The attack on Postal and RMS Employees including Gramin Dak Sevaks is mainly due to the policy of the Government against which all the Central Trade unions and Federations are jointly fighting. We as Postal workers, it is our duty to join the working class in its fight against the anti-labour policies of the Government. The Central JCA (NFPE, FNPO, AIPEDEU, NUGDS) calls upon the entire Postal and RMS employees including Gramin Dak Sevaks to conduct intensive preparations for making the 28thFebruary 2012 All India Strike a complete success. Strike notice will served by the Central JCA to the Secretary, Department of Posts.

OFFICE MEMORANDUM

Subject:-Re-imbursement of rent to Government servants during their stay in State Bhavans/Guest Houses run by State Governments/Autonomous Organisations, etc.

The undersigned is directed to invite reference to this Ministry’s O.M. No. 2(39)/94-E.II(B) dated 27.10.1994 and subsequent O.M. of even number dated 19.08.2004 on the subject mentioned above. It has been represented to this Ministry that the officials, who are posted to the Centre and temporarily stay in State Bhavans/Guest Houses run by the State Govts./autonomous organizations, face hardship due to non-reimbursement of the amount of the rent paid by them equal to 10% of their basic pay.

2. The matter has been considered and it has been decided that, in supersession of the instructions as contained in the O.Ms referred to above, the officials who are posted to the Centre and temporarily stay in State Bhavans/Guest Houses run by the State Govts./autonomous organizations, may be reimbursed the amount of rent paid by them or the HRA admissible to them, whichever is less, subject to fulfilment of the following conditions:

(a) the official has applied for accommodation of his entitlement, subject to exception of cities as specified in para 4(a)(ii) of O.M. No.2(37)-E.II(B)/64 dated 27.11.1965 as amended from time to time but has not been allotted residential accommodation by the Government:

(b) the concerned Guest House should be located at the place of posting of the official: and

(c) the official must have stayed in State Bhavans Guest Houses run by the State Govt./autonomous organization and submit rent receipts in support of payment of rent.

3. The amount paid as rent in excess of admissible HRA. if any, will have to be borne by the official concerned on his own.

4. These orders shall be effective from the date of issue.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

 Ahead of elections in five states, the Union Cabinet today cleared a proposal to fill pending vacancies in Scheduled Caste and Scheduled Tribe categories in the central government, a move that will benefit around 50,000 people.

The proposal, discussed and approved in the Cabinet meeting held here this morning, comes soon after the government decision to allow 4.5 per cent reservation to the minorities within the OBC quota.

Sources said a cabinet note circulated earlier stated that the government had failed to fill up SC/ST vacancies in the central government. The last such effort was made in 2008 when the government had launched a special recruitment drive for these categories.

Though implementation of this decision will be possible only after the polls are over as the code of conduct is in force, its announcement is apparently aimed at sending a signal to dalits and tribals in poll-bound states, especially Uttar Pradesh, Punjab and Uttarakhand.

Both UP and Punjab have sizable dalit population and the Congress has been trying hard to woo them. Congress General Secretary Rahul Gandhi has tried to influence the dalit votebank and wean them away from Mayawati-led BSP.

The decision comes close on the heels of the earlier government move to give reservation to minorities. This was seen as a move to win over Muslims in Uttar Pradesh.

OFFICE MEMORANDUM

SUBJECT:- Enhancement in the rate of Qualification Pay from Rs.60/- to Rs.120/- per month consequent upon the revision of scales of pay on the recommendations of the Sixth Central Pay Commission.

The undersigned is directed to refer to this Ministry’s O.M.No. 9(7)-E.III (A)/98 dated 5th August, 1999 regarding the rate of qualification pay of Rs.60/- p.m. to the Auditors/Accountants in the Indian Audit & Accounts Department and certain other organized accounts cadres and the Clerks Grade II in the Railway Accounts Department. The matter regarding revision of the rate of this qualification pay consequent to revision of scales of pay on the basis of recommendations of the Sixth CPC has been under consideration of the Government for sometime past. The President has now been pleased to decide that the rate of qualification pay may be enhanced from  Rs.60/- to  Rs.120/- p.m. with effect from the date an individual elects to draw pay in the revised scale of pay under CCS (RP) Rules, 2008.

2. The qualification pay shall continue to be treated as part of the pay for the purpose of fixation of pay on promotion to the next higher post.

