As you are aware, the Government of India has issued instructions vide Office
Memorandum No. 36012/22/93-Estt.(SCT) dated 15.11.1993 and Office Memorandum No.
36012/6/88-Estt.(SCT) dated 24.04.1990 prescribing the following authoritie's who are
competent to issue caste certificates for the members belonging to Scheduled Castes (SC),
Scheduled Tribes (ST) and Other Backward Classes (OBC) category:
(i) District Magistrate/Additional District Magistrate/Collector Deputy
Commissioner/ Additional Deputy Commissioner/ 1 stClass Stipendary
Magistrate/ Sub Divisional Magistrate/ Taluka Magistrate/Executive
Magistrate/Extra Assistant Commissioner,
(ii) Chief Presidency Magistrate/Additional Chief Presidency Magistrate/
Presidency Magistrate,
(iii) Revenue Officer not below the tank of Tehsildar and
(iv) Sub-Divisional Officer of the area where the candidate and/or his family
normally resides.
2. It has come to the notice of the Government that in some States, offices/ officers, other
than those prescribed above, have been authorized to issue caste/ social status certificates.
The complete list of these said new offices/ officers is not available centrally.
3. It is, therefore, requested that the list of officers/offices authorized by the State
Government/ Union Territory to issue caste/ social status certificates, alongwith the copies of
the relevant Notifications to that effect, may please be provided to this Department at an early
date.

Peace comes back in Gujarat. Now concentrate on one day's strike on 2-9-15
Gujarat comes back to normal and routine atmosphere after disturbances.
All employees who could not attend office due to bunch, failure of transportation, imposition of curfew etc are entitled for Special CL. They should apply accordingly. Circle Union has also addressed administration to issue instructions to all units in the matter.

Respected sir,
Instructions have been issued for various measures and initiatives for promotion of POSB schemes and persuading staff and customers for opening Post office SB accounts and make transactions in it. Sir, I suggest that permission should be granted to allow opening of POSB accounts in the name of Postal CO operative credit societies as well as recognized unions/associations of the department itself. This will boost zeal of employees and there will be considerable Numbers of transactions. Presently the situation is ironical because the department issues cheques in the name of the unions and societies but not opening accounts in the same names. Such a wonderful situation puts staff in embarrassments. Kindly examine suggestion as above.

Comrades,
The Government of India , Ministry of Finance has again rejected the demand of PJCA for inclusion of matters relating to GDS Wages revision and other service conditions in 7th CPC . During the meetings on PJCA 6th May, 2015 Strike Charter of Demands Postal Board and Communication Minister has assured that a strong note with strong recommendations will be sent to Finance Ministry for inclusion of GDS in 7th CPC . But unfortunately it has been rejected once again and it shows the thinking of Government of India towards this most deprived and exploited section of Postal Department . It has come to notice that Department has started action to form Bureaucratic Committee which requires to be protested strongly. Besides this the file of Cadre restructuring has been sent back by DOP&T for clarification on some points. Though we were assured by the Department that all Cadre Restructuring proposals will be implemented before 7th CPC.
In all cadres of Postal Department, there is acute shortage and no appropriate action is being taken by the Postal Board to fill up the vacancies.
Hence being aggrieved we strongly oppose all these moves of Government of India and Department of Post, and to protest all these things the following programme of action is declared for the below mentioned Demands: -
(i) Include GDS in 7th CPC for wage revision and other service related matters.
(ii) Implement cadre Restructuring proposals in all cadres including Postal Accounts and MMS in Department of Posts
(iii) Fill up all vacant posts in all cadres of Department of Posts(i.e. PA,SA, Postmen, Mail Guard, Mail Man, GDS Mail Man, MMS Driver & other staff in MMS, PA CO, PA SBCO , PO Accounts & Civil Wing Staff)
PROGRAMMES -
1. Observe protest day on 19th August 2015by observing lunch hour demonstration in front of all Divisional, Regional and Circle offices.
2. One Day Dharna on 26th August 2015 at all Divisional, Regional and Circle Offices.
3. One Day Dharna by All India Leaders of PJCA (NFPE+FNPO+AIPEU GDS (NFPE) + NUGDS) in front of Dak Bhawan (Postal Directorate) New Delhi on 22nd September-2015)
Postal JCA appeals entire rank and file to make all efforts to make all agitational programmes a grand success to give a strong message to Government of India and Department of Posts that if our genuine demands are not settled the Postal Employees including GDS will be compelled to go on Indefinite Strike.

