IMPLEMENTATION DEFERRED 

          Today on dated 25 th April-2017, Com. R.N. Parashar Secretary General NFPE & General Secretary P-III alongwith Com. Giriraj Singh, President NFPE & General Secretary, R-III met with Shri B.V. Sudhakar, Secretary (Posts) and discussed issues of Cadre Restructuring and appraised him the difficulties being faced by the staff and requested either to modify the Cadre Restructuring as per suggestions submitted by NFPE & P-III or defer till the issues are settled. Secretary called DDG (Estt) Smt. Smriti Sharan & Director Estt. Shri S.V. Rao and ordered to form a committee of officers of Directorate which will take views of all Chief PMGs and after that Convening a meeting with unions, issues will be settled. Till then he ordered to keep the Cadre Restructuring implementation in abeyance.

Respected Sir,
Namaskar. I forward herewith mail received from our Bhavnagar unit which show that a wall & balcony of Bhavnagar Anandnagar PO has collapsed. 

Staff side had already taken up item regarding such buildings including this one recently as well as in past and it was discussed during four monthly meeting also that we can't wait till any casualty occur. 

I attach photographs of collapsed portion and other portion which is likely to collapse at any moment.  Staff is feelings unsafeness and danger to sit any furthermore time in such building.

We urge shifting of staff at another building, nearby office or at HO till remedial action is taken.

in connection with the above subject i wish your immidiate attention. bhavnagar anandnagar is having very poor building since long. the post master and staff side ha often informed your office regarding shifting of this office. today balcony and a wall of anandnagar po has collapsed. though there isnt any casualty but it has become the most dangerous to work in such office. there should be immidiate shifting of this office. who will be responsible for any los sir ?? you have been so kind in solving all the issues of staff side we as a union request you to shift the office immidiately. we will be there with you to shift the office anytime as a teem. hoping for a response.

Respected Sir,

Namaskar. An examplary case came to our notice that there was a case of double payment of MIS account standing at N C market PO and transferred to I.I.M.Post office. Payment was effected at both offices. Concerned employees were held responsible and a sum of Rs.3,74,000/- were recovered from employees. In this case, the depositor had another MIS account worth same amount in N C Market which was fridged  (payment stopped) by SSP Ahmedabad. The depositor had approached Consumer Redressal forum and lost case. He hasn't filed appeal. The amount involved is recovered by department. It is requested to consider that there is no loss to govt. In this case amount recovered from employees may be refunded to them.


It is also requested to review all other similar cases.

Circle Union takes up with CO to give posting on promotion of LSG APM Accounts to HSG.II at Rajkot & Gondal itself on HSG II posts available after cadre restructuring


Hints from four monthly meeting dated 20-4-17

In four monthly meeting today at CO various points were discussed in very cordial and passionate atmosphere. Details will be given when I would be free here.

The Accountant's exam for this year has been pronounced but result of last year's exam has not been declared so far.  It appeared to us that it was not in presence of mind of admn side! 

It has been assured that pending result of Accountant's exam will be declared in next week without fail.

CADRE RESTRUCTURING:
It was represented by us that most of posts with allowance are identified in LSG viz. SB Counter, Treasurer etc. It was also represented by us that most of posts of Accounts has been upgraded to LSG, now candidates who pass accountant's exam can't be posted as Accountant on these posts because these posts will be LSG! So, posts of Accountants should be left for new qualifiers. 

Approach of our CPMG was absolutely positive and helping. He asked us to give any such suggestions in next 15 days time. He assured to accept all legitimate suggestions.

Honorarium to invigilators etc all staff engaged in outsider Postmen's exam held in 2016 was not sanctioned. Same for this year's exam has been sanctioned. Our CPMG was unaware about non-sanction of honorarium for previous exams. He agreed to sanction shortly and gave instructions to concerned.

Regarding all PO buildings which are in dangerous condition, he asked me to give a division wise list with short details. All DS should provide fresh information to me in personal what's app and email.

We talked about buildings we have seen at Bardoli, Valsad, Mahesana, Bhavnagar, vadodara, Porbandar divisions and kachchh (Madhapar)etc.

