Comrades,

            Staff Side PJCA meeting was held at NFPE Office, North Avenue Post Office Building, New Delhi-110 001 on 04th February,2015 under the Presidentship of Com. D. Theagarajan Secretary General FNPO. All General Secretaries of NFPE, FNPO and GDS Unions participated in the meeting.

            The following decisions were taken in the meeting:

1.         Formation of PJCA at all Circles:

            Reviewed the position of formation of Circle JCA. PJCA has been formed in some Circles and in some circles it is functioning well. The Circles in which the PJCA is not functioning, it should be formed by the respective CHQ leaders..All Circle Secretaries should also take it seriously and inform the CHQ and Federation after formation. This work should be completed before 15^th February, 2015.

2.         Strategy was decided for the meeting to be held with Secretary Post at Dak Bhawan , New Delhi on 05.02.2015.

MEETING OF PJCA  LEADERS WITH SECRETARY POST

            Meeting of PJCA leaders was held with Secretary (Post) and other higher officers of Postal Board. Though Secretary (Post) gave positive assurances on most of the issues and also assured that Deptt. Is not going to implement recommendations of Task Force Committee report and there will be no corporatization and Privatization of Deptt. and before implementation of any new scheme it will be discussed with unions and after getting the consent of unions it will be implemented. Secretary (Post) also agreed to refer again the case of GDS wage revision and other service conditions to Government of India for inclusion in the 7^thCPC. She also assured to finalize the Cadre restructuring proposal of all Cadres before 30^th April-2015.

            Though Secretary (Post) has given many of the positive assurances but keeping in mind the style of functioning and political and economic policies of Central Government we cannot believe as they are implementing all Globlization   and privatization policies very intensively in all the sectors and mostly employees of all sectors are agitated and moving on path of agitation.

            Therefore, we appeal to all Leaders and entire rank and file to get ready for struggle and observe the following programme of action in a phased manner on 40 points Charter of Demand:

1,         Formation of JCA at all levels before 15th February, 2015.

2.         Dharna infront of Divisional Offices on 20^th February, 2015.

3.         Dharna infront of Regional offices on 27^th February, 2015.

4.         Dharna infront of Circle Offices on 2^nd March, 2015.

5.         Dharna by all India Leaders at Directorate, New Delhi on 15th April, 2015.

Sometimes God also become unkind............

This is a very shocking News to all Central Govt. Employees and working class of this country.

Com.S.K.Vyas (85Yrs) - (entered his 86th year on 2nd February)---- the unparalleled leader of the Central Government Employees for more than five decades is no more. 

He breathed his lost today (13.02.2015) at about 8.30 P.M. in Jaipur after all intensive care medical treatment could not succeed. 

It is a great shock to all of us who were led to believe that after ICMU treatment Vyasji was recuperating and will be fine after some rest. 

The nature is so cruel that it has snatched him from amongst us. 

His mortal remains being taken to Jodhpur and the funeral will be at his native town of Jodhpur tomorrow. 

Long live ... the memory of Comrade Vyasji

Circle Secretary will visit Godhra for staff meeting of Panchmahal division on Sunday 15th.

CS will specially visit Godhra on 25.2.15 Sunday for attending staff meeting of Panchmahal Dn. The meeting will be attended by members of all unions and also by senior retired comrades. Shri. Hassan and Shri.Lalwani will also be there for providing guidance on staff issues.

Com.S.K.Vaishnav Circle President will also attend the meeting and provide his valuable guidance.

BIMONTHLY MEETING OF HQ REGION:
-will be held at C.O.Ahmedabad on 18th February'14 at 12:15hrs onwards. It will be attended by all Circle Secretaries of NFPE Unions.

