28th ALL INDIA CONFERENCE OF AIPEU GROUP ‘C’ – AN HISTORIC SUCCESS

The 28th All India conference of AIPEU Group C was held from 09.01.2011 to 12.01.2011 at Alandi, Pune (Maharashtra) under president ship of Com. M. Krishnan CHQ President. It is first time in the history of the AIPEU Group C movement, more than 2500 comrades participated as delegates and visitors. The hall having seating arrangements for 1600 was always full and flooded during the entire session of the conference. The open session had a huge participation of more than 3500 comrades and even the Minister of State for Communication & IT and the other chief guest Com. Sitaram Yechuri were very much pleased to see such a mass gathering.
The AIC commenced its proceedings with the flag hoisting at 10.45 hours on 09.01.2011. The National flag was hoisted by B. G. Tamhankar, Ex- President, NFPE and also the General Secretary of the Reception Committee. The NFPE and AIPEU Group ‘C’ Flags were hoisted. The inaugural as well as open session was commenced at 11.00 hours on 09.01.2011. This is the first time that the Minister of communication & IT participated in our conference after many decades and graced the conference with his oration.Com B.G.Tamhankar, General Secretary, Reception Committee welcomed all the participants, guests and guests of honour.
The Hon’ble Minister of Communication & IT Shri Gurdas Kamat while delivering his speech has affirmed that the memorandum presented by the CHQ on eight demands is receiving attention and assured his unstinted and abundant cooperation in the settlement of staff grievances. He further asserted that he will use all his good offices to sort out the issues of postal employees. The Minister remained in the conference for more than one hour.
It is our opportunity that in our midst, Com. Sitaram Yechury, Member of Parliament and also the veteran left front leader was present and inaugurated the open session with his precious oration for about an hour. He narrated the role and importance of the working class in protecting the interest of all the downtrodden people at lower level. The need to curb corruption and scams at all levels has been elaborated in his speech. Had the huge amount swindled in 2G spectrum have been utilized through Public Distribution Systems for the welfare of state and the people and also for the education, it would have made India prosperous in which the present Govt. has failed, he mentioned. This is the first conference that two outstanding and distinguished public personalities having different ideologies and practice attended and orated in the All India Conference. We are very much proud for bringing both the leaders in one platform of our All India conference.
The another mile stone of the AIC is that the compilation of various orders relating to Gramin Dak Sewak titled as ‘Crusader to Gramin Dak Sewak’ published as a joint venture by the National Federation of Postal Employees and All India Postal Employees Union Group C has been launched in the open session and the first copy was presented to Com. M. Krishnan, CHQ President and also the Secretary General, NFPE by Com. Sitaram Yechury. The book was compiled by the CHQ for the benefit of GDS comrades for whom the NFPE and CHQ is always committed and launched in the AIC to mark the occasion.
Shri Vilasrao Gopalrao Kurhade Patil, Mayor Nagar Paraishad and also the Chairman Reception committee, Shri Shivaji Adhalrao Patil MP, Shri Nagesh Nalawde, Chairman Pune P&T Cooperative Society greeted the conference with their valuable oration.
Com K. K. N. Kutty, Secretary General, Confederation of Central Govt. employees and workers has dealt all the issues confronting the central government employees and the need for formation of wage review body to get justice and also to remove the anomalies. His speech was rather an inspiring to all the comrades assembled in the conference .Com C. C. Pillai, Ex Secretary General NFPE has covered all the points in the national atmosphere and also in the working class movement in his deliberation and hailed the functioning of the CHQ. Com R .L. Bhattacharjee, Ex Deputy Secretary General, NFPE, Com Shankar Kaduskar, Ex Vice President CHQ, Com G.S.Asiwal, Ex AGS CHQ, Com G. P. Diwakar ,Ex AGS, Rajasthan and Com T. P. Mishra, Leader U. P. Circle greeted the conference with their orations.

Mangesh Parab, Asst General Secretary and also the Circle Secretary of Maharashtra Circle delivered vote of thanks.
Com K. Ragavendran, Ex Secretary General and also the Working President of our union delivered his speech on 10.1.2011 forenoon covering all the issues confronting the working class, CG employees and postal in particular and stressed the need for organizing all the workers for a united struggle to arrest the onslaughts and protect the working class.Com K. Ragavendran has been honoured by the AIC remembering his precious dedicated service to the federation and the CHQ.
In the AIC, all the circle secretaries and a record number of 72 delegates representing from all circles participated in the lively discussions on the agenda of organizational issues and others. There was on all round appreciations about the functioning of the CHQ which exhibited their confidence and faith on the leadership of CHQ. This is the first conference that there was discussion only on issues confronting the employees and there was no unwarranted criticism or comments on any one. It is our pride to record that this is the first conference that during the entire subject committee, the hall was fully packed and there was total concentration while the delegates delivered their views. General Secretary summed up all the issues for about 90 minutes.
The resolution on policy and programme was unanimously adopted in the conference. The resolutions presented by the delegates to the Resolution committee were read out by Com R.N.Parasha, Convener, Resolution committee and also the Assistant Secretary General, NFPE and they were adopted. The full details of the resolutions will be published in the Bhartiya post. Amendments to the Constitutions were unanimously adopted and the details will be published in the Bhartiya Post.
The biennial report and audited accounts were unanimously approved and adopted by the delegates and thereafter the election of office bearers were held unanimously. The following office bearers were elected unanimously for the ensuring term.

This is the first time, an affiliate of National federation of Postal Employees is forming a mahila sub committee for encouraging the women employees in organizational activities.
The reception committee headed by Com B. G. Tamhankar has made all arrangements excellently for the AIC. The reception committee deserves all appreciations and in particular to Com Mangesh Parab, AGS and Circle Secretary, Maharashtra circle, Com Ved Pathak, ACS, Com Sunil Kurve, Com Ragul, Divisional Secretary, Pune Mofussil division and Com Sushil Shinde, Divisional Financial Secretary Com Ashok who worked like bees in the proceedings of the conference.

The 28th AIC has given the CHQ more confidence by the unprecedented presence and participation of delegates and visitors sharing with the CHQ in all its activities, reviewing with the requirements for the future etc. The CHQ is fully confident that with the total cooperation of all circles, divisions and members, the huge task and the challenges posed on us will be met with the utmost satisfaction of all. We assure that we will strive hard to live up to the expectations of all our comrades in the rank and file at the grass root level and march ahead.
