REPORT ON CWC OF AIPEU GROUP ‘C’ HELD AT CHANDIGARH (PUNJAB CIRCLE) ON 6TH & 7TH FEBRUARY 2016.

The Central working committee meeting of AIPEU Group ‘C’ was held at Baba Makhan Shah Lobana Bhawan, Sector 30-A, Chandigarh (Punjab Circle) from 6th to 7th February 2016.

            On 06.02.2016, the programme commenced with the flag hoisting. National Flag was hoisted by Com. K. V. Sridharan Ex-General Secretary, P3. NFPE flag was hoisted by Com. M. Krishnan, Secretary General, Confederation & Ex-Secretary General, NFPE& Ex-General Secretary P3, AIPEU Group ‘C’ Flag was hoisted by Com. S. R. A. Majgaonkar, Working President, P-3. After that homage was paid to the martyrs by observing two minutes silence.

            All the leaders, Guests and CWC members including CHQ office bearers, Circle Secretaries and Mahila Committee Members were welcomed and honoured by the Reception Committee under leadership of Com. Jagdish Dhiman, Circle Secretary P3 Punjab and Com. Laxman Singh, Circle President, P3, Punjab by garlanding shawls and presenting momentos.

            The meeting was presided over by Com. S. A. R. Mazgaonkar, Working President as Com. J. Ramamurthy, President could not come due to marriages in his family. Com. Jagdish Dhiman, Circle Secretary, Punjab delivered welcome speech. Com. R. N. Parashar General Secretary welcomed all leaders, guests and CWC members and visitors who participated in the meeting and delivered introductory speech.

            Com. M. Krishnan, Secretary General, Confederation inaugurated the CWC. During his inaugural speech. He elaborately described the pay commission related issues including sectional issues of Postal and emphasized the need of united struggle to achieve the justified demands and to resist the onslaughts on working class in the wake of neo-liberal economic policies.

            After that discussion started on agenda items of CWC. Com. R. N. Parashar, General Secretary presented draft report on the activities of P3 CHQ.

            Com. R. Seethalakshmi, General Secretary, P4 and Com. K. P. Singh, Deputy General Secretary, R-3, Com. P. Pandurangarao, General Secretary, AIPEU GDS(NFPE) also graced the occasion by delivering their speeches and conveyed best wishes for the success of CWC and extended solidarity with P3 for ensuing struggles. Every leader stressed the need of formation of GDS Union.

            In the afternoon of 06.02.2016 Hon’ble Mayor of Chandigarh Municipl Corporation participated in the meeting and he delivered his speech and welcomed all. Com. Raghunath, General Secretary CITU Punjab state also addressed the meeting. During the speech he very nicely presented his views about the adverse effect of neo-liberal economic policies on working class in general and central Government employees and postal workers in particular.

            Com. K. V. Sridharan, Ex-General Secretary, P3 and Ex-Leader Staff Side, JCM (DC) delivered his speech. He addressed all the issues confronting to Postal employees, particularly P3 employees. He elaborately described the problems and difficulties being faced by P3 Employees due to CBS and CIS rollout. He stressed the need of united struggle taking in to account the all issues of Postal workers.

            All Circle Secretaries, CHQ office bearers and Mahila Committee members presented their views on agenda items.

            Circle Secretaries of Andhra Pradesh, Assam and North East did not attend the CWC.

At last the General Secretary summed up the discussion by giving brief reply on the querries raised by the CWC members. He assured all that the issues confronting the P3 employees will be dealt with full care and maximum efforts will be undertaken to settle those.

            The most confronting issue was the problems and difficulties being faced by the employees in CBS roll out offices. All the CWC members asked for agitational programme to mitigate the suffering caused due to CBS and CIS. So the following programme of action was decided unanimously.

1st Phase -     Demonstration in front of all Divisional offices & submission of memorandum. CHQ will submit a memorandum to Secretary (P) & Minister.

2nd Phase -    Mass Dharna in front of all Divisional Offices.

3rd Phase -    Mass Dharna in front of all PMG and Chief PMG offices.

4th Phase -    One day Hunger fast in front of Dak Bhawan by All India Leader.

After this next phase of programme will be announced including strike.

Dates will be announced after discussion in the NFPE Federal Secretariat for envolving joint programme Memorandum will be prepared by CHQ/NFPE and circulated to all Demands: -

1.      Settlementof problems arisen due to rollout of CBS/CIS

2.      Pay Commission & Cadre related issues upgradation of pay scales.

3.      Implementation of cadre restructuring proposals before implementation of 7th CPC report.

4.      Filling up of vacant posts in all cadres of Department of posts.

5.      Implementation of Jodhpur Judgment and grant MACP to all the promotees.

            The arrangements made by the reception committee were praised by each and every one. P3 CHQ extends all thanks and greetings to the reception committee under the leadership of Com. Jagdish Dhiman for making excellent arrangements in all respects. The CWC was concluded by the presidential address by Com. S. A. R. Mazgaonkar. At last meeting was ended with revolutionary slogans.

Dear Comrade,

            An emergent   meeting of PJCA with available General Secretaries of both Federations (NFPE& FNPO) was held at NFPE office 1^st Floor North Avenue Post Office Building, New Delhi.

            After detailed discussion it was decided that along with NJCA programme , the following programme will be  organized on Postal   Charter of demands as mentioned below :

CHARTER OF DEMANDS

1.         Settle all 7^th CPC related demands submitted by NJCA.

2.         Grant of Civil Servant status and all benefits of Departmental employees on pro-rata basis to Gramin Dak Sewaks.

