Mahesana division is one of the most strong and united force of postal employees in Gujarat circle. It works as power station when critical situation arises. Senior Comrades S/Shri. Mahendrabhai Patel (Dnl President), Kanubhai Patel (Circle Vice President), Dineshbhai Patel (DS) and whole team functions very effectively and maturely. Mahesana division stands in front line when any agitation programs or Strike has to be launched. It is obviously expected that Divisional Working Committee meeting held on 12-04-15 decided to make the Indefinite Strike from 6-5-15 a grand success in Mahesana Dn. Presence of this Dn in March to Parliament on 28-4-15 and Lucknow AIC will be significant.

Reiteration and depiction of same and similar problems & hitches exactly on Anniversary of last bimonthly meeting at R.O.Rajkot (dated 31.-3.2014)
Respected sir,
Namaskar. First of all, staff side conveys heartiest welcome new DPS Rajkot in the region. After a very long spell of time there will be a meeting in presence of a regional Director at Rajkot. At this juncture we also express our reassurance for extending co operation which we had been extending so far in various area of upgrading quality of services and revenue generation.
Staff side is very clear and guileless about expressing absolute disappointment and objection against total inattention and casual approach by regional administration towards recognized unions and inaction on various memorandums, representations and items of meetings. It can be a reasonable cause for launching agitation when the administration does not grant prescribed bimonthly meeting in a spell of 12 months despite so many letters and even instructions by Head of the Circle. Please see that how much time (in months) is taken in issuing minutes of the meeting granted annually instead of bimonthly!
Moreover, a memorandum was given on 31.03.14 at the time of previous bimonthly meeting. Staff side had often by letters, emails and by oral discussion with concerned ADs urged for follow up action and informing progress to staff side. The administration is totally silent, inactive and insensitive as no reply, response or action has been taken.
A memorandum was also given on 6.11.13 at Junagadh at the time of visit of PMG there but similar cool approach and no action has been taken.
A memorandum was also given 4.3.13 at Rajkot but it was also of no importance for the administration.
A memorandum was submitted, about very crucial issues at Porbandar, on 30.7.14 and a letter dated 19.9.14 was also given by visiting personally at Rajkot but there is no progress report, no action and cool silence!
Sir, I respectfully say and submit that staff of all cadres of entire Rajkot region works very sincerely and arduously and dedicates their extra time, energy and everything for a good show of the region comparing to other regions also. They suffer insults and inconveniences too. The staff side is very much upset because of non response to union items and memorandums and also due to sloppiness of the administration side in resolving their minor issues also.
As such we just reiterate our demand for convening union meetings as per time schedule, sending acknowledgement of letters, apprising of progress on items and feasible remedial action without avoidable delay.
We enclose copies of all above stated memorandums for ready reference because we truly afraid of fact whether they may be not even be traceable on records or R.O.
We have few more issues to convey but if the similar approach is given to unions and their items, then there is no meaning of listing out items. As such if the administration is interested in knowing troubles and representations of staff side and in working out remedial action, then only we may submit such list. Otherwise the entire process will become a futile exercise and mockery of consultative mechanism between employees and administration.
We understand it is hard to enter in conversation on biting facts and realities but if we don’t express our feelings at right platform and before a right authority it will be disloyalty on our part to our members who look ahead and nominate us to represent their various concerns.
Kindly stand with us, we will stand with you sir. This is first time we have to convey under feelings of stress and hope for sensible approach to unions and their representations.