Respected Sir,
As you know that sir, due to hard work of our staff members of Bhavnagar Division become first in CBS office in gujarat circle on 24-11-2014 target of opening of new account had been completed in last year and also first in Rajkot Region. Our union is belives in peaceful relationship with the administration since long. It is also mentioned here that honourable PMG, Rajkot Region has pointed out in award function held at Shiv Shakti hall, Bhavnagar that the staff of Bhavnagar Division is a “Game Changer”. We also assure you to complete all target given by you in this year also before end of March-2015. However, it is once again bring to your kind notice that it was already been discussed in monthly meeting in presence of Circle Secretary and Circle President accompanied with representative of our union that you are insulting/ rude behavour with staff on public place. Several complaints raised from the staff side and assurance was also given to Circle Secretary and Circle president that such type of insulting/misbehavour with the staff will be stopped. India is democretic country and every citizen has rights to lives pecefully. But till the day no any friutful result come out. Even after assurance given to circle secretary/President twice, but till the day staff is continuesly harrassed, facing insulting/misbehavour thretaning & terror. Facing of unnecessary harrassment and insulting staff putting their voluntary retirement. This union is being compelled to take stern action for the demand and we make up our mind to start agitational programmes within a week time, if no solution of following problems comes out by peaceful actions.

Our union is seeking amicable solution of staff grievances. It is requested to take remidial action in to the matter narratted as under;

At present you have ordered for deputation at Bhavnagar HO from PA from BV M K Road & PA Bv Khargate may be posted back with their termination of deputation.
At present 5 post of Supervisor and 3 post of Acctt in HO are vacant as well as the post of PM, Bhavnagar HO, SPM at Sihor, Palitana, Bhavnagar T’war are also vacant. The staff of HO and SOs facing difficulty to manage their routine work in his office.
The parity of work generally increased in all large offices and staff position remained as it is which resulted in hardship and some time officials suffer financial loss due to heavy burdon of work.
It is also come to notice that the staff is engaged more than sanctioned strenth at DO. The union has no objection for the same, but when the necessity arrised, the staff of DO may be deputed to other offices.

I herewith forward mail received from Amreli unit which is self explanatory. Divisional heads are used to take number of staff on deputation on one or other plea from operative offices. In operative offices direct public work and other time bound work has to be completed and that too facing comparatively more shortage of staff. If staff of operative offices bear extra and huge burden, staff of administrative offices should also similarly share extra burden of any additional work by appropriate management in the office itself. It is not justice to ignore sufferings of operative offices for work of administrative nature. Administrative offices are headed by decision making authorities and therefore such unjust practices prevail at the cost of operative staff where officials of Gr.C cadre are heads of office and they have so many fear and limitations.

It is observed that at Junagadh division also three PAs are attached. In other divisions also there may be similar situation prevailing.

Even in such exigent situation staff of divisions are sent on deputation to RO, CO, Civil wing etc. I request to make a review by listing staff of divisions deputed outside and shortage faced in their division.

I have also worked in divisional office for long period and I know that work of G branch, A branch, CR branch, Fraud & Building branch etc can be easily combined or deferred on priority basis. I want to mention that work of less important nature has to be kept pending in operative offices also. Hence, the similar adjustments and management has to be adhered to in the administrative offices too.

It is therefore requested to issue all SPOs in the region to terminate all deputations in excess to sanctioned staff strength.

It is requested to take cognizance of this letter (mail). Pl also acknowledge and send a line in reply regarding action taken.

Respected Comrade,

       Amreli H.O. at present facing acute shortage of staff, SB branch as well as account branch is running with shortage of staff since long and the work of short hands is being ordered to be managed with the available staff who are already overburden and working under pressure of huge workload.Such position not only impacts on quality of work but also on the health of staff facing shortage and overburden. On the contrary, three extra hands in addition to sanctioned strength have been attached at Amreli D.O. The action of the divisional head is against the instructions issued by the Directorate. 

         It is therefore requested kindly to take up the matter at appropriate level to set right the issue of shortage of staff in Amreli H.O. and over staffing in Amreli D.O.

Subject: Request for early process for in-house training and posting of new recruits.

