Review of the Speed Post Hubs introduction w.e.f. 03.11.2010.

No. PF-16 /2011 Dated: 25th January, 2011

To,

Ms. Radhika Doraiswamy
Secretary
Department of Posts
Dak Bhawan New Delhi – 110001

Sub: Review of the Speed Post Hubs introduction w.e.f. 03.11.2010.

Madam,

1. We are constrained to bring the following facts to your immediate attention ,as otherwise ,we will be failing in our duties towards the Department and also to the general public at large.

2. The Mckensy recommended Speed Post Hub System was introduced allover the country with effect from 03.11.2010. In the initial stage we have not raised any objection to the Scheme, as it will be premature on our part to oppose a scheme ,which the Department claimed is introduced to improve the transmission and delivery of Speed Post articles, even though we had our own apprehension about the workability and success of the Scheme.

3. Speed Post is a premium service of the Department of Posts and this is the only service where we feel proud by its delivery in time and also the only service which is earning increased profit year by year. But the creation of NSPC hubs are putting hurdles on its delivery in time. Delay in delivery of the Speed Post articles will definitely shake and erode the confidence of the public in this premium products.

4. Now that almost three(3) months have elapsed since the introduction of the of the hub system ,it is high time that we undertake a balanced and unbiased view at the ground level realities based on which an urgent review of the entire scheme is to be conducted without much loss of time to rectify the defects cropped up or to roll back the entire system.

5. We feel that the scheme was introduced without much homework in a mechanical manner and also without taking into account the geographical position of each district of our country. We are furnishing a few examples in Annexure-I to show that the scheme is introduced in a stereotype manner in every Circle, totally ignoring the realities at ground level. As per the latest mail arrangement all Speed Post articles posted at Post Offices be routed to the concerned NSPC hub via RMS Offices. The Hub is situated at far off distance, wherein the Speed Post articles will be sorted, processed and dispatched to the concerned NSPC Hub/Destination passing through many states. It has been causing precious wastage of time, money and manpower due to the unnecessary double handling of mails, duplication of work resulting in avoidable physical transmission of mails causing delay in dispatch and delivery of Speed Post articles. This has become a death blow to the very concept of Speed Post as even the Speed Post letters meant for delivery within the district will reach the destination after 2-3 days.

-2-

6. As hundreds of articles will be received at the Speed Post hub, the required additional manpower is met by transferring staff from RMS units to hub centre. The Staff working at hub centre are denied leave and forced to perform OTA duty . Other RMS Offices are facing acute shortage of manpower as the staff are transferred to Hub Centre. The PMG NK Region in Karnataka Circle has issued orders for closure of SRO Dharwad and transferred the staff to find out manpower for other centres.

7. Even though the administration control of most of the Speed Post hubs is under the RMS Superintendents, in a few cases in each Circle, the administrative control is vested with Postal Superintendents. As RMS staff are utilized for the processing and sorting work at hubs, the administrative control of all the hubs may be transferred to RMS Superintendents.

8. In view of the above facts and also the ground level realities furnished in the Annexure-I ,we request you to review the whole scheme and to take urgent remedial measures to rectify the defects or for complete roll back of the Scheme.

A line of reply from your end will be highly appreciated.

Yours faithfully,

(M. Krishnan)
Secretary General ,NFPE

(K.V. Sridharan) (Giri Raj Singh)
General Secretary ,P-3 General Secretary R-3

(Ishwar Singh Dabas) (P Suresh)
General Secretary P-4 General Secretary R-4

Annexure-I

1. A Speed Post letter posted in a remote Maluad Village in Chickmagalur District in Karnataka meant for delivery within the same District, at the first instance should be dispatched to Birur RMS, from where it will be transmitted to NSPC Davanagere Hub in Rani Chennamma Express Train in the midnight. After the sorting and processing in the hub it will be routed back to Birur RMS on the next day an then it will be dispatched to concerned Post office for final disposal to the addressee .Similarly a Sped Post letter Posted at Hassan City meant for delivery within Hassan City will be routed to NSPC Hub Mysore where it will be subjected to sorting and processing. Subsequently NSPC Mysore includes the letter in a direct bag to Hassan HPO and the bag will be transported to Hassan HPO for final disposal to the addressee. Same is the case with Speed Post articles posted at Important District headquarters meant for delivery in the same cities. Minimum 2-3 days delays are occurred even for the same city delivery.

