Govt bans Gmail for official work, to monitor staff's online activities



NEW DELHI: The government will be monitoring online activities of bureaucrats on official computers, block content which it feels is adversely affecting the productivity of the babus and also have a right to delete e-mails or internet history on such computers after intimating the user.
As part of the twin notifications issued by Modi govt, only e-mail services by NIC are to be used for official work; govt can also delete mails for security reasons.

The measures are a part of twin notifications issued by the Narendra Modi government on February 18 by which the use of private e-mailnetworks like Gmail and Yahoo has now also been officially banned for all government use.

Notifying an 'E-mail Policy of Government of India' and 'Policy on use of Information Technology resources of Government of India', the Modi government has now stipulated that only the e-mail services provided by NIC shall be used for official communication.

"The e-mail services provided by other service providers shall not be used for any official communication," the notification says. These notified policies will cover all central government employees, employees of those state governments/UTs which use email services of the Centre and those states that choose to adopt this in future. The step was in the offing for long given the government's concern over foreign servers of Gmail and Yahoo and instances of US snooping.

The notified policies stipulate measures to ensure secure and proper access to and usage of government's IT resources and "prevent their misuse" by users (officials).

"Misuse of these resources can result in unwanted risk and liabilities for the government," the policy says. The measures hence stipulated are: "NIC may block content which, in the opinion of the organisation concerned, is inappropriate, or may adversely affect the productivity of the users."

Other measures spelt out in the notification are that NIC may monitor online activities on the government network, subject to SOPs as the organisation may lay down, and the power with NIC to "access, review, copy or delete" any kind of electronic communication such as files, e-mails and internet history, for "security-related reasons" under due intimation to the user.
The policy has also stipulated the terms of access to social media sites from government networks, saying users will always use "high security settings" on such sites, not post "offensive, threatening, defamatory, bullying, racist, hateful, harassing, obscene or sexist" material on Twitter or Facebook and not make any comment or post any such material that would "cause damage to the organisation's reputation."

The policy has specified that besides NIC, there would not be any other e-mail service under Government of India and says autosave of password or its sharing in the government e-mail service is not permitted.

"All organisations, except those exempted under clause 14 of this policy, should migrate their e-mail services to the centralised deployment of the NIC for security reasons and uniform policy enforcement," the notification says. An exception has been made for organisations dealing with national security who have their independent mail servers.

"They can continue to operate the same provided the e-mail servers are hosted in India. However, in interest of uniform policy enforcement and security, it is recommended that these organisations should consider migrating to the core service of NIC," the notified policy says.

Postal JCA Dharma 2-3-15 in front of CPMG's office Ahmedabad could nor be permitted by authorities due to Swine flu threat and magisterial notifications

It was decided by all functionaries under PJCA Gujarat to organize Dharna in front of Circle office Ahmedabad on 2-3-15 as per schedule of agitation programs decided by National PJCA. Gujarat and particularly Ahmedabad is under very deadly threat of Swine-flue viros and Dist. Magistrate has issued notifications barring any gatherings. However PJCA Gujarat applied for permission with assurance for making mask protection compulsory and distribution of masks but we could not get permission.

Therefore we prepared a memorandum showing determination of PJCA Gujarat for embarking upon all future agitation programs including Indefinite strike wef 6-5-15 on charter of demands submitted by national PJCA. The memorandum is handed over to CPMG Gujarat circle for further submission to the department.

Thanks to all Circle secretaries and local divisional union representatives of NFPE and FNPO for showing strength and preparedness for joint venture on common cause and charter of demands.

successful Dharna of regional level at Rajkot on 27-2-15

Congratulations to All NFPE FNPO Team of Rajkot and leaders of all wings and all divisions of Rajkot region for organising Dharna program successfully as per decision of Postal JCA. We wish all success in further programs including Indefinite strike from 6-5-15.

Due to Swine Flue threat, Dist. Magistrates at Vadodara and Ahmedabad has issued notifications to apply Section.144 and put ban on any gathering, meetings, processions etc and as such  police authorities could not permit any program at Vadodara. It is obvious that at Ahmedabad also we may not perhaps get permission for any program on 2-3-15 at Circle office. However all CS of PJCA will attend at 11:00 am at C.O. and will handover a memorandum to the department through circle administration.

