Govt called Leaders of NJCA for talk at 8.00pm yesterday and Shri. Shiva Gopal Mishra Convenor along with S/Shri. M. Raghaiyah, K.K.N.Kutty and C. Shrikumar Members NJCA met a Group of Ministers in which S/Shri. Rajnath Singh Hon. Home Minister, Shri. Arun Jetli Hon. Finance Minister, Siresh Prabhakar Prabhu Hon. Railway Minister and Manoj Sinha Hon. MoDT were present on behalf of Govt of India.

It has been very clearly conveyed by our leaders that without changing the Minimum wage and Figment Formula, there cannot be any agreement and our movement for strike will continue.

The govt proposed to refer the issue of Minimum wage and Fitment formula to a committee for reconsideration.

We don't want to come down without a concrete result.

Friends, make strike efforts stronger and stronger. That will definitely compel the government to come down and accept our demands.

The NJCA will again meet on 6th July at 11 am for taking appropriate decision.

All Divisional Secretaries must put 100% involvement and send brief details to Circle union regarding preparations for the Indefinite Strike from 6th July

Now is the time for All Divisional Secretaries and/or other Leaders to come forward and confirm and make commitment that there will be 100% strike in their divisions right from beginning from 6am 11th July 2016. Get such commitments from each and every staff member connected on wall of one or other social media.

All may also give brief note regarding their preparations, circulars issued to members, divisional Executive committee meetings and staff meetings held and other relevant movements.

If any divisional secretary is not using android phone or using Internet, whatsapp, fb etc members should insist him to immediately start using it and in the meantime any one of other leaders should establish direct connection with Circle Secretary.

There will be no circulars from Circle union. Everything is available on our websites and other modes. No excuses. No laxity. Don't keep merely watching. Come forward and start to speak strongly to make our indefinite strike fully successful.

११ जुलाई से हमें अनिश्चित कालीन हड़ताल पर जाना ही है.

साथिओ, समजिये,हमारे साथ क्या हुवा है? हमने नेशनल जे. सी. ए . बनाई. सभी केंद्रीय कर्मी एक मंच पर आ गए. हमने कई आवेदन दिए, मुलाकात की, मांगपत्र और स्ट्राइक नोटिस भी दी, धरने किये, रेलिया निकाली, पार्लियामेंट मार्च किया, हमें इस सरकार से उम्मीदें ही कम थी, इसलिए हम यह सब संघर्ष करते रहे. लेकिन, सरकार ने हमारे मांगपत्र, अभूतपूर्व एकता, स्ट्राइक नोटिस .. सभी प्रयासों की सोची- समजी अवगणना की है. सबकुछ नकार दिया. क्या इसे हम हमें दी गयी चुनौती नहीं समजेंगे?

. बुधवार को प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता में हुई बैठक में 7वें वेतन आयोग की सिफारिशों को स्वीकार कर लिया गया. इस कदम को लेकर केंद्र सरकार भले अपनी पीठ थपथपा रही हो, लेकिन केंद्रीय कर्मचारियों के लिए अब तक का यह सबसे खराब वेतन आयोग है।

न्यूनतम वेतन 26 हजार रुपये करने की मांग

की थी.सभी केंद्रीय विभागों के कर्मचारियों को मिलाकर बने नेशनल जॉइंट काउंसिल ऑफ एक्शन के संयोजक शिवगोपाल मिश्रा कहते हैं कि इस वेतन आयोग के खिलाफ हमने पहले ही आपत्ति जाहिर की थी. इसके बावजूद सरकार ने बिना बदलाव के ही इसे लागू कर दिया है. इस वेतन आयोग में न्यूनतम वेतन 18 हजार रुपये करने की सिफारिश की गई है. जबकि इसे 26 हजार करने की जरूरत है। वैसे

भी न्यूनतम वेतन इस पे कमीशन के पहले 17500 तो था ही. क्या दश साल के बाद एक पे कमीशन सिर्फ 500 रूपये का इजाफा करे वह अवमानना और मजाक नहीं है? 14फीसदी को 23 बताने के लिए भी जादूगरी की है. तकनीकी रूप से सिर्फ 14फीसदी बढ़ोतरी की गई है. सभी अलाउंस को जोड़ कर 23 फीसदी की जादूगरी की गई है.

