NOTICE
                                                        FOR CIRCLE COUNCIL MEETING

In accordance with the provisions contained in article 32 (a) of the Constitution of All India Postal Employees Union Group ‘C’, notice is hereby given to all concerned that the meeting of the Circle Council of All India Postal Employees Union Group ‘C’ Gujarat Circle will be held on 31.08.14 at Hotel Moris Banquet Hall, Bhutkhana chowk, at Rajkot.

The meeting of the Circle Council will commence at 10:00 hours on 31.08.2014 sharp. All Office Bearers of Circle Union, all Divisional Secretaries and Supreme councilors are requested to attend the meeting in time. The following shall be the items of Agenda for the Circle Council.

AGENDA
1.     To read and pass minutes of last Circle Council Meeting held at Junagadh on 02.02.14.
2.     Review of Organizational matters.
3.     Conclusive discussion on preparation for Final Convention of Golden Jubilee Year of NFPE, being organized at Dwarka on 23-24 November 2014.
4.     To decide dates and Venue for next Circle Conference.
5.     Review of Financial position of Circle union and arrangement of Expenditure of last Circle Conference held at Jamnagar on 15.12.12
6.     To decide division wise contribution and nomination of names for Reception Committee for Golden Jubilee Celebration of NFPE at Dwarka
7.     Remittance outstanding Quota to all higher ups and clearing accounts with Circle union.
8.     Any other subject with the permission of the Chair.

minute book of the last divisional conference/Accounts for last four years/details with vouchers & receipts regarding Quota submitted to Circle Union/CHQ/Federation in 2010-11 onwards/ Cheque books of accounts in which union subscription is credited (with minimum 4 blank cheques), minutes of monthly meetings held with divisional heads in last two years, copies of letters written to administration and their replies in last 2 years, list of pending items at Divisional level and issues taken up with Circle union and pending,List of divisional executive committee members with mob no and mail ID

LETTER EMAIL TO PMG RAJKOT AND CPMG AHMEDABAD REGARDING IRREGULAR WITHHOLDING OF PL BONUS AND PAY BY DIVISIONAL HEADS PARTICULARLY OF POOR GDS EMPLOYEES.

ALL DIVISIONAL SECRETARIES MAY ALSO COLLECT SUCH DETAILS OF THEIR DIVISIONS.

Hon.Sirs,
Namaste. I recall our discussion in previous RJCM meeting in which I sadly informed about non payment of PL Bonus to 78 GDS employees by SP Jamnagar. The amounts were detained for months together till next Diwali period was coming soon. I remember that Hon.CPMG Brig.Thapar sir had shown deep concern over such irregular withholding of big amounts of poor GDS employees for 8-10 months and asked AD to immediately issue instruction to release the same. Unfortunately no such instruction was issued.

 What is the fault of their family members who awaited some extra amounts like Bonus in the festive period! This year also SP Jamnagar has again detained PL Bonus similarly and big amount is laying undisturbed till previous diwali I.e. 10 months. This is very sad. 


  1. It may be possible that few other SPs may have also withheld pay or PL Bonus in the same way. Many such things happen in Rajkot region particularly.


 I urge to ask all DDOs (PMs of HOs) to furnish details of pay or bonus of employees withheld by divisional heads (except in case of fraud cades) and ask DHs to release the same soon if there are no valid reasons.

 Instructions to SP Jamnagar may also be issued to put curb on pressure tactics. A general instruction may also be issued informing staff side also about it.

Indian Post office Act-- Govt thinks to Amend

The government today said it is considering a proposal to amend the Indian Post Office Act, making postal authorities responsible for non-delivery or loss in transit of articles for consumers.
 
"The proposal to amend the Indian Post Office Act, 1898, is under consideration which includes the examination of the scope of making postal authorities responsible for non-delivery or loss in transit of the articles of consumers," Minister of Communications and IT Ravi Shankar Prasad said in a written reply to Lok Sabha.
 
On a query if Indian Post is losing its share to the operations of private courier companies, the Minister said the share of both the traffic and revenue of Speed Post have been increasing over the years.
 
"Study on Speed Post conducted through the Indian Market Research Bureau International, reveals that the share of Department of Posts in the overall courier market has increased from the range of 15.1 per cent to 18.3 per cent in the year 2010-2011, 16.7 per cent to 19.8 per cent in year 2011-12 and 17.4 per cent to 20.2 per cent in year 2012-13," he added.

ONE DAY MASS DHARNA IN FRONT OF REGIONAL OFFICE
 AT RAJKOT GUJARAT.


Comrade,

                       It is to report from the stage of AIPEU, GDS[NFPE], Rajkot that today one day "DHARNA" were organized by the comrades of various divisions of Rajkot Region Viz. Rajkot, Jamnagar, Gondal etc. in front of Regional office, Rajkot as per the directives of CHQ.  So many GDS comrades of Rajkot Division + Comrades of P-IV, Rajkot & also Comrades of P-III Rajkot division participated in this 'DHARNA" program.

                      The "DHARNA" were started and ended with slogans shouting and also so many comrades who have not participated in the 'DHARNA" were present at that time.

It was a successful agitation program by which enthusiasm and unity of postal employees was strongly demonstrated.