All are requested to attend March to Parliament by C.G. employees on 28-4-15 and book travel tickets well in advance.

EDITORIAL - DAK JAGRITI - MARCH 2015

CADRE RESTRUCTURING AGREEMENT OF GROUP ‘C’EMPLOYEES. DEPARTMENT’S DELAYING TACTICS SHOULD NOT BE ALLOWED.
POSTAL JCA SHOULD NOT FAIL IN ITS RESPONSIBILITY.

Cadre Restructuring agreement of the Group ‘C’ employees of the Department of Posts was signed by both the official side and staff side on 28.04.2014 after protracted discussions and hard-bargaining by the leadership of NFPE & FNPO. By 30.04.2015 first anniversary of the signing of the agreement will be over. Even after a lapse of nine months the proposal is still pending in the Postal Directorate. In all other departments like Railways, Income Tax, Central Secretariat etc. cadre restructuring is already approved by Government and implemented. Employees got the benefits months back. Postal JCA has included this demand in its charter of demands. The reply given by the Department is really shocking and shameful. After keeping the file in the cold-storage for ten months now the Postal Board says it want six months more time to process the proposal for submission to the DOP&T. Reply given by the Department in the minutes of the strike charter discussion is reproduced below:

“The examination of proposals regarding Cadre Restructuring will be expedited and will be sent to DOP&T within specified period as decided in the JCM meeting (i.e six month from 16.12.2014)”

So, as per the reply, for processing the proposal, the Directorate will take time upto 30.06.2015 i.e. fourteen months from the date of signing of the agreement. It is really shameful. After processing, the proposal is to be submitted to DOP&T for approval. If Postal Board can take 14 months for processing, DOP&T will definitely take minimum six months. After that approval of Finance and Law Ministry’s are to be obtained. Thus minimum it will take one more year from 30.06.2015. By that time 7th CPC report will be submitted and implemented by Government. Once 7th CPC recommendations are implemented the entire cadre Restructuring Agreement signed after 6th CPC report will become infructuous and Government will say fresh cadre Restructuring Committee is to be constituted after the 7th CPC. That means all the effort made by the Postal Federations will go in vain. This should not be allowed to happen under any circumstances. Postal JCA Leaders should rise upto the occasion.

All of us know that the cadre Restructuring agreement is a product of continuous struggle conducted by Postal JCA right from 2010 onwards. Postal Board adopted delaying tactics from the very beginning and everytime we countered it with serious agitations including serving of indefinite strike notice and mobilisation of the workers, which compelled the Postal Board to sign the agreement on 28.04.2014. If the agreement is implemented, the promotional chances of Group ‘C’ employees will increase three fold (three times). Further on completion of two years service in the third promotional scale they will get one more promotion i.e. fourth promotion. Every Group ‘C’ employee will be benefited and the long wait for getting more promotional opportunities will be over.

In the above circumstances, we cannot accept the stand taken by the Postal Board in the JCM Departmental council meeting on 16.12.2014 and also in the strike Charter discussion meeting on 05.02.2015. 6th & 7th Central Pay  Commissions are given only 18 months time by the Government for examining the wages and service conditions and giving recommendations regarding 30 lakhs of Central Govt. employees and about 20 lakhs Defence personnel which includes more than 60 departments and hundreds of various cadres and Pay Commissions are completing their work within the specified time. Here in the Postal department for processing an agreement signed by the Department and staff side 14 months time is being taken, that too not for final orders, but for submitting the proposal to DOP&T!!!. It is an insult to the entire employees who are eagerly waiting for orders. Their hope and aspirations cannot be allowed to be shattered, because of the indifferent attitude of the Postal Board.

Postal JCA leaders should take a firm and uncompromising stand and should demand implementation of the cadre restructuring proposals (not merely processing for submission to DOP&T) before 30.04.2015. Orders are to be issued before 30.04.2015. Otherwise we should go for indefinite strike as already decided by Postal JCA.