Bhavnagar:
I wish you to represent some problems of Bhavnagar division at bimonthly meeting with Pmg. There is too much staff shortage in Bhavnagar Dn, newly recruited employees should be posted as early as possible.
Buildings of some post offices are in very bad conditions. Employees are working under the threat of death. Offices like SIHOR, ANANDNAGAR, KUMBHARWADA, CHITRA, RATANPURBHAL.
Departmental softwares are being upgraded but hardwares are not. Kindly provide highly efficient peripherals like computer and passbook printers. And also condemn old peripherals which are being used above its life limits.
Willingness for DCTC/WCTC trainer in Rajkot region were called from eligible candidates but no further action in this regards have been taken.
Rajkot:
There was dammer road and street lights in Postal colony, Gondal road, Rajkot but at present there is only rough road and no street lights. Remedial action is necessary.
Junagadh:
Two lifts in HPO building are not working since years. It is required to take up the issue at higher levels.
General:
Divisional office has got their sanctioned strength. On one or other plea staff from operative offices are deputed to divisional offices in addition to sanctioned strength. There are several branches in DO which can be combined for a small spell of times. When the operative offices faces acute and unmanageable shortage of staff, Head of the divisions may be asked strictly not to attach additional staff. More over the policy of rotational transfers are tactically bypassed by several divisional heads. No one can be indispensable in this era. Officials completing tenure are transferred to offices in the same building and deputed to divisional offices on the same day. Such transfers only on paper is absolutely against policy of rotation. More over if any staff want extension of tenure, the SP is not empowered and the regional PMG grants permission for extension of tenure for 6 months only but the divisional heads are extending not only six months, they extends full tenure without consulting regional head also by issuing orders of deputation of same officials in the divisional offices. It is required that all DH may be asked to review particulars of all officials working at present at Divisional offices and list out all those officials who are working since 8 or more years by only break of tenure on papers. All such officials should be shifted to operative offices. Willing and efficient officials should get chance to perform and become masters for future. All officials taken on deputations should be returned back to their parent offices. No official should be continued in the divisional offices beyond tenure and should not be taken back under plea of deputation. We have 75% membership in PA cadre. Most of staff are our own members, we have no personal bias but we have very bitter experiences from all Mr. Indespensibles. There were items at circle level also and instructions were also issued but the divisional heads need repeatation of instruction at intervals. Kindly issue instruction very clearly in this matter. Similarly there is no justification of attaching staff of operative offices in other administrative offices like R.O. also. All officials should be returned to their parent offices. Similarly officers of other cadres are also kept for decades in the same divisions and posted in the own divisions. They creates problems by exploiting personal relations and bias. There are very painful experiences in several divisions and represented by us. Discussion on this point will be made separately.

Glimpses of Biennial Divisional Conference of Gondal Division and grand farewell to Com. I. D. joshi Ex.Dnl President and PM (HSG-I) Gondal HO, held on 2-4-15
A massive audience from not only Gondal division but from all divisions of Rajkot region and guests from various sectors of society and from officer's cadre of the department witnessed a memorable occasion of biennial Divisional conference of Gondal division and farewell function of Com. Indravadan D.Joshi Ex.Dnl.President and PM ( HSG.I) Gondal H.O. on 2nd April, 2015.
The function was inaugurated by auspicious hands of Pujya Acharya Shri. Ghanshyamji Maharaj of Bhuvnashri Mataji Shaktipith. Shri. Jagatsinhji Jadeja, a great personality of Gujarat who holds two exclusive and unique blood donation camps in an year in which 60,000 persons donates blood in each camp, also joined the inaugural session. Shri. M.R.Trivedi SSP Rajkot, Shri. N.B.Kundara SP Surendranagar, Shri. M.R.Zala SP Junagadh, Shri. N.C.Bhatt ASP Rajkot and several officers from IP cadre graced the function by their presence and inspiring speeches. Com. Rashmin Purohit CS P3, Com. J.U.Mahida CS P4, Com. Ashaben Joshi CS GDS NFPE, Com.Narendra Barot Secretary Admin Union RO Rajkot and many senior comrades attended the function which includes Com P.J.Rana, Com.Kanada, Com. L.K.Chavda, Com. Chandubhai Maheta Ex.DS RO Rajkot, and also a fatherly Senior Com. Atulbhai Sheth from Rajkot.
All Divisional Secretaries from Rajkot region were witnessing the function. Com. Shirinben Dnl President Rajkot, Com.Ajmera DS Amreli, Com.R.B.Nimbark DS Junagadh, Com.Rajen Desani DS Rajkot, Com.K.B.Chudasama ACS, Com. Dinesh Chudasma DS Jamnagar, Com. Damjibhai Chavda DS P4 Rajkot, Con.S.H.Nai DS P4 Junagadh attended the function. A massive audience from Gondal division attended with total dedication to trade union awareness. A big hall was hous-full and over whelmed in a memorable and magnificent occasion.
All in one voice appreciated long spell of unblemished services of 40 years and dedicated contributions to trade union movement by Com.I.D.Joshi. At this juncture, it was recalled that Greate Writer "Dhumketu" was grand father of Com.Joshi who wrote historical short story- Post Office in which emotional story of Alidosa and Mariyam was described. It was translated in many languages with name- "the Letter" which won prize of the best Top Ten stories of the world at rank No.7. This is the story about a man in the era waiting for a letter through post office.