Such avoiding and ignoring behavior will disturb the functioning of division. The staff of the whole division is hard working and doing all target oriented work. Such ignoring behavior will draw us to do agitation. You are requested look in to this matter and do the needful.

Namaste. Please look into forwarded email received from Bhavnagar divisional union. It is regarding unsupportive, humiliating and power loaded behavior of psychologically upset officer working as ASP HQ Bhavnagar division. I also received complaints from so many individual officials about harsh, indecent and threatening approach of the said officer. We have no personal grievances with him but in the era of working and tie up of staff side & administration side like two sides of one coin, such exceptional officer creates hindrances and forces staff side to counteract strongly.
I urge to take this matter seriously and instruct concerned officer suitably to control his speech and approach.

As anticipated we have been not only the first and final choice of employees but we have succeeded in getting more members throughout Gujarat Circle in spite of so many retirements in past 5 years. Really inspiring reports are coming in from various divisions like Ahmedabad City, Navsari, Valsad. Rajkot, Bhavnagar, Mahesana, Junagadh, Banaskantha and yet other divisions will furnish equally encouraging picture. This is because of hard work on ground level by all of you. This is because of respectful acknowledgement of our mighty organization AIPEU Gr.C under NFPE by majority of staff. This is also a response to our dedicated leaderships at Central HQ and NFPE. I greet all of you for outstanding achievement.
Please carefully watch names of members in more than one list of unions and ensure their representation to Divisional heads for treating their Letter of authorisation towards our Union only as valid.

MAKE THE ONE DAY STRIKE ON 2ND SEPTEMBER-2015 A HISTORIC SUCCESS.

During the one year period of BJP Government, it may be clearly felt that this Government has betrayed and cheated the workers and worked against them curtailing their trade union rights, wages and social security’s which were earned through sustained struggles and sacrifices by them. Every action of Government is pro capitalists, pro employers. Large scale amendments in labour laws are aimed to benefit industrialists/employers to give them free hand to retrench/lay off workers, declare closure/shutdown of establishment and resort to mass scale contractorization.
The main object of these changes is to do away with whatever minimal protection the workers are having under present labour laws despite their large scale violations in connivance with the state Governments. The present Central Government does not want to implement the consensus recommendations of 43rd, 44th and 45th Indian Labour Conferences of formulation of minimum wages, same wage and benefits as regular workers for the contract workers and granting status of workers with attendant benefits to those employed in various Central Government schemes like Anganwadi, Midday Meal, ASHA, Para Teachers etc. On the contrary the Government drastically curtailed budget allocations to all those centrally sponsored schemes meant for poor people’s welfare.
Beside these labour laws the Central Government is also doing away the workers from social security schemes like, EPF and ESI making them a optional aiming to dismantle the basic social security cover available to organized sector.
The Government has not taken any concrete measures to curb price rise of essential commodities. On universal public distribution system, the Government is trying to scuttle it through Direct Benefit transfer scheme resulting further squeeze on the common people,
After coming in Power this Government declared total Ban on recruitment in all Central Government Services causing large scale unemployment. 100% FDI in Railways, the biggest establishment of Central Government has been declared and further projects will be launched on PPP Model. Bigger and important stations will be given to private parties to develop and take users charges causing more burden on common man.49% FDI has also been declared in Defence and 41 Ordnance Factories will be privatized resulting more contractorization of labour . Disinvestment has already been started in C.P.S.U.S. like Coal India Ltd., NTPC and NHPC etc. Plan to corporatize Ports is also in pipeline.
Whatever promises were made by Modiji during election campaign. On all of those this Government has taken U turn. Not a single promise is being fulfilled. Land acquisition act is also being amended which will be against the interests of Farmers. No reasonable minimum support price for the agriculture products and nothing to compensate the loss of crops caused due to natural calamities.
In Central Services the New Pension Scheme was introduced during the previous NDA Government and now this Government also does not agree to replace it by Defined benefit Pension Scheme causing more miseries to the working people,
The demands of Central Government Employees for grant of DA Merger, Interim Relief and date of effect of 7th CPC recommendations from 01.01.2014 has also been rejected.
In Postal Department, Government is moving ahead to corporatize various services based on the recommendations of Task Force Committee headed by T.S.R Subramanian. The Department of Posts and Government of India has still not taken any decision to include G.D.S. in 7th CPC. The agreement and assurances made by the Postal Board during the course of negotiations on PJCA Strike Charter of Demands are not being implemented.
So keeping all the facts in mind and in pursuance of decision taken by All Central Trade Unions to go on ONE DAY STRIKE on 2nd September-2015 , the National Executive of Confederation and Federal Secretariat of NFPE have also endorsed the decision to resist the onslaughts on working class in the wake of neo-liberal Economic Policies by participating in the strike.
NFPE appeals to all the affiliates and entire rank and file to make maximum efforts for the grand success of ONE DAY 2nd September-2015 Strike and defeat Anti People, Anti Working Class Policies of Government of India.