3.         Upgradation of Pay Scales of various cadres of Postal department by modifying the retrograde recommendations of the 7^th CPC.

4.         Implement Cadre restructuring agreements already signed before implementation of 7^th CPC report.

5.         Filling up of all vacant posts by conducting special recruitment in all Cadres of Department of Posts.

6.         Settlement of problems arisen due to roll out of CBS and CIS.

7.         Regularization of service and payment of revised wages of Casual labourers w.e.f. 01.01.2006.

PROGRAMME

            The following programme of action was chalked out:

(i)         Submission of memorandum by organizing lunch hour demonstration in front of  all Divisional offices and submission of memorandum to Secretary  Posts on 11.03.2016.

(ii)        Dharna in front of all Divisional offices on 18.03.2016.

(iii)       Dharna in front of all CPMG offices on 06.04.2016.

(iv)       Indefinite Strike along with NJCA on 11.04.2016.

            A joint letter by both Federations will be submitted to Secretary Department of Post on Pay commission  related issues and Cadre restructuring , 7 Point Charter of demands and Memorandum will be submitted  on 11^th March 2016.

           

            To mobilize and make the demands popular among the members, the following campaign programme will be launched by NJCA leaders in the following state capitals as mentioned below:

Meeting of the National Joint Council of Action (Railways, Defence, Postal, Confederation) held on 08^thFebruary 2016 unanimously decided to serve indefinite strike notice on 11^th March 2016 and to commence indefinite strike from 11^th April 2016.

CBS issue was a centre point in CWC

I don't know why we all express so much joy
, happiness and convey congratulations on migration to CBS!😰

What does it start? What benefits commences for customers? ? What easements commences for employees?

I understand, purpose for CBS is make it highly beneficial for customers but as on today what is real scenario? What is ground reality?

The reality is nothing but miseries and sufferings of postal employees. The reality is intolerable delay in transactions resulting in long queues and thereby irritation in customers.

All knows it but one by one office is migrated and we clap hands to congratulate.

There is nothing wrong in up gradation of services to customers. But that purpose is not at all served because of very old and incompatible computers, poor network connectivity, inadequate speed, poor battery back ups and so many CBS related problems. After clapping hands we all start suffering & complaining about these problems. The SAs put hard efforts day and night. They know real problems and loo-falls of software. The divisional heads simply comply with direction of PMGs and PMG/CPMGs comply with direction of their higher ups and nobody says about all problems and difficulties in carrying out ministerial decisions to migrate 100% post offices.

As soon as CBS starts, our PA looks to the screen of old computers and annoyed customers look at the face of our PA as if he is responsible! But it takes too much time in doing transactions. I don't need to elaborate detailed picture, because all knows about it. Some times server fails for hours together. Customers in big lines blames our staff and also department.

The department could migrate offices in phase manner. When offices start functioning perfectly, other phase could be started so on.

It is first and foremost responsibility of department to first provide all infrastructure like new computers, printers, batteries, proper network connectivity with adequate bandwith and ensure adequate manpower to do the work. Unfortunately nothing is being ensured except blindly going ahead to migrate 100% POs before coming end of March.

If a train is to be started, Railway department makes surveys, puts tracks on which new train will run, do test checks and then new train runs. But in our department there is no survey, no track, no test check and only blind implementation of CBS..CIS and what not!

We are running post offices by shortage of 70000+ PAs. This is confirmed in report of 7th CPC also.

Similar is about shortage of postmen, MTS and GDS also.

The department should first provide sufficient staff and infrastructure but here public i.e. customers has to suffer. If situation is not corrected, customers will run away.

Can't a customer file a PIL in the matter to demand sufficient manpower, upgraded hardware and all other allied requirements?

The CBS issue remained a centre point in discussions by all Circle Secretaries and CHQ leaders in the central working committee meeting of All India Postal Employees Union Group C at Chandigarh on 6- 7February and it was decided to start agitation in phase manner. Schedule of agitation will be conveyed by CHQ very soon.

Respected sir,

Namaskar. Traditional and most popular Maha Shivaratri fair is organized for 5 days at Bhavnath-Junagadh which will be in first week of March this year. All knows approximately 5 lacs people visits this fair from not only Junagadh district but from all over Gujarat state and even foreigners. Most of the departments like forest, co operatives, health, education, private banks, companies etc are hiring big pandals for display, demonstration, popularization and spot registrations in their schemes.

Why not we hire such pandal and popularize our foremost products like PLI, RPLI, SSA, APY, Philately and My stamp (on the spot prints). If we plan and decide, we can do it which will be definitely beneficial to us. Huge rural population will visit this mela. This year "Ramayana katha' by Pujya shri. Morari bapu will also coincide.

We insistingly suggest to take advantage of such opportunity.

So far as question of manpower concerns, Team Junagadh will voluntarily attend from 8 am to late night without any remuneration I.e. absolutely willingly and free of any claims. They are always doing such venture.

Kindly take immediate decision in the matter, so that advance planning can be made.

I also offer my voluntary service in this venture.

At Junagadh division, we have also decided for procurement of approximately 2000 APY accounts by holding meetings at potential locations after 15th February ( as undersigned will be on tour in c/w CWC meetings etc), if relieved as done every year. SP Junagadh/R.O.Rajkot may write to C.O. for relief.