Attention all DS : Book tickets tomorrow for Lucknow AIC .... pl inform Circle union about delegates and train details

All DS are requested to make it clear as to how many delegates are coming to Jantar-mantar New Delhi on 28-4-15? Inspite of repeated requests most of the devision has not come up with clear reply. Even if no delegate is visiting Delhi on 28-4-15, that should also be replied.
Book tickets for attending AIC Lucknow
All are aware about All India Conference at Lucknow on 4-6-15 to 7-6-15. Please book tickets on 1-4-15 itself to avoid hardships in getting confirmed reservations. Information about names of delegates and arrival - departure details should also be given to Circle union. Please remember, there will be no night sessions at AIC this time. All delegates will be free at evening time. It may also be strictly noted that all delegates must be present in all sessions on all four days. Attendance certificate as a delegate will be given to only such comrades who regularly attends. If some comrades intends to visit other places, either they should plan their program before or after dates of AIC.
Clear quota up to 31-3-15 to all higher ups.
Comrades, there is no justification in going in arrears in the matter of sending quota fixed for Circle-CHQ-NFPE. All DS must invariably clear their quota up to 31-3-15 without fail. Your inactive approach in this matter create embarrassing situation for all higher ups. Any division with any amount of quota in arrears will not be allowed in AIC. They have to pay up at the counters at the vanue of AIC. So to avoid hardships in standing in ques, remit quota immediately to Circle, CHQ and NFPE.
Start preparations for indefinite Strike from 6-5-15.
Comrades, all are aware about call of indefinite Strike from 6th May 2015 by Postal JCA. On all websites, Circulars and magazines all details including Charter of Demands has been published. Please form JCA at Divisional level, issue circulars in Gujarati language, prepare plan and initiate campaign program through out division and make it sure that no division finds excuses at any juncture. We will together make it a successful strike all over Gujarat. Contact circle union for any help or guidance. Leaders of NFPE & FNPO will also jointly visit various divisions and week corners. Any division can specially ask for joint staff meetings. Let us concentrated on this.

Biennial divisional conference of Porbandar was held on 29th March at Bhoy Gnati Vaadi, Porbandar. Shri. D.N.Kurani SP Porbandar was chief guest of the function. He along with Com.S.K.Vaishnav Circle President and Com.Rashmin Purohit Circle Secretary, inaugurated the conference. Com. Vaishnav presided over the function. Com.K.B.Chudasma ACS, Com.Rajen Desani DS P3 Rajkot, Com.Damjibhai Chavda DS P4 Rajkot, Com.R.C.Banugariya President P3 Gondal, Com.Mahesh Rajyaguru Vice President P4 Gondal, Com. Kanani Divisional President GDS union Porbandar and several other guests remained present.
COM.Devabhai Odedara Divisional President welcomed all guests in the beginning. Learned speech was given by Shri.D.N.Kurani SPO. All guests delivered significant speeches. CS especially cited history of struggles and successful agitations by our federation as well as JCA. He also discussed on current seriez of agitation programs, charter of demands and indefinate strike from 6th May. He also requested divisional leaders to leave space for young comrades who are willing to become front runners on the platform of trade union movement. Com.H.P.Hindocha DS had submitted application for voluntary retirement but the house, in one voice, requested him to withdraw notice and continue in services looking to crucial period coming in next months. He agreed. He was unanimi elected as DS and Com.Devabhai Odedara as Dnl.President. Presidential speech was delivered by Com.S.K.Vaishnav. Com. Kotecha gave vote of thanks. A very nice lunch arrangements was made at a famous dining hall. Circle union greets newly elected office bearers and expects rejuvenation in Porbandar division in coming days and 100% strike from 6th May.

Biennial Divisional Conference of Gondal division will be held on 2-4-15. At this juncture, a grand felicitation will be given to Com.I.D.Joshi our senior leader and PM Gondal HO who retired on superannuation. This function will be witnessed by all Divisional Secretaries of Rajkot region as well as many representatives from all over Gujarat.