Department of posts growing up..
NEW DELHI: Revenue receipts of the Department of Posts increased to Rs 11,733.13 crore in 2014-15, up 25 per cent from the end of March 2013, Parliament was informed today.
The receipts stood at Rs 9,366.50 crore in the financial year 2012-13.
"Owing to the Department's consistent focus on quality improvement and increasing use of technology, the revenue receipts have steadily grown from Rs 9,366.50 crore in 2012-13 to Rs 11,733.13 crore in 2014-15," Minister of Communications and Information Technology Ravi Shankar Prasad said in a written reply to the Lok Sabha.
Speed post, which is the flagship express mail product of the department, has also shown increase in revenue from Rs 1,261.50 crore to Rs 1,473.39 crore in the same period, he added.
DoP handles more than 600 crore mail prices every year.
"Parcel revenue has increased 37 per cent from 2013-14 to 2014-15, owing to the infrastructure improvement for parcel handling and delivery as well as focus on quality of service delivery," he added.
In response to a separate query, Prasad said so far, 2,940 post offices have been modernised under Project Arrow.
"The Department has put in place a Programme Management Governance Structure, which plays a key role in monitoring the IT Modernisation project approved by the government," he said.
Prasad said the governance structure is four-tiered with an apex inter-ministerial steering committee to review, monitor and guide the progress of the project.