Regarding concept of Night PO ( Extended counter hours) we represented that there is a negligible benefit to customers and no justification to carry on unfruitful concept. It was agreed to discontinue it.

We told, we are running item of repair or replacement of unserviceable DG Set of Bardoli since one year+. PMG Vadodara informed, it is already replaced.

We Furthermore represented that in most of POs, Gen Sets worth lacs of ruppes are laying untouched since installation and at most of POs Gen Sets are in worst condition. Administration should first make a survey to know how many are in working condition, reparable, irreparable. CPMG was very considerate and open minded on this issue also. He said we will make survey. He suggested other officers to see feasibility of AMC for Gen Sets.

He asked us to give a list of POs where there is frequency of power supply failure is more. There Gen Sets in working condition can be shifted.

Importantly he said that in POs with frequent power supply failure, solar panel will be supplied in coming year. He asked us to provide list of such POs.

All DS should provide sound feedbacks to Circle union soon.

On our demand CO is also looking for AMC of DG set.

About our representation regarding difficulties on account of provision of accepting GDS recruitment application fee at HOs only, CPMG told that he has studied our email, agreed and sent suggestions to concerned authority at Hyderabad.

Regarding consideration of rule 38 transfer cases, and cases of husband wife stand of CPMG was firm & clear. He stated, all cases will be approved and each one will be physically transferred if there is vacancy in the division applied for. He made it clear that no deputations will be ordered even in husband wife's cases. He promised to transfer such employees very soon.

About continuing one and same persons at administrative offices by deputations or attachments beyond tenure, when we said that except anyone is indispensable, officials should be shifted, the CPMG said that no one is indispensable and almost all must be transferred out on completion of tenure. Any deputations or attachments has to be terminated, CPMG said. He asked AD Staff to put this point in All DH meeting on 25 April and replied to us that all DH will be strictly ordered in our presence.

After reasoned discussion about real achievement of taegets and avoiding fake business, CPMG invited CS AIPE Union Group C to remain specially present in All Divisional Head's meeting on 25th April and deliver a presentation and view points therein.

Namaskar. As provided in Directorate letter No. 17-23/2016-GDS dated 17-03-2017 and relevant guidelines,fee payments from applicants for selection and engagement in GDS has to be received only at Head Post Offices and that too in a Fee Collection Module created for the purpose in online portal only. At the end of day, the counter PA has to enter bulk entry of total fee collected and number of transactions made in ePayment module for the purpose of reconciliation of amount collected and credited.

In practical implementation and execution of the above stated procedure there is unmanageable difficulties to staff and also to applicants who has to come to HO from long distance. The entire process depend on appropriate and uninterrupted net connectivity but there is off and on or low network connectivity which results into difficulties, irritation in queues and avoidable hardships to postal officials and applicants. As there is only one used ID and password, work has to be done on one counter only. There are big queues on counters from yesterday 17th April. As the portal concerned could not be connectible on 17th, the first day, huge number of candidates coming from 100-200 km distance at HOs had to go back and come again. This will be repeated and hardships will continue.

If the fee receiving in ePayments would be allowed at each S.O. it could be quite comfortable to all concerned. Mostly rural people has to travel too much and come in big queue at HO. 

This procedure may be reviewed from all angles and aspects with a view to enable unemployed aspirants to deposit their fees at their nearest POs and avoiding hardships at HO also.

I hope, heads of circle would also call for details from HOs and take up issue with Dte . with factual report and valuable suggestions.

It is requested to take up matter with appropriate authority without delay urging immediate review and revision.

Respected Sir,
Namaskar. Few pics are attached which describe a short story about incident of falling down of roof of Mangrol PO building during working hours, which injured a Postman and a GDS on duty. They were shifted to hospital by 108 ambulance, treatment was given and now their health status is out of danger. The staff now sits in open and continent postal work there uninterrupted at their own wish without making a big issue. We salute their loyalty & dedication. 