3. In so far as persons serving in the Indian Audit & Accounts Department are concerned, these orders have been issued after consultation with the Comptroller & Auditor General of India.

A comprehensive note on disciplinary rulings and other topics will be supplied to the delegates.

Let us make the workshop a fruitful and educative one.

Note: -
(i)    The Receiption committee will organize a sightseeing tour on 06.02.2012 to the willing participants. The expenditure towards hiring bus shall be borne by the participants.
(ii)   The TA/DA for CHQ office bearers/Mahila Sub Committee members may please be borne by the respective circle unions as this is exclusively an educative programme. The Circle Secretaries are requested for this effect.
(iii) All delegates are requested not to leave the workshop on both days and should not have any other programmes. Don’t book for your return ticket on 05.02.2012 before 11 PM.

DIVISIONS MAY PREPARE AND CIRCULATE A CIRCULAR IN GUJARATI LANGUAGE BASED ON THE GIST OF SETTLEMENT




        No closure of RMS for three years  and
1.     No one will be transferred to L1 or L2  unless they request so.
2.     L1 sorting hub will be opened on requirement
3.     APMC  will not be opened further. No APMC  for Chennai / Mumbai. Position will be decided after two years.
4.     Speedpost hub will be under RMS.
5.     There will be  NO CLOSURE OF POST OFFICES. NO MERGER OF POSTOFFICES. RELOCATION OF UNVIABLE POSTOFFICE WILL BE DECIDED ONLY BY DIRECTORATE.
6.     Group of Secretaries under CABINET SECRETARY accepts-  Revision of OTA and GDS BONUS enhanced Limit Rs 3500/-
7.     Postman Exam/ postman recruitment/MTS recruitment rules will be modified. Open market recruitment  of 25% will be changed and maximum benefits to GDS.
8.     Cash handling point for GDSBPM ( Existing one point for Rs 20000/- ) will be favourably finalized shortly.
9.     Protection of TRCA will be ensured. Orders will be issued shortly.
10.            GDS compassionate appointments---- will be modified suitably
11.            GDS mail man  will be redeployed  suitably
12.            Chapels  will be supplied  to GDS
13.            GDS –cash conveyance allowance existing Rs 50/- per month  will be changed to Rs 50/- per day. Suitable proposal will be sent.
14.            Casual labour . Committee report already submitted . Decision will be made with in a week.
15.            PO & RMS Accountant pay fixation  will be decided favourably.
16.            Restriction posting again to Single handed/ double handed post offices will be relaxed  and Divisional head will decide  case to case.
17.            Un qualified accountant will also be granted Special Pay.
18.            Fidelity bond for Treasurer and Single handed SPM will be abolished.
19.            Clarificatory orders  for Post attached quarters will be issued shortly.
20.            Protection of pay for defunct accountant is agreed
21.            New pension scheme statement will be given periodically
22.            Enhanced Financial Powers for LSG/HSG II and HSG I will be notified with in a month.
23.            Over payment cases against APM (Accounts ) will be considered on Humanitarian angle.
24.            Revision of Honorarium- orders will be issued shortly.
25.             Physically challenged  officials will also be permitted for IPO exam
26.            Cash handling allowance at enhanced rate for TREASURERS will be examined
27.            MACP I/II/III officials will also be eligible for Treasury / Accountant  allowances
28.            Next  JCM Departmental council meeting is to be conducted in Feb 2012
29.            All Circle heads will conduct RJCM with in due Period .
30.            Monthly /Bimonthly / Four monthly meetings will be conducted in due time
31.            Cadre Restructuring  with in 31/3/2012
32.            Another committee will be constituted for  MMS Drivers
33.            PLI/RPLI work will be under taken at RO/CO for the town divisions  where RO/CO is situated
34.            Honorarium  for PLI/RPLI work  will be given
35.            All GDS posts will be filled shortly
36.            Postmaster cadre officials will also be permitted to officiate HSG I/HSG II  Postmasters
37.            Postmaster cadre officials will also be permitted to appear in IPO/Group B exam
38.            PO & RMS Accountant will also be permitted for Postmaster Grade I exam
39.            System Administrator----  conveyance allowance and Road mileage will be granted.  Another committee will be formed for  their Cadre Restructuring  with in a month.
40.            Trainer allowance will be given to System Administrators and WCTC trainers also.
41.            New guidelines will be issued for SBCO  staff RT and transfer
42.            SB Minus balance cases –Our Staff side Proposals will be examined
43.            Contributory negligence factor – Another  instruction will be issued
44.            PO& RMS Accountant – Special Hierarchical will be considered
45.            Declination of promotion before 1/9/2008 - Granting of  MACP in such cases -  orders will be caused to be issued by DOPT
46.            FR 17 A will not be issued for  simple cases only deserves for Dies Non.
47.             Another instruction will be issued  for stopping Melas and training on holidays and Sundays

