P.S. contributed full time and opportunity for discussion on all items by representatives of all wings of NFPE. The meeting was attended by Com.S.T.Teraiya Circle President P.IV, Com.Rashmin Purohit C/S P.III, Com. FOUR MONTHLY MEETING WILL BE HELD ON 04.02.11

Four Monthly Meeting will be held at the Office of Hon.CPMG at Ahmedabad on 04.02.11. The agenda submitted earlier was published on this blog for information of members. Com.Rashmin Purohit will attend his first four monthly meeting as a Circle Secretary. Details of the meeting will be brought to the notice of members on 04.02.11 on this blog.

There are so many issues taken on agenda, several items taken in correspondence but awaiting response of C.O., problems and inequality in the matter of MACP in regions, delay in convening DPCs for LSG, HSG II and I cadre, inappropriate identification of offices in Postmaster's cadre etc. As many as possible items will be discussed with the administration for in the hunt for solutions.

SPECIAL MEETING WITH HON.PMG ON AMRELI ISSUE

Amreli issue discussed earlier in this corner is not mere struggle against any individual Postmaster or other incumbent. It is a case of real scenario emerging as a result of undue pressure for showing glittering performance in Arrow Project offices in particular. Com.K.B.Barot Ex. C/S also remained present with Com.Rashmin Purohit C/S in the Special meeting. on 01.02.11 at the office of Hon.P.M.G Vadodara. Shri.S.T.Teraiya Circle President P.IV and Org.G/S (CHQ), Shri.M.P.Mangrolia D/S AIPEU P.III, K.A.Kanada President PIII, Shri. Gondia D/S P.IV, B.K.Trivedi D/S NUPE, A.J.Pandya President NUPE were also present.

It was discussed with Hon.PMG that it is quite irregular to suppress subordinate staff to pass wrong remarks on undelivered articles or unpaid EMOs just with an intention to show good performance. It was also explained that forcing to make fictitious signature of addressees is also a serious irregularity.

It was very much stimulating to hear words from Hon PMG who said that in any case, we must insist that we reach at the destination of the addressee but it is not at all practicable to expect all of them to be present or receiving their articles. There is nothing wrong if, after all efforts, any article remains undelivered because of genuine reasons.

It is expected that Amreli issue will be settled soon.

We would like to see a circular from R.O. containing instructions to Postmasters and off course, Divisional heads to ensure harmony and exchange of sweet dialogues in the office for any instructions to subordinate staff and to avoid vicious approach.

MACP IN VADODARA REGION : JUST FEW DAYS AHEAD

It was known at the time of visiting R.O. Vadodara on 01.02.11 that cases for most of divisions has already been settled and remaining will also be settled in next few days.

At the time of informal meeting on other issue, C/S expressed thanks to Lt. Col. Shri. D.K.S.Chauhan, Hon.P.M.G. for his affirmative response in the matter.

Let us wait for some time.

BIMONTHLY MEETING OF RAJKOT REGION ON 07.02.11

Bimonthly meeting of Rajkot region will be held at 15.00 hrs on 07.02.11 at the office of the Postmaster General, Rajkot. Agenda for items from staff side has been given earlier and discussions will be made on them besides several other informal discussions based on information received from divisional secretaries. Any Divisional Secretary suggesting any genuine point for informal discussion with administration may convey to Com. S.K.Vaishnav Asst C/S and if any D/S desires to meet C/S may come to Rajkot on the day if convenient.

PRIZE DISTRIBUTION CEREMONY ORGANISED BY AIPEU GROUP-C AT BHAVNAGAR

Bhavnagar division : sets examples for other divisions

A grand ceremony was organized by AIPEU Gr.C Bhavnagar division for prize distribution to the children of Postal Employees of Group.C cadre on 30.01.11. The occasion was graded by presence of Shri.Sureshbhai Buch – a senior and prominent leader in Bank union, Shri. Subhashbhai Bhatt and Shri. Pareshbhai Trivedi – prominent educationalists, Shri.B.A.Dave- Bhishma Pitamaha of trade union movement in postal department in Bhavnagar division, Shri.K.B.Barot- Ex. Working President (CHQ) and Ex.C/S P.III, Sharadbhai Teraiya- Org. G/S (CHQ) P.IV, Shri.S.P.Hariyani SPO Bhavnagar, S/Shri.Rashmin Purohit C/S P.III, K.B.Chudasama Asst C/S P.III and so many retired officers.

The function was mainly for prize awards to students with merit No. 1 to 3 in all standards. It was noticeable that all children present in the hall were given some prize. Such function is very well organized every year in this division and mainly the staff contributes for expenditure for the same.Felicitation of retired employees was also done in the function.