2. Six NSPC Hubs have been opened in Andhra Pradesh Circle with the opening of these hubs now Speed Post articles are being delivered within D+1 .The junction office of Guntakal has been omitted while identifying hubs. In Tamil Nadu Circle ten NSPC hubs and six Intra-Circle hubs are introduced .In regard to SPC Tiruchi Hub into one Centre from Myladuthurai to Karaikudi. This will result in back routing of mails and it will further cause inordinate delay. In the case of Bihar Circle, the important Centre, Gaya ,is omitted .In West Bengal Circle, Burdwan has identified instead of Asansol.

3. The above only a few examples and in every Circle the picture is the same.

NFPE WRITES TO THE DEPARTMENT

●Sub: Filling up of vacant GDS posts in RMS.

No. PF-17/2011 Dated: 25th January, 2011
,
As you aware, the Directorate has issued orders to stop filling up vacant posts of GDS in RMS Offices. It was told that this measure is taken in order to facilitate combination of the duties of GDS posts for converting the posts as Group D posts.

Even after a lapse of six months, no action has been taken by the department for combination of the duties of the vacant posts with the existing GDS. As a result hundreds of GDS posts are remaining unfilled for month together in RMS.

I request you to take necessary action either for immediate filling up of all vacant GDS posts in RMS or for combining the duties for converting the posts as Group D posts.

Awaiting favourable action.

●Sub: Filling up of vacant posts of Driver in MMS.

No. PF-17 /2011 Dated: 25th January, 2011

"Consequent on scrapping of Screening Committee for Annual Direct Recruitment "the Department has initiated action for filling up of Direct Recruitment vacancies in all cadres. But it is regretted to note that action for filling up of Direct recruitment vacancies of Drivers in MMS is yet to be taken by majority of the Circles.

I request you to cause instructions to all Circle Heads to expedite action for filling up , of all vacant posts of Drivers , by direct recruitment .

Awaiting favourable action.

●Sub: Revision of out Station Allowance (OSA) payable to RMS Staff.

No. PF-16 /2011 Dated: 25th January, 2011

Kindly recalled the discussion our Union representatives had with you on 12.07.2011,on the items raised in the July 13th Strike Charter of demands. It was assured that orders revising the OSA payable to RMS Staff will be issued without any delay.
It is regretted to note that even after a lapse of eight months orders are yet to be issued .
It request your kind intervention to ensure early release of the OSA revision orders.
Awaiting favourable action.

●Sub: (i) Inordinate delay in revision of wages and
(ii) Indiscriminate outsourcing of duties of Casual Labourers and part-time contingent employees of the Department of Posts.
No.PF -50 /2011 Dated: 25th January, 2011
This has a reference to our earlier letter No.PF-51/2010 dated 16.10.2010.
As per the Supreme Court Judgement Casual labourers are to be paid wages on pro-rata basis with reference to the minimum wages paid to Group 'D' Staff . Consequent on implementation of Sixth CPC recommendations, Govt. of India has revised the minimum wages of Group 'D' employees in the month of September, 2008,with effect from 1.12006 .It is regretted to note that even after a lapse of two years , the wages of the Casual Labourers are not revised w.e.f 1.1.2006.
As per clarificatory orders issued by the Directorate, the work hitherto performed by the Casual labourers in Administrative Offices are to be compulsorily outsourced. Based on the above orders Casual labourers who have been continuously working for more than 1o to 30 years and made as outsourced employees and their wages has been drastically reduced.
In some Circles and Divisions even the Sweeping and Scavenging work done by Casual Labourers of operative offices are also compulsorily outsourced, by misinterpreting the Directorate Orders. They are denied pro-rata wages as Casual Labourers, instead they are treated as outsourced workers and reduced hourly wages are paid.
Most of the Casual Labourers and Part-time Contingent employees belong to the socially and economically backward and marginalized sections of the society. They and their families are leading a miserable life and hence this downtrodden employees needs protection and sympathetic treatment.
I once again request your immediate intervention in the case, so that
(a) Orders revising the wages w.e.f. 1.1.2006will be issued without any further delay and
(b) Status-quo will be maintained in respect of casual labourers and part-time contingent employees who are already in service as on 1.1.2006 and their duties shall not be outsourced under any circumstances.