हमें जो महंगाई भत्ता मिल रहा था वो सामान्य रूप से 8 % था. 14फिसदि बढ़ोतरी 2महगाई भथथे से भी कम है. क्या यह भी एक अवमानना और मजाक नहीं है?

6ठे वेतन आयोग ने 52 और 5वें वेतन आयोग में 40 फीसदी की बढ़ोतरी की गई थी. हमने नई पेंशन नीति को हटाकर पुरानी पेंशन नीति लागू करने और न्यूनतम वेतन 26 हजार करने की मांग की थी।

42 साल बाद सबसे बड़ी हड़ताल होगी.

हम इस वेतन आयोग की सिफारिश के खिलाफ आगामी 11 जुलाई से देशव्यापी अनिश्चितकालीन हड़ताल पर जा रहे हैं. इस हड़ताल में सभी केंद्रीय विभागों के सभी स्तर के 32 लाख से ज्यादा कर्मचारी भाग लेंगे. यह वर्ष 1974 के बाद पहली बार सबसे बड़ी हड़ताल होने जा रही है।

लोगों को परेशान करना नहीं चाहती यूनियंस। हमारी मांगें नहीं मानी गई तो देश की जनता की परेशानी के लिए सरकार खुद जिम्मेदार होगी. नेशनल जे. सी. ए . की तरफ से शिवगोपाल मिश्राजी ने कहा है की 1 जुलाई से पहले सरकार यदि बातचीत कर बीच का रास्ता निकालना चाहती है तो हम तैयार हैं. क्योंकि लोगों को हम भी परेशान नहीं करना चाहते हैं।

अगर सरकार हमारी कोई बात सुनना ही नही चाहती तो इसका मतलब यही होगा की हमें चुनौती दी जा रही है. इस चुनौती को हमें स्वीकारना है, और मजबूत होना है, चुनौती का मुंहतोड़ जवाब देना है. अगर हम यह नहीं कर शकते तो आनेवाली पीढ़ी को भी सदैव अन्याय सहना पड़ेगा. अभी नहीं, तो कभी नहीं. हमें न सिर्फ आर्थिक लाभो के लिए, लेकिन हमारे स्वाभिमान के लिए, अधिकारों के लिए, इतिहास के पन्नो पर ऐसे शोषण के सामने कभी न जुकनेवाली ताकत को सुवर्णाक्षारो में लिखने के लिए लड़ना होगा.

नेतागण हरेक स्थल पर जा नहीं शकते . क्या किसी को अन्याय और अवगणना की यह दास्तान समजाने बुझाने की जरुरत है? नेशनल जे. सी. ए . द्वारा जो भी आंदोलन के आदेश दिए जाय उसका हमें संपूर्ण पालन करना है. हरकोई अपना नेता ही है. यह हमारे खुद के लिए संघर्ष है. सीधी बात है,सब को साथ मिलकर लड़ना है. अब कोई प्रचार, प्रसार, पोस्टर्स, बड़ी मीटिंग्स की आवश्यकता ही नहीं है. एक ही बात, हमें एकजुट होकर लड़ना है. हमारे व्हाट्सप्प ग्रुप्स , फेसबुक और जो भी कम्युनिकेशन सिस्टम्स है, उसका भरपूर उपयोग करो. चुटकले, जोक्स, एंटरटेनिंग मैसेजिस और निरर्थक कमेंट्स को थोड़े दिन के लिए बंध करदो. सिर्फ हमारे ऐतिहासिक संघर्ष के लिए इन मीडिया में चर्चा करो. हरेक को स्वयं ही तैयार होना है, आगे आना है. इसी बात को लेकर सकारात्मक माहिती का आदान-प्रदान करो.

Sub: Cabinet approval on the VII CPC report

As all of you are aware that the Union Cabinet has accepted the report of the VII CPC today.

It has been noticed that there is no improvement in Minimum Wage and Multiplying Factor as well, which was our hard pressed demand. Instead, wages, as recommended by the VII CPC have been accepted as it is, which is highly disappointing.

Only two committees have been formed, one to take care of the allowances and another for National Pension Scheme, which will submit their reports within four months time.

It is quite unfortunate that, our demand for improvement in the report of the VII CPC has not been considered by the government.

Therefore, it would be quite appropriate that, we should go ahead with our preparations for “Indefinite Strike”, slated to be commended from 06:00 hrs. on 11th July, 2016.

You are also advised to intensify the mass mobilization and strong protests on all the offices and establishments be organized tomorrow, i.e. on 30.06.2016.

