Item No.1
APPROVAL FOR DRAWAL OF HRA AT THE RATE OF AHMEDABAD CITY TO THE STAFF OF NANDEJ S.O. WITH EFFECT FROM 01.04.2010
Vide ADG (E) Directorate letter No. 4-89/95-PAP DTD 19-12-1995, the HRA at the rate of Ahmedabad was approved w.e.f. 01.04.1992 and the same was drawn up to 31.03.10 and subsequently owing to non furnishing of dependency certificate the same has been stopped from 01.04.10. As heard, dependency certificate has already been received and it is therefore required for issue of sanction for drawal of  HRA @20% and 30% as revised now.

REQUEST FOR DECIDING PROCEEDURE AND ISSUE OF INSTRUCTIONS REGARDING IMPOSSIBILITY OF CLOSURE OF BULK RD/TD ACCOUNTS ON COUNTERS IN A SINGLE DAY OR EVEN WEEK, WHICH WERE OF SINGLE DEPOSITORS WITH HIGH AMOUNTS BUT SPLITTED IN THOUSANDS OF SMALL DENOMINATIONS IN MARCH-APRIL 2015

Staff side receives emotional and heartfelt complaints about indescribable miseries of SPMs and PAs in front of counters because of inability of closing so many accounts in a day in CBS offices. As a routine, particularly in Rajkot region and off course throughout Gujarat circle,  thousands of RD accounts of Deno @ Rs.10 were opened and TD account of Rs, 1 lac of a single depositors were divided into 500 accounts @ Rs.200/-. Now the depositors come to take payment of 1TD accounts or RD accounts but we all are aware that it may be possible to close merely 50 accounts if a single PA sits whole day for that specific work only. Customers become annoyed and there is big chaos as a routine in front of counters. Staff side urges to find out some way out of this and take a decision as to how such customers can be dealt with!

(A)
ACTION AGAINST RESPONSIBLE OFFICERS WHO FORCEFULLY AND WRONGFULLY COMPELLED STAFF FOR OPENING OF APY ACCOUNTS OF POSTMEN STAFF OF 55-60 YEARS OF AGE BY SHOWING FAKE DATE OF BIRTH TO SHOW THEM AS AGE OF 18 ONLY TO SET MINIMUM PREMIUM OF RS.42   

The issue was already taken up with the C.O. Such an approach is quite harmful for image of the department as well as it is clear cut case of deceiving the department and violation of rules regarding opening of APY accounts as well as regarding obtaining KYC documents by placing sward on subordinate staff . Strong action requires to be taken in such cases to set examples.

REQUEST FOR ISSUE OF ORDERS FOR TREATING ALL THAT THOUSANDSS OF RD ACCOUNTS, OPENED DURING FEBRUARY/MARCH 2016 BY POSTAL STAFF THEMSELVES IN A SINGLE NAME @ Rs.10/- , AS IRREGULAR AND FOR CLOSING DOWN THEM GRADUALLY WITHIN NEXT THREE MONTHS

In several divisions like Jamnagar, Rajkot, Gandhinagar, Bhavnagar, Ahmedabad GPO and others the divisional heads had suppressed their own each staff to spare Rs. 5000 to 15000 and open 500 to 1500 RD accounts of denomination of Rs.10. If details are called for from all units of Circle, the picture would appear very shocking, ugly and untenable. For short cut, if details of number of accounts opened per day would be called for, the days of big volume of new accounts are the day on which such tactical work has been done in offices where migration to CBS were pending, by use of unauthorized software and by using a single passbook. Imagine, what will happen with our innocent staff when all these accounts will come for closure in March 2017? In Finacle, even with increased bandwidth, we cannot expect that a single PA can close more than 50 accounts in a day. If these fabricated accounts opened only to show illusive but fabulous target achievement will come for closure at a time, it will be wastage of huge manpower and hamper other important work of genuine customers. Such lacs of accounts has fed up our servers with unnecessary data and it has caused a lot of difficulties for all of us. Therefore it is requested to examine this matter and issue order for closing down all such accounts in gradual manner.