20 COPIES OF HAND BOOK 2012 BY VPP

It was requested by the CHQ for placing indent for Hand Book 2012, but divisions are not 
taking due care. Since CHQ has taken all pains for updating and incorporating various new materials in the Hand Book, definitely it will not only be a Hand Book but also a reference book to all postal officials and published with a subsidiary rate of Rs.50/- per book.

All members should have their copy of the hand book. At least all office bearers must have this hand book. In view of not causing further delay in supply of the Hand book to divisions in Gujarat Circle, CHQ has been requested to send 20 copies of the Hand book to each division at once by VPP. All Divisional Secretaries should take delivery of the VPP and if they require more copy, they may directly approach Com. Balvindar Finance Secretary (CHQ) on Mobile No.09868853970.
20 Hand books will be despatched to all branches next week.
Please indent more Hand books and distribute/sale to all members and in particular to all office bearers/new recruited comrades. The CHQ’s only aim is to educate our comrades to know their rights and also to protect them from any harassment.

GLIMPSES OF JOINT DIVISIONAL CONFERENCE 
 P3-P4 & GDS 
 RAJKOT DIVISION 
HELD AT BHAGWAN BHUVAN VADI, RAJKOT ON 15.01.12

A very well arranged Joint conference of all wings at Rajkot was attended by Circle Secretaries of all wings and several retired senior comrades. Few photographs are posted below. Detailed report including names of office bearers elected in the conference will be published on receipt of list from division.

The conference was inaugurated by auspicious hands of Shri. Pruthvisinhji Jadeja President, Taluka Panchayat, Rajkot.

The conference was inaugurated by a paying respect to our most beloved Late Com. Bhagirathsinhji Jadeja. His photograph was placed on the dias and heartfelt homage was paid by keeping two minutes silence. Each and every leaders remembered out late leader very emotionally. Circle Secretary described him as not 'swargastha' but 'hradayastha'. Com. Bhagirathsinhi had presided our previous conference at the same venue.

Com.S.T.Teraiya presided over the conference. A special felicitation was given to Com.S.T.Teraiya by the AIPEDEU leaders on his election as Vice President P.4 CHQ. Circle Secretary congratulated him for his effective leadership in trade union movement.

Com.Tanna President AIPEU Gr.'C' Rajkot division, a senior leader is retiring on superannuation on 31.1.12. His contribution in the trade union movement for long years was acknowledged by the house and he was given a warm farewell.

Office bearers for Divisional Executive Committee of P.3 P.4 and GDS were unanimously elected. We congratulate all office bearers. 

Presence of our senior retired leaders- Com.Atulbhai Sheth, K.B.Barot and D.U.Solanki gave useful inspiration.

Representatives from various corners attended this conference. Com.P.R.Rathod and Dayabhai Patel Circle Presidents of P.3 and AIPEDEU were special appearance on the dais. Com.Rashmin Purohit, R.S.Malek and Ashaben Joshi- C/S of P.3,P.4 and GDS were also having live interaction in the deliberation. Com.S.K.Vaishnav Asst C/S P.3 who holds manifold responsibilities in trade union movement in Gujarat Circle was also one of the front line leaders present in the event. Com. Manubhai Parmar Circle Treasurer P.4 who is retiring on 31st January was present and given warm wishes. Com.N.S.Parmar, Com.Rajvir from RMS were also present. Com.R.K.Prajapati Asst C/S P.4 from Ahd City dn, Com.Narela (Gadhvibhai) President P.3 Bhavnagar dn accompanied by Com. Y.K.Joshi a young emerging leader of Bhavnagar dn., Com. Mangrolia a senior leader from Amreli division, Com. Hindocha from Porbandar division was also present.

Com.L.K.Chavda D/S P.3 Rajkot very nicely managed every process on the dais and delivered effective announcements.

Whole team of Rajkot division deserves special appreciations for holding such a successful Joint Conference.
