Recruitment Rules Postal Assistant/Sorting Assistants, 2011
Department of Posts has notified Department of Posts ( Postal Assistants and Sorting Assistants) (Group-C Non-gazetted) Recruitment Rules, 2011. These have been published in Official Gazette on 3.11.2011.

They come into force from the date of publication in Official Gazette.
|
For direct recruitment 10+2 or 12 Standard candidates with atleast 60% marks with English as compulsory subject [ excluding vocational stream], 55% for OBC and 45% for SC/ST will be eligible.
|
GDS should have obtained 50% marks in +2 or 12th standard and should have put in minimum 5 years service.
|

Decisions on the recommendations of the committee for comprehensive review of national small savings fund (NSSF) by finance ministry in respect of commission to be paid to post office agents.
Commission to Post Office Agents
Payment of commission on PPF schemes (1%) and Senior Citizens Savings Scheme (0.5%) will be discontinued.

Agency commission under all other schemes (except MPKBY agents) will be reduced from existing 1% to 0.5%
|
Commission at existing rate of 4% will continue for Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) agents.

Incentives, if any, paid by the State/UT Governments will be reduced from the commission paid by the Central Government

The interest rate on POSA stands increased to 4 per cent from 3.5 per cent for the current fiscal, deposits in schemes such as MIS and PPF will fetch attractive returns of 8.2 per cent and 8.6 per cent respectively, as compared to the existing interest rates of 8 per cent.

The government has decided to discontinue the Kisan Vikas Patra (KVP) scheme. It has also reduced the maturity period for MIS and National Savings Certificate (NSC) schemes to five years from the existing six years and has introduced a new 10-year NSC instrument with its interest rate pegged at 8.7%.
|
PPF savings accounts has been raised to Rs. 1 lakh from the current limit of Rs. 70,000.
|
The government has also scrapped the 5 per cent bonus on maturity of MIS schemes and abolished the commission for agents on PPF and Senior Citizens Savings Schemes.

The new rates are to be made applicable from the date of notification to be announced soon.

In a relief to senior citizens, who retired from government service before 2006, the Central Administrative Tribunal (CAT) has directed the Centre to re-fix their pension on the basis of recommendations of the Sixth Central Pay Commission (VI CPC)
|
A three-judge bench of CAT headed by its Chairman Justice V K Bali quashed the August 29, 2008 government resolution which amended the recommendations of the sixth pay commission due to which the pre-2006 retirees were getting lower pension than the post 2006 retirees.
|
The bench passed the orders on a bunch of petitions filed by individuals, their association -- Central Government Pensioners Association -- claiming pension at par with post-2006 retirees on the recommendations of the VI CPC, which took effect from January 1, 2006
|
Respondents (Government) are directed to re-fix the pension of all pre-2006 retirees with effect from January 1, 2006... Let the respondents re-fix the pension and pay the arrears thereof within a period of 3 months from the date of receipt of a copy of this order

Yes, CBS will have double entry accounting system. A double-entry bookkeeping system is a set of rules for recording financial information in a financial accounting system in which every transaction or event changes at least two different nominal ledger accounts. The above said accounting logic will be inbuilt in the CBS software.

What are the linkages between CBS and other projects?
The entire scope of India Post 2012 project is organized under 8 RFPs, in a multi-tower model with vertically integrated towers, in order to expedite the rollout of priority solutions and allow specialized and full service providers to participate in the procurement process. The vendors selected would need to work together to ensure smoothness in building and rolling out the solutions. The key linkages between CBS vendor and other vendors in the India Post 2012 project are network, data centre facility, helpdesk, call centre etc.

Whether all the schemes have to be migrated to CBS?
Yes, all existing schemes will be migrated to CBS. This is needed due to the fact that firstly Sanchay Post will be phased out and secondly due to interface with the new POS ( which will replace Meghdoot software) integrating all the applications of the post office.

What is the role of SI as far as Sanchay Post is concerned?
SI shall maintain, operate and support this application during the period of its availability. SI shall do the necessary enhancement of the Sanchay Post software during the time of ownership as may be required for successful running in the identified Post Offices.

Who will run the call centre for banking? How the staff will resolve issues while implementing CBS?
There will be an internal helpdesk to resolve the issues faced by the internal staff of DoP in relation to the products and solution/ applications implemented as part of India Post 2012 Project. A call centre will be available for the DoP customers. Both (internal helpdesk and call center) will be managed by the core system integrator as part of its scope of work.

What are the facilities the customer can get through core banking?
The customer will get the benefit of anytime, anywhere banking by access to multiple alternate channels like ATM, internet banking, phone banking, mobile banking etc.

What are the online facilities planned under internet banking for CBS?