वहीं निराशा तथा नकारात्मक संवाद व्यक्ति को अवसाद में ले जाते हैं क्योंकि विचारों में बहुत शक्ति होती है। हम क्या सोचते हैं, इस बात का हमारे जीवन पर बहुत गहरा असर होता है। इसीलिए अक्सर निराशा के क्षणों में मनोवैज्ञानिक भी सकारात्मक संवाद एवं सकारात्मक कहानियों को पढने की सलाह देते हैं। हमारे सकारात्मक विचार ही मन में उपजे निराशा के अंधकार को दूर करके आशाओं के द्वार खोलते हैं।
स्वामी विवेकानंद जी कहते हैं, “हम वो हैं जो हमारी सोच ने हमें बनाया है, इसलिए इस बात का ध्यान रखिये कि आप क्या सोचते हैं। शब्द गौंण हैं, विचार दूर तक यात्रा करते हैं।“
भारत के भूतपूर्व राष्ट्रपति ए.पी.जे. अब्दुल कलाम, गरीब मछुआरे के बेटे थे। बचपन में अखबार बेचा करते थे। आर्थिक कठनाईंयों के बावजूद वे पढाई करते रहे। सकारात्मक विचारों के कारण ही उन्होने भारत की प्रौद्योगिकी के क्षेत्र में अनेक सफलताएं हासिल कीं। अपने आशावदी विचारों से वे आज भारत में ही नही बल्कि पूरे विश्व में वंदनीय हैं। उन्हे मिसाइल मैन के नाम से जाना जाता है। हमारे देश में ही नही अपितु पूरे विश्व में ऐसे अनेक लोग हैं जिन्होने विपरीत परिस्थिति में भी अपनी सकारत्मक वैचारिक शक्ति से इतिहास रचा है।
20वीं सदी के महानतम राजनेताऔं में से एक ब्रिटेन के प्रधानमंत्री चर्चिल बचपन में हकलाते थे, जिसके कारण उनके सहपाठी उन्हे बहुत चिढाया करते थे। अपनी हकलाहट के बावजूद चर्चिल ने बचपन में ही सकारत्मक विचारों को अपनाया और मन में प्रण किया कि, मैं एक दिन अच्छा वक्ता बनुंगा। उनके आशावादी विचारों ने विपरीत परिस्थिति में भी उन्हे कामयाबी की ओर अग्रसर किया। द्वितीय विश्व युद्ध के समय ब्रिटेन को एक साहसी अनुभवी और सैन्य पृष्ठभूमि वाले प्रधानमंत्री की जरूरत थी। विस्टन चर्चिल को उस समय इस पद के लिये योग्य माना गया। राजनीति के अलावा उनका साहित्य में भी योगदान रहा। इतिहास, राजनीति और सैन्य अभियानों पर लिखी उनकी किताबों की वजह से उन्हे 1953 में साहित्य का नोबेल पुरस्कार प्राप्त हुआ। ये सब उपलब्धिया उनके सकारत्मक विचारों का ही परिणाम है।
कई बार हम सबने क्रिकेटरों को कहते सुना होगा कि एक दो चौका पङ जाने से विपक्ष का मनोबल टूट गया जिससे वे गलत बॉलिंग करने लगे और मैच हार गये। वहीं कुछ खिलाङियों के साथ ये भी देखने को मिलता है कि वे पुरे सकारात्मक विचारों से खेलते हैं परिस्थिती भले ही विपरीत हो तब भी, जिसका परिणाम ये होता है कि वे हारी बाजी भी जीत जाते हैं। सकारात्मक विचार की शक्ति से तो बिस्तर पर पङे रोगी में भी ऊर्जा का संचार होता है और वे पुनः अपना जीवन सामान्य तौर से शुरु कर पाता है। हमें अपने मस्तिष्क को महान विचारों से भर लेना चाहिए तभी हम महान कार्य संपादित कर सकते हैं। जैसे कि हम सोचे, मै ऊर्जा से भरपूर हूँ, आज का दिन अच्छा है, मैं ये कार्य कर सकता हूँ क्योकि विचार शैली विषम या प्रतिकूल परिस्थिति में भी मनोबल को ऊँचा रखती है। सकारात्मक व्यक्ति सदैव दूसरे में भी सकारात्मक ऊर्जा का संचार करता है।
अक्सर देखा जाता है कि, हममें से कई लोग चाहे वो विद्यार्थी हों या नौकरीपेशा या अन्य क्षेत्र से हों काम या पढाई की अधिकता को देखकर कहने लगते हैं कि ये हमसे नहीं होगा या मैं ये नही कर सकता। यही नकारात्मक विचार उन्हे आगे बढने से रोकते हैं। यदि हम ना की जगह ये कहें कि हम कोशिश करते हैं हम ये कर सकते हैं तो परिस्थिति सकारात्मक संदेश का वातावरण निर्मित करती है। जिस तरह हम जब रास्ते में चलते हैं तो पत्थर या काटोँ पर पैर नही रखते उससे बचकर निकल जाते हैं उसी प्रकार हमें अपने नकारत्मक विचारों से भी बचना चाहिए क्योंकि जिस प्रकार एक पेङ से माचिस की लाख से भी ज्यादा तीलियाँ बनती है किन्तु लाख पेङ को जलाने के लिए सिर्फ एक तीली ही काफी होती है। उसी प्रकार एक नकारात्मक विचार हमारे हजारों सपनो को जला सकता है।
हमारे विचार तो, उस रंगीन चश्में की तरह हैं जिसे पहन कर हर चीज उसी रंग में दिखाई देती है। यदि हम सकारात्मक विचारों का चश्मा पहनेंगे तो सब कुछ संभव होता नजर आयेगा। भारत की आजादी, विज्ञान की नित नई खोज सकारात्मक विचारों का ही परिणाम है। आज हमारा देश भारत विकासशील से बढकर विकसित राष्ट्र की श्रेणीं में जा रहा है। ये सब सकारात्मक विचारों से ही संभव हो रहा है। अतः हम अपने सपनो और लक्ष्यों को सकारत्मक विचारों से सिचेंगे तो सफलता की फसल अवश्य लहलहायेगी। बस, केवल हमें सकारात्मक विचारों को अपने जीवन का अभिन्न अंग बनाना होगा।
स्वामी विवेकानंद जी कहते हैं कि, “मन में अच्छे विचार लायें। उसी विचार को अपने जीवन का लक्ष्य बनायें। हमेशा उसी के बारे में सोचे, सपने देखें। यहाँ तक की उसके लिए हर क्षणं जिएं। आप पायेंगे कि सफलता आपके कदम चूम रही है।“
मित्रों, यदि हम ये सोचें कि, हम कुछ भी कर पाने में सक्षम हैं, चाहे वो हमारी सोच हो या जीवन या हमारे सपने सब सच हो सकते हैं। हम इस अंनत ब्रह्माण्ड की तरह अनंत संभावनाओं से परिपूर्ण हैं। तो ऐसे सकारात्मक विचारों को जीवन में अपनाने से हमारे जीवन में सार्थक और सफल परिवर्तन संभव हो सकेगा।