Awaiting favourable response.

CRUSADER TO GRAMIN DAK SEWAKS

A Complete Manual of GDS Rulings
A Weapon in the Hands of Leaders and workers
The 410 Pages Book “Crusader to Gramin Dak Sewaks” jointly published by National Federation of Postal Employees (NFPE) and All India Postal Employees Union, Group ‘C” (CHQ) and compiled and edited by Com. K. V. Sridharan, General Secretary, AIPEU Group ‘C’ (CHQ) is an excellent and complete manual of GDS rulings. All the orders relating to GDS issued by the Department of Posts upto 31.12.2010 are included in the book. Headings and sub-headings of each Chapter with page number is given as index for easy and ready reference. It is most authoritative than any other book on GDS available. The memo number and date of each ruling is given. No such exhaustive compilation on GDS is available now.
Without having a thorough and perfect knowledge of rulings on GDS, Branch/Divisional/Circle/All India office bearers and activists of NFPE Unions cannot perform as real leaders of the most downtrodden section of the Postal Employees. Further without knowing the rules which governs one’s wages and service conditions, no GDS can safeguard his/her rights and privileges. This books serves not only as a reference book in the day to day functioning but also as a real weapon in the hands of union activists and Gramin Dak Sewaks. EVERYBODY SHOULD HAVE A COPY OF IT.
Cost of a single copy is only Rs.120/- (Rs. One Hundred Twenty Only) (Plus Postage)
NFPE recommends every Postal Employee including Officers to Gramin Dak Sewaks, to have a copy of it. Copies can be had from: General Secretary, AIPEU Group ‘C’ (CHQ), 2151/1 New Patel Nagar, Dada Ghosh Bhawan, New Delhi – 110008.

DECISIONS OF SPO MAHESANA REVERSED BASED ON REPRESENTATION BY DIVISIONAL UNION THROUTH CIRCLE UNION

Certain orders were issued by the SPO Mahesana beyond rules and provisions of the department and a representation was made by the Divisional Union to the Circle union as earlier discussed in this blog. When the SPO is under order of reversion, he should not have issued any order without approval of higher authority. Representation was forwarded to the DPS (HQ) Ahmedabad and then Com. K.B.Barot Ex. C/S and Com. P.S.Patel Divisional President personally met DPS (HQ) and made strong representation. Ultimately the all such orders issued by the then SPO Mahesana have been canceled.

Comrades, we have no personal bias to any individual who may have even been a member of other union but it is very important to see that the officers vested with powers must utilize it impartially, judiciously and must not ignore voice of AIPE Union in genuine cases. In this case, some of the officials might have got some trouble but friends, we are very sorry with a clarification that our intention was not for creating harassment to anyone. We aim to a system, where only judicious decisions are taken.

Four Monthly meeting was held at Committee room of C.O.Ahmedabad on 04.02.2011. Minutes of the meeting is published here. It is requested to provide feed back on each item if any reply recorded by the administration side is found inadequate or incorrect. So far the item regarding problems on account of old systems, nonworking printers, want of AMC/Licensed version of anti virus, non condemnation of outdated hardware etc concerns, the administration side has assured that if any detail given for any particular office, the problem will be settled. If any office is having acute problem about functioning of computer systems and the same is not settled at Divisional level, it is requested to bring to the notice of the Circle union for representation at appropriate level. It is also noticeable that in reply to item regarding provision of fuel expense to System Administrators for local journey, it is replied that the concerned official has to obtain pre or post facto approval of their tour program or projected movement, for reimbursement of fuel expenses as demanded. All S.A.s are requested to get the reimbursement as per this reply by the Circle Administration and if any problem persists, C/S should be consulted. Many members may not be knowing that the number of items to be taken in Four Monthly meeting is restricted to three for each union and therefore we have to write letters on most of the items. However, it is in your hand to keep Circle union running and striving for settlement of various types of problems at divisional level which normally remain unsettled due to communication gap. Circle Administration is also quite affirmative on justified matters but if we expect settlement we have to put up our problems in proper manner i.e. accurate details and feedback before them. Suggestion/ Communication from any member will be appreciated.