The function was outstanding as the big hall was packed with presence of family members of Group.C staff of the division who enjoyed very delicious lunch in the end of the program.

It is suggested that in the night every year when such function is organized, a cultural program like musical night can be arranged with little cost or free.

Bhavnagar is always having its great traditions and power of unity. We salute comrades of this division for doing well in the leadership of Com. Prakash Rathod Circle President. The program was memorable.

AMRELI H.O. : BLACK SHADOW ON THE BACK OF ACHIEVEMENT AND AWARDS

Peaceful agitation program of ‘Dharna’ goes on at Amreli. Staff of Amreli HO hue and cry together and struggle to get rid of undue pressure, abusing language and monarchy of the local administration. It was very encouraging episode to observe that members of two unions set together, brought their Circle Secretaries and other leaders on one carpet and all were shouting slogans of ‘Kamdar Ekta-Jindabad’ in in one voice in front of the Post Office.

Secretary (CHQ) & Circle President P.IV, Rashmin Purohit CS AIPEU Gr.C, R.N.Parmar CS NAPE Gr.C, R.S.Malek CS AIPEU P.IV, S.K.Vaishnav and K.B.Chudasama Asst.CS P.III, Parmar Circle Treasurer NAPE, K.A.Kanada Dnl President and M.P.Mangrolia D/S, B.K.Trivedi DS NAPE and A.J.Pandya President NAPE and members of both unions in big number set on dharna on the evening after office hours at Amreli on 27.01.11. All staff members were present and they directed the leaders in one voice to strongly represent their complaint against rude behaviour, abusing languate and undue pressure by the Postmaster.

When we personally talked with staff regarding details of their complaints, the real picture was unveiled. It was very much shocking to know following facts:

The PM forces postman staff to put signature of addressees to show 100% delivery and keep articles with themselves till the addressee meet them and take delivery. In other words, forged signatures are taken! Postman staff is not allowed to go home till articles are delivered by hook or kook. Postmaster herself also put her signature as recipient of articles and shows as delivered! In case of some EMO of Widows pension or old age pension, wrong remarks as ‘left’ are passed to show no EMO as pending!! Postman staff is called back even after 20.00 hrs and go for delivery if some addressee is available after that time!! PM speaks unparliamentarily and use abusing (unquotable here) language. When an inquiry was held against PM in the matter of complaint against her by staff, all staff has given written statements confirming above said facts. But unfortunately no action has been taken to put curb on such attitude and even a warning is not given for correction. This picture shows that everyone in the administration side is running for achieving such statistics that may satisfy their higher officer. For satisfactory statistics, The PM forces to put forged signature too!! She herself receives articles on behalf of several addressees!! She may be going to deliver at the doorstep of addressee!! Why??? Postmasters are invisibly compelled to show fictitious but glittering figures. Then awards are given!! This is a black shadow behind achievement and awards. Better counseling is the requirement of the day

We thank Shri.M.R.Trivedi who was out of head quarter and busy till 21.30 hrs in RPLI work in village but spared time for representatives of both unions and provided a space for healthy discussion. We presented some proposed solutions and we are hopeful that he will settle the issue. We requested him to refer to the written statements of staff of Amreli HO and ensure that a correct report is sent to the office of Postmaster General so that the pressure of doing forged signatures and objectionable behaviour can be put to notice of the higher officers which may surely justify resentment of agitating staff.

Copies of all such statements and inquiry report have been called for under RTI Act. On receipt of them it will be put to notice of regional office that under psychosis of showing fictitious but attractive figures, Postmasters go to any extent. Circle union also requests other divisions to inform it in their divisions anything is being done beyond rules and such harshness. A healthy and suggestive representation will be made to higher authorities for constructive and corrective action.

It is also expected that the SPO Amreli would make further report to the Regional office after referring to written statements and take action to the extent to which he is empowered as a head of the division.

It is interesting to know here that the Postal Staff College of India, Ghaziabad has organized an interaction programme with the 16 Senior Administrative Grade Officers likely to be promoted to HAG (Chief PMG) on 19.01.2011 from 1430 hours on the topic of “Staff issues in Transformation of India Post”. Com. K. V. Sridharan, General Secretary and Com. D. Theyagarajan, Secretary General FNPO was invited to have interaction on the topic for free and frank discussion to arrive at some agreed solution to the issues concerned. Com. K. V. Sridharan, General Secretary has taken 40 minutes on the following issues which were well received by the senior officers of the department. The gist of his presentation on the problems existing in Project Arrow offices and other modernization programme is furnished below for the notice of our members.

The following issues are not attended or not cared resulting failure in the object of the project arrow and this require immediate correction.

(1) Project Arrow is fine but not succeeded due to operational inefficiency in the absence of adequate staff.

(2) Staffs are compelled to furnish fictitious statistics that become a demoralizing factor.