INDIA WORKING CLASS UNITEDLY DEMANDS CHANGE OF POLICY
On 26th May, The day Modi Government at the Centre completed one year in office, Workers National Assembly at the Mavlankar Auditorium in the National Capital, New Delhi, in one voice condemned BJP-led NDA Government’s anti worker, anti-peasants, anti-people and pro-corporate, pro-MNC one year’s rule and declared country wide united protests and resistance through General Strike on 2ndSeptember 2015 against these policies and to pursue 12 points charter of demands.
The unanimous declaration of the National Convention, organized by All the eleven Central Trade Unions and National Federations of Employees of all sectors and services condemned the Modi Government for bringing sweeping changes in the Land Acquisition Act permitting forcible acquisition of land from the farmers and drastically curbing farmer’s right to land and agricultural worker’s right to livelihood, bringing sweeping changes in the labour laws in favour of the employers, attack on the existing social securities like EPF, ESI benefits, cutting budgetary allocations to scheme which benefit the poor like MNREGA, dismantling of the Public Distribution System, disinvesting profit making public sector undertakings, Not implementing tripartite decisions of the successive Indian Labour Conferences (ILCs), Ignoring the 10 point demands submitted earlier by the Central Trade Union pending since UPA Government etc.
The Central Government Employees in general and Postal Employees in particular are the worst sufferers due to the policy offensives of the Government. No DA Merger, No Interim Relief, No retrospective date of effect to 7thCPC from 01.01.2014 as demanded by JCM Staff Side, refusal to include Gramin Dak Sewaks under 7th CPC, denial of revision of wages and regularization of casual labourers, non implementation of Cadre Restructuring agreement signed by Postal department and Postal federations, 5% condition on Compassionate appointment, non revision of bonus ceiling, non implementation of arbitration awards, non convening of JCM National Council are the one year balance sheet of the Modi Government in the Central Government employees sector. Over and above this, policy offensives like Task Force Committee Report on Postal Corporatisation, Bibek Debroy Committee Report on Railway privatisation, corporatisation of the 41 Ordinance factories in the defence sector, move to close down printing, stationery and publication department and Medical store depots, non filling up of vacancies, downsizing, outsourcing, contractrisation, privatisation, are also being implemented in an aggressive manner.
The atrocious attack on the working people of the country including Central Government employees should be combated resolutely. The anti worker character of the neo liberal policies and the capitalist class interest behind these policies must be thoroughly exposed. It is to resist and repulse these attacks on the working class that the united trade union movement gave a call for a country wide general strike on 2nd September 2015.
From 1991 onwards, when the Congress government started implementing these policies, Confederation of Central Government Employees & Workers and NFPE has been opposing it and had joined the main stream of the working class in resisting the onslaught of imperialist globalization policies. Confederation National Executive and NFPE Federal Secretariat had decided to join the one day strike on 2nd September 2015.
This strike must act as a strong warning to the BJP-led Government that the working class of the country, which has a great history of struggles and sacrifices, is not going to let these attacks pass. We call upon the entire Central Government employees and Postal Employees including Gramin Dak Sewaks to join the strike en-masse and make it a grand success.