नई दिल्ली: केंद्र सरकार द्वारा घोषित 7वें वेतन आयोग की वृद्धि को 'एकतरफा एवं अपर्याप्त' करार देते हुए कांग्रेस ने बुधवार को कहा कि पिछले सात दशकों में 'यह सबसे कम वेतन वृद्धि' है।

कांग्रेस प्रवक्ता रणदीप सुरजेवाल ने कहा, 'छठे वेतन आयोग ने वेतन और भत्तों में 20 फीसदी वृद्धि की सिफारिश की थी, लेकिन तत्कालीन कांग्रेस सरकार ने उसे बढ़ाकर 40 फीसदी कर दिया था। सातवें वेतन आयोग ने 14.29 फीसदी वेतन बढ़ाने की सिफारिश की है और मोदी सरकार ने महज 15 फीसदी बढ़ाया है।' उन्होंने कहा कि न्यूनतम और अधिकतम वेतन वृद्धि का अनुपात बढ़ गया है।

कांग्रेस प्रवक्ता ने कहा, 'उदाहरण के तौर पर सबसे अधिक वेतन वृद्धि 90 हजार से 2.50 लाख की गई है, लेकिन न्यूनतम वेतन को सात हजार से बढ़ाकर केवल 18 हजार रुपये किया गया है। यह अनुपात 1:14 है, जबकि पहले यह 1:12 का था। स्वाभाविक है कि कम वेतन पाने वाले कर्मचारी को सबसे अधिक तकलीफ होती है।'

सुरजेवाला ने कहा कि मूल वेतन पर वेतन एवं भत्तों की यह बढ़ोतरी महज 15 फीसदी है, न कि 23.5 फीसदी जैसा कि सरकार गलत ढंग से दावा कर रही है।

About 33 lakhs Central Government Employees will participate in the strike. 40 lakhs Central Government Pensioners have declared their solidarity with the strike. Central Trade Unions had also extended their full support. State Government Employees Federations have cautioned the Central Government that they will also be compelled to join the strike if Government refuse to settle the demands relating to 7th CPC recommendations as majority of the state Governments are implementing the Central pay parity to their employees also.

7th Pay Commission: New monthly salaries to be effected by August 1, report says

The 7th Pay Commission committee met on Saturday to discuss the roll out plan and add final touches to the revised salary recommendations.

Revised, higher monthly salaries for lakhs of central government employees and pensioners may come into effect as soon as August 1, a report in The Financial Express said, quoting officials working closely with the 7th Pay Commisison.

The final decision on the matter was supposed to have been taken in the April 11 meeting of the 7th Pay Commission committed chaired by Cabinet Secretary P K Sinha in New Delhi.

The meeting's agenda also included adding final touches to the recommendations before they are handed to the Finance Ministry. The details of what transpired in the meeting on Saturday haven't been revealed yet.

When it comes into effect with retrospective effect from January 1, 2016, salary packages of 47 lakh central government employees and 52 lakh pensioners will be impacted.

The report said it wasn't immediately clear whether the arrears will also be credited along with the revised pay, which means it isn't clear yet whether the past dues will be credited in one go or will be paid out in instalments.

The Secretaries' group has recommended a wage hike of Rs 21,000 and Rs 2.7 lakh for the lower and upper level, respectively. This is Rs 3,000 more for the lower level and Rs 20,000 more for the upper level prescribed by the 7th CPC.

In accordance with the provisions of Sub Section (1) of Section 22 of the Industrial Disputes Act, 1947, we hereby notify that all the Postal/RMS/MMS/Administrative & Postal Accounts Employees and the Gramin Dak Sewaks of NFPE & FNPO) will go on indefinite Strike from 11^th July,2016.

(PART-A)

1. Settle the issues raised by the NJCA on the recommendations of the 7 CPC sent to Cabinet secretary vide letter dated 10^th December 2015.

2. Remove the injustice done in the assignment of pay scales to technical/safety categories etc., IN Railways & Defence, different categories in other Central Govt. establishments by the 7 CPC.

3 Scrap the PFRDA Act and NPS and grant Pension/family Pension to all CG employees under CCS (Pension) Rules, 1972 & Railways Pension Rules, 1993.

4. i) No Privatization/outsourcing /contractorisation of governmental functions.

(ii)Treat GDS as Civil Servants and extend proportional benefit on pension and allowances to the GDS.