(3) Project Arrow inspection team guided the offices to enter only the paid MOs relating to Family pension, Old Age pension etc. as MOs received for delivery just to show 100% delivery.

(4) In adequate supply of Computer peripherals, accessories and no power to the Postmaster to incur any expenditure for urgent natures. Inadequacy of printers and almost condemned servers with slow pace available in many Project Arrow offices.

(5) Inadequate personnel deployed for trouble shooting like Systems Administrators to attend the faults.

(6) Even antivirus soft wares are not provided in many circles like Orissa to the computers. There are no proper AMCs. For Generators also there is no AMC and many of them are out of order.

(7) Unscientific fixation of last receipt time. The last receipt should be before 1500 hours. No article should be kept under deposit or shown as delivered or redirected to other town SOs to ensure 100% delivery.

(8) Bar codes to Speed Post articles are sub standard. Duplication of scanning of Speed Post articles must be avoided. The power of RAM should be increased, Spare & Additional accessories must be provided to all offices.

(9) The present measurement of KPI uniform to all offices right from HSG-I to single handed offices is incorrect. This will demotivate the bigger offices where there are chances of return of articles.

(10) The provision of alternative mail route as provided in the blue book and vested with the divisional superintendents for effective conveyance of mails is not at all adhered anywhere. Only the DMSL is adhered. The provision of Citizen Charters D + 2 is not maintained.

(11) Citizen Charter’s meetings should be conducted as post office levels by divisional heads. So that the public can ventilate their pleasure and displeasure in the presence of concerned Postmasters.

(12) There are contrary in citizen’s Charter and norms fixed by the Department. For example for registration of Savings Certificate, it is 10 mts per registration as per the norms. Where as it is 7 minutes per certificate as per citizen charters. There should not be difference in norms.

(13) Now settlement of SB claims in finally vested with Postmasters. The time limit as per citizen charter & KPI disturbed the practicability in disposal of claims.

(14) PPF & Savings certificates involve more time. They should not be brought under multipurpose Savings Bank Counters. Separate counters must be there. No other work other than Savings Bank should be added in the Multi purpose Savings Bank Counters.

(15) Postmasters posted in the project arrow offices must be given with systems training so that they can trouble shoot the minor cases if it warrants avoiding dislocation.

(16) There is no security or no queue facilities in Project Arrow phase I & II offices. It resulted in unwarranted arguments to decide who the first customer is. There is no safety.

(17) The enhancement of counter working hours without realizing the difficulties to 7 hours in many places forced the PO to keep open the office beyond working hours. The physical strain of sitting continuously for 7 hours before counter in computer has not been taken note of. This inhuman decision frustrated the employees much.

(18) Entrusting the undelivered articles to PRI (P), directing the Postman to deliver even registered letter to neighbour or any one, compelling the postmen to obtain mobile number of addresses, collecting authorization letters etc, issuing chare sheets without studying the realities are resulted in setback. Mere policing will not yield desired results. Better counseling is the requirement of the day.

(19) Frequent statements, compelling the Postmaster to check e-mails 3 to 4 times, furnishing report once in a hour – All these adversely affected his supervisory’ duties and the time is being wasted only in collecting such information and forwarding them.

(20) Non updating the soft wares. The patches for Foreign Post revised rates not dispatched till today. In Delhi, no MPCM is having the facility of booking of VP articles under concessional rates for printed books.

(21) The e-mo software is now over leaded. Many paid e-mos are now shown as unpaid. The System Administrators are compelled to clear the mistakes. Before introducing the software, the capacity must be assessed properly.

(22) If LAN/WAN/Broad Band does not function, the PMs are compelled to go other offices to send reports, Accounts & MIS etc.

(23) No doubt, it is feel good outside. But inside, still old furniture etc to delivery staff and other staff. When the project is taken, it should be for all.

(24) Unnecessary calling of explanations from the Postmaster and take notice of their lapses for non extraction of Speed Post net data on account of operation errors.

(25) Practically there is no counting of unaccountable articles. Average and incorrect figures are furnished. This should be deleted from DET.

(26) Series of letters & e-mail received on SB transfer, claims & closures. Scores will be deducted in KPI. This demotivates the staff.

(27) Many local instructions are issued daily confusing the operative staff. Sequential day ending process has been changed twice in many circles.

(28) EMO software again proved as half baked with various bugs which required huge rectification. Soft wares are not able to deal such huge data. 2.5 lakhs e-mos were shown as unpaid which were booked 1 year before.

(29) Handling of plenty of soft wares and multi log in by single user causing tiresome and often failures resulting chain of distress to the PAs and supervisors.

(30) Virtually there is no help from the regional office except questioning; Remote assistance is the best way for trouble shooting.