It is an agreement signed by the Department and it should not be allowed to lapse automatically after 7th CPC finalizing its report. DOP&T will not allow any cadre restructuring Committee Report constituted after 6th CPC to be implemented after 7th CPC recommendations. Once 7th CPC recommendations are submitted to Government, DOP&T will simply reject the agreement and advise Postal Board to reconstitute another Cadre Restructuring committee after implementation of 7th CPC recommendations. So let us understand the seriousness of the situation and rise upto the occasion.

Biennial Divisional Conference of Ahmedabad City Division on 22-02-2015

Biennial Divisional conference of Ahmedabad City division will be held at Paldi PO on 22-2-14 at 10:00 am onwards.

Com. S.K.Vaishnav Circle President and Circle Secretary will attend the conference.

Ahmedabad city divisional union has suffered much of organizational crises on account of prolonged illness of previous Divisional Secretary and subsequently non deposits of any amount of fees, collected from pay of members, to any higher bodies or any divisional office bearer and filing numerous court cases etc. Union could not recover huge amounts or any accounts for the amounts of fees to the tune of Rs.4.18 lacs. Off course, we have also filed legal complaint for misappropriation of amount of union fees by the said predecessor. During this long period, our divisional branch did not satisfactorily function. Now we have come out from clouds. Cases will be decided by legal authority. Com. N.D.Patel took union on right path despite so many difficulties, controversial circumstances and limitations. 

We have so many agitation programs to launch in next 3 months. NFPE is a mighty organization and we are part of it. We represent all justified staff problems to appropriate authorities without any fear or bias. We know there are so many issues concerning staff of Ahmedabad city division require attention on top priority at Divisional level. We need young generation taking active interest and contribute their abilities for advancement of union activities. We have a strong front line seniors' guidance, leadership and treasure of experience. If we can combine our forces and streamline the divisional union, I have no doubt that our Ahmedabad city divisional branch will be again on the Top and the strongest branch in Gujarat circle.

With these comments and background, I wish the coming most important biennial Divisional conference a grand success.

COM. S.K. VYAS IS NO MORE

          Com. S.K. Vyasji, the legendary and  Veteran leader of Central Government Employees  and Pensioners  passed away on 13th Feb-2015 in a hospital at Jaipur  where he was  admitted  after massive heart attack. He was 85 years of age. His funeral took place at Jodhpur, his native place on 14th February, 2015.

            Com. Vyasji was the Secretary General of Confederation of Central Government Employees & Workers for 40 years from 1967 to 2006, He was Secretary General and President of All India Audit & Accounts Association for a long period. He was always on fore front of all movements. His contribution towards Pay Commissions related activities is unforgettable.

            NFPE and all affiliates extend heartfelt condolences to his bereaved family members and to all Central Government employees and pensioners.

NATIONAL JCA STRUGGLE PROGRAMME – 30 LAKHS CENTRAL GOVERNMENT EMPLOYEES ARE GOING AHEAD WITH THE INTENSIVE CAMPAIGN AND PREPERATIONS FOR AN INDEFINITE STRIKE

As already decided by the 11th December 2014 Delhi National Convention of the JCM National Council staff side organisations, intensive campaign and preparations are going on in full swing all over India to make the proposed Parliament March of April 28th and the indefinite strike a historic success. The meeting of the National Joint Council of Action (NJCA) held at New Delhi on 16.02.2015 reviewed the preparations and took the following decisions.

(a)   State level joint conventions, wherever, it is not yet held, should be completed without any further delay.

(b)   On 2nd March 2015 Dharnas and Demonstrations should be held in front of all District Collector offices and hand over memorandum to the collector. (Draft memorandum will be exhibited in website) District level Action Committees may also be formed to spear head the agitational programmes.

(c)  Massive rallies should be held between 23.03.2015 to 11.04.2015 at every state capital of India and memorandum will be submitted to Governor of every state.

3. In the Parliament March on 28.04.2015 each organisation should ensure maximum participation of their members.

4. Press conferences may be held at all levels and Posters, leaflets printed and circulated widely.

CONFEDERATION NATIONAL SECRETARIAT DECISIONS

          The extended National Secretariat of the Confederation was held at New Delhi on 17.02.2015 and took the following decisions.

                  In the Parliament March, minimum 30000 employees should participate representing the Confederation. They should participate with banners, flags and play cards of each affiliated orgnanisation of Confederation.