It was informed that SPM had sent a number of letters about dangerous condition of PO building but administration side had no interest and worry. Staff side registers unpleasant feelings towards such divisional heads who are neglecting their moral duty of taking care and ensuring safety of employees.

We will personally visit Mangrol PO tomorrow and ascertain full details as well as feasible urgent repairs as well as long term safety there. After visiting, we will approach you sir.

Last photo is of Bagvadar PO, where also worst condition of PO building has become threat on employees working there. We will visit that PO also tomorrow.

(In Bhavnagar, Chitra- Anand nagar- Kumbharwada POs are in dangerous condition. For Shihor PO building we took up at all levels but till waiting a result. This is item in bimonthly meeting also.)

Dnl Head's total nescience may be treated as non devotion to duty and deliberate inaction even in extremely urgent cases.

Roof of PO building Mangrol (Porbandar dn) falls down. Postman injured and shifted to hospital by Ambulance 108. Just today morning we sent items for four monthly meeting and requested a drive to identify & repair  PO buildings which are dangerous. 

All were aware about worst condition of PO building but administration has interest in nothing except achievement of fake targets by opening thousands of (splitting of) accounts. only.

Let's hope, this may be a lesson, a red signal to all concerned. We cannot wait for casualties to happen everywhere.

The mechanism for mutual dialogues through formal meetings was fractured in Circle for one or other reasons. Now staff side expects all round rejuvenation and better staff welfare and exchange of ideas & feelings of both sides by healthier mutual discussion.

Item No.1

Circulation of Directorate instructions dated 19-8-15 and 15-3-16 by units in vernacular language up to branch offices and assuring its implementation and fixing of responsibilities for wilful infringement (regarding practice of splitting of one higher denomination account into multiple lower denomination accounts in Post offices)


- above instructions are infringed in mass scale and there increases expenditure to govt besides wastage of time, men power and whole system. Immediate action is required to find out viable and pragmatic ways & means to achieve targets with reasonable & cogent considerations.



REQUEST FOR IMPLEMENTATION OF 89TH RJCM DECISION ON PHYSICAL SHIFTING OF OFFICISLS ON COMPLETION OF TENURE AND IMMEDIATE TERMINATION OF ALL DEPUTATIONS IN GUJARAT CIRCLE


There is a little implementation of decision of 89th RJCM. This is very crucial item. Dnl heads font put unjustifiable cases in committees for rotational transfers and adopt short cut of ordering deputations on personal considerations and many other undescribable grounds. We hop this item will be attended on top priority otherwise "selective cases of deputations" will now be regularised. One and same incumbents will stick to Dnl offices.

REQUEAT FOR COMMUNICATION WITH UNIONS BY EMAILS .


It was previously also decideded but that all communication including notice for various meetings, circulars, acknowledgement etc each letters would be  issued by email. It is requested to guide concerned staff.

ITEM NO.4
DECLARATION OF RESULT OF LAST EXAMINATION OF PO&RMS ACCOUNTANT

Before examination for this year's are held, it is required that result of last examination are declared.

ITEM NO.5
REQUEST FOR SPECIAL DRIVE ON KNOWING ABOUT PO BUILDING WHICH ARE IN WORST CONDITION.

Staff side periodically takes items regarding worst and unworkable conditions of various PO buildings and quarters. We had taken up regarding various PO buildings and quarters of Bardoli and Valsad dn. Regarding Shihor PO building at Bhavnagar items run on papers and staff works under dangerous condition. Recently we visited Bhavnagar Chitra PO, Anandnagar PO and kumbharwada PO which are in quite dangerous condition. Bhuj Sorting office till functions under plastic roof after earth quake. It is requested to take up a special drive on identifying and listing of such PO buildings and quarters and take remedial action as may be necessary.