Hon.Sir,
Namaskar. It has been brought to our knowledge that there are so many new recruited candidates whose medical fitness, all verifications and even PVRs are received are waiting for further process since long. For PVRs divisional heads are not required to wait. Two character certificates of Gazetted officers can be obtained and PVRs may come later on. In few divisions like RMS Rajkot, Bharuch etc all procedures are satisfactorily completed in respect of most of the candidates but Divisional heads are telling that after complete verification of almost all candidates, in-house training will be given and then appointment can be given in one lot. I think if in case of one or two candidates some verification is pending, all should not be kept waiting. Also for PVR adhoc appointment should not be delayed.

It is requested to issue instructions to all Divisional heads so that uniform approach may be adopted and all may not act differently according to personal understanding.

A very sad accidental demise of Jaimin s/o D J Tailor our Asst CS

A very sad news came from Valsad Dn regarding sad demise of Jaimin, son of Com. D.J.Tailor Asst Circle Secretary at Vapi in a car accident.

We have no words to console Tailor family on this sudden blow. Oh. Why the God chooses such dear young one! We are helpless.

With sad eyes we pray for eternal peace of Holy soul.

Task Force Committee Report

Lay Out Plan of Privatization of Department of Posts

A high power committee named as Task Force on leveraging the Post Office Network headed by Shri T.S.R. Subramaian Ex. Cabinet Secretary consisting  8 other members having expertise in other  fields was appointed by Prime Minister of India. The main object of this Committee was stated to study and make recommendations regarding leveraging the Post Office  Network in India and bring it in  line with changing market trends and the emerging competition with focus on mail and parcel services particularly in rural areas upgrading of infrastructure  and technology incorporating the best global practices available as also by introducing new services and participation  of multiple players and to make  the Department of Post financially viable.

When Task Force Committee was appointed many of our Comrades were presuming that Good Days (Achchhe Din) of Postal Department are likely to come. But it was  a question  before us  that when Govt. is attacking all sectors like Railways, Defence, Public Sector Banks, LIC & BSNL etc. Why alone Postal Department will get good days only.

NFPE leaders also met with Chairman of  Task Force  and during the  course of discussion he told that Postal Department  will be  benefited by the recommendations of Task Force and more jobs will be generated and there will be no adverse  impact on staff.

But when the report was published it was clearly an indication of govt’s hidden agenda to corporatize the main functions of Department of Posts. Accordingly to the report the Deptt. Of Posts will be divided in to six units. i.e. (i) Banking and financial services (ii) Insurance  (PLI/RPLI), (iii) Distribution of third party products (Services on behalf of private  parties on payment basis), (iv) Management of Govt. services (v) Parcel & Packets and (vi) communication delivery

First five units are designated as strategi Business units and sixth unit will deliver mails at subsidized rates. Under Deptt. Of Posts a holding company “India Post (Financial and other services) Corporation ” will be formed The Corporation will consist Board of Members and one Chairman from the Board members.

All the five separate subsidiary companies will also have separate boards. In the course of time Govt.  may disinvest of its part of  holding  and new corporation will raise fund from share market and thereafter  will  also be listed in share market in future.

It is stated in the report that five subsidiary Companies will make profit and contribute to meet the loss of sixth unit.

The Task Force Committee has also recommended for amendment of Indian Post Office Act 1898 and to bring another Postal Act. “India Post (Financial and other services)” Corporation Act for reorganization of Deptt. of Posts by creating new Corporate Structure.

Based on the above facts it is Crystal clear that the recommendations of Task Force are a layout plan for corporatization and privatization thereafter just like happened with Telecom Deptt.

So this is the first and foremost duty of every Postal employee to oppose this dangerous and retrograde move of Govt. of India to Corporatize and privatize the Deptt. Of Post and defeat it. Entire employees should come under one banner of JCA and oppose unitedly this Task Force Committee report. Our slogan should be “Save Postal and save India Post”.

 If we allow NDA Govt. to corporatize the functions of the Deptt. Of Posts, it will be the beginning of end of Govt. run Postal Services in India. The decision of Postal Joint Council of Action (NFPE, FNPO, AIPEU GDS (NFPE) and NUGDS) to go on indefinite strike from 6th May 2015 should also be strengthened further by adding the demand in Charter of Demands. “No Corporatization in Postal Services”.