5. No FD in Railways & Defence: No Corporatization of Defence Production Units and Postal Department.

6. Fill up all vacant posts in the government departments lift the ban on creation of posts; regularize the casual/contract workers.

7. Remove ceiling on compassionate ground appointments.

8. Extend the benefit of Bonus Act 1985 amendment on enhancement of payment ceiling to the adhoc Bonus/PLB of Central Government employees with effect from the Financial year 2014-15.

9. Ensure five promotions in the service career of an employee.

10. Do not amend Labour Laws in the name of Labour Reforms which will take away the existing benefits to the workers.

11. Revive JCM functioning at all levels.

1. Implement Cadre Restructuring in all wings of Postal Department i.e. SA, Postmen, Mail Guard, Mailmen, MTS, MMS,PA SBCO,PA CO, Postal Accounts , Civil Wing and Postmasters Cadre etc.

2. Upgrade the pay scales of various cadres in the Postal Department as demanded in the Memorandum submitted to Seventh CPC and Secretary, Department of Posts.

3. Filling up of all vacant posts in all cadres of Department of Post.

4. No harassment and victimization for trade union activities/CBS/CIS and other matters.

There is no need to elaborate the miseries and sufferings we are facing at base level after the implementation of Finacle, (CBS & CIS) and the mental torture.

The CHQ is aware of the issues and properly placed before the Department vide its letter dated 22.01.2016, 11.02.2016 & 25.04.2016. Further it was brought to the personal notice of the Hon’ble Minister of communication. However, the progress in resolving the Finacle issues is in slow nail causing resentment and unrest amidst officials.

The assurance of the Department on 28.03.2016 in providing two more server by Infosys to solve the Finacle problem has not been carried out yet. The increase in the bandwith as per the requirement of the office has not been carried out in any circle.

Adding fuel to fire, the department’s recent decision in implementing the Business hours of Post office to the extent of 5 hours for monetary transactions has not been exercised. Some circles like Tamilnadu, Haryana etc. have sought clarifications to prevent the implementation of the decision without minding the existing sufferings of officials due to faulty functioning of Finacle & others and the officials are forced to remain in office in late hours. There is every risk for the women employees to leave office late every day.

For the last ten days, there is poor access and even no access in Finacle continuously throughout the nation affecting the public and staff very badly. This is nothing but due to the incapacity of the servers provided by Infosys. The department is not in a position either to correct things or apply the penal provisions against the vender. The existing position in Finacle is nothing but the last straw on camel’s back.

The recent conversations unofficially held between the Infosys and some staff exhibited in the website will reveal the fact. We must know who is committing mistake after mistake. Whether the officers dealing the Finacle are aware of all the software and hardware oriented issues. Are they simply hearing and acting as per the dictums of the vendors? Howe many times we are going to alter our rulings to suit the requirement of vendors? Will there be any time to the officials to go through the routine daily circulars on CBS functioning in the pressure of work?

We lost our patience. Even though, we suffer voluntarily a lot as we feel it is the transition period, in the implementation of Finacle, it is felt now that without settlement of the Problems, the Department is inclined to proclaim that it has implemented the Finacle more in numbers than the leading banks and also without any Quality and good service to the customer.

Under these circumstances, the CHQ has elaborately written a letter to the Department on 26.05.2016, detailing all the problems being existed in Finacle and McCamish and sought remedies within a fort night. In the event of non-settlement, the CHQ has decided to launch the following programme of action culminating to strike action.

10th June - Demands Day - Demonstration at divisional/branch levels

17th June - Dharna in front of Circle office.

30th June - Demonstration in front of Dak Bhawan & issue of strike notice. (The date will be decided with consultation of NFPE & JCA constituents)

The major demands put forth in the programme of action.

1. Provide additional servers and solve the Finacle problem

2. Increase the bandwidth as per the requirement.

3. Implement the decision of Directorate on Business hours.

4. Drop all Memos & Charge sheets issued due to Finacle minor mistake.

5. Implementation of action on all the points put forth in the CHQ letter dated 26.05.2016.

This programme is nothing but to save the Postal Service from the existing chaos and confusions. Even though we desire peace, we have been pushed in to the wall. We could not tolerate furthermore.

All Divisional/Branch and circle secretaries are requested to organize the programme very effectively and intimate compliance. The CHQ will leave no stone unturned in the event of no settlement is seen in this serious issue.