PROVISION OF CC TV CAMERAS WITH FOOTAGE RECORDING FACILITY AT ALL BIG SOs, MDGs AND HOs IN GUJARAT CIRCLE

IN PRESENT ERA OF INSECURITY AND UNCERTAIN SAFETY, IT IS NEEDLESS TO DESCRIBE JUSTIFICATION AND NEED OF PROVISION OF CCTV CAMERAS AND RECORDING OF FOOTAGE COVERING COUNTERS, TREASURY AND ENTRY/EXIT POINTS. STAFF SIDE URGES ACTION ON

ITEM NO.7.
REPAIR OF DG SET OF BARDOLI HO

This is a very long pending issue taken up at all levels. DG set requires repairs or replacement from other office where it is hardly being required to use.

ITEM NO.8
SUPPLY OF FAKE CURRENCY NOTES DETECTING MACHINES TO ALL POS IN GUJARAT CIRCLE

Fake Currency notes detection machines are required to be supplied to all POs. More over it may be ensured whether FCN detection machines already provided are compatible to detect fake notes of new currency @500 & 2000.

ITEM NO.9
PROVISION OF CLEAN/COOL DRINKING WATER AT ALL POS IN GUJARAT CIRCLE

Staff side knows that in some divisions heads of units approve purchase of ice at big offices but it is requested to take a common decision that clean and cool water jugs (of 30-40 ltrs) may be purchased by all such POs where there is no RO or Aqua guard machines and water cooling devices are not provided. At Surat HO arrangement of clean and cool water may be reviewed.

ITEM NO.10
REPAIRS OF LIFTS AT JUNAGADH HPO BUILDING

Lifts are not working since years. It may be got repaired as soon as possible.

ITEM NO.11
DRAWAL OF HRA TO OFFICIALS WHO ARE ATTACHED AS INCHARGE OF OFFICE , WITH POST ATTACHED QUARTERS, IN STOPGAP ARRANGEMENTS AND TO RUN OFFICES TILL REGULAR ARRANGEMENTS ARE MADE. 

There are several cases wherein officials are given to work as officiating PM/SPM in critical situations where no senior willing officials are available. Such officials are not occupying post attached quarters and they suffer loss of HRA. In Such cases,  head of Circle maygrant approval for drawal of HRA.

ITEM NO.12
DECLARATION OF NEW YEAR DAY AS CLOSED HOLIDAY

Staff side is obliged by decision of declaration of Makar Sankranti as CH. It is requested to take up a special case with any higher ups to see possibility of declaration of new year day, falling next to Diwali as CH

ITEM NO.13
REVIEW OF CONCEPT OF NIGHT POST OFFICE AT AHMEDABAD

It is requested to see that there is no considerable use of NPO by customers. We can justify it only by diverting business of routine counter hours in NPO as we do in other cases of fake figures. It is also requested to consider heavy shortage in PA cadre. Staff side urges to drop this concept unless it has been widely useful.

ITEM NO.14
REQUEST FOR NOT CALLING STAFF AT R.O./C.O. ONLY FOR PUSHING TARGETS

It came to our notice that staff of HQ region have been regularly called at C.O. Ahmedabad and more than persuasion, they were rudely humiliated and threatened. Our senior staff were talking with sadness and tears in eye regarding embarrassment they experienced. In RO Rajkot GDS employees were frequently called upon and threatened/ humiliated.

Any persuasions can be made at Sub dn/Divisional level. We are running with acute shortage of staff. It is difficult to manage offices even for routine works. Such journey and meetings at RO/CO creates avoidable hardships. GDS are not being paid for such meetings. It is requested to stop such idea now onwards.

ITEM NO. 15
REQUEST FOR LISTING OUT OFFICES WITHOUT TOILET FECILITIES AND REMEDIAL ACTION

Till we hear about POs without lavatory. When we went to Surat heard about POs without lavatiry like Kathodara, Dummas, Pandesara, Rambagar(drainage problems). In Junagadh dn Diu, Vadal, Junagadh Joshipara etc. May be more POs without toilet. It is requested to take remedial action.

HOLDING OF PERIODICAL FORMAL MEETINGS WITH STAFF SIDE AS PER RULES

All types of meetings in Gujarat circle, except in Vadodara region, are not being held regularly. This kind of approach breaks a constructive platform of healthy discussion and creates avoidable misunderstandings. It is requested to ask all concerned for ensuring that formal meeting are held at regular intervals.