So we should be ready for a do and die battle.

Glimpses of Divisional conference of Mehsana Dn on 21st December, 2014

A very nicely arranged Divisional conference of Mahesana division was held on 21st December. Circle Secretary accompanied by Circle Finance Secretary Com.M.G.Dulera, Com.N.K.Nayak Asst.Circle Secretary, Com.C.M.Nayak Asst DS Ahd City dn.and Com. R.C.Panchal Office bearer of Ahd City Dn. attended the conference on behalf of Circle Union. Com.Mahendrabhai Patel presided over the function. Senior Com.P.S.Patel Ex.DS, Com.K.S.Patel Circle vice President, Com.N.V.Akhani Supreme Councillor Circle union and several retired senior comrades attendedbiennial Conference of Mehsana division. It was eye-catching that young comrades have now started to take interest in union functionary. Com. M.C.Patel, Com.D.R.Patel and Com.K.S.Patel were unanimously reelected as Divisional President, Secretary and Finance Secretary respectively.Com. Atul Limbachiya very effectively anchored the program. It was also a very appreciable venture of Com.D.R.Patel and his team that each member, guests and retired comrades were given nice and useful momentum of a bag and wall clock of good quality having sticker of name of divisional Union. Biennial Divisional Conference of Mahesana division will be held 

at Mahesana on 21st December, 2014. 

Circle Secretary accompanied by Circle Finance Secretary will attend the conference. 

Circle union also requested Divisional Secretaries of adjoining divisions to come and attend the conference. It always boosts our unity, co ordination and personal relations if we all sit together in functions of union under banner of NFPE.  

There are new-fresh office bearers in Divisional as well as Circle union as a result of our efforts to bring up new team of young comrades to become front runners in our organisation. They require to attend meetings at various level. Only zeal and desires will not be useful unless we get experience and be active part of trade union movement. We have to broaden our vision, understand problems of staff in day to day working, find out its solutions, represent issues effectively before appropriate authorities, bring solutions and establish our significance.

There is no proposal under consideration of Government to reduce the retirement age from 60 to 58 years for its employees.           The retirement age for Central Government employees was revised from 58 to 60 years in 1997 on the basis of recommendations of the 5th Central Pay Commission.         The Centre’s total wages and salaries bill for its employees for the year 2010-11, 2011-12 and 2012-13 is Rs. 85,963.50 crore, Rs. 92,264.88 crore and Rs. 1,04,759.71 crore, respectively.         This was stated by the Minister of State for Personnel, Public Grievances & Pensions, Dr. Jitendra Singh in a written reply to Sardar Sukhdev Singh Dhindsa, Dr. T Subbarami Reddy and Smt. Will the Minister of FINANCE be pleased to satate :-a) the details of meetings, the 7th Pay Commission has taken so far and the items/issues discussed till date;

b) the States, visited, by the Commission if any till date and the States which the Commission proposes to visit;

c) whether the Commission proposes to take the views of the State Governments as regards their pay-scales since invariably, most of the States adopt the Central Pay Commission reports;

d) whether Commission proposes to submit any interim report;

e) whether the Commission proposes to make any recommendations to bring in financial transparency; and
f) if so, the details thereof?

(a)&(b): The 7th Central Pay Commission is required to make its recommendations on its Terms of Reference. Also, the Commission is to devise its own procedure. The Commission’s Terms of Reference do not enjoin upon it to keep the Government updated on its functioning and the procedure being followed by it during the course of its deliberations. 

(c ): The Terms of Reference of the Commission provide that the Commission will make its recommendations, keeping in view, inter alia, the likely impact of the recommendations on the finances of the State Governments, which usually adopt the recommendations with some modifications.

(d)to(f): The Commission is required to submit its report on its Terms of Reference. However, no Report, including any interim one, has so far been submitted by the Commission.