ISSUE OF ORDERS FOR UNIFORM IMPLIMENTATION OF POLICY GUIDELINES FOR ROTATIONAL TRANSFER AT DIVISIONAL LEVEL

There cases of representation comes from various divisions that certain officials are always managing to remain in Administrative/Divisional offices by deviating from policy guidelines and by deputations_transfer_deputation course without shifting even a table for number of years. Previously C.O. issued instructions for termination of all deputations and physical shifting of each incumbent by replacement of another one except for compelling reasons and that too with permission of the Regional administration.

REQUEST FOR MAKING ATTEMPTS FOR RECOVERIES OF MISAPPROPRIATED AMOUNTS FROM PRINCIPLE OFFENDER, DETENTION OF HIS ASSETS BY APPROACHING COMPETENT AUTHORITY, IMPOSING REASONABLE INSTALMENTS OF RECOVERY ON SUBSIDIARY OFFENDERS, AVOID TRANSFERS UNDER RULE 37 IN SELECTIVE CASES  AND AVOID DIRECT NOTICES TO CONCERNED EMPLOYEESS TO DEPOSIT HUGE AMOUNTS.

Staff side understands that it cannot interfere in administrative action dealing with any case of misappropriation of govt. money and resultant disciplinary proceedings. At the same time we need to convey our general feelings and suggestions in the matter. It is suggested to issue instructions to first make full efforts for recoveries from principle offender and detain his properties by approaching concerned revenue authorities. Recently it was seen in case of Valsad and Banaskantha division that the divisional heads resorted to a short cut by sending small letters without any details to several staff members for depositing thousands of rupees. In both divisions, ultimately as a disciplinary order, recovery in very huge installment @Rs.15000 to 25000/- per month were issued. There should be a consideration about what would be the “take home pay” owing to such recovery in very big installments. In a unique case of Ahmedabad GPO concerned employees were transferred under rule 37. It was promised earlier that after disciplinary cases are over, they would be taken back but innocent employees are undergoing huge recoveries and endless sufferings. It may be examined to take them back to Ahmedabad.

CONDEMNATION OF OLD COMPUTERS, PRINTERS AND PERIFERIALS AND REPLACEMENT OF NEW HD COMPUTERS AND PROVISION OF LASSER PRINTER IN ALL CBS OFFICES

This item has been frequently discussed at each level but there remains hue and cry for want of adequate and new Computers by replacement of old one. A survey is required to be undertaken for actual requirement.

REQUEST FOR IMMEDIATE SOLUTION OF WELL KNOWN AND REPEATEDLY HIGHLIGHTED PROBLEMS IN ALL POST OFFICES AFTER MIGRATION TO CBS AND ISSUE OF INSTRUCTIONS TO ALL UNITS FOR NOTING DOWN DETAILS OF STAFF REQUIRED TO SIT EXTRA HOURS AND DECIDING GRANT OF OTA OR C/OFF TO THEM

Inadequate bandwidth, Poor network connectivity, slow down of servers, slow and inconsistent working of Finacle, incompatible hardware etc are routine problems which are brought to the notice of administration side at each level as a daily routine. We would say in short, it is the responsibility of the department to provide appropriate infrastructure. The staff sits in offices till late nights but no record is kept and therefore it becomes unofficial. It is requested to instruct all units to keep a record showing details of each day when staff sits for extra hours and grant them OTA or C/off.

TAKING TERMINATED PA/SA AS OUT SOURCED FORCE TO MEET WITH HEAVY SHORTAGE OF STAFF

We are facing acute and unmanageable shortage of staff. Recently several officials in PA/SA cadre were terminated. There has been a verdict of Hon. CAT Ahmedabad quashing termination of these employees. It is suggested see possibility to engage such experienced staff at least as “ out sourced” to meet with the heavy shortage of staff.

SUGGESTION FOR FORMING A CIRCLE LEVEL TEAM CONSISTING OF INTERESTED AND EFFICIENT OFFICERS AND STAFF FOR POPULARISING VARIOUS PRODUCTS AND ITS EFFECTIVE MARKETING AT GROUND LEVEL

It is a suggestion. There are so many opportunities already available in the field but due to lack of co ordination and coherence we are not procuring to the optimum possible extent. There are so many specially expertise personalities in various cadre including GDS. Why not we identify, sit together, draw our plan and execute jointly throughout the Circle? Recently a pandal in Maha Shiva ratri fair shown to us that people are excited to know about various schemes in Post offices. We must register our presence as and when any such events of gathering huge number of people without looking to instant business. Let us discuss on this also.