ITEM NO.17
AVOIDING MEETINGS AND MELAS ON SUNDAYS AND HOLUDAYS

Despite Directorate instructions, as a routine, Sundays and holidays are used for staff trainings and melas. It is requested to put curb on it.

As the meeting has been called after very long gap, number of items are more than prescribed but staff side urges to entertain all items broad heartedly.

Only 3 items are officially allowed but we are taking more items on plea that administration is not scheduling meetings at prescribed gaps.  

This meeting is attended by CPMG, all PMGs, all DPSs, Director PTC, DA (P) etc all senior officers from administration side. (Above rank of APMGs/ADs)

We are also giving list of points for informal discussions with administration in this four monthly meeting being held at c.o. Ahmedabad on 18-4-17.

We may discuss following points orally in meeting:

1. Consideration of relief of all long pending rule 38 transfer cases and special consideration of cases of serving husband wife.

2. Provision of Air coolers in big POs by hiring or purchase

3. Reviewing delay in installation/supply of hardware. After receipt, Divisions are taking too much time in supply of various items to POs. For example passbook printers at Ahmedabad city dn.

4. Lethargy in convening monthly meetings at Ahmedabad city dn. Since last 6 months, meeting is not held.

5. Staff is exploited by opening accounts from own money. Purchase gold bonds from own money. Whether officers or their staff are expending money similarly?

6. For Union subscription, cheques are issued at few HOs in the name of "Secretary.. So & so Union. But no banks are opening accounts in the name of Secretary or union. So it is useless to issue cheques as above. DDO should pay on roll or issue smo.

7. Many Dnl heads are putting undue pressure on staff, using harsh & humiliating language with staff, each time threatening for transfer or action etc. Porbandar, Bk..etc are example. We demand advise to them to be controlled and considerate.

8. Cadre restructuring issues: we will have separate meeting on this.
There should be no transfer out of division.

9. Some SPs like Mahesana are inviting transfer applications of out of station. Post tenurs of Gr. C employees are to be taken in account for rotation, not station tenure. Some DHs are inviting applications but not providing list of officials completing tenure, so staff never knows where the vacancy will be available. We will demand review of this and issue of instructions to divisions. 

10. Misuse of administrative powers and revengeful approach by some of the officers.
For example: for loss of NSC before sale, recovery @ 1lac of Postmaster

Leaving similarly situated employees with minor action and imposing punishment of lacs of rupees on others ..like Tithal Fraud case...transfers of subsidiary offenders after years of fraud @like cases of GPO, Tad BO(Delvada) etc

Somewhere, deputations have become "IBD" i.e. Individual Business Development. There must be total control of CO & RO on this.

15. HRA case of Nandej. It was many times taken up but for no reasons there is delay. HRA at the rate of Ahmedabad city has to be approved for Nandej.

16. Drive on collection of information of offices in Gujarat circle where there is no battery back up available.

17. List of unserviceable DG sets/ Generators at various offices.

18. Circulation of easy rulings on CGHS , empanelled hospitals and allied matters as earlier decided.

19. Administration observes prescribed tenure..say post tenure of all Group C employees. There are other cadres and rules of rotation for them too. Why that's not applied to them?

22. Avoiding further load on PSD Ahmedabad building and finding another space for RO HQ region. Or shifting Speed post centre to Asarwa Godowns to create space for RO in PSD Ahmedabad building. We demand discussion on this too.

24. Setting feasible and logical targets. Targets cannot be beyond growth of economy.. beyond growth in other fields as per statistical data of last years..for example.. If we increase about 10% in Speed post, parcel, deposits etc...how can we increase accounts by 30%? There are scientific calculation methods and many other things for setting viable targets. 


25. Using minimum possible manpower in arrangements on visits of officers. There usually a big team of ASP/SDI/PRI/MO/GDS/MTS sets, functions and runs at Circuit houses, other places and so on visits of officers. The officers also dislike such unnecessary queues and gatherings. It requires  written instructions to all to avoid that type of colonial culture.
